  • What did Copenhagen change?

The countries that brokered the text (US, China, India, South Africa, Brazil, and the EU) meeting at a single issue on the agenda Reflects a world in which the balance power has significantly

changed in the last 20 years.

Redefined the debate between countries in terms of awareness of climate science and support for action. No longer question that climate change is unimportant to

the political thinking of every country on the planet.

  • What did Copenhagen change?

Public awareness massively increased. The summit of vast campaigns made addressing climate

change widely understood and discussed from England-Beijing-South America.

The important change is that green growth is now prevailing economic model of time Countries from both developed and developing worlds have

    announced low-carbon economic plans

  • What it did not change?

Concerns over sovereignty that many countries have in the context of international law

Many countries only want to be answerable to themselves where, they will co-operate but not under the threat of legal sanction.

There is no quantified target emission reduction and yet to be announced and they may be at low end of what was promised.

  • What it did not change?

There is no verification of the actions undertaken in the developing world unless they are paid to for by the developed world.

Unclear how the target of limiting global warming to 2C above pre-industrial temperature will be achieved.

The deal at COP15 leaves the world on a pathway for temperature rises of 3C above.

  • What it did not change?

It remains to be seen whether committed target at the end of January will make a difference.

Review of progress in 2015 which may offer the opportunity to adjust any targets in light of new technologies
