FOREWORD BY LORD MAYOR AND CHIEF EXECUTIVE MEMBERS OF CORK CITY COUNCIL
2015sawanimprovementandrecoveryinthelocaleconomy,andthelongspokenof“GreenShootsofRecovery”seemfinallytobetakinghold.Workcontinuedapaceat1AlbertQuay.The170,000squarefootlandmarkbuildingwillbethecountry’s“SmartestBuilding”andoneofthemostenvironmentallyfriendly.LeadtenantTycoemployover500peopleattheirGlobalHeadquartersat1AlbertQuay.
TheannouncementinNovemberbycomputergiantAppleoftheextensionofitsHollyhillCampuswiththeprovisionof1,000additionaljobsbymid2017wasawelcomeendorsementofCorkandanimportantandpositivedayforthecity.ThisinvestmentwillprovideexcellentemploymentopportunitiesinCorkandprovesonceagainthatCorkCityisapremierlocationforinvestmenthavingtheinfrastructureandtalentedworkforcerequiredbyglobalmultinationalsandisaresoundingendorsementofthefacilitiesandpeopleofCork.
WewelcometheestablishmentofCORE,theCityCentrePartnership,whichwasakeyrecommendationinourCityCentreStrategy.Thiscollaborationwillseeallcitycentrestakeholdersfocusingtogetheronthecitycentre,strategicallyandoperationally,andworkingtoensurethatopportunitiesaremaximisedandthecitycentreachievesandsurpassesitsenormouspotential.
2015wasasuccessfulyearfortheCouncilandtheCitywiththeworkwedoandvariousinitiativesthattheCouncileitherspearheadsorisinvolvedwith,recognisedwithanumberofawards.ThemajorawardsreceivedincludedtheGreatStreetAward2016,whichsawOliverPlunkettStreetbeingannouncedasthewinner,ThePurpleFlagAward,aninternationalaccreditationawardedtocityandtowncentresthatmeetorsurpassthestandardsofexcellenceinmanagingtheeveningandnighttimeeconomyandtheChambersIrelandExcellenceinLocalGovernmentAward.TheCouncilnominatedfourcommunityinitiativesforPrideofPlace2015.ThePrideofPlacecompetitionaimstorecognisetheinvolvementofthelocalcommunityinallaspectsofruralandurbanregeneration,includingpromotingsocialcohesion,heritageandenvironmentalawareness.BallyphehaneCommunityAssociationwonthepopulationcategoryneighbourhoods1000-2000.MeithealMara–BádoireachtInitiativewonyoungpeopleinthecommunityawardandFriendlyCallwererunnersupintheagefriendlycommunityinitiatives.TheawardsareatestamenttothehardworkoftheCityCouncilstaff,andtheirengagement
withtherelevantstakeholdersintheCity,andarerecognitionthatmanyofthepositiveinitiativesundertakeninthecitycentreinrecenttimes,arenowcomingtofruition.
2015sawthefinalisationof“GrowingTourisminCork-ACollectiveStrategy”,ajointstrategictourismdevelopmentprojectbetweenCorkCityandCountyCouncils,supportedbyFáilteIreland,TourismIrelandandindustrystakeholders.Tourismisacrucialsectorinthenationalandregionaleconomy.Corkattractsapproximately17.5%ofalloverseasvisitorswhocometoIreland.TourismfiguresyearonyearhavebeenimprovinganditisessentialthatCorkcapitalisesonthistrend.ThereisatremendousopportunityforCorktobecomea“mustvisit”destination,andgeneratesignificantrevenueforthelocaleconomy,anddothisinasustainablemanner.InthiscontextitisenvisagedthatLocalAuthoritieswillcontinuetoactastheprimarydevelopersofpublictourisminfrastructure,continuetoprogresstourismproductdevelopmentwiththesupportofFáilteIreland,supportcommunityandlocalinitiativeswithregardstomajornationaltourisminitiatives,andprovideasupportnetworkthroughtheLocalEnterpriseOfficesintermsofadviceandsupport.
WewouldliketotakethisopportunitytoextendoursincerethanksandappreciationtoallelectedmembersandstaffoftheCouncilfortheirhardworkanddedicationthroughouttheyear.Welookforwardtoyourcontinuedsupportin2016.

AnewTravellerGroupHousingSchemeinHollyhillwascompletedinthesummerof2015.ItwasdesignedandprojectmanagedbytheCityArchitect’sDepartment.
Theschemeconsistsofsixteensingle-storeyunitsarrangedaroundacommunalgreenspace.Sevenoftheunitsarehouseswhichprovideamixofone,three,andfourbedroomunittypes.Theremainingnineunitsarereferredtoas‘welfareunits’.Theseprovideliving,kitchen/dining,sanitaryandutilityaccommodation,withsleepingaccommodationprovidedbywayofanewmobilehomelocatedwithinthecurtilageoftheplot.
Acommunitycentreisalsoincludedintheschemeandislocatedadjacenttothecentralcommongreenarea.Thisspaceislandscapedandundulatedtoformnaturalplayareas.
Thenewpurpose-builtschemeisnowhometosixteenfamilies,formerlyaccommodatedattheHaltingSiteinHollyhill,whichhassincebeendemolished.
Anewcommunitylibrary,designedbytheCityArchitect’sDepartment,openedinHollyhillon1stJuly2015.Theprojectcost€4.2millionintotal.Itformspartofthecontinuingregenerationofthearea,inparticulartheestablishmentofanew‘neighbourhoodcentre’identifiedasoneofthemaingoalsofthearea’sregenerationmasterplan.Italsoformspartofwhatthemasterplandescribesasa‘learningneighbourhood’,andislocatedadjacentto

thelocalsecondlevelschool,TerenceMacSwineyCommunityCollege,withadedicatedstudententrancelocatedwithintheschoolgrounds.Thenewbuildinghasbeenwellreceivedbythecommunity-inthefirstsixmonthssincethelibraryopenedinJuly2015usagehasincreasedhugely;thelibraryisseeingseventimesthenumberofvisitors,comparedwiththesameperiodin2014,andthenumberofitemsborrowedhasincreasedfourfold.CityArchitectsusedtheprovensuccessofToryToplibraryasabasemodelforthenewplan.Themainlibraryfunctionsarelaidoutonthegroundfloor,centredaroundthemainreceptiondesk.Thedesignusesacombinationofhigh-levelclerestoreyglazing,alightwellandanatriumtomaximisetheuseofnaturaldaylightforthevariousreadingspaces.Thefirstfloormulti-purposearea,whichcanbeusedbytheschoolandthelocalcommunity,takesadvantageofthesite’selevatedpositiontoprovideavisualconnectiontothecitybelow.Thedouble-heightatriumconnectsthefirstfloorwithexhibitionandlibraryspacesbelow,andalsoservesasalantern,animatingthestreetscapeafterdark.
ThebuildingatMahonformerlyoccupiedbyAbode,isintheCouncil’spossessionandhasbeenidentifiedasasuitablelocationforanewlibraryfacilityforthisarea,intheabsenceofcentralgovernmentfundingtodevelopafacilityonagreenfieldsite.
CityArchitect’sDepartmentdevelopedanoutlinedesignandthePartVIIIprocesswascompleted
inJune2014.Theprojectproceededtodetaileddesignstage,requiringprocurementofadesignteaminthefirstinstance,tohelpcompilefullco-ordinatedtechnicaldesigndocumentationfortenderandultimately,construction.
ThisisthefirstprojecttobedesignedwithinCorkCityCouncilusingRevit3DBuildingInformationModelling(BIM)software,inwhichtheentireintegrateddesign,completewithstructure,electrical&mechanicalsystemsandfurnitureisfullymodelledin3D.Theprojectiscurrentlyfundeduptotenderstage.TheseimagesaregeneratedfromtheBIMmodel.
TheschemeincorporatesasmuchoftheexistingAbodestructureasispracticallyfeasible,reconfiguringtheplantoprovideanewfullyaccessiblecivicentranceonSkehardRoad.TheplanbuildsontheexperienceandsuccessesofotherbranchlibrariessuchasthosebuiltatToryTopinBallyphehaneandHollyhill,Knocknaheeney,designed,projectmanagedandcompletedbyCityArchitect’sDepartmentin2006and2015consecutively.

TheArchiveslaunchedanewonlineresourceforsecondaryschoolsin2015withtheaimofcommemoratingthecentenaryoftheEasterRising,increasinglocalawarenessofCork’shistoryandarchivesfromthe1916period,anddevelopingtheCityCouncil’slinkswithlocalschools.Focusingonthekeyperiodaround1916,theresourcepresentsdigitalcopiesofuniqueandoriginaldocumentsfromcollectionspreservedintheArchives,withbackgroundinformation,links,andactivities,andadditionalresourcesforteachers.ItwasdevelopedbyArchivesstafftogetherwithteacherBarryKeane,andwiththesupportoftheHeritageCouncilofIrelandGrantsProgramme.PriortolaunchitwastrialedinthreeCorkschools-StAngela'sCollege,StPatrick'sCollege,andScoilMhuire.Studentsfromeachschoolattendedthelaunchandwereawardedcertificatesinrecognitionoftheircontributiontotheproject.TheresourcemaybeaccessedontheArchiveswebsitewww.corkarchives.ie.

TheFreedomoftheCitywasconferredbyCorkCityCouncilonMr.NiallTóibínonFriday22ndMay2015inrecognitionofhisunwaveringlifetimecontributiontofilm,stageandtelevisionatlocal,nationalandinternationallevelsandasoneofthefinestactorsofourtimeandforbeinganexemplarynationalandinternationalambassadorforCork.
ThecustomofawardingtheFreedomoftheCityofCorkdatesfromthe14thCentury.TheconferringoftheFreedomoftheCityofCorkisthehighestCivicHonourwhichcanbebestowedbyCorkCityCounciluponapersonwhohasdistinguishedhimself/herselfandisdeemedworthytohavehis/hernameenrolledontheListofFreemenoftheCity.
Hollyhill LibraryThenewHollyhillLibraryopenedtothepublicon1July2015.Thestateoftheartfacilitywasdeliveredontimeandonbudget,costing€4.2milliontodesign,buildandfit-out.
HollyhillLibraryembodiesallthatisgoodaboutamodernlibraryservice.Itcombinesallaspectsofa21stcenturyservice,tailoredtotheveryspecificneedsofthepeopleofKnocknaheeny-Hollyhill.
ThenewLibrary(above)isdesignedtosupportliteracy,lifelonglearning,andisaboveallawelcominganddemocraticcommunityspace.ItisahugestatementbytheCouncilofthevalueitputsonthepeopleoftheNorthWestward,andhasbeenreallywellreceived.
JulytoDecember2015sawthefirsthalfyearofoperationofthenewLibraryservingHollyhill-Knocknaheeny.Thelevelofuptakehasbeenveryheartening,andanendorsementoftheCouncil’sinvestmentinthismajornewfacilityinthearea.

Social Inclusion Community Activation Programme (SICAP)
SICAPisthesuccessorprogrammetotheLocalCommunityDevelopmentProgramme.InordertocomplywithEuropeanUnionprocurementrules,theLCDCineachcountyistheprocuringbody.In2014onbehalfoftheLCDC,POBALinitiatedapublicproceduretoprocuretheprogrammeofapproximatevalue€1.2mperannumoverthreeyears2015-2017.TheLCDChadreceivedtendersfortheimplementationoftheprogrammeinDecember2014.Atmeetingsinearly2015thecommitteeconsideredtendersandagreedatitsmeetingofFebruary2015toappointComhairChathairChorcaíTeoranta(CorkCityPartnership)asProgrammeImplementer(PI).
Theprogrammecommencedon1stAprilandtheLCDCcarriedoutamid-yearreviewinSeptember.AsubgroupwasputinplaceofmembersofthecommitteewiththeChiefOfficerandstaffofCommunity&EnterprisetoliaisewiththePIregardingtheongoingimplementationoftheSICAPprogramme.
Local Economic & Community Plan (LECP)
TheLECPisanintegratedsixyearplan,theeconomicelementsofwhicharetobedevelopedbytheStrategic,Planning,Economic&Development(SPED)SPCandthecommunityelementsbytheLCDC.TheCommitteehadfamiliariseditselfwiththerequirementsforthedeliveryofthecommunityelementsoftheLECP.
AstheLECPistobedeliveredbytwocommittees,twomembersoftheLCDCwereappointedtositonajointworkinggrouptooverseethecohesivedevelopmentoftheplan.TheworkinggroupmetfirstinMayandconsideredfirsthowitwouldgoaboutdevelopingthehighleveleconomicstatement.
Apublicconsultationperiodwasenteredintoandarisingfromthesubmissionsthestatementwasdevelopedwhichhighlightedfifteendifferenthighlevelobjectives,sixtobeoverseenbytheSPEDSPCandsixmoretobeconsideredbyboththeSPEDSPCandtheLCDC.ThreecommunityobjectivesareidentifiedwhichwillbedeliveredbytheLCDC.

Community Representation on the Local Community Development Committee
TheprescribedmembershipofLCDCsrequiresthattherearemoreprivatesectormembersontheCommitteethanpublicsectormembers.InCorkCity’s17membercommitteethereare8publicsectormembersand9private/communitymembers.ThebroadrepresentationwasagreedbytheCouncil’sCorporatePolicyGroupin2014whentheCommitteewasfirstformed.
SpecialprovisionismadeforthenominationoffivecommunityrepresentativeschosenfromthePublicParticipationNetwork(PPN):twofromtheVoluntaryPillar,twofromtheSocialInclusionPillarandonefromtheEnvironmentPillar.
AstheLCDChadtocommencebeforetheestablishmentoftheCorkCityPPNanadhocarrangementtoselectcommunityrepresentativeswasenteredinto.ThesemembersweretovacatetheirpositionsontheLCDConcethePPNwasinapositiontoselectnominees.TheinauguralCorkCityPPNwasconvenedinFebruary2015andnomineestotheLCDCchoseninApril.TheytookuptheirpositionsontheLCDCinJune2015.
Other issues addressed:ThememberswereinvitedtomakeacontributiontotheCorporatePlanningFrameworkPolicyforLocalandCommunityDevelopment,whichwasdevelopednationallyin2015.
TheCommitteedecidednottomakeasubmissionontheCorkCity&CountyLocalGovernmentReview.

2015wasayearofsignificantprogressintheprovisionofIrishlanguageservicesandsupportsbyCorkCityCouncil.Anonlineandphone-basedparkingfinepaymentsystemwasintroducedandCorkCity&CountyArchivecommissionedanIrish-languageversionofitsonlinecataloguesystemwhichisexpectedtogoliveinQ12016.
Theorganisation’sGrúpaForbarthaGaeilgecontinuedtosupportIrishlanguageandbilingualeventsinthecitywithIrishlanguageperformances
byJohnSpillaneandveteranbroadcasterMicheálOMuircheartaighamongthehighlightsofitsSeachtainnaGaeilgeprogramme.OthermajorprojectsincludedtranslationofIrishlanguagestaticcontentontourisminformationboothsthroughoutthecity,thecommissioningofapublicartinitiativefeaturingIrishlanguageproverbsandthedistributiontoschoolsandlibrariesofbookmarksfeaturingIrishlanguageSeanfhocail.TheCouncilChamber,CityHallwasthevenuefora“CiorcalnagCiocalComhrá”eventwithformerGaeltachtMinisterEamonÓCuivasguestspeaker.

Fitzgerald's Park Inclusive PlaygroundTheCityCouncilconstructedanewallinclusiveplaygroundatFitzgerald’sParkin2015atacostof€650k.TheprojectwaspartfundedbytheBonsSecoursHospitalGroup.TheplaygrounddesignwasinformedbyanumberofplaygroundconsultativeworkshopsincludingwithchildrenfromScoilPadrePioChurchfieldandStPaul’sSchool,Montenotte.
Theplaygroundencompassessensoryrichstructurestoencourageplayforallchildren,butespeciallythosewithdevelopmentaldisabilities.Italsocreatesafunspaceforfosteringfriendshipsandunderstandingamongchildrenofallabilities.Withanamazingmixtureofplayitemsandactivities,itisoneofthecountry’sforemostplayspacesandamustvisitforeverychild.
Marina Pontoon
AnewfloatingpontoonwasconstructedattheMarinaatacostof€600k,replacinganexistingconcreteslipwaywhichhaddeterioratedbadlyinrecentyears.Thenewstructurehasa24mfloatingplatformforsafeaccesstothewater,thefacilitybeingopentoclubsandmaritimeorganisationsforuse.TheprojectisinaccordancewiththeCityCouncil’sobjectivetoencouragegreaterrecreationaluseoftheRiverLeeandalsoanintegralpartofthenewMarinaPark.

In2015,underthedevolvedfundingprotocolfortheallocationofSection10fundingforhomelessness,abudgetof€5,000,686wasallocatedfortheSouthWestRegionwith€4.25mforCorkCityCouncil.EachLocalAuthorityintheRegionprovidedfromtheirownresourcesaminimumof10%oftheoverallallocationtowardshomelessservices.Theincreaseinbudgetallowedforanumberofnewhomelessinitiativestobeputinplace.
FocusIrelandarenowfundedtoprovideaYouthHomelessPreventionServiceandaTenancySustainmentandResettlementService.TheTenancySustainmentandResettlementServicewillsupporthouseholdsmovingfromhomelessnessorpotentialhomelessnessintolongtermsupportedaccommodation,withaparticularemphasisonsecuringtenanciesbyavailingoftheHousingAssistancePayment.TheYouthHomelessPreventionServicetargetsthosewhoarehomelessoratriskofhomelessnessinthe18to25agebrackettoaccessaccommodationandtoensurethattheyhavethenecessaryskillstoliveindependentlyanddonothavetoaccessemergencyaccommodation.TheYouthHomelessPreventionServiceworkscloselywiththeCorkFoyer.
CorkSimonhasbeengrantedincreasedfundingtoexpandtheirHousingFirstprojecttoprovidehousingsupportsthroughanintensivecasemanagementservicetopersonswhoareexperiencinglongtermhomelessnessinCork.
SophiaHousingAssociationhasalsoreceivedanincreaseinfundingtoallowthemtoexpandtheirservicetoprovideoutofhourssupportfortheirprojectswhichcanbeasignificantdeterrenttoantisocialactivityandaprotectivefactorforchildrenatrisk.
CorkCityCouncilcontinuestomanagethehomelessITsystemintheSouthWestRegion,PASS(PathwaystoAccommodationandSupportSystems)andbasedontheinformationonPASS,returnquarterlyperformanceandfinancialreportstotheDOECLGfortheSWRegion.
TheDublinInterimTenancySustainmentProtocol,operatedbyThreshold,hasbeenrolledoutinCork.Theprimaryobjectiveofthisnewinitiativeistoensureaspeedyinterventionpreventingfamiliesandindividualswhoareinreceiptofrentsupplementpaymentfrombecominghomeless
Housing Construction Atargetof643unitshasbeensetforCorkCityCouncilunderCapitalProgrammesencompassingLocalAuthorityHousing(Construction,AcquisitionsincludingPartVacquisitions),CapitalAssistanceScheme(throughApprovedHousingBodies)andthereturnofvoidpropertiesfortheperiod2015-2017.Theprovisionalallocationtosupportthistargetis€118million
In2015workcommencedontwoinfillschemesandaplanningapplicationforathirdinfillschemeisinpreparationtoprovide5units.Twoinfillschemeswereapprovedin2015andarecurrentlybeingdesignedwhichwillprovideupto4units.Aprojectappraisalfortheprovisionof40unitsatGeraldGriffinSt/BurkesAvenuehasbeensubmittedtotheDepartment.

AkeyrequirementofCorporateandCorkSmartGatewayinitiativesisthepublishing,whereappropriate,ofOpenData,publicdatamadefreelyavailableforbusinessandcitizenstouseandrepublishastheywish,underlicensebutwithoutcopyrightorpatentrestrictions.In2015,workingincollaborationwiththeNimbusCentre,Q-Park,ChamberofCommerceandCorkCityCouncilbusinessdirectorates,theICTandBSteamdesigned,developedanddeployedanOpenDataplatform.
Thepurposeoftheprojectwastofacilitatepublishingofdynamicandstaticpublicdatasetsalongwithintegrationandinterfacefunctionality.Threedatasetswereusedinthepilot,upstreamwaterlevels,off-streetcarparkoccupancylevelsandplanningapplications.Therehasbeensignificantusemadeofthedatasetsandinformationalready,inparticularduringtheChristmasperiod(parking)andthesevereweathereventinearly2016(riverlevels).Itisplannedtosignificantlyextendthenumberofdatasetsin2016.
Comprehensive Customer Relationship Management Solution roll-out initiated
CorkCityCouncilisimplementingaCRMsysteminordertoimprovethewayinwhichourinteractionswithcitizensaremanaged.Theprojectwillinvolvechangesinbusinessprocess,people,organisationandtechnology.
ThekeydriversfortheintroductionoftheCRMsystemistheimprovementofservicestocitizens,togetherwithexpectationsofimprovingtheefficiencyandtheeffectivenessoftheorganisation.CRMisakeyenablerforcustomerswishingtoaccessalllocal
governmentservices,improvingtheefficiencyoftraditionalchannelsi.e.face-face,phoneandmail,andprovidinginnovativechannelssuchasinternetandwebportals.

Award Winning Litter Fines Solution developedCorkCityCouncildevelopedanintegratedlitterfinessystemontheMicrosoftDynamicCRM2013platformutilisingtablettechnology.Thisprojectwonthe2016IrisheGovernmentAwardforinnovation.ThenewlitterfinesystemreplacestheLitterWardenstriplicatedocketbookswithmobiletabletdeviceswhilealsoreplacingthelegacyaccessbasedlitterfinesystem.Thenewlitterfinesystemisintegratedintothecouncil’sCRMsystemandfacilitatesthepreparationofflexiblemanagementreportsandallowsfortherecordingofalllitterfinerelatedinformationincludinglitterevidenceandphotographs.

InOctober2015CorkCityCouncil,inconjunctionwithUniversityCollegeCork,launchedthePhilipMonahanBursary.Thisbursaryisintheamountof€6,000foraCorkCityCouncilstaffmembertoundertakeanMScGovernment(byresearch)throughtheCentreforLocalandRegionalGovernance,DepartmentofGovernment,UniversityCollegeCork.
ThebursaryissponsoredbyCorkCityCouncilandhonoursPhilipMonahanwhoservedasCommissionerandthenasCityManagerinCorkfrom1924to1959.HewasIreland’sfirstlocalauthoritymanagerandhesetthehigheststandardsofprobityandintegrityinpublicadministration.
TheMScGovernment(byresearch)involvestheproductionofaresearchthesisofupto40,000words.ThePhilipMonahanBursaryisdesignedforCorkCityCouncilstaffwhoareinterestedinundertakinginnovativeresearchintheareaofsub-nationalgovernment,underthesupervisionofDr.AodhQuinlivan.

TheNationalIrishSafetyOrganisationAwards(NISO)tookplaceinGalwayonFriday,2ndOctober,2015.ThiswasCorkCityCouncil’sthirdentryintotheNISOAwardsandsecuredamajorawardonthenight.TheawardwaspresentedbyPauricCorrigan,NISOpresidentandMartinO’Halloran,HSACEOtoCorkCityCouncil’sHealthandSafetyOfficer,PaulaKennedy.
Followingonfromtheincreasedcommitmenttosafetybymanagementandemployees,theawardistestamentoftheinvestmentandresourcesthatCorkCityCouncilcontinuallycommitstothesafety&healthofemployees.TheawardrecognisestheCouncil’ssafetymanagementsystemcombinedwithstrongmanagementleadershipandthegoaltoachievecontinuousimprovement.CompilingasubmissiontotheawardsplacestheCouncil’sHealth&SafetyManagementSystemunderthescrutinyofanindependentbodyandinturnCorkCityCouncilgainedanexternalreviewoftheeffortsinvestedintoimprovingtheHealth&Safetycultureandperformance.
TheAllIrelandSafetyAwardsarejointlyorganisedbytheNationalIrishSafetyOrganisation(NISO)andtheNorthernIrelandSafetyGroup(NISG)resultinginanaverageentrylevelof1500submissionsbyorganisationsinIreland,NorthernIrelandandtheUK,acrosssectorssuchasenergy,construction,manufacturing&transport.

TheCorkWalkingStrategyidentifiesacomprehensiverangeofprojectsandinitiativesthatcanbeimplementedinaphasedandcoordinatedmannertoachievethetargets.TheStrategywillbeusedtosupportapplicationsforgrantfunding.
Public Bike SchemeAPublicBikeSchemewaslaunchedon2ndMarch2015.TheschemeisknownasCocaColaZeroBikesandhasatotalof31stationsand330bikesinCork.TheschemerunsfromKentStationintheeasttoUCConthewestofthecity.Theindividualstationsareatroughly300mintervalsandhavebetween10and33bollardsperstation.
TheschemeinCorkhasbeenverysuccessfulwithatotalof7,416subscribersattheendofDec2015withatotalof289,426tripstaken.

ROAD & TRANSPORTATION
CorkCityCouncilhasbeenimplementingtheSmarterTravelWorkplacesProgrammeinconjunctionwiththeNTAsince2010wheresustainabletravelispromotedamongouremployees.WorkplaceTravelPlanshavebeenshowninternationallytoreducesingleoccupancycaruseonthecommutebybetween10%and24%.WorkplaceTravelPlansalsoreducecostsassociatedwithparking,businesstravel,fleet,CO2emissions,absenteeism,andaccessissues.
Aspartoftheinitiative,aNationalPedometerChallengetakesplaceeachyearandtheeventencouragesparticipantstoincorporatewalkingintotheirdailyroutineandtoconsiderreplacingsomeoralloftheircarcommuteswithwalking.Thechallengeisanexcellentincentivetogetmoreactiveandtoformnewhabitsandparticipantsalsoreportaboostinstaffmoraleandenjoyingbeingpartofateamattheirworkplace.CorkCityCouncilteamshaveperformedverywellinthepast.However,thisyearwithmorethanoneandahalfbillionstepstakenby986teamsfrom53ofIreland’slargestworkplaces,theoverallwinnerswereaCorkCityCouncilteamwhoclockedupanimpressiveteamaverageof1,002,216stepsoverfourweeks.Thisachievementsetanewrecordnationally.Thisteamofstreetsweepers(JoeO’Mahony,ChristyBroderickandDamienMulcahy)camesecondin2014andweresodeterminedtowinthisyeartheyrenamedtheirteam“UnfinishedBusiness”.
2015 Repair and Refurbishment of Clontarf BridgeClontarfBridgespansthesouthchanneloftheriverLeebetweenTerenceMcSwineyQuay(CityHall)andLapp’sQuay(ClarionHotel).Thebridgeitselfisafabricatedsteelbeamstructure,technicallyknownasaScherzerrollingliftBasculeBridge,whichwas
Pedometer Challengeconstructedin1912undertheprovisionsoftheCorkCityRailwaysAct,1906.Originallydesignedtocarrybothroadandrailwaytrafficwithopeningspanstoallowthepassageofvesselsalongtheriver.Thesenavigationspanswerelastopenedin1961withthebridgeconvertedtoafixedbridgein1979withtherailwaylinesremoved.GrantaidedbytheDepartmentofTransport,TourismandSport,CorkCityCouncilappointedL&MKeatingLimited,Kilmihil,Co.Clare,toundertakePhase1rehabilitationworkstoClontarfBridge.WorkstothebridgedeckandsuperstructurecommencedinmidJune2015withthesubstantiveelementoftheworksfacilitatedbyafullbridgeclosureduringJulyandAugust.
Subjecttofuturefundingallocation,CorkCityCouncilintendstoundertakePhase2workstoClontarfBridgeundersideduring2017.
