1.0 INTRODUCTION:

1.1 Al-Toukhi company for Industry & Trading has been awarded turnkey contract for Open Cycle Gas Turbine based CPS expansion project at Rafha of Saudi Electric Company-Eastern Operation Area (SEC-EOA), Saudi Arabia.

1.2 The project consists of design, engineering, procurement, installation, testing and commissioning of two (2) Nos. 29.92MW @ 50 Deg C, Gas Turbine Generator unit of GE make along with associated Generator Transformer and other balance of plant electro-mechanical equipment.

2.0 OBJECT:

2.1The scope of this document is to describe the Control Philosophy for the proposed Power Plant to be installed at Rafha Central Power Station, Saudi Arabia.

3.0REFERENCE DOCUMENTS & STANDARDS

3.1Scope of work and Technical Specification PTS-1024

4.0CONTROL PHILOSOPHY FOR RAFHA GENERATION EXPANSION

4.1The plant includes the following :

GTG : 2 nos with future provision for connecting to redundant data highway of future DCIS

Master clock

Fuel oil system

HVAC System

Fire fighting and fire detection/alarm system

Air compressor

4.2Emergency shutdown system for the plant is not envisaged. The GT control system is fail safe and does not require an Emergency shutdown control. Emergency shutdown pushbuttons in remote control room shall be wired to GT Control system.

4.3GTG and 13.8 kV Generator Switchgear ( GLAC )

Each GTG is supplied with a Packaged Electric and Electronic Control compartment. GTG & 13.8kV Generator Breaker control and protections shall be as per GE standard. GTG and 13.8kV Generator Breaker control will be through Local HMI and remote HMI to be provided in the Control Room.

Each Gas turbine controller shall have independent SOE monitoring function.

4.4Master clock

Time synchronisation of GTG's and Electrical SER system shall be carried out by a Master clock.

4.5Fuel oil system

The fuel oil system consists of Fuel forwarding system. The DFO forwarding skid shall be capable of being monitored locally by a panel. The start/stop facility and start, stop, trip status indications will be provided on Remote Control Panel. The local panel shall contain all the control logic and protective functions with the necessary manual overriding to enable automatic operation without supervision and to permit ready diagnostics in the event of faults. Local process value indicating instruments shall be grouped and mounted on the skid with suitable protection from the effects of vibration.

The control system shall be based on the manufacturer's proven product line. The system shall be suitable for full automatic control of the skid assuming unattended operation.

The automatic controls shall be arranged to control effectively the pressure of diesel oil to the Gas turbines and to protect the mechanical integrity of equipment and associated plant from malfunction.

Where duplex equipment is fitted, the control system shall detect failure of the selected remaining system and automatically initiate start of the selected stand by system.

The skid package shall be capable of providing signals(Pump trip alarms) to the future DCIS.

4.6HVAC System

One (1) local control panel is envisaged in Switchgear Room.

4.7Fire fighting and Fire Detection /Alarm System :

The system comprises of local panels at each building and main control panel at control room in the New Switchgear and Control building.

Control functions for the fire alarm system shall be performed by main control & local Panels.

The main control panel shall receive status/alarm signals from Foam / Fire water spray / CO2 systems from respective local panels and Fire Fighting System of GTG also.

Detectors shall be provided for various areas in the plant and those would initiate Alarms and release of Water/Foam/CO2 as per the Fire Fighting scheme.

The manual fire alarm stations provided in various areas shall initiate audio/visual alarms in the Main Control Panel and respective local panels and bells/hooters in the protected area.

4.8Air compressor

Air compressor shall be controlled by a local control panel.

5.0ELECTRICAL PART OF CONTROL PHILOSOPHY FOR RAFHA POWER PLANT

5.133kV Switchgear

33kV Switchgear would be located in new Switchgear building. Switchgear room would be in ground floor and control room would be in the first floor.

It is presumed that Switchgear room would be un-attendend and hence no controls such as closing/opening of breakers or synchronising operations are expected to take place from Switchgear.

Local control for breakers is envisaged only for testing purpose.

No synchronisation facility would be provided local to 33kV Switchgear.

The switchgear would be provided with Remote Control cum Annunciation Panel (RCP) for controlling all the breakers, namely, incomers from GTG-1, GTG-2 & GTG-3 (future), outgoing feeders to Inter bus transformers, tie feeder including both end breakers to existing 33kV switchgear and bus coupler breaker.

The Remote Control cum Annunciation panel (RCP) would be located in New Control room.

Further, provision would be made to control all the breakers from DCIS (which will be installed by SEC-EOA in future). Accordingly, Local/Remote selector switch (located on RCP) when kept in Local will initiate control from RCP whereas when kept in Remote position would transfer the controls to DCIS (future).

Each breaker will be provided with Local/Remote selector switch (i.e RCP/DCIS selector switch) & Discrepancy type Breaker Control switch.

Manual synchronising facility would be provided for all incomer feeders, bus coupler breaker and tie breakers at both ends. For Autosynchronisation of incoming breakers, only initiation would be from RCP. Auto synchronising equipment would be part of GE controls. The Auto/Manual synchronising switch shall be provided for Incomer breakers only.

As per Cl.No.8.0, page 43 of 44 of Appendix-V, SEC-EOA specified a separate synchronising panel with swinging/movable synchroscope facility, mimic diagram, selector switches, synchro check relay etc. In view of this, the Manual synchronisation swinging type panel would be provided at one end of the RCP housing the above.

For Tie feeder breaker, only manual synchronising facility is required to be provided as per SECs Dwg: KT-808528 sh 4 of 4.

All protection related annunciations including that of Transformers and all meters as indicated in SEC drawings would be part of RCP. (applicable for all RCPs)

5.24.16kV Station Switchgear:

The 4.16kV Station Switchgear would be located in New Switchgear building. All protections along with Digital Power demand meter (DPDM) would be mounted as part of the Switchgear.

Local control of 4.16kV Breakers is envisaged only for testing purposes. Control of circuit breakers in service position would be from Remote Control cum Annunciation panel only.

Remote Control cum Annunciation panel for 4.16kV Station Switchgear would be located in the New Control Room. This panel would be provided with meters, annunciation windows, mimic with discrepancy type selector switches & selector switch for manual synchronisation of incomer & buscoupler breakers. Control of all incomer feeders, bus coupler & outgoing feeder circuit breakers would be provided on this panel.

Auto Transfer Scheme (ATS) to achieve Auto transfer of auxiliaries would be provided on the Remote Control panel of 4.16kV Station Switchgear for incomers & bus coupler.

5.3480V Station Switchgear:

The 480V Station Switchgear would be located in New Switchgear building. All protections along with Digital Power demand meter (DPDM) would be mounted as part of the Switchgear.

Local control of 480V incomer and bus coupler Breakers is envisaged only for testing purposes. Control of incomer & bus coupler circuit breakers in service position would be from Remote Control cum Annunciation panel only. For all outgoing circuit breakers, only local control from switchgear would be provided.

Remote Control cum Annunciation panel for 480V Station Switchgear would be located in the New Control Room. This panel would be provided with meters, annunciation windows, mimic with discrepancy type selector switches , selector switch for remote control of incomer & bus coupler breakers.

Auto Transfer Scheme (ATS) to achieve Auto transfer of auxiliaries would be provided on the Remote Control panel of 480V Station Switchgear for incomers & bus coupler.

No synchronisation facilities would be provided on the 480V Station Switchgear. Momentary paralleling of incomers is envisaged under manual changeover conditions.

5.4480V Unit Switchgear:

The 480V Unit Switchgear would be located in Unit Switchgear room.

Local control of 480V Incomer Breakers is envisaged only for testing purposes. Control of incomer circuit breakers in service position would be from Remote Control cum Annunciation panel only. For all outgoing circuit breakers, only local control from switchgear would be provided.

Remote Control cum Annunciation panel for 480V Unit Switchgear would be located in the New Control Room. This panel would be provided with annunciation windows, mimic with discrepancy type selector switches , manual synchronisation facility with selector switch for incomer feeders and selector switch for remote control of incomer breakers.

Auto Transfer Scheme (ATS) to achieve Auto transfer of auxiliaries would be provided on the Remote Control panel of 480V Unit Switchgear for incomers.

5.5480V MCCs / Distribution Boards:

Only local control of incoming and outgoing feeders would be provided for all other 480V Distribution boards / MCCs.

5.613.8kV/33kV Generator Transformers:

Relay panel for Generator Transformer would be located in New Control Room. Separate Relay panels would be provided for Set-1 & Set-2 protections.

Remote Tap Changer Control Panels for Generator Transformers would be located in New Control Room.

5.733/4.16kV Station Transformers:

Relay panel for Station Transformer would be located in New Control Room. One Relay panel with segregation between Set-1 & Set-2 protections would be provided for each Station Transformer. The relay panel would be located in New Control Room.

Remote Tap Changer Control Panels for Station Transformers would be located in New Switchgear building.

5.833/13.8kV Interbus Transformers:

Relay panel for Interbus Transformer would be located in New Control Room. One Relay panel with segregation between Set-1 & Set-2 protections would be provided for each Station Transformer. The relay panel would be located in New Control Room.

5.94.16/0.480kV Station Auxiliary Transformers:

Protections for Station Auxiliary Transformers would be located in respective Switchgears (HV side protections in 4.16kV Switchgear & LV side protections in 480V Station Switchgear).

5.1013.8kV/0.480kV Unit Auxiliary Transformers:

Both HV and LV side protections for Unit Auxiliary Transformers would be located in 480 V Unit Switchgears.

5.11SOER Panel:

SOER Panel for Generator, Generator Transformer and Auxiliary Transformers would be provided in New Control room and would be interfaced with operator console in New Control room.
