The City of Winston-Salem has a Fair Housing Ordinance that is enforced by a board known as the Winston-Salem Human Relations Commission.
We are beginning a 2 part series outlining the details of this ordinance, how it is enforced, and what you should do if you think you are being discriminated against.
The Fair Housing Ordinance of the City of Winston-
Salem prohibits the following acts based on race,
color, religion, sex, national origin, handicap or family status:
Part 1
Fair Housing
Refusing to sell or rent housing
Lying about the availability of housing
Discriminating in the terms or conditions of housing, such as rent, security deposits, house sale prices, the use of facilities or financing
The Fair Housing Ordinance applies to the sale, rental and financing of residential housing. Apartments, houses, mobile homes and even vacant housing lots are covered by the Fair Housing Act. With a few exceptions, anyone who has control over residential property and real estate financing must obey the law. This includes rental managers, property owners, real estate agents, landlords, banks, developers, builders and individual homeowners who are selling or renting their property.

community, Hunters Hill, for receiving a Housing North
Carolina Award sponsored by the N.C. Housing Finance Agency.
The award recognizes outstanding affordable housing that can serve as models for other communities.
Hunters Hill, located on Hutton Street, provides supportive apartments serving extremely low-income individuals with disabilities, developed by the North Carolina Housing Foundation
and Partners for Homeownership in collaboration with Center Point Human Services, Experiment in Self Reliance, and the United Way of Forsyth County’s Ten Year Plan to End Chronic Homelessness.
Winners for the Housing North Carolina Award were chosen for affordability; design (attractiveness, energy-efficiency); contribution to the community; sustainability as affordable
housing; and features such as services for residents and creative partnerships.
The West Salem Neighborhood Association was recognized by the award for its support of the community. Thank you to Hunters Hill for being an award-winning addition to the West Salem neighborhood!

Microwave Brownies
1 cup sugar 2 eggs
1 teaspoon vanilla extract ! cup butter or margarine, melted
" cup all purpose flour 1/3 cup baking cocoa
! teaspoon salt 1 cup nuts. Your choice (optional)
Confectioners’ sugar, optional
Directions:
• Combine the sugar, eggs and vanilla in a bowl and mix well.
• Add butter, mix well.
• Combine flour, cocoa and salt and add to butter mixture.(Don’t over
mix)
• Stir in nuts if you are using them
• Spread mixture into a greased microwavable 8inch dish
• Microwave uncovered for 6-7 minutes, turning dish # turn every 2
minutes.
• Brownies are done when dry looking on top and to the touch they
spring back.
• Sprinkle with confectioner’s sugar if you want.
• Makes about 1 ! dozen brownies

I live in a house on Hutton Street that was built in 1926. I love this house and this neighborhood. West Salem is such a charming place, from welcoming front porches and neighbors to the Craftsman-era brackets that hold up our eaves. And then there are … the driveways. It would be a stretch to call them charming. “Motor cars” were new in the twenties, and clearly narrower than they are today. On Hutton Street, there are only a handful of driveways that are usable by modern standards. Many is the guest who has trustingly followed me up the driveway that curves behind my house to find himself trapped. For there is no way out except in reverse, and this is definitely an
acquired skill. So it is understandable that many Hutton Street neighbors choose to park on the street. And it's a busy street, one of the busiest in the neighborhood. Neighbors who are concerned that their cars might be hit by speeding drivers sometimes park with two wheels in the street and two on the sidewalk. This reminds me of bumper cars casually abandoned when the ride is over. But something has changed. I have noticed lately almost all of my neighbors have begun parking with all four wheels in the street! The neatness and orderliness of this pleases me – but even better than making the neighborhood look good is the fact that cars on Hutton
Street are slowing down! Have you noticed? When I drive down the street now and there are cars parked on both sides, an approaching driver and I both slow down to pass each other. Parking entirely on the street has created a wonderful traffic calming effect. Congratulations to us for getting our cars off the sidewalk! Cappy Kirsch

an in-depth, thorough, objective investigation to determine whether discrimination has occurred.

Hi, I’m Daphne. I’ve lived in West Salem for
about a year, but my owner Patricia has been here for over 10.
When I first came to the neighborhood, I had never been
socialized and was afraid of my own shadow. People and cars
scared me, so walking around the area was a little stressful.
But it didn’t take me long! My owner convinced me that West
Salem was a special place where so many wonderful, unique
people lived. I’m still a little shy, but I have made some very
special friends and now get excited when I see a fellow neighbor.
My favorite toy is Lammie, a black lamb that squeaks. And my
hidden talent is leaping! I can jump 4 to 5 feet from a dead sit!
Maybe we’ll bump into each other some time!
Next Door Neighbor
Patricia Olmstead rescued Daphne (her first poodle) from Carolina Poodle Rescue (highly recommended no-kill facility).
Patricia has been a very active member of the West Salem Neighborhood Association for many years, serving as president as well as currently serving as vice president of the association.
She loves to garden and says that having Daphne for the past year has made living in West Salem just a little more special.
