ARWDB Board Co-Chair, Randy Hayes, called the Board Meeting to order at 11:58 a.m.

There were no requests for public comment.

1. Mr. Randy Hayes made the following motion:

MOTION: To approve the minutes of the August 23, 2018 meeting with the correction that where “Eddie Hayes” is listed should be corrected to “Eddie Ausband”. The motion was seconded by Robert Duffield and unanimously approved.

2. The ARWDB Executive Committee made the following motion:

MOTION: To authorize the DRAFT of the Local and Regional Workforce Plan Updates for 30-Day Public Comment. The motion was seconded by James Jackson and unanimously approved.

3. Ms. Lee Hunter made the following motion:

MOTION: To approve the Reviewed and Adjusted “Living Wage” Policy. The motion was seconded by James Jackson and unanimously approved.

Amelia Nickerson, Vice President of Development & Community Relations, of First Step Staffing gave a presentation on how her organization is working to help homeless individuals in find employment.

Randy Hayes announced to those in attendance that Board Member, Karen LaMarsh has resigned from the both Clayton State University and the Atlanta Regional Workforce Development Board (ARWDB). He also welcomed new member Margie Ensley to her first ARWDB Meeting.

The meeting was adjourned at 1:07 p.m.

SUBJECT: PROPOSED ACTION – Approval of New EO Policy Requested Action To review and approve the new EO Policy that has been reviewed by TCSG to follow Section 188 of the Workforce Innovation and Opportunity Act (WIOA). This new policy replaces our old policy in its entirety. Reason During WorkSource Atlanta Regional’s Annual State Monitoring, it was determined that WorkSource Atlanta Regional was not in compliance with WIOA Section 188 of the Equal Opportunity Provisions 29 CRP Part 38 of the Federal Regulations. As such, it was documented as a finding on October 26, 2018 with corrective action to follow. Statement of finding # 2: The LWDA’s discrimination-based compliant policy and procedure lacks federally required elements. Effect: An individual reviewing the local discrimination-based complaint process will not be accurately informed of their rights according to federal regulation. Required Actions(s): OWD requires that the LWDA complete tasks that include, but are not limited to the following:

1. Update policy and procedures to include the provisions detailed above; and 2. Conduct staff training, as necessary, to ensure that staff are knowledgeable about the

policies and procedures Therefore, to address the corrective action and ensure compliance, WorkSource Atlanta Regional drafted a completely new policy and procedures with the language outlined in 29 CFR – 38.72 of Section 188 and submitted to OWD to review for compliance. Timeframe Effective Immediately Impact WIOA contract staff, new customers and active WIOA participants for Adult, Dislocated Workers and Youth Recommendation Approve New EO Policy

SUBJECT: PROPOSED ACTION – Approval of the NextGen Program High Poverty Area Policy (NGPP 02-02)

Requested Action (What) To approve the revised High Poverty Area Policy (NGPP 02-02). Reason (Why) State and Federal rules, regulation and policies requires that each local workforce development area (LWDA) develop a High Poverty Area Policy that would establish a process for conducting WIOA eligibility certification to determine low-income for a youth living in a high poverty area. This revised policy serves to broaden the recruitment pool by increasing the eligible community poverty rate from 30% to 25% as well as expanded the qualifying elements to include other provisions that would allow for more youth to be served. Timeframe (When) Upon approval by the ARWDB, the policy would become effective immediately for distribution to and use by the NextGen Program staff and Service Providers. Impact (Who and How Much) The policy outlines the criteria, provisions, and census track geography, as well as the steps to search if an address is located in the high poverty area census tract. The policy within itself does not have any financial impact; however, the policy provides an opportunity for those youth residing in the high poverty area census tract who are seeking to participate in the NextGen Program to be automatically considered low-income for WIOA eligibility. Recommendation This action comes as a recommendation from the NextGen Committee (NGC).
