Workshop – California Natural Gas Stakeholders Working Group (NGWG+)

This workshop will be a meeting of the California Natural Gas Stakeholders Working Group, or “NGWG+”. Biannual meetings of California natural gas stakeholders were proposed by the California Energy Commission (CEC) in the CPUC’s Rulemaking 04-01-025, on behalf of a group of state agencies called the Natural Gas Working Group, which meets regularly to discuss natural gas issues. The purpose of the workshop is to increase the informal dialogue between the California state agencies and parties involved in the natural gas market. The agencies intend to use this information to improve their understanding of important natural gas issues and refine their work agendas for the coming year. The workshop is open to the public. Summary: On November 22, 205, David Glass, Mayor of the City of Petaluma (City), met with Kelly Hymes, advisor to Cmmr. Grueneich, in San Francisco. Also present were Jose E. Guzman, Jr., special counsel to the City, and Paul Andronico, an attorney for Basin Street Properties. Written material (attached to the notice) was used. Mayor Glass stated that the two conditions imposed on approval of the proposed Caulfield Lane crossing by the ALJ’s proposed decision would effectively prohibit much if not all development contemplated by the Central Petaluma Specific Plan (CPSP). Andronico indicated that the current plans called for Basin Street development in the Lower Reach to be forty percent of what had been studied in the final environmental impact report. Guzman stated that it made little sense for the City to completely lose the authority for the Caulfield Lane crossing simply because SMART began to run one train or even two dozen trains on the SMART railroad tracks. Furuta stated that if the PD adopted as currently drafted, FEA would withdraw from the Settlement Agreement and demand hearing on all issues covered by the Agreement. On behalf of the Alliance for the Retail Energy Markets (AReM), Furuta stated that AReM would also withdraw from the settlement agreement if the PD were adopted as drafted. Blattner stated that SDG&E supports Community Choice Aggregation (CCA), but is concerned that language in the Proposed Decision (PD) creates constitutional issues. Specifically, Blattner suggested that PD use the ‘billing process’ language of AB 117. Blattner noted that this should be a mutually beneficial outcome for utilities and community choice aggregators.
