    The bourse was on dull note today stagnating at the same place

    trading between 5,498 and 5,512 before investor interest stepped

    in towards the final hour of the day taking the benchmark index to

    a peak of 5,528. However, considering the weighted average for

    the final hour the index closed at 5,512 only marginally up by 5

    points. Cargills, Dialog, Sri Lanka Telecom and Nestle were the

    main positive contributors for the day. The S&P SL20 was on a

    negative note today witnessing a dip of 18 points.Institutional and foreign play has remained strong despite the

    decline in activity levels in the market. Today the market registered

    a further 6 crossings accounting for 52% of the days turnover.

    Investor interest was primarily focused on Beverage, Food and

    Tobacco sector and the Banking and Finance sector.Deals in Commercial Bank allowed the counter to lead the

    turnover list. Four crossings in the counter was registered

    accounting for 1.7mn shares with 692k shares changing hands at

    LKR102.0 and 1mn shares changing hands at LKR103.0. The counter

    also recorded an on-board block of 160k shares at LKR102.0.

    Despite investor interest the counter closed day with a dip of 1.0%

    at LKR102.0.A crossing each was recorded in Cargills and Bukit Darah as the

    former saw 210k shares dealt at LKR154.0 while latter saw 50k shares

    dealt at LKR690.0. The former also gathered notable onboard

    interest with several large blocks changing hands as the counter

    closed with a steep gain of 7.7% at LKR154.0. Meanwhile a block of

    3mn of PC Pharma shares at LKR10.0 brought counter up the

    turnover ladder during the final hour of trading.The dividend play counters Ceylon Tobacco and Chevron

    Lubricants continued gain investor attention as the counters re-

    touched the 52-week high prices of LKR800.0 and LKR201.0 below

    closing at LKR795.3 (-0.6%) and LKR201.0 (0.5%) respectively.

    European Stocks Climb After S&P Upgrades Greece: European

    (SXXP) stocks climbed, with the Stoxx Europe 600 Index rising for a

    second day, as Standard & Poors raised Greeces credit rating

    and investors awaited economic reports from the US and

    Germany. US index futures were little changed, while Asian shares

    rose.The Stoxx 600 added 0.2% to 280.99 at 8:34 a.m. in London.Brent Crude Gains for Second Day as US Stockpiles Decline: Brent

    crude rose for a second day in London after an industry report

    showed stockpiles fell the most in more than three months in the US,

    the worlds biggest oil consumer. Brent for February settlement onthe London-based ICE Futures Europe exchange was up 34 cents

    at USD109.18 a barrel at 9:24 a.m. local time.

    Sri Lanka's economy grows 4.8% in third quarter: Sri Lanka's economy expanded 4.8% in the thirdquarter of 2012 slowing from 8.5% a year earlier with agriculture contracting 0.5%, the state statistics

    office said. Sri Lanka's GDP was estimated to have grown 8.3% in 2011 and is expected to slow to around6.7% this year. Industry grew 7.3% (down from 10.8% a year earlier) and services grew 4.6% down from

    7.8%. In Agriculture tea grew 4.3% but rubber contracted 4.7% and paddy shrank 38.2%. In fisheries

    inland fishing expanded 46.1% on top of a 32.6% growth last year. Marine fishing grew 6.5% slowing

    from a 14.3% growth last year. Manufacturing industry grew 3.3% slowing from 7.7% last year, with

    textiles and apparel growing 2.9% down from 10.2% a year earlier. Mining and quarrying expanded

    16.2% on top of a 19.6% growth last year. Electricity, gas and water contracted 0.4% with electricity

    contracting 1.0%. In services wholesale and retail trade grew 2.2% slowing from a 9.5% growth a year

    earlier, with import trade shrinking 1.2% compared with a 14.2% growth last year. Export trade

    contracted 0.9% and domestic trade expanded 6.1% against a 6.7% growth last year. Hotels and

    restaurants continued to grow by a strong 25.3% on top of a 27.2% growth last year, post and

    telecommunications grew 13.7% up from 8.4% last year. Banking insurance and real estate grew 7.1%slightly slower than the 7.4% last year. Government services grew 2.6% up from a 0.4% growth last year.

    Sri Lanka Treasuries yields plunge: Sri Lanka's Treasuries yields plunged at Wednesday's auction for thesecond week running with the 12 month rate falling as much as 27 basis points to 12.18%, data from the

    state debt office showed. The 3-month yield fell 21 basis points to 10.23% and the 6-month yield fell 25

    basis points to 11.53%. The debt office, which is a unit of the Central Bank said it sold LKR1.0 bn in 3-

    month bills, LKR6.0 bn in 6-month bills and LKR10.0 bn in 12-month bills. In the secondary market bill

    yields fell further after the auction, dealers said. Six month bills were quoted around 11.20/40% and the

    12-month bills were quoted around 11.90/12.05%, dealers said. Bonds were also down with 2-year gilts

    quoted around 12.00/15% today from 12.35/35% yesterday. Three years were quoted around12.15/25% down from 12.25/35%.

    Sri Lanka tourist arrivals overtake Maldives: Sri Lanka's tourist arrivals which rose 16.5% to 883,353 inthe 11 months to November 2012 from a year earlier, has outstripped that of Maldives which welcomed

    866,310 tourists up only 2.4%. Sri Lanka has experienced a tourism boom since the end of a war in 2009,

    while the Maldives has seen political turmoil and also a more up market model dependent on Europe

    which has taken a hit with economic troubles in Europe. Analysts say Sri Lanka has an inclusive tourist

    industry more in the style of an egalitarian capitalist-liberal model embracing less-affluent tourists, with

    many small hotels mushrooming up and boosting competition. Maldives has a feudal-artisan type modelcatering to affluent customers. Many Sri Lankans work in the Maldives industry and Sri Lanka hotel

    Sri Lanka Tourist arrivals up 20% in November: Sri Lanka's tourist arrivals rose 20.1% to 109,202 inNovember from a year earlier with arrivals up to November up 16% to 883,353 data from the state

    tourist promotion office showed. Arrivals from Western Europe rose 17.2% to 35,892 in November with

    the total in the 11 months also up 17.0% to 329,364. Visitors from UK rose 12.9% to 10,828 in November

    from a year earlier. Arrivals from Germany rose 16.6% to 8,161, from France up 16.3% to 5,441, from the

    Netherlands up 10.6% to 2,310 and Italy up 2.1% to 1,289. Visitors from Eastern Europe rose 23.1% to

    12,406 in November with arrival in the first 11 months up 45.5% to 62,493. Middle Eastern visitors were

    down 22.4% to 6,151. East Asian visitors rose 64% to 14,994 helped gains in visitors from China (up 164%to 3,353), Japan (up 56.2% to 3,184) Malaysia (up 33.2% to 2,158) and Singapore (up 14.4% to 1,713).

    Tourists from South Asia rose 9.6% to 26,649 helped by a recovery of the Indian market which has been

    hit this year after a tightening of immigration controls amid a rise in nationalism and militarization of the

    island. The Indian rupee has also weakened over the past year. Arrivals up to November from South Asia

    New ARs and FRs Coming: The Government is to amend the Administrative Regulations (AR) andFinancial Regulations (FR) in line with modern needs. The present public sector AR was introduced in

    1968 and FR was introduced in 1962. They have been used in the public sector without any amendment

    for the past 50 years. The AR and FR systems were introduced before the introduction of the open

    economy and the officials say that the age-old regulations hinder tender procedures and otherimportant processes of the Government. The Government has already started to compile a set of new

    AR and FR, which are much simpler, and they are expected to enhance the productivity of the public

    Emerging Asia to outperform global peers: Fitch expects emerging Asias macroeconomic performanceas a region to outperform global peers. Emerging Asia is projected to remain the fastest-growing global

    region, with growth of 6%-6.5% a year until 2014. Even excluding still fast-growing China (constituting

    48% of emerging Asias overall GDP), the rest of the region is expected to grow 5%1 in 2012, picking up

    to 5.5% in 2013 and 6% in 2014, outpacing global emerging markets as a whole. Inflation for the whole

    region is expected to average 3.7% a year in 2012-2014, close to the 2001-2011 average of 3.6% and

    Lanka has limited policy space to deal with shocks: Sri Lanka has limited policy space to deal withexternal shocks and the countrys foreign currency denominated debt ratio is likely to increase while

    other economies in the region face a decline, Fitch said in a report. Sri Lanka is rated BB- with a stable

    outlook. "The persistence of global economic and financial uncertainty underscores the importance of

    buffers for sovereign creditworthiness in terms of the strength of sovereigns own balance sheets and

    scope for policy flexibility to absorb and offset shocks ," Fitch said in a report titled 2013 Outlook:

    Emerging Asia Sovereigns. "Sri Lanka couples limited fiscal flexibility, thanks to its high debt, with an

    already strongly negative real policy rate, suggesting limited scope for a policy response if a shock

    occurs," the ratings agency said. "Ratings will balance the benefit of proven market access against the

    risks of rapid growth in foreign-currency denominated public debt. At the regional level, foreign currency

    denominated debt is projected to decline as a ratio of current external receipts. However it is projected to

    remain above 100% for Sri Lanka and to remain above the end-2011 level for Mongolia. This factor is

    likely to weigh on these sovereigns ratings. "In terms of indebtedness, Indonesia is in the strongest

    position as it has a debt/GDP ratio below the median for its peer range and the ratio is projected to fall

    on current forecasts, giving scope for a fiscal policy response if growth slowed sharply. Debt ratios are

    projected to fall slightly in India and Sri Lanka, but those sovereigns high public indebtedness gives

    limited scope for further fiscal easing if shocks materialise.

    to protect growth, with rate cuts in China and Thailand and higher spending by Philippine President

    Benigno Aquino and Malaysian Prime Minister Najib Razak.We are pretty much already at the bottom of

    the rate- cutting cycle for most of the region, said Enrico Tanuwidjaja, an Economist at Royal Bank of

    Scotland Group Plc in Singapore. The dynamics of inflation and growth for East Asia dont warrant

    further easing. China Effect The World Bank raised its growth prediction for emerging East Asia after

    third-quarter data showed government measures to support expansion in China gave quite a boost to

    the economy, and may continue to do so next year, Hofman told reporters in Singapore today. World

    trade has also improved since August, and the risks from Europe are now considerably less than six

    months ago, he said. We expect quarter four also to be good and that then feeds into a very strongnext year and that lifts the region up as a whole, he said in the interview. Even outside China, domestic

    demand is driving growth in Indonesia, Malaysia, the Philippines, so there also growth is quite strong.

    Chinas economy may grow 7.9% in 2012, compared with 9.3% in 2011, the World Bank said. Asias

    largest economy may expand 8.4% next year, and the countrys slowdown appears to now have

    bottomed out, it said. Growth in 2013 will be a result of a combination of lagging effects of earlier

    monetary expansions, local government fiscal stimuli, accelerated approval of central investment

    projects, and an upswing in the business cycle, according to the report.

    Boehner Plan B aims to show Republican Tax Aversion:US House Speaker John Boehner aims to use avote on his alternate budget proposal to highlight Republican opposition to tax increases sought byPresident Barack Obama, as the two sides negotiate a larger fiscal deal. The House may vote tomorrow

    on Boehners Plan B, which would raise tax rates on income over USD1 mn, rather than the

    USD400,000 threshold the president proposed in his latest offer. The Obama administration and

    Democrats rejected the Boehner plan, released yesterday, as inadequate. With his push for a vote on his

    proposal, Boehner is looking to pressure Obama to accept deeper spending cuts and a higher threshold

    for rate increases by showing how hard it will be to win Republican support for any tax increase. Unless

    Congress acts, more than USD600 bn in tax increases and spending cuts will begin next month. Right

    now we need to do something to get the presidents attention, Representative Frank Lucas, an

    Oklahoma Republican, said in an interview. Boehners approach might just help, he said. Putting

    Republicans on record in support of a higher rate for some top earners could insulate Boehner and his

    party from blame if no deal is reached with Obama and taxes rise starting Jan. 1 as part of the so-calledfiscal cliff.

    company will add about 40 dealers for its upscale Cadillac brand next year, up from about 160 currently,

    Bob Socia, GMs China president, said in an interview yesterday. The automaker plans to open 400 more

    showrooms across its brands in 2013 in China, bringing its total to about 4,200 in the worlds larg est

    vehicle market. Chief Executive Officer Dan Akerson is championing a worldwide expansion of the

    Cadillac brand as part of efforts to raise profit margins and to hedge against the risk of declining sales of

    high-profit trucks. The automaker has said it plans to add a new Cadillac model annually in China through2016. Weve struggled in the past, theres been a new commitment so to speak, from General Motors

    about what we want to do with the Cadillac brand, Socia, 58, said in an interview at GMs offices in

    Shanghai. Its a journey, youre not going to do this in a year or two, but youve got to come up with

    product that unequivocally can compete. GM is committed and prepared to spend to market Cadillac in

    China, Socia said, declining to give specific spending or sales targets. Robert Ferguson, the GM executive

    Yen falls to August 2011 Low Versus Euro on Stimulus Bets:The yen fell to its lowest level against theeuro since August last year on prospects the Bank of Japan will expand stimulus at a policy meeting that

    starts today, its first after the nations general election. Japans currency traded near the weakest levelsince April 2011 versus the dollar after data today showed the countrys trade deficit widened in

    November. The 17-nation euro extended gains against the dollar to an eighth day and touched a seven-

    month high amid optimism US lawmakers will reach agreement on the budget and before data forecast

    to show improvement in German business confidence. Yen-selling is likely to remain intact, said Koji

    Iwata, vice president of foreign-exchange trading in New York at Mizuho Corporate Bank Ltd., a unit of

    Japans third-biggest financial group by market value. The BOJ will probably disappoint the market if it

    doesnt boost asset purchases.

    Counting Indias Obstacles for Foreign Investors: India's Central Bank says its policy focus will now begrowth, after months and month of battling stubbornly high inflation. In view of inflation pressuresebbing, monetary policy has to increasingly shift focus and respond to the threats to growth from this

    point onwards," the Reserve Bank of India wrote after choosing to leave its key interest rate on hold at

    8% Tuesday. The announcement comes just one day after the country's finance ministry downgraded its

    growth forecast for the full year 2012-2013, to between 5.7% and 5.9% from 7.6%. While that might

    sound like an impressive growth rate for many of the world's developed countries, for India, it will be the

    slowest in almost a decade. India's government has said that attracting more foreign direct investment

    would help to spur the country's growth, but it's had trouble bringing that about. With rising incomes, a

    young population and more than 1.2 bn people, India's market looks promising from the outside but the

    country's full of roadblocks for foreign companies.
