The Poverty Factor

The Poverty Factor is an interactive experience workshop to help school leaders examine the experiences of students in generational poverty, discover hidden personal biases, and develop strategies for change. Workshop presenters are Dr. Katrina Spigner, founder and CEO of ReSource Solutions, and Kimberly Eichelberger-Jowers, author, licensed clinical social worker, and sought-after speaker on the subject of moving families in generational poverty to self-sufficiency. Nic Sturdifen Opening General Session Nic Sturdifen is President of Life Push, LLC, a multi-tiered human services company that services K-12 students, college students, and transitioning adults to achieve the highest levels of success in their lives. Nic leads his team to provide community based, educational, prevention, and intervention services to hundreds of at-risk youth and their families in the K-12 sector. He believes in taking an intentional and direct approach to confront challenges like truancy, drugs, gang presence, and unhealthy home dynamics that are negatively impacting the effectiveness of our learning facilities today.

Bill Daggett Second General Session Bill Daggett, Ed.D., Founder and Chairman of the International Center for Leadership in Education, is recognized worldwide for his proven ability to move preK-12 education systems towards more rigorous and relevant skills and knowledge for all students. For 25 years, he has crisscrossed our nation, as well as the industrialized world, to lead school reform efforts to effectively prepare students for their future.

Jason Griffin Third General Session Jason Griffin is the 2017 Wells Fargo North Carolina Principal of the Year. He serves as principal of Perquimans County’s Hertford Grammar School, a Title I school, where nearly two thirds of the 400-plus students are from low-income families. Hertford Grammar achieved a school grade of "B" for the first time last year. The school, which enrolls third through fifth graders, was also just one of six elementary schools in the state's northeast education region to earn at least a B while also exceeding their targets for academic growth.

Lisa Godwin Closing General Session Lisa Godwin, an Onslow County kindergarten teacher, is the 2017 Burroughs Wellcome Fund North Carolina Teacher of the Year. Godwin is now in her third year teaching at Dixon Elementary School in Holly Ridge, where she returned to the classroom in 2014 after working as an assistant principal for four and a half years in Onslow and Lee county schools. Godwin is a mentor teacher at Dixon Elementary, supporting new teachers, and serves on a number of Onslow County Schools groups, including the Superintendent’s Advisory Committee, the Every Student Succeeds Act Committee and the district’s Quality Council.

Curriculum Design Collaborative: A Powerful Learning Community Track: Technology + Learning Solutions Location: Arrowhead

Like most school districts in North Carolina, Craven County Schools is feeling the challenges of reduced resources, challenges that have made professional development and access to high-quality curriculum materials almost nonexistent. And with increased teacher turnover and a reduced pool of quality applicants, districts are being asked to hire more lateral entry and provisionally licensed teachers than ever before. To help create curriculum materials and ensure that their newest teachers had access to a coherent and comprehensive curriculum, Craven County Schools implemented the Curriculum Design Collaborative, a professional learning community of the highest performing teachers in the district. The initial task for these teachers was to create high-quality student courses for use in grades 3-8 math and reading, 5-8 science, English II, math 1, and biology. This endeavor has turned out to be so much more, and Craven wants to share their process, challenges, and great successes in this work. Are your students prepared for the careers of tomorrow or the jobs of today? What are the most important skills that students need to prepare for the 21st Century workforce? The NC Department of Commerce publishes employment projections used by numerous public and private career information providers such as CFNC and EMSI Career Coach. Come learn about the data and resources available to administers, teachers, counselors, parents, and students, and how this information can help them make more informed educational and career decisions. Participants will see the underlying employment data and trends impacting jobs in North Carolina, identify growing occupations in their region, and learn how to access free local labor market and career tools. NC Dept of Commerce, LEAD Great Expectations: Working with Your Board Attorney Track: Governance and Executive Leadership Location: Augusta

School attorneys are bound by legal ethics rules when it comes to representing their clients. Come to an entertaining and informative presentation from the Chairman of the North Carolina Council of School Attorneys and learn about what your school attorney can and can’t do when it comes to providing legal representation to the board. More importantly, learn about what guidance you can reasonably expect from your school attorney and how you can best work with your school attorney. In this presentation, representatives from Asheboro City Schools will discuss how it increased student achievement by developing academic family-teacher team meetings geared toward increasing time allocated for academic skill acceleration and remediation outside of the school day. Learn how the district partnered with families to view individual student data, execute instructional best practices, and set goals for families, which positively impacted communication, student outcomes, and family connections. Results-Driven Accountability: Using MTSS to Improve Student Outcomes Track: Student Achievement, Accountability, and Data Location: Colony B

This session will provide an overview of Multi-Tiered Systems of Support (MTSS) as a process for improving school and student outcomes. As an integrated system of support for all students, MTSS is relevant in any discussion on student achievement, accountability, and data. Meaningful assessment and accountability systems are essential in documenting student performance by assisting in data collection and analysis, progress monitoring, and effective problem-solving. The discussion will include how MTSS addresses the needs of all students, aligns the entire system of initiatives, supports, and resources, and implements continuous improvement processes at all system levels. It will also cover how relevant information is analyzed and evaluated to plan and implement strategies that support sustainable improved student and system outcomes, as well as how emerging practices, such as Whole Child NC and social-emotional learning, are significant aspects in school improvement and supporting student learning. Lastly, the session will explore role of the school psychologists in relation to these factors. Summer programming for students is essential to continuous and stimulating learning all year round. Through creative planning, grant opportunities, and community partnerships, Lenoir County Public Schools is able to offer dozens of STEM themed camps and free Summer School to hundreds of children in the past three years. Lenoir County Public Schools has worked for four years to create fun STEM summer camps for students first grade through middle school. For the past three summers, LCPS has offered dozens of STEM camp opportunities for students first grade through middle school, while also including transportation, meals, and a lot of great learning memories! Simultaneously, the district has partnered with Teach for America for the past two summers to host their residential training in Kinston, while also offering free summer school to our elementary students. Through partnerships and innovation, the students have had opportunities for summer learning unlike any other! The promulgation of school operations for principals and assistant principals requires that administrators focus on federal and state regulations, strategies, policies, and procedures. These are all designed to prevent harassment, prevent a hostile work environment, and limit the liability of a school district for an employee's harassing conduct. Administrators must be cognizant of Title VII anti-discrimination laws. They must also understand how courts attribute liability for harassment to employers in order to prevent harassment in the workplace, and avoid or mitigate the school board's liability, should harassment take place. City School Boards Ten Years After: The North Carolina Education Lottery Track: Governance and Executive Leadership Location: Blandwood

On March 3, 2006, following much controversy and political intrigue, North Carolina joined many other states in the lottery business. This presentation examines the ten-year impact of the North Carolina Education Lottery, focusing on lottery sales, revenues raised, and funds contributed to education. This presentation also examines programs that have benefitted from lottery funding along with changes in legislation that have altered the ways in which lottery funds are raised and utilized. Researchers address three primary questions: (1) Does the lottery make a difference in educational funding in North Carolina, (2) Does lottery funding supplement or supplant educational funding in North Carolina, and (3) Does the lottery represent regressive, yet voluntary, taxation? A variety of fiscal trends related to education funding and the lottery are also analyzed. Grade-level reading is achievable with policies and practices that reflect the science—reading is a cumulative process that develops from birth and is rooted in early brain development. During children’s earliest years, their experiences are built into their bodies—shaping the brain’s architecture and creating the foundation for future learning. The Every Student Succeeds Act (ESSA) provides opportunities to support those early years and strengthen the birth-through-third-grade continuum. This session will emphasize the importance of the early years in terms of academic success and explore opportunities available through ESSA. Collaborative efforts will be a focus to ensure district plans are intentional and take advantage of the early learning provisions to improve outcomes for children.

This session explores Integrated Comprehensive Services for Equity (ICS) adopted by more than 200 school districts throughout the country and, recently, by the Asheville City School system in Asheville, NC. ICS is a framework supported by 45 years of research, intended to eliminate systemwide inequities to reduce the opportunity gap and advance achievement for all students, especially those who have been traditionally marginalized. By the end of this session, participants will be able to: (1) identify the four cornerstones of ICS including, a focus on equity, aligning staff and students, transforming teaching and learning, and leveraging policy and funding, (2) understand the implementation process of ICS in Asheville City Schools. During this session, participants will learn how Wilson County Schools developed a community collaboration initiative to support student success. Wilson County Schools started The Gentlemen's Agreement in the fall of 2015 as a means of offering personalized support to young African-American men during their high school career by surrounding them with positive outlets that affirm and celebrate them as talented, gifted, and contributing members of the community. The young men come from all three of the district's traditional high schools: Beddingfield, Fike, and Hunt. Mentors from the school system and community meet with their assigned students regularly and help lead them through high school by counseling them on academic, life and social issues. In addition, the students are exposed to monthly activities that included college visits, ropes course activities and a performance of the Lion King at the Durham Performing Arts Center. One of the goals of the program is to equip the student s with the skills needed to find viable jobs or to create entrepreneurial opportunities for themselves after graduating from high school. In Wilson County Schools, the Board of Education has played a significant role in The Gentlemen's Agreement program. One board member facilitated the ropes course activity for the last two years and our board chairman organized and conducted an etiquette and manners workshop for the students. Board members also serve as mentors. Upon entering middle school, students will learn directly from a teacher from China who teaches Mandarin Chinese and Culture. Continuing this momentum, high school students learn advanced language and culture courses, including AP Chinese, with a teacher from China. This presentation will discuss how Vance County Schools aims to engage its students in more QUAD D learning opportunities. These opportunities, which help students see the connections to jobs and skills beyond high school, are not restricted to the classroom and do not have to be provided by teachers. Everyone in the district should have the opportunity to work with the students. For example, Vance's finance officer worked with high school art students to create an exterior mural for the district's warehouse. They developed a project plan, engagement contract, and budget, found vendors, and ensured all necessary materials were ordered. The students learned about all the departments and groups that had to be involved, from the maintenance staff to teacher support. They also learned about teamwork, hard work, and the joy of accomplishing a goal. They recently presented about their project to the Board.
