Call for Papers: Eurasia SIG at CIES 2013 Annual ConferenceThe Eurasia SIG invites individual papers as well as panel proposals for the CIES 2013 conference which address education quality in the post-Soviet/socialist spaces of Eurasia.  SIG papers will thus also speak to the overarching theme of the CIES conference: “Educational Quality: Global Imperatives and Contested Visions.” While the definition of quality education is fluid and contested and can be witnessed and discussed at many levels, we especially welcome papers that engage one or more of the following questions:

1.     What aspects of the internationally renowned, Soviet education are extant and making a positive contribution to our understanding of education quality?2.     What is the result of the push for Education For All with respect to education quality for marginalized children and youth (including but not limited to children living in rural areas, street children, orphans, and ethnic minorities)?3.     What is the state of the quality of vocational education since the demise of the Soviet Union? How has the concept of ‘quality vocational or professional’ education shifted in the region?4.     How have the socio-economic transformations of the past 20 years and the Bologna process affected the quality of higher education?5.     Which methodologies do researchers in Eurasia or focusing on the region use to measure/identify quality?

2. Call for Proposals: Early Childhood Development SIG at CIES 2013 Annual Conference

The Early Childhood Development (ECD) SIG of the Comparative & International Education Society invites the submission of abstracts for individual papers and proposals for panels for the 2013 CIES conference to be held March 10-15, 2013 in New Orleans, LA.

The ECD SIG was established in 2007 with the goal of fostering the exchange of ideas and linkages between ECD research and practice. We aim to build linkages among ECD networks nationally and internationally by encouraging ongoing dialogue about ECD issues in a variety of venues including highlighted panels at CIES.

The conference theme for 2013 is Educational Quality: Global Imperatives and Contested Visions, and the ECD SIG invites contributions that address the concept of educational quality as it relates to the field of early childhood development and/or that address global early childhood development issues broadly conceived. We are particularly interested in submissions that provide fresh insight to debates about quality in ECD services by employing diverse theoretical and methodological approaches to the study of ECD.

The early submission deadline for the 2013 conference is October 1, 2012 (final submission deadline of October 26, 2012). All proposals MUST be submitted via the CIES 2013 website at http://www.cies.us/2013/index.html; please be sure to select Early Childhood Development (ECD) SIG when submitting your proposal. Individual and panel proposals must follow the guidelines and requirements of proposal submissions outlined in the CIES 2013 call for proposals. Authors of proposals selected for presentation through the ECD SIG at the conference will be required to be ECD SIG Members. If you are not currently a member of the ECD SIG, you can become one when you pay your annual subscription for CIES. The ECD SIG will host a business meeting at the conference where prospective members can learn more about the SIG and its activities.

3. 2013 CIES International Travel Award for Distinguished Service in Educational Reform

We are pleased to announce the 2013 CIES International Travel Award for Distinguished Service in Educational Reform. The travel award was established through an endowment from George Soros and the Open Society Institute (OSI) and expanded under CIES president Ratna Ghosh to encourage distinguished researchers and practitioners from developing countries to participate in CIES conferences. Launched at the 2009 CIES conference, the endowment attempts to facilitate the participation of international education experts who serve in countries where international projects are implemented.

Several awards of $1,000 each will be awarded for the 2013 conference in New Orleans. Last year, fifteen grants were awarded, and we anticipate this year to be the same. Conference participants from developing countries with at least five (5) years of professional experience in educational development are eligible to apply. Some applicants may also wish to apply for the Under-Represented Ethnic and Ability Groups (UREAG) travel award, but are reminded that they cannot receive both awards.

Applicants must have submitted their CIES conference presentation abstract by October 26th, 2012 through the conference online submission system and a travel award application by December 7, 2012. Applicants who are selected for the travel award will receive $1,000 provided that their proposal has been accepted for presentation at the conference. The awardees will be notified by December 31, 2012. Awardees will be announced on the conference website as well as in the CIES Newsletter.

4. Call for Papers/Presentation Ideas: Peace Education SIG and ESD SIG at 2013 CIES Conference

There is a growing interest in peace education, education for sustainable development, and citizenship/democratic education. This pattern is clearly reflected in the growth of CIES SIGs in these domains.

This year, we are interested in submitting a panel to the 2013 CIES conference that addresses the intersection between these domains. We seek paper/presentation ideas from CIES members interested in exploring the relationships/links between peace, sustainable development, and citizenship/democratic education. Both theoretical and empirical contributions are welcome.

The Middle East Special Interest Group (MESIG) welcomes proposals for its highlighted panels at CIES 2013 in New Orleans, hosted by the Department of Educational Administration & Policy Studies (EAPS) in the School of Education at the University at Albany.

Colleagues working on educational issues within or about the broader Middle East and North Africa region, or with peoples from the region, are invited to contribute 500-750 word proposals that connect their research and practice to this year’s conference theme: “Educational Quality: Global Imperatives and Contested Visions.”

The MESIG is dedicated to advancing scholarship on educational issues in the region by highlighting contributions from members that draw on empirical research, historical or

conceptual analyses, and/or case studies of educational policies, programs, or pedagogies.

In addition to such contributions, this year we welcome submissions that engage with the theme of educational quality broadly defined, particular those that examine and explore:

         How issues of “educational quality” are defined by local, national, and international actors in the MENA region

         The interlocutors of “global imperatives” and the various shapes such imperatives take in educational practice and policy across the region

         Where and how the “contested visions” of educational reform and development are playing out across the region

         How “educational quality” is implicated and articulated in response to the ongoing and unfinished political transformations across the region

Submissions that engage critical perspectives are particularly welcome.

Up to four papers will be assigned per SIG panel. Proposals that are not selected for the MESIG highlighted sessions will be considered for the general pool. For further information about the conference theme and abstract submission process, please visit the conference website.

All proposals must be submitted via the CIES 2013 conference website. To submit your proposal to the MESIG, your membership dues of 10 USD must be paid in advance of registration. Due to past issues that led to an inaccurate tally of our membership, we ask that you kindly email the MESIG co-chairs upon completing your registration and payment, as confirmation that you are a current member of the MESIG in good standing.

The MESIG will host a Business Meeting at the conference where current and prospective members can learn more about the SIG and its members' activities. MESIG Outstanding Student Paper Award.

The Middle East Special Interest Group aims to create a collaborative community of inquiry by bringing together scholars, educators, and development practitioners interested in the study of the region. Through high quality scholarship, dissemination, and service we

seek to enhance educational policy, programming, and pedagogy, and to foster understanding of the region’s peoples more generally.

In order to further this mission and facilitate the goals of supporting junior scholars and promoting quality emergent scholarship, the CIES MESIG is pleased to announce a Call for Papers for the second annual CIES MESIG Student Paper Prize.

The CIES MESIGinvites research papers from graduate students on any topic related to education in the Middle East, North Africa, or in locales with historic or contemporary ties to the region and their peoples. Papers will be reviewed using a blind review process, thus the name(s) of author(s) should not be included on the title page, header, or footer of the paper submission.

The deadline for submissions is: February 25, 2013.

Guidelines for SubmissionsPapers of 3500-5000 words, including reference list, on any topic related to education in the Middle East, North Africa, or in locales with historic or contemporary ties to the region and their peoples, should be submitted to the MESIG at [email protected] with “2013 Paper Prize” in the subject line. An abstract of 150 words should accompany the submission and appear on page 1. The author(s) names should NOT appear on any page of the submission. Please submit papers as email attachments in Word (.doc or .docx) format. Papers should be double-spaced, with 1-inch margins and pagination. Hard copies will not be considered.In the body of your email, please submit the following information: author(s) name(s), institutional affiliation(s), email address(es), and the name and full contact information of the student faculty advisor.

Submissions must be received by email by the end of the day on February 25, 2013 (EST) to be considered.

Students must have been registered in a graduate program at a recognized institution during any part of 2012 or 2013. There is no geographic limitation to the location of the institution.Students may be of any nationality or citizenship status. Co-authored papers will be considered, provided that all authors fulfill the eligibility requirements.

Submissions will be evaluated by a committee through a blind review process that will consider the merits of each paper, including originality of the research topic, strength of argument, as well as aspects such as: the statement of thesis, delivery, theoretical and methodological approach, discussion of findings and implications. Papers will also be considered for the clarity of writing and potential for publication.

The author(s) of the winning paper will receive recognition at the CIES MESIG Business Meeting at the Annual Meeting of CIES and through the CIES newsletter and MESIG website, in addition to a monetary award of $150 (to be shared in the case of co-authors). In order to receive the award, authors must demonstrate proof of student status.

6. Call for Papers: The Special Issue of Current Issues in Comparative Education(CICE)

Education for Social Change and Transformation: Case Studies of Critical PraxisVolume 15, Number 2, Spring 2013

Despite considerable progress, the international community is unlikely to achieve the targets enshrined in the Education For All goals and the education Millennium Development Goals by 2015.  In some of the world’s poorest countries, significant strides have been made toward universal primary education.  However, approximately 61 million children remain out of primary school, with another 1.9 million teachers needed to achieve universal primary education by 2015.  Increased attention is being given to improving the quality of education for those who gain access but this is too often narrowly defined as performance on basic literacy and numeracy tests.  Issues of equity (in attendance and achievement) persist, primarily discussed in relation to the important dimension of gender but lacking a focus on disparities across racial, ethnic/linguistic, religious, rural/urban, and economic groups. Accordingly, issues of equity, quality, access, accountability, and learning continue to be debated as the post-2015 global agenda for education is shaped.  What is barely audible in these global debates, however, is a critical examination of the local/national/global society for which we are educating people and the role of education in bringing about change in society.  Whether one adopts a human rights, multicultural, feminist, ecological, or socialist stance, it is clear that the world we live in requires change, even transformation.  Education, as the practice of freedom and the means by which “men and women discover how to participate in transformation of their world” (Freire 1970), can contribute in important ways to this goal.

This special issue of Current Issues in Comparative Education (CICE) seeks to illuminate – through critical case studies – the ways in which education, in a variety of contexts, can promote social change and transformation.  We are particularly interested in case studies describing and analyzing initiatives at the classroom, school, community, national, or international level that promote and/or have resulted in progressive social change.  The following list is meant to be illustrative of the kinds of case studies that we are seeking to publish in this special issue of CICE, but there are many other possible examples:

    Initiatives that have resulted in the development of indigenized curricula co-constructed through dialogue and interaction among teachers, teacher educators, ministries of education, parents, students, and community-based organizations.

    The engagement of community-based organizations and social movements working in partnership with schools and educators to promote societal change.

    Initiatives aimed at disrupting paradigms in teacher education or highlighting the work/efforts of teacher educators who are engaged in promoting teaching for change within their pre-service and/or in-service program activities.

Submissions may highlight the ways in which previous or recent conflict or crisis, within the context under consideration, has played a role in shaping the initiatives described and analyzed.

We particularly welcome submissions based on:·  co-authorships by academics and practitioners/activists;·  co-authorships and initiatives that involve North-South or South-South collaborations;

·  co-authorships and initiatives that involve “developing” society contexts in Africa, Asia, Eurasia, Latin America and the Caribbean, and the Middle East.

Submissions are not restricted to scholars and practitioners/activists in the field of comparative and international education; those from other fields (e.g., anthropology, cultural studies, history, philosophy, political science, religious studies, sociology, women’s studies) are welcome to submit papers relevant to this call.

For the Spring 2013 issue of Current Issues in Comparative Education (CICE), the Education Support Program, Open Society Foundations in partnership with Teachers College, Columbia University, welcomes submissions on the topic “Education for Social Change and Transformation: Case Studies of Critical Praxis.”  This special issue will be guest edited by Dr. Amra Sabic-El-Rayess, Teachers College, and Dr. Dierdre Williams, Open Society Foundations.

7. Invitation for Nominations for the CIES Honorary Fellows Award5. Call The Honorary Fellows Award was established by the Comparative and International Education Society to honor senior members of the society who have distinguished themselves by the following:

1.       their scholarship in the field;2.       their teaching/mentoring, and policy, administrative or technical activities in the

field of comparative and international education; and3.       their significant contributions to the development of the CIES and the field by

their active participation in its affairs and service to the Society.

Honorary Fellows should have a long and distinguished career spanning more than 30 years.

The CIES Awards Committee invites nominations for the Honorary Fellows Award to be considered in 2012, named in 2013, and awarded at the annual CIS meeting in 2014.Nomination of candidates must be supported by the following items:

1.       A letter of nomination by the chief nominator outlining the case for the nomination, with input if desired by the other nominators, and signed by the chief nominator.

2.       A minimum of five supporting letters from five current members of the CIES outlining the candidate’s strengths in each of the relevant areas. Additional letters from non-CIES members may be added at the discretion of the nominator.

3.       A copy of the candidate’s full academic curriculum vitae for the entire career.

These documents may be submitted by email in the first instance, but a hard copy of the entire package with original signed letters must be submitted as soon as possible thereafter (see address below). Advance notice may be given to the sub-committee of an impending nomination, and nominators are welcome to email to the Sub-committee Chair (below) for clarification of the process.

8. Invitation for Nominations for the CIES Gail P. Kelly Award for Outstanding Doctoral Dissertation

Each year the Comparative and International Education Society (CIES) recognizes an outstanding doctoral dissertation with the Gail P. Kelly Award. Created to honor the distinguished comparative educator Gail P. Kelly and her many contributions to the CIES, the Gail P. Kelly Award honors a doctoral dissertation that addresses social justice and equity issues in an international context.

The Award is conferred on an outstanding Ph.D. or Ed.D. dissertation that manifests academic excellence; originality; methodological, theoretical, and empirical rigor; and that deals with issues of social justice and equity in international settings. These issues may include -- but are not limited to -- gender, race, class, ethnicity, and nationality.

The dissertation should reflect the scholarly purpose of the Society: comparative, cross-cultural, interdisciplinary and international studies contributing to the interpretation of developments in education in their broad and interrelated political, economic, and social contexts. Any Ph.D. or Ed.D. dissertation written in English and defended in an accredited institution of higher education from July 2011 through August 2012 is eligible for consideration. Any CIES member in good standing, including its author, may nominate a dissertation.

Nominations should include an electronic copy of the dissertation, a copy of the Departmental and University approval of the dissertation, and a cover letter requesting that

4.      Qualifications: Applicants must have an earned doctorate in international and comparative education or related discipline and be able to teach core courses in international and comparative education as well as courses in strategic planning; topics may include sector analyses, indicator research, and/or aid effectiveness in international cooperation.  Applicants with professional and project experience in developing countries and who have a potential for research productivity, including success in securing external funding, will be given preference; other professional experience in international education development will also be considered. In addition, applicants should demonstrate strength in quantitative methods and have in-depth knowledge of educational statistics.  Finally, the successful candidate must demonstrate a commitment to teaching and advisement.

4.      Qualifications:  Applicants must have an earned doctorate in international and comparative education or related discipline.  Applicants must show evidence of or demonstrated potential for research and scholarship in international development, international humanitarian issues, education in emergencies, and/or international policy studies.  Applicants with research experience in Africa, a priority area for the program and for the College, will be given preference; other professional experience in international education development will also be considered.  In addition, applicants should show evidence of professional and project experience in developing countries and demonstrate strength in research methods.  Finally, successful candidates will show evidence of exemplary teaching and advisement skills.

The Gulf Comparative Education Society (GCES) is a not-for profit society formed in 2008 to enable professional educational discourse on the Gulf region from a comparative stance.The GCES invites the submission of abstracts and/or papers for presentation at its fourth annual symposium. New and aspiring scholars as well as more established academics are encouraged to submit.The theme of this year’s symposium is “Bridging the Policy/Research Divide in Education in the GCC” which broadly examines the potential for policy makers in the region to devise evidenced-based policies through utilizing local research in the education sector. In focusing on the promise and possibilities of comparative education research to policy- making in the region, the symposium also seeks to explore the variety of ways in which the two can be sustainably linked. The symposium therefore welcomes papers focusing on various aspects of comparative and international education policy in addition to papers examining education in the Gulf more generally. We also encourage those working in Ministries of Education, or related entities, to submit papers that focus on the needs and challenges which they currently face and the types of research they would like to see emerging from the universities and think tanks in the region.

Submission Guidelines:Abstracts can be submitted in either English or Arabic and should be no more than 400 words in length. UREAG invites you to submit proposals for our highlighted session "Racing Towards the Millennium Development Goals: Providing Quality Universal Education Around the World" via the CIES 2013 online submission system (When you submit your proposal, make sure to indicate that you are submitting it for the session organized by UREAG and not for a session in the general conference program). The submission guidelines are the same as those outlined by CIES, with the added element that the proposal should also address underrepresented and marginalized voices on what counts as quality education.

I. SUBMISSION GUIDELINES FOR INDIVIDUAL PRESENTATIONS

Proposals for an individual presentation should be 500-750 words in length and should include the following information even if the results, findings and/or conclusions are still preliminary at the time of the submission:1. Objectives or purposes of the paper2. Main perspective or theoretical/conceptual framework utilized3. Analytical methods, research design, or modes of inquiry4. Data sources or evidence5. Results and/or conclusions6. Significance of the study to the field of comparative or international education.

Individuals might submit proposals for a session in the general conference program, or a session organized by a CIES Special Committee or by a CIES Special Interest Group (SIGs).
