Concept of District Categories

Under Shibuya City’s Basic Concept which upholds the philosophy of diversity3 & inclusion,4 the Urban Development Master Plan is promoted through the cooperation of the people of Shibuya1 (people who live in Shibuya, people who work in Shibuya, people who visit Shibuya, and people who love Shibuya). Policies by District

[Sasazuka, Hatagaya, and Hatsudai Station area]- Promote the aggregation of commercial facilities through high-level

and effective land use, improvement of the living environment, and development of open spaces. Additionally, make use of the Tamaga-wajosui-kyusuiroryokudou and the busy shopping streets, and transform the area into a relaxed yet dynamic hub.

- Promote the functions to foster human resources to vitalize community development activities and handle community-led urban development such as improving the attractiveness of the district and establishing the facilities for culture and networking to support community develop-ment.

- Conserve the rich greenery of the Tamagawajosui-kyusuiroryokudou and use it effectively as a tourism resource, on the back of its living environment, nature, history and culture.

[Tamagawajosui-kyusuiroryokudou]- Conserve the rich greenery while making

effective use of it.

- Solve narrow roads and improve the environ-ment of dense housing that can be seen in some parts.

[Shinjuku Station area]- Linking with the core international operation

functions on the Shinjuku City-side, improve the appeal of the south gate of Shinjuku Station as a gateway to Shibuya, and stimulate the land use that is highly-convenient for multiple activities such as leisure, work, life, and learning.

[Kita-sando Station area]- Capitalizing on the aggregation

of unique commercial facilities, lead the trend of lifestyle and culture.

- Promote quality living in condominium housing.

- Create a sports hub with multiple functions, such as health, sports, entertainment, and disaster prevention.

- Develop a dynamic urban district complex capitalizing on the characteris-tics of the city.

[Meiji-dori Ave.]- Promote effective land use while keeping

harmony with living functions.

[Harajuku, Jingumae, Omote-sando Station area]- Lead the trend of lifestyle and culture such as clothing and

accessories while creating a hub for networking of people, through capitalizing on the aggregation of fashion, content and other industries, the streetscapes of Omotesando Ave., Aoyama-dori Ave. and former Shibuya River Promenade (Cat Street), etc. as well as the aggregation of unique commercial outlets.

[Sendagaya, Kokuritsu-kyogijo Station area]- This area is adjacent to sports-related facilities such as new National

Stadium. Active interactions are born based on sports, which have formed a bustling and dynamic city with high customer attraction.

- The attractiveness of this hub is improving through the conservation, succession, and use of traditional Japanese cultural heritages such as Noh culture based on the National Noh Theatre and shogi culture based on the Shogi Hall.

- While introducing urban functions that support cultural and interactive activities in front of Sendagaya Station and promoting effective and high-level land use, develop comfortable spaces for pedestrians in the surrounding area.

[Sangubashi Station area]- The Nishisando area, with a lush green cityscape connecting to Meiji Jingu

Shrine, is aggregated with diverse functions such as lifestyle suggestions and creative functions. The area aims to foster liveliness and cultural exchange.

[Yoyogi and Minami-Shinjuku Station area]- Enhance functions that support a residential environment providing the proximity between workplace and

residence, such as convenient living facilities and networking facilities for local community building that contribute to improved convenience and comfort for residents. Additionally, promote high-level land use by updating the urban district around the stations, and form an attractive urban district complex where diverse functions are brought together around the stations. As well as transportation connections, the area will provide facilities for education, culture and commerce for increasing the community attractiveness, business facilities led by new functions such as share offices and quality housing that can respond to diverse needs.

[Ebisu Station area]- Create a relaxed yet dynamic hub through the aggregation of

commerce and business, establishment of unique restaurants and retailers, enhancement of quality residences.

- Enhance functions to promote the mixed attractiveness of the area, such as the proximity between workplace and residence and the existence of facilities for culture and networking that foster the attractiveness and building of community.

- Create a greenery and water space axis along the Shibuya River.

[Daikanyama Station area]- Develop a city that creates new lifestyles with

calm residences and unique commercial facilities, cafes, restaurants, and co-working spaces.14

- Improve the appeal of this hub by maintaining, succeeding, and using cultural heritages such as national important cultural property Kyu-asakura House.

[Hiroo Station area]- Harness the aggrega-

tion of unique commer-cial facilities and lead the trend of lifestyle and culture.
