For an economy, education can increase the human capital in the labor force, which increases labor productivity and thus leads to a higher equilibrium level of output.

It can also increase the innovative capacity of the economy—knowledge of new technologies, products, and processes promotes growth.

And it can facilitate the diffusion and transmission of knowledgeneeded to understand and process new information and to implement new technologies devised by others, again promoting growth.

DEP ED agency fails to liquidate cash advancesThe Commission on Audit (COA) has called on an attached agency of the Department of Education (DepEd) to settles its unliquidated cash advance for the past nine years which have reached P3.2 million as of Dec. 21, 2010. The auditors said that considering the travels for which the cash advances were made have already been completed, and since 83.39 percent the other specific purposes like training, conferences and workshops had been undertaken, the cash advances should have already been liquidated.

The agency’s accountant was also urged to continuously monitor and strictly enforce the liquidation of cash advances within the prescribed period enumerated in COA circular no. 97-002.

DEPARTMENT OF EDUCATIONA May 9, 2011 press release by the Department of Education

Employees from different Department of Education Central offices took part in the orientation program on the features of K+12 basic education reform program where key issues were raised on matters that affect them as employees and as parents.

The K to 12 program involves Kindergarten, six years of elementary education, four years of junior high school, and two years of senior high school. The program will be designed to adjust and meet the fast-changing demands of society by providing graduates with essential skills for

graduates with essential skills for the world of work, college education or for the global arena.

REFORMS PROPOSED

- Since 1802

• Upgrade the teachers’ salary scale. Teachers have been underpaid; thus there is very little incentive for most of them to take up advanced trainings.

• Amend the current system of budgeting for education across regions, which is based on participation rates and units costs.

• Stop the current practice of subsidizing state universities and colleges to enhance access. 

• Get all the leaders in business and industry to become actively involved in higher education; this is aimed at addressing the mismatch problem. 

• Develop a rationalized apprenticeship program with heavy inputs from the private sector.
