History Days in Shoshone Next weekend, May 28th and 29th, the Lincoln County Historical Society will be hosting their Annual History Day on the Lincoln County Courthouse Lawn in Shoshone, Idaho. Along with the opening of the Historical Museum for the season, this event will include live demonstra-tions, vendors, the Shosho-ne Firefighters Association Breakfast, and the History Day Parade. Activities for History Days on Saturday, May 28th begin at 10 a.m. and end at 5 p.m. Events con-tinue on Sunday from 10 a.m. to 4 p.m. The Firefight-ers Breakfast will be held at the Community Center (201 South Beverly) begin-

Help Honor Our Veterans Memorial Day will soon be here, and once again the Veterans of Foreign Wars Post 3078 in Gooding is ask-ing the Community for assistance in putting out crosses and American flags on Veteran graves and special blue flags for Auxiliary graves. The date is Friday May 27nd, 2016 at 6 p.m. at the Elmwood Cemetery. There are four sections and a clip board for each section with the Veteran and Auxiliary names, grave locations, and special instructions will be furnished. Learning Savvy Savings Lessons Tracy Gill, Chanda Ashmead and Conny William-son from U.S. Bank met with 3rd grade students in Mrs Smith’s class at Camas Elementary in Fairfield on Thurs-day, April 28th, to teach the students about saving money. These fun and engaging savings lessons are part of the 20th annual Teach Children to Save Day, a nationwide education campaign promoting useful money and savings habits to students.

Yard Sale for Animal Rescue A Road to Home Animal Rescue will be holding a Yard Sale this weekend, May 20th & 21st. Saturday 8 to 5 and Sunday 8 to 4. Sale will take place next to Ann’s Auto and Ag (415 North Greenwood) in Shoshone. Funds raised will go directly to the care of the animals. A Road To Home is an all-volunteer group that helps with placing the lost, abandoned, strayed or displaced pets. Many items have been donated for the yard sale. Come out and find a treasure. Lincoln County Proclaims MayMental Health Awareness Month

Mental health is an important part of our overall health. Depression and anxiety is caused by all sorts of things from chemical abuse to tramatic events, and can make life unbarible. Unfortunately, individuals often suffer mental health problems in secret. In an effort to promote mental health awareness, the Lin-coln County Commissioners recently proclaimed May 2016 as Mental Health Awareness Month in Lincoln County. Citizens, as well as public and private institutions, are encouraged to increase their awareness and understanding of mental health issues, and to take steps to protect their mental health and help make services accessible for all people with mental health conditions.

Mar tin “Mar t y ” Rob-ert Huber, 62, a resident of Gooding, went to be with Je-sus on May 13, 2016 after a short but hard fought battle with pancreatic cancer. Marty was born on May 22, 1953 in Jerome, Idaho, to Clarence Joseph Huber and Myrtle Ann Albers Huber. Marty was raised in the Shoe String area in Gooding on the family dairy farm. He took up the trade of butchering and was employed with Independent Meat Company in Twin Falls. He and his family resided in Gooding. Marty loved to visit with friends and family, tinkering with cars, camping, eating, helping others with projects, telling stories, a lifetime fascination with airplanes, and he thoroughly enjoyed his employment and coworkers. Above all Marty loved God, Jesus, and America. Marty married JoAnn Parker on July 30, 1988 in Good-ing. They were blessed with three daughters, Tina Marie Huber, Tonia Jean Huber, and Tami Lynn Huber. In addition to his wife and daughters, he is also survived by eleven brothers and sisters: Tom (Kathy) Huber, Judy (Don) Perrin, Ken Huber, Margaret (Gail) Wolf, Joe (Jan) Huber, Donna (Bill) Borneman, Beverly (Randy) Cul-lison, Mark (Katie) Huber, Joani (Fritz) Redmer, Lisa (Dan) Runyan and Doug (Darlena) Huber, as well as many cousins, nieces and nephews. He was preceded in death by his parents and younger sister, Janice Pauline Huber. Martin’s funeral service will be at the First Southern Baptist Church located at 2245 California Street in Good-ing on Friday, May 20, 2016 at 2:00 p.m. with burial to follow at the Elmwood Cemetery in Gooding. Virgie Dean Taylor, 81, of Hagerman, went to be with the Lord On May 10, 2016. She was born March 8, 1935 in Picher, OK, to May and Theodore Armstrong. The family later on moved to the Ozarks. Virgie at-tended high school in Blue Eye, MO where she met the love of her life Ralph Taylor. They were married on Feb-ruary 13, 1952 in Berry Ville, AK. They moved to Idaho in 1954 and settled in Hagerman in 1959, where they still reside today. They raised three boys Gene (Ann) Taylor, Ken-neth (Sharlene) Taylor, and Pat Taylor. Virgie has six grandkids and many great-grandkids. She was a member of the Rebekah Lodge from 1952 to 2016 and also a member of the Oddfellows. Her hobbies included making crochet bed dolls and afghans, sew-ing, reading pocket books, collecting owls, frogs and hummingbirds, wind chimes, and pictures and she loved to watch ballgames. One of the things she loved the most was cooking and canning all the fresh fruits and veggies she and Ralph grew in their many gardens. She loved spending time in the flower and rose gardens. She had a big love for her dogs! Virgie worked for the Hagerman IGA for many years. Virgie enjoyed helping at the elementary school reading to kids and serving lunch. She enjoyed spend-ing many hours playing with her grandkids and great grandkids. She loved collecting her knickknacks. She never could miss a yard sale or auction to find her knickknacks. She is preceded in death by her infant son, Jimmy Taylor, her parents, her step-dad (Sam Cron), two bothers and one sister. Funeral services were held on Monday May 16, 2016, at the Hagerman United Methodist Church. Interment followed at the Hagerman Cemetery. Virgie’s family suggests that in lieu of flowers, me-morials be made in her name to the animal shelter of your choice. Virgie Dean Taylor Willard Paul Wilson, 92, passed away at his home in Sun City, AZ on Monday, April 11, 2016. He was born on April 3, 1924 in Corral, ID to James and Anna Wilson. Willard was born and raised on his family farm in Corral, Idaho. He met his wife, Lois in grade school and married her in Boise, Idaho on Decem-ber 27, 1946. As a young adult, he attended welding school in Boise and spent the remainder of his summers farming in Corral. He was a hard worker, stacking hay as recently as last summer at the age of 91. For many years, He and Lois spent their winters in Mountain Home. Willard also taught ski lessons at Sun Valley for 15 years. For the past 30 years, He and Lois have spent their winters in Arizona. Willard has always been an active man and enjoyed golfing during the summer and skiing in the winter. He was also a member of the Free Masons for 56 years. Willard is survived by his wife, Lois (Boise, ID) and his son Max (Corral, ID). He is also survived by eight grandchildren; Greg Hapke, Brad Taggart, Katie Tag-gart, Allen Wilson, Mark Wilson, Tiffany Halley, Johny Halley, and Lisa Halley and nine great grandchildren; Mason Fischer, Cody Fischer, Tatum Taggert, Haley Taggert, Baily Hapke, Hunter Hapke, Emma Wilson, Naomi Wilson, & Hudson Wilson. He was preceded in death by his siblings; Alma Riley and Earl Wilson as well as his two daughters: Linda Wilson and Debbie Halley. The family will be holding a memorial to celebrate Willard’s life on Saturday, July 16 at the Wilson family farm in Corral, ID.

FOR CAMAS COUNTYIn the Matter of Repealing Ordinance No. 114, Establish Licensing Procedures and Prescribing Offenses and Penalties Relating to and Regulating Licensing Entertainment Assemblies, and Instituting Ordinance 168

WHEREAS, the Board of County Commissioner finds and declares that it is necessary for the protection of the public health, welfare, safety, and morals of the general public, to regulate and license by or-dinance large assemblies of the public, to ensure that proper sanitary, police, health, and safety measures are taken to adequately protect the people attending, or taking part in a gathering, as well as other member of the general public; andWHEREAS, Idaho Code 31-714 allows the regulation by counties of said assemblies when desirable for the protection of the public health, welfare, safety and morals;NOW, THEREFORE, Camas County, Idaho, ORDAINS as follows:

Ordinance #114, enacted on the 13th day of June, 2005 is hereby repealed and replaced as follows:

Section 2: DEFINITIONS:ASSEMBLY: A company of persons gathered together at any location at any single time for any purpose.PERSON: Any individual natural human being, partnership, corporation, firm, company, association, society or group.

Section 3: LICENSE REQUIREMENTS:A. License Required; Fee:

1 . No person shall permit, maintain, promote, conduct, advertise, act as entrepreneur, undertake, organize, manage or sell or give tick-ets to an actual or reasonably anticipated assembly of five hundred (500) or more people, whether on public or private property unless a license to hold the assembly has first been issued by the Camas County Commissioners, application for which must be at least sixty (60) days in advance of the assembly. A license to hold an assembly issued to one person shall permit any person to engage in any lawful activity in connection with the holding of the licensed assembly.

2. A separate license shall be required for each location in Which five hundred (500) or more people assemble or can reasonably be anticipated to assemble; the fee for each license shall be as set by the board of county commissioners of Camas County.

B. Ticket Sales: A license shall permit the assembly of only the maxi-mum number of people stated in the license. The licensee shall not sell tickets to nor permit to assemble at the licensed location more than the maximum permissible number of people.C. Location Of Event: No license shall be issued to any anticipated assembly of five hundred (500) or more people Where the proposed location is within one-fourth (I/4) mile of the mean high Water mark of any location that may be hazardous, dangerous or detrimental to the public hcalth, safety and Welfare unless appropriate safety provisions have been met.D. Exceptions:

l. This chapter shall not apply to any regular established, penna-nent place of Worship, stadium, athletic field, arena, auditorium, coliseurn, schools or other similar permanently established place of assembly for assemblies which do not exceed by more than five hundred (5 00) people the maximum seating capacity of the struc-ture Where the assembly is held.2. This chapter shall not apply to government sponsored fairs held on regularly established fairgrounds nor to assemblies required to be licensed by other ordinances and regulations of the county, nor to assemblies Within any incorporated municipality Within the county.

Section 4: CONDITIONS FOR ISSUING LICENSE:A. Number Of Persons At Assembly: Before the applicant may be issued a license, the applicant shall first determine the maximum number of people which will be assembled or admitted to the location of the assembly; provided, that the maximum number shall not exceed the maximum number which can reasonably assemble at the loca-tion of the assembly in consideration of the nature of the assembly; and provided that, where the assembly is to continue overnight, the maximum number shall not be more than is allowed to sleep within the boundaries of the location of the assembly by tlle zoning or health ordinances of the county.B. Requirements At Applicants Expense: Before the applicant may be issued a license, the applicant shall provide proof that he will furnish at his own expense before the assembly commences:1. Health Requirements:

a. Potable water, meeting all federal and state requirements for pui-ity, sufficient to provide drinking water for the maximum number of people to be assembled at the rate of at least one gallon per person per day and water for bathing at the rate of at least ten (10) gallons per person per day;b. Portable sanitation units, meeting all state and local specifica-tions, conveniently located throughout the grounds, sufficient to provide facilities for the maximum number of people and event hours; an efficient sanitary means of disposing of Waste matter deposited therein, which is in compliance with all state and local laws and regulations; a lavatory with running water under pressure, and a continuous supply of soap and paper towels shall be provided with each toilet.C. A sanitary method of disposing of solid waste, in compliance with state and local laws and regulations, sufficient to dispose of the solid Waste production of the maximum number of people to be assembled at the rate of at least two and one-half (21/2) pounds

of solid waste per person per day, together with a plan for holding and a plan for collecting all such waste at least once each day of the assembly and sufficient trash cans with tight—fitting lids and personnel to perform the task.d. Physicians and nurses licensed to practice in the state of Idaho sufficient to provide the average medical care enjoyed by residents of Idaho for the maximum number of people to be assembled at the rate of at least one physician for every two thousand (2,000) people and at least one nurse for every five hundred (5 00) people, together with an enclosed covered structure where treatment may be rendered, containing separately enclosed treatment rooms for each physician, and at least one emergency ambulance available for use at all times.e. The above health requirements heretofore set forth are to be minimum requirements only. The plans for the health requirements shall be submitted to the South Central Health District for approval at least thirty (30) days prior to the proposed assembly.

2. Lighting: If the assembly is to continue during hours of darkness, illumination sufficient to light the central area of the assembly, to include the medical and health facilities, at the rate of at least five (5) foot-candles, but not to shine unreasonably beyond the boundaries of the enclosed location of the assembly.3. Parking: A parking area inside of the assembly grounds sufficient to provide parking space for the maximum number of people to be assembled at the rate of at least one parking space for every four (4) persons. In the event that the site and access to it cannot handle the number of people expected to attend the assembly, the sheriff of Camas County can require the promoter to provide parking at other sites with transportation between the parking site and the site of the assembly to be provided by the promoter.4. Telephones: Telephones connected to outside lines sufficient to provide service for the maximum number of people to be assembled, at the rate of at least one separate line and receiver for each two thousand (2,000) persons, and to be placed in accessible locations throughout the assembly area.5. Camping Facilities: If the assembly is to continue overnight, camping facilities shall be provided by the promoter at the site of the assembly and said facilities shall be in compliance with all federal and state requirements sufficient to provide camping accommoda-tions for the maximum number of people to be assembled. In the event that temporary camping facilities are not available at the site of the proposed assembly, the promoter shall provide temporary camping facilities elsewhere which shall be approved by the sheriff of Camas County.6. Security Guards; Bond: Either regularly employed, duly sworn off duty peace officers of the state of Idaho, private guards licensed in the county, or other qualified individuals sufficient to provide adequate security for the maximum number of people to be as-sembled at the rate of at least one security guard for every two hundred fifty (25 0) people as a minimum shall be provided by the promoter. A list of the security guards shall be presented to the County Sheriff for approval at least thirty (30) days prior to the proposed assembly. In the event the County Sheriff requires extra help to provide security for the proposed assembly, the promoter shall deposit with the county a cash bond in the amount of five thousand dollars ($5,000.00) With a higher bond to be required if the County Commissioners determine it to be necessary. Payment for extra security shall come from that bond.

7. Fire Protection: Fire protection, including alarms, extinguishing devices and fire lanes and escapes, sufficient to meet all federal, state and local standards for the location of the assembly and sufficient emergency personnel to efficiently operate the required equipment. The plan for fire protection and emergency personnel shall be pre-sented to the County Sheriff for approval at least thirty (30) days prior to the proposed assembly.C. Traffic and Noise Control and Dust Abatement:

1. Traffic Control: All traffic control shall be approved by the County Sheriff at least thirty (30) days prior to the proposed assembly. The promoter shall provide an emergency entrance and exit to and from the site of the proposed assembly and said emergency entrance and exit shall be kept open at all times for the use of emergency vehicles. The promoter is responsible for providing traffic control personnel who shall be approved by tlle Sheriff at least thirty (30) days prior to the proposed assembly.2. Noise Control: If the assembly is to include the use of amplification devices, the sound emitting from such devices shall not be plainly audible within any place of residence not the source of the sound. Ad-ditionally, the sound emitting from such devices must be extinguished during the hours of 12 a.m. (midnight) through 7 a.m.3. Dust Abatement: All dust abatement measures shall be set forth in a written plan, approved by the County Road and Bridge Depart-ment and shall be included in the application.

D. Insurance Policy:1. An insurance policy, filed with the clerk of the district court, under-written by an insurance company licensed to do business in Idaho in the minimum amount of one million dollars ($1,000,000.00), which shall indemnify and hold harmless Camas County or any of its agents, officers, servants and employees from any liability or causes of action which might arise by reason of granting this license, and from any cost incurred in cleaning up any waste material produced or left by the assembly, at the site or surrounding areas. The insurance policy shall also name the County as an “additional insured.”2. At the discretion of the board of Camas County commissioners, a performance bond may be required to be deposited with the county commission in the amount of fifteen thousand dollars ($15,000.00) to ensure compliance with all terms of this chapter. In addition, a cash bond in the amount of two thousand dollars ($2,000.00) may be required to be deposited with the county to pay for damage to adjoining or non-adjoining properties within one thousand feet (1,000’) of the site of the proposed assembly.

Section 5: APPLICATION FOR LICENSE:A. Filing Period: Application for a license to hold an actual or an-ticipated assembly of five hundred (500) or more persons shall be made in writing to the county commissioners at least sixty (60) days in advance of such assembly.B. Sworn Statement Required; The application shall contain a state-ment made upon oath or affirrnation that the statements contained therein are true and correct to the best knowledge of the applicant and shall be signed and sworn to or affirmed by the individual making application in the case of a corporation, by all partners in the case of a partnership or by all officers, by all members of such association, society, or group, or if there are not officers, by all members of such association, society or group.C. Contents: The application shall contain and disclose: 1. The name, age, residence and mailing address of all persons

Proof of ownership of all property upon which the assembly is to be held or a statement made upon oath or affirrnation by the record owner(s) of all such property that the applicant has permission to use such property for an assembly of five hundred (500) persons or more.4. The nature or purpose of the assembly.5. The total number of days and/or hours during which the assembly is to last.6. The maximum number of persons which the applicant shall permit to assemble at any time, not to exceed the maximum number which can reasonably assemble at the location of the assembly in consid-eration of the nature of the assembly, or the maximum number of persons allowed to slecp within the boundaries of the location of the assembly by the zoning ordinances of the county if the assembly is to continue overnight.7. The maximum number of tickets to be sold, if any.8. The plans of the applicant to limit the maximum number of persons permitted to assemble.9. The plan for supplying potable water, including the source, amount available, and location of outlets.10. The plans for providing toilet and lavatory facilities including the source, number and location, type, and the means of disposing of solid waste deposited.11 . The plans for dust abatement.12. The plans to provide for medical facilities including the location and construction of a medical structure, the names and addresses and hours of availability of physicians and nurses and provisions for emergency ambulance service.13. The plans, if any, to illuminate the location of the assembly, in-cluding the source and amount of power and the location of lamps.14. The plans for parking vehicles, including the size and location of lots, points of highway access and interior roads including routes between highway access and parking lots.15. The plans for telephone service, including the source, number, and location of telephones.16. The plans for camping facilities, if any, including facilities avail-able and their location.17. The plans for security including the number of guards, their names, addresses, credentials and hours of availability. The plans for fire protection, including the number, type and location of all protec-tive devices, including alarms and extinguishers, and the number of emergency fire personnel available to operate the equipment.18. The plans for food concessions and concessionaires who will be allowed to operate on the ground, including the names and addresses of all concessionaires and their license or permit numbers.D. Bond; License Fee: The application shall include the bond required and the license fee.Section 6: LICENSE ISSUANCE: The application for a license shall be processed and issued after proof of compliance With this chapter has been submitted to the Board of County Commissioners. Proof of compliance with this chapter must be submitted to the commissioners at least twenty-one (21) days prior to the beginning of the assembly.

Section 7: REMOVAL OF STRUCTURES: All structures, installations, excavations and construction shall be removed by the licensee from the site of the assembly at the termination of the event. In the event this is not accomplished within ten (10) days after the assembly, the county is authorized to accomplish the removal and charge the cost of the removal against the performance bond.

Section 8: REVOCATION OF LICENSE: The license may be revoked by the county at any time if the con-ditions necessary for the issuing of or contained in the license are not complied with, or if any condition previously met ceases to be complied with.

Section 9: VIOLATION; PENALTY:A. Public Nuisance: The holding of any assembly in violation of any provisions or conditions contained in this chapter shall give cause to the county to seek injunctivc relief for creation of a public nuisance. Said action shall be brought in any court of competent jurisdiction.B. Violation Of Conditions Of Permit: Any person who williillly, knowingly and intentionally violates any condition upon which he is granted a license shall be fined as provided in this code. Each day of violation shall be considered a separate offense. The criminal provisions of this subsection are not enforceable against the licensee in the event injunctive relief under subsection A of this section is granted.C. Right of Entry: If the county issues a license to the promoter, the promoter shall allow entry to enforce provisions of this chapter or license.

Section 10: COMPLIANCE WITH OTHER REQUIREMENTS: Compliance with this Ordinance does not remove any other condi-tions that may be put into place by the landowner and/ or any state or federal regulating body.
