Position Title Civic Technician Department Development Services

Report to Infrastructure Coordinator

Primary Function Municipal Infrastructure Inspection.

The Town of Chestermere is a rapidly growing municipality located immediately adjacent to the City of

Calgary and Rocky View County. The Town of Chestermere is a lake community that boasts a current

population of approximately 14,000 and growing. We are currently seeking an individual to fill a

position within the Development Services Department / Engineering, as a Civil Technician working

with a team of staff and consultants to oversee, inspect and make recommendations for the progress

of development, bringing new subdivisions and communities on line within the Town related to the

infrastructure requirements of the community as a whole.

POSITION SUMMARY Reporting to the Infrastructure Coordinator the Project Technician will be required work in a fast paced dynamic team environment, in a mixed office / field environment. The Project Technician’s main focus is to act as a liaison between the projects construction team and the Town’s Development Services Department staff, providing clear and concise communication involving inspection duties centered around municipal infrastructure projects. Tasks included but are not limited to, conducting field inspections of major municipal infrastructure projects including deep utility services, roads, sidewalks, curbs, generating site reports, communicating effectively with contractors and consultants to find equitable solutions regarding construction conditions, and being involved in the development permit process of new communities from a construction and engineering perspective. This ideal candidate will be required to spend as much as 50% of their day in the field in adverse weather conditions in some cases.

TASKS REQUIRED FOR SUCCESS Support and assist the Infrastructure Coordinator in reviewing development permit

applications, coordinating with developers, consultants and contractors to review development information related to the servicing infrastructure of new and existing developments.

Provide supporting documentation for the preparation of tender documents as necessary for the award of major construction and / or maintenance work.

Gather information by the utilizing the Town’s AutoCAD system to confirm information provided on development drawings. Details may included, cross sections, elevations, placement of structures, servicing lines and placement of high value assets in heavy civil and critical infrastructure projects.

Ensure drawings, plans, and development proposals of the department are properly updated and maintained.

Assist in the coordination, implementation and execution of capital works projects from inception through design, to construction and commissioning.

Perform field inspections (CCC – FAC) of public projects for compliance of approved design which includes, streets, culverts, sidewalks, curbs, gutters, concrete, asphalt, water, storm water and sanitary sewer facilities, etc.

Provide project information through regular reports to the Infrastructure Coordinator, acting as the liaison between the project steering group and Engineering Department, providing

schedule, budget and general project information making necessary reviews and recommendations for the critical path related to engineering projects.

Provide technical support for Council presentations.

Coordinate with other Town departments such as, Public Works, Finance and Development Services to share information related to specific projects as required.

Develop and maintain professional relationships with developers, consultants, contractors and general public related to project planning and execution of various projects.

Provide information and enforcement of City of Calgary and Town of Chestermere engineering specifications and standards.

Other related duties as assigned.

INDUSTRY QUALIFICATIONS The ideal candidate must possess;

Basic knowledge of municipal infrastructure.

Basic knowledge of civil engineering related to design and construction of civil engineering projects.

Basic knowledge of construction materials, methods, and inspection techniques.

Basic knowledge of site information gathering, such as, materials testing, compaction testing, and basic record keeping associated with civil engineering projects.

Skills in reading and interpreting civil engineering plans, specifications, contract documents and associated reports and other related documentation.

Skills in Microsoft Office, GIS Software and the most recent version of AutoCAD, and other related design based software.

Basic skills in quantity survey and the ability to develop and share alternative design recommendations to the project consultants and / or managers.

Ability to work with minimum supervision.

A valid Class 5 driver’s license.

Possess a valid First Aid and CPR certificate.

Must be a self starter and a champion for change and possess an eagerness to learn and acquire knowledge from peers, academics, and / or certificate courses.

EDUCATION AND EXPERIENCE

A diploma in Civil Engineering Technology or other similar diploma program from an accredited college or technical institute is a requirement for this position.

The ability to be registered as a Certified Engineering Technologist (CET) with the Association of Science and Engineering Technology Professionals of Alberta (ASET).
