COUNCIL OF MINISTERS REGULA TNS NO. 132/2007COUNCIL OF MINISTERS REGULATIONS TO PROVIDE FOR

THE ESTABLISHMENT OF THE ETHIOPIAN POLICEUNIVERSITY COLLEGE

These Regulations are issued by the Council ofMinisters pursuant to Article 5 of the Definition ofPowers and Duties of the Executive Organs of the FederalDemocratic Republic of Ethiopia Proclamation No.471/2005 and Article 8 (1) of the Higher EducationProclamation No. 351/2003.

PART ONEGENERAL

1. Short Title

These Regulations may be cited as the "EthiopianPolice University College Establishment Council ofMinisters Regulations No. 132/2007"

2. DefinitionsIn these Regulations unless the context reqUIresotherwise:1) "board" means board of the University College

established in accordance with Article 7 of theseRegulations;

2) "senate" means senate of the University Collegeestablished in accordance with Article 12 of theseRegulations;

3) "President" means the president of the UniversityCollege appointed in accordance with article 15of these.Regulations;

4) "Director" means director of an institutionestablished under the University College inaccordance with Article 3(2) of these Regulations;

5) "Academic Staff' means any employee of theUniversity College engage in teaching or researchactivities;

6) "stakeholder" means any public body thatemploys the graduates of the UniversityCollege, and includes the federal and regionalstate police departments, penitentiaryadministrations, customs police and otherbodies having responsibilities for lawenforcement and maintenance of security andsafety;

3. EstablishmentI) The Police University College (hereinafter the

"University College") is hereby established asan autonomous higher education institutionhaving its own legal personality.

2) The University college shall comprise thefollowing institutions:(a) the Police Staff College;(b) the Basic and Specialized Police Training

Academy;(C) the Police Medical Professionals Training

Institute;(d) the Criminal Investigation and Forensic

Science Institute;(e) the Police Research Institute;(f) Other colleges, institutes and schools to be

established by the Board.3) The University college sha11be accountable to

the Federal Police.

4. ObjectivesThe University College shall have the followingobjectives:I) to produce police specialists and leaders who

are loyal to the Constitution andprofessionally qualified;

2) to cultivate, expand, preserve and transmitknowledge pertaining to the profession ofpolice;

3) to strengthen and expand police educationaland training capabilities and executions;

4) to enhance the effectiveness of police training- endeavors;5) to speedup the improvement and moderniza-

tion process of the police service;6) to assist the public in reducing vulnerability

to crimes and accidents;7) to contribute in the institutional image

building of the police.

5. Powers and Duties of the University CollegeThe University College shall have the powers andduties to :I) establish and run colleges, schools, institutes

and other academic and research units;2) design and deliver undergraduate and

postgraduate programs in the fields ofpolicing and related public safety andsecurity;

3) design and implement specialized andupgrading training programs in various-aspects of policing functions;

4) confer academic certificates, diplomas anddegrees as well as medals, prizes and titlesfor excellence and meritorious contributions;

5) scrutinize, evaluate, regulate and keep records/ of the behavioral state of trainees and

communicate same to the concerned organs,and follow-up the state of graduates;

6) set entrance, continuation and graduation

requirements for the education and training

programs it runs;

7) issue and enforce internal rules and standards

necessary for the proper execution of its

mandates;

8) set competency and qualification standards for

major posts in the police service;

9) undertake training needs and impact assess-

ment;

10) promote the interest for learning and

application of acquired capabilities among the

members of the police;11) conduct studies and research with a view to

upgrading the police profession and

disseminate the results thereof;12) acquire,.. generate, organize, and disseminate

information relating to crime, accident and

conflict;

13) produce and distribute police related

publications and teaching materials;

14) consult federal and regional state police leaders;

15) provide technical assistance for other federal

and regional state police training institutions;

16) provide paid consultancy services;

17) establish relations with other local and foreign

institutions having similar objectives and

potentials to assist in accomplishing its mission;18) acquire and administer the human, material and

financial resources that are necessary for thefulfillment of its objectives;

19) own property, enter into contracts, sue and be

sued in its own name;20) carry out such other activities as are necessary

for the attainment of its objectives.6. Involvement of Stakeholders

1/ Stakeholders of the University college shallhave the right to comment, in view of theirtrained manpower requirements, on students'quota assignments, the contents of educationaland training programs, opening of newprograms and closure or merger of existingprograms.

2/ The Board and management of the UniversityCollege shall facilitate the involvement ofstakeholders and consider their comments ~nmaking decisions on issues referred to in sub-Article (1) of this Article.

PART TWOPOLICY AND EXECUTIVE BODIES

1) The University College shall have a Board thatconsists of a chairperson and members to bedesignated by the chief of the Federal Police.

2) The Board shall have its own Secretary.3) The Board shall be accountable to the Chief of

8. Powers and Duties of the BoardThe Board shall have the powers and duties to:1) propose, where necessary, amendments to these

Regulations for Government approval;2) issue the general academic and administrative

policy of the University College in conformitywith Government policies and laws, andensure the implementation of same;

3) determine the organizational SITuctureof theUniversity College;

4) ensure that appropriate mechanisms areestablished to facilitate the p~rticipation ofstakeholders;

5) submit nominations of appointments for posts.of the President and Vice President for approvalof the Government; approve ~heappointmentsof directors;

6) approve conferring of the ranks of associateprofessors and professors;

7) determine the plan and draft budget of theUniversity college and monitor theimplementation of same upon approval;.

8) prepare internal administrative rules thatdetermine conditions of empioyment,promotion, discipline, allowances and benefitsof the academic staff of the University College,and applies. after confirmation by t.heGovernment;

9) determine fees to be charged by t.heJ]niversityCollege in accordanct::with direc~~vesapprovedby the Government;

10) approve agreements made by the UniversityCollege with third parties;

11) decide on appeals against decisions made byany organ of the University college, wllensubmitted to it in complianc~ with tht: liut; ofhierarchy;

121 approve the emblem of the University Coilegf.';131 determine its own rules of procedure;141 perform such other activities as may be

necessary for the attainment of the objectives ofthe University College.

9. Establishment of the Police Training Assembly1) There is hereby established the Police Training

Assembly, with the aim to maintain nationalstandards and to enSure proper consideration ofboth national and local issues in all polict:training programs.

2) The Assembly shall have the followingmembers:

10. Objectives and Duties of the Police TrainingAssemblySubject to the general directives issued by the

Board, the Assembly shall have the objectives andduties to:

1) formulate national standards for police

training and ensure the observance of such

standards by all police training institutions;

2) ensure the establishment of proper network-

ing and collaboration among all police

training institutions in the country;

3) discuss and exchange views on police training

plans prepared at national level;

4) evaluate national level police training prac-

tices with a view to sharing experiences;

5) perform other duties pursuant to the directives

of the Board.11. Establishment of the Senate

1) There is hereby established the Senate of theUniversity College having the followingmembers:(a) President of the University College

3) approve academic appointments and prom-otions below the rank of director andprofessor;

4) recommend to the Board academic appo-intment and promotions to the ranks ofdirectors and professors;

5) approve academic rules and standards inline with the policy set by the Board;

13. Appointments and Accountability of the Presidentand Vice-Presidents1) The President shall be appointed by the

Government upon the recommendation of theBoard and the Federal Police, and shall beaccountable to the Board.

2) The Vice Presidents of the University Coll-ege shall be appointed by the Federal Policeupon recommendation of the Board and shallbe accountable to the President.

14. Powers and Duties of the PresidentThe President shall be the Chief Executive ofthe University College and shall have thepowers and duties to:1) direct and control the academic and

administrative activities Of the UniversityCollege as a head;

2) chair the Police Training Assembly andfollow up the implementation of itsdecisions;

3) ensure the implementation of decisionspassed by the Board and the Senate;

4) ensure that appropriate mechanisms areestablished to incorporate the interests ofthe stakeholders;

5) prepare and submit plans to the Boardstrategic and annual work plans andbudgets of the University College, andensure their implementation uponapproval;

6) monitor and improve the overall institu-tional performances of the UniversityCollege;

7) ensure the observance of the relevant laws,regulations and directives;

8) sign agreements and contracts on behalf ofthe University College;

9) represent the University College in all itsdealings with third parties;

10) open and operate bank accounts in thename of the University Colle~;

11) prepare and submit to the Bo.a:f<lquarterly,annual and other necessary periodic reportson the activities of the University College;

12) perform other activities as may be assignedto him by the Board.

15. Powers and Duties of the Academic Vicepresident

The Academic Vice president shall have thepowers and duties to:1) support and advise the President on academic

matters;2) direct and co-ordinate the academic affairs of

the University College;3) follow up the teaching and training courses

offered by the University College and ensurethat they meet all relevant standardsconc~ming constitutional understanding,police personality and competencies;

8. ensure the satisfactory provision of health,food and accommodation, transport,security and such other services andsupplies the students of the UniversityCollege and other members of itscommunity are entitled to in accordancewith directives ofthe University College;

9. expand income-generating schemes tostrengthen the financial position of theUniversity College, apart from the normalbudgetary allocation by the Government,and properly administer the proceedsthereof;

10. prepare annual budgets and plans for theUniversity College's administrative anddevelopment activities, and implement sameupon approval;

11. perform such other activities as may beassigned to him by the president.

Powers and Duties of the Director. of ResearchInstitutionThe Director of research' institution shall beaccountable to the Academic Vice President andshall have the powers and duties to:1. Support and advise the Academic Vice

President on the research and consultancyactivities of the University College;

2. direct and co-ordinate the research andconsultancy services of the UniversityCollege;

3. ensure the enhancement of researchactivities and the utilization of the researchoutcomes in improving the police servicedelivery;

4. identify research priorities; prepare researchproject proposals; identify alternativefunding sources for research projects;monitor the execution and outcome ofresearch projects upon approval;

5. prepare the long and medium term strategiesof the University College;

6. ensure that training need and impactassessments are conducted regularly andnecessary program adjustments are effected;

7. facilitate the publication and distribution of.research results;

8. prepare and conduct trainings, workshopsseminars and symposiums on researchIssues;assist and promote, research activitiescarried out by other federal and regional"tMp nnlirp inc:titl1tinnc:'

10. direct the process of studies conducted bystudents of the University College as partialfulfillment of degree programs;

11. secure resources and establish systemsrequired for the research institution;

12. encourage the teaching staff and students toengage in research~

13. prepare the annual plan and budget of theresearch institution, and implement sameupon approval;

14. manage the performances of researchers andother staff of the institution;

15. formulate and ensure the observance ofguidelines and procedures applicable JOresearch activities;

16. prepare and submit to the Academic VicePresident periodic reports on the activitiesofilie Institution;

17. perform other duties pertaining to researchactivities as may be assigned to him by theAcademic Vice President;

18. Powers and Duties of Director of Educationand Training InstitutionThe Director of education and traininginstitution shall be accountable to the AcademicVice President and shall have the powers andduties to:

1. direct and administer the academic andadministrative activities of the institution;

2. manage the process of designing anddelivering educational and trainingprograms, workshops and symposiums;

3. chair the academic commission of theinstitution;

4. secure resources and establish systems re-quired for the institution;

5. ensure that all training programs offered bythe institution meet the required standards;

6. ensure the implementation of strategiesdesign-ed for propagating constitutionalprinciples and n\l11uflng of policepersonality;

7. manage the performances of the academicand support staff of the institution;

8. ensure the proper provision of facilities andservices to staff and students of theinstitution as prescribed in the directives ofthe University College;

9. prepare annual plans and budgets of theinstitution and implement same uponapproval;

10. monitor and evaluation the execution ofeducational and training programs and thesituation of students;

11. propose necessary improvements onedu.cational and training programs;

12. prepare and submit to the Academic VicePresident periodic reports on the activitiesof the institution;

13. perform other duties pertaining to educationand training as may be assigned to him bythe Academic Vice President;

J9. Other Organs of the University CollegeThe establishment and functions of othereducation, training and research components ofthe University College and the designation oftheir organs shall be determined by the Board.

PART THREEMISCELLANEOUS PROVISIONS

20. BudgetThe budget of the University College shall bedrawn from:1. budgetary appropriations by the Government;2. collection of fees; and3. other source.

21. Books of Accounts1. the University College shall keep complete

and accurate books of accounts.2. the books of accounts and fmancial documents

of the University College shall be auditedannually by the Auditor General or byauditors designated by him

22. Inapplicable LawsNo regulations or directives, in so far as they areinconsistent with the provisions of theseRegulations, shall be applicable to mattersprovided for in these Regulations.

23. Effective DateThese Regulations shall enter into force on thedate of their publication in the Federal NegaritGazeta.
