The investors were on positive mood today though on a rather
cautious note as the benchmark index remained in the positive
territory throughout the day. The index reached a peak towards
midday touching 5,849 (up 24 points) as the week ending selling
pressure stepped in erasing most of the gains in the index to close
with a gain of 5 points. The S&P SL20 followed a similar pattern to
register gains of 5 points. The gains of the benchmark index were
led by Dialog Axiata, Peoples Leasing and Finance, Commercial
Leasing and Bukit Darah.
This weeks market sentiment was affected by the comments of the
IMF that Central Bank needs to keep policy rates stable to ease
inflation. Though this attracted some selling pressure silent
accumulation in the Banking and Finance sector counters were
observed. Investors are also advised take note of selected
attractive counters in the manufacturing sector counters such
Textured Jersey and Piramal Glass which are strong growth
counters backed by attractive valuations.Following the lag of a reasonable period John Keells Holdings
registered the top turnover slot with 260k shares trading during the
day supported by an on-board block of 120k shares with was dealt
at LKR230.2. The counter traded between a small range in terms ofprice before closing the day with a marginal dip of 0.1% at
LKR230.1. Two crossings were recorded during the day, one each in
Central Finance and Richard Pieris. The crossing in the former
counter amounted to 120k shares crossed off at LKR185.0 while a
few mid-sized deals were witnessed on-board as the counter
touched its 52-week high price of LKR185.0 before closing at
LKR184.9 (0.5%).Buying interest continued in Sampath Bank with the counter
renewing its 52-week high price to LKR242.0 following the
announcement of the cash dividend and script dividend. The
counter closed the day on a high note at LKR240.1 with a gain of
0.5%.More banking sector counter recorded buying interest led by
National Development Bankand Commercial Bank, both of which
closed in green with gains of 1.1% and 0.5%.European Stocks Are Little Changed: European stocks were little
changed as companies from Aker Solutions ASA to PPR SA reported
earnings and finance chiefs from the Group of 20 nations meet in
Moscow. U.S. stock-index futures and Asian shares were also little
changed. The Stoxx Europe 600 Index lost less than 0.1% to 287.75at 10:10 a.m. in London.WTI Crude Trims Weekly Gain:West Texas Intermediate oil trimmed
its ninth weekly gain in 10 weeks. Open interest for the U.S.
benchmark grade rose to a record while a report signaled OPEC
will cut crude shipments this month. Crude for March deliverydeclined as much as 51 cents to USD96.80 a barrel in electronic
trading in New York and was at USD96.88 at 10:27 a.m. London

Sri Lanka seeks US200 mn from World Bank for health: Sri Lanka is seeking a USD200 mn credit from theWorld Bank to improve the health care system and reduce non-communicable diseases, Minister Keheliya
Rambukwelle said. The money will be used in programs to reduce malnutrition, prevent and control non-
communicable diseases and improve maternal and child care. The program is expected to run from 2013 to

IMF urges govt to increase revenue measures: Hot on the heels of Sri Lanka rejecting further financialassistance from the International Monetary Fund (IMF), the IMF staff mission Chief yesterday urged the
Lankan authorities to take a concerted effort to increase the revenue measures of the country, which is nowamong the lowest in the region, in order to bolster the countrys development agenda. The IMF is ready to
support the reform agenda of Sri Lanka. But we like to see a concerted effort from the government to
increase the revenue measures. The tax revenues have now fallen to 11.5% of the GDP, which is much below
compared with the other regional peers. If the tax revenue can be increased, it will enhance the ability of the
government to finance the development through domestic revenue sources without resorting for the IMF
funding, said John Nelmes. The staff mission pointed out the slowing activity, falling imports, exemptions
and issues with tax administrations as the reasons for the extremely low tax revenue and urged the
authorities to broaden the revenue base and to strengthen the tax administration to support fiscal growth.
Meanwhile, according to the Budget 2013, the government projects to increase the tax revenue to LKR1,132
bn, which accounts to a little above 14% of the GDP.

Sri Lanka sells USD152 mn in floating rate bonds: Sri Lanka has sold USD152.12 mn of 3-year bonds to yield44 basis points above the 6-month London Interbank Offered Rate, the state debt office said. The debt office
which is a unit of the Central Bank offered to sell USD60 mn of bonds styled 'Sri Lanka Development Bonds'
and had received bid of USD152.12 mn. The 6-month Libor rate was 0.4649 on Friday, the debt office said.
The bonds can be bought by banks in Sri Lanka and entities who are allowed to keep foreign currency

Energy price formula in the offing: Electricity and fuel prices in Sri Lanka will soon be determined based on afully cost-reflective pricing formula as the worrisome performance of the state-run Ceylon Electricity Board
(CEB) and Ceylon Petroleum Corporation (CPC) has been a main concern at the economic health check
carried out by the International Monetary Fund (IMF). What we suggest is an Automatic Price Adjustment
Formula to reflect the true cost of generating a unit of energy in both electricity and fuel. We are happy to
see Sri Lanka committed toward bringing these reforms and the authorities are currently carrying out internal
discussions towards this end. I believe a pricing formula would be in place over the course of this year, said

the IMF staff mission Chief John Nelmes. When Mirror Business queried the practicality of adopting a fully
cost-reflective pricing mechanism in the context of a politically challenging environment, Nelmes responded
positively and quipped, If you (Sri Lanka) are benefitting as a country by engaging in the global economy, I
do not see any reason why you should not anticipate shocks and equally share them as they come in . It was
not long ago the Central Bank Governor called for energy price revisions to bring CPC & CEB to at least to
breakeven level by end 2013 in order to ensure viability and eliminate the imbalances being created in the
banking sector. In the immediate aftermath, the Treasury Secretary also echoed the same sentiments butruled out a full market-reflective pricing formula as it would lead to market uncertainty and fluctuations.
Nelmes further urged the government not to delay the adjustments while cautioning of a disruptive state of
economic affairs if the authorities waited for losses to build up in these State Owned Enterprises (SOEs).
The reality, the international oil prices fluctuate and there are countries that are flexible enough to adopt
these fluctuations, he said. In 2011, the CPC & CEB made losses of LKR94 bn and LKR25.5 bn jacking up the
combined loss to a staggering LKR119.5 bn from a combined loss of LKR22 bn the year before. The expected
losses for 2012 are significantly higher as the energy sector went through major challenges last year with the
most significant being the drought which led to the generation of thermal power using expensive fuel. We
see a lot of merit in raising the energy prices on an incremental basis (equally reducing prices) based on
market movements, because the public will always be foreknown of the fact and therefore any price
adjustment will not come as a shock. This I believe is a more stable policy than ad hoc adjustments whichcomes in spades, Nelmes remarked. As an alternative solution, he proposed the authorities to adopt cheap
sources of production as a more long-term approach in order to tackle the looming energy crisis intensified
by dwindling fossil fuels.

Weidmann Says ECB Wont Cut Interest Rates to Weaken Euro: European Central Bank council member JensWeidmann said an appreciating euro alone wont trigger a cut in interest rates and the exchange rates gains
are justified by the economic outlook. The strength of the euro is one factor among many in determining
future inflation rates and we will certainly not justify any monetary policy decision with one single factor,Weidmann, who heads Germanys Bundesbank, said in a Feb. 13 interview. I believe that the exchange rate
of the euro is broadly in line with fundamentals. You cannot really say that the euro is seriously overvalued.
His comments come as central bankers and finance ministers from the Group of 20 nations meet in Moscow
today amid speculation of a currency war. Looser monetary policy in the US and Japan combined with
mounting optimism in Europe drove the euro to 14-month and three-year highs against the dollar and the
yen earlier this month. The currency has dropped two cents since ECB President Mario Draghi said on Feb. 7
that its appreciation poses a downside risk for inflation, signalling he may consider cutting rates. I dont
think that Mario Draghi was trying to talk the euro up or down,Weidmann said, adding that the ECB will
abstain from manipulating or directly targeting the exchange rate.

Broadbent Says BOE Can Take More Targeted Action to Fix Economy: Bank of England Policy Maker BenBroadbent said officials can implement more targeted tools alongside quantitative easing to fix Britains
economy, and that the banking system is in need of further repair. The Funding for Lending Sc heme is an
example of such a policy and I think it has helped, he said in an interview in his office in London yesterday.
We will continue to think about other ways of helping the financial system to improve. I hope weve always
had an open mind about this. Broadbent was speaking the day after the Bank of England said the economy
was facing a slow and sustained recovery amid continuing downside risks from the euro region. He said that
while quantitative easing remains an effective tool, policy makers could take further action to address
continuing strains in the financial sector. Im confident it had an important effect and I still believe QE does
actually, he said. But that doesnt necessarily mean that there isnt something else which would help . If
the problems in the financial industry are holding back the recovery, then doing something directly to helpthe banking system function better may well be desirable. Broadbent, a former Goldman Sachs Group Inc.
economist who joined the BOE in June 2011, said hes cautiously optimistic about improvement in financial
markets over the past six months. His comments contrast with those of Governor Mervyn King, who said on
Feb. 13 that optimism in markets may not reflect the underlying data on global economies. Im quite

encouraged by whats happened in the last six months to financial markets, which seems to me a sign that
some of that perceived tail risk has diminished, Broadbent said. I dont think the rally in the last six months

Abe Ally Yamamoto Says Currency Devaluation Spurs Growth: Japanese ruling party lawmaker KozoYamamoto said a race to devalue currencies would spark global growth, dismissing German criticism ofPrime MinisterShinzo Abes plans for monetary easing which have weakened the yen. Yamamoto, a member
of the Liberal Democratic Party who is close to Abe, said in an interview yesterday that an exchange rate of
95-100 yen to the dollar would be appropriate. The yen has fallen almost 10% against its US counterpart
since Abes LDP won a landslide victory on Dec. 16.Abe has pushed theBank of Japan to increase monetary
stimulus to overcome more than a decade of deflation. While his administration argues the yens fall is a
consequence, not a target of his policies, the decline has sparked criticism from German officials including
Michael Meister, the parliamentary finance spokesman for Chancellor Angela Merkels party. There is no
problem at all with the yen falling because of monetary easing, Yamamoto said, citing the research of
Columbia University professor Jeffrey Sachs and Koichi Hamada, an emeritus professor at Yale who is an
economic adviser to Abe. It contributes to the stability of the entire economy and to growth, he said. The
yen weakened after publication of Yamamotos comments, before resuming gains to trade 0.4% higher at92.46 per dollar as of 1:11 p.m. in Tokyo. Germanys Meister expressed concern in a Jan. 22 interview, saying
that competitive devaluation could create a spiral that hurts us all. Finance Minister Wolfgang Schaeuble and
Bundesbank President Jens Weidmann have also criticized Abes policies.

G-20 Head Russia Pushes for Currency Manipulation Stance: Russia wants to head off a global currency warby pushing policy makers to make stronger commitments against exchange-rate manipulation as Group of
20 officials search for common ground in Moscow this week. The G-20 should have more specific language
opposing exchange-rate interference in the communique that will be issued after the two-day talks among
finance chiefs that end Feb. 16, Russian Finance Minister Anton Siluanov said yesterday. Russia holds the G-
20s rotating presidency this year. The G-20 countries have always held the position that currency policyshould be based on market conditions, Siluanov said in an interview yesterday with Bloomberg Television. I
think we should take a more specific stance on this . The group, which says it represents 90% of the global
economy, meets amid a threat of a so-called international currency war as countries push for weaker
exchange rates to make their exports more competitive and Japan pushes for monetary stimulus. The yen
has tumbled about 14% in the past three months against the dollar, raising concerns about the intentions of
Japanese policy makers.
