And having been based in the south of England for the last 20 years, this is all very new for the Vikings. I hope, like me, that you see this as an exciting opportunity. Not just to live on an island in the Mediterranean, which few of us will ever get the chance to do again, but also to live together as a more tight-knit community than Woolwich allows. However, to varying degrees many of us will also find the move a little daunting and stressful, not least because it probably feels like a step into the unknown. As ever, knowledge goes a long way to alleviating such stress. Understanding where we’re going, how we’ll get there, and how we can make the most of the opportunities on offer will help us all to plan ahead and embrace island life. This is where this unit move guide plays its part: increasing understanding across the Viking community of what the unit move will bring. It won’t give you every detail, such as the exact date in July or August when you’ll be moving - much of that is still to be worked out and you’ll be told as soon as it’s known. But it will give you some basic information on what to expect, both during the move and after having arrived. Please read it, keep it, and refer to it when needed. If nothing else it will point you in the direction of someone who can help with any questions or problems you might have. Finally, please rest assured that we will do all we can to support all Vikings and their families through the unit move and thereafter. But it’s a team effort, and we can all help each other. So please do get stuck in and pull together as a community, speak to each other and to the Welfare team, and, most importantly, look forward to embracing everything Cyprus has to offer. CYPRUS GEOGRAPHY

INTRODUCTION TO CYPRUS

Cyprus, officially called the Republic of Cyprus, is the eastern most island in the Mediterranean Sea and the third largest in the Mediterranean.It is only 40 miles (60 km) south of Turkey and 60 miles (100 km) west of Syria and Lebanon. The capital and largest city is Nicosia.

The island of Cyprus is approximately half the size of Wales. It takes about four hours to drive from the East to West along the South coast route. Dominating about a third of the island’s land mass is the Troodos mountain range in the South West; in winter the higher hills are snow covered. In January, February and March there can be good skiing, but on short pistes. The highest peak is Mt Olympus at 6,400 feet.

Geopolitically, the island is divided into four segments. The Republic of Cyprus, the only internationally recognized government, occupies the southern 60% of the island, and has been a member state of the European Union since 1 May 2004. The “Turkish Republic of Northern Cyprus”, is diplomatically recognized only by Turkey and occupies the northern third of the island, around 36% of the territory. The United Nations-controlled Green Line is a buffer zone that separates the two and accounts for about 4% of the island.

Lastly, two areas, Akrotiri and Dhekelia, remain under British sovereignty for military purposes, collectively forming the Sovereign Base Areas (SBA) of Akrotiri and Dhekelia. The SBAs are located on the southern coast of the island and together encompass 254 m2, or 2.8% of the island. These are referred to as the Western Base Sovereign Area which includes Akrotiri and the Eastern Sovereign Base Area (ESBA) which includes Dhekelia. It is in the ESBA that we will be living.

POPULATION AND LANGUAGE

Cyprus has an estimated population of 1.20 million people. The official language is Greek but Turkish is also spoken, mainly in the North. English is also widely spoken with street signs and most documents generally in two or all three languages:

LOCAL AREA - DHEKELIA

Dhekelia is located in the East Sovereign Base Area (ESBA) on the south east side of the island. The closest major town is Larnaca, which is also where the nearest airport is located. Larnaca town is approximately a 15-minute drive from Dhekelia where there is a selection of shops and restaurants. There are several different tourist areas a stone’s throw from Dhekelia including Larnaca, Ayia Napa and Protaras. The high number of beaches, hotels, and restaurants makes these areas very popular during the summer months.

LARNACA

Larnaca is Cyprus’ longest continually inhabited region of the island, with a history that dates back 10,000 years. Rich in ancient culture, Larnaca is also a thriving and modern European city. A characteristic feature of the region is that tourists will find no distinction between resort and town. Locals and visitors alike can enjoy the same daily experience of a charming and diverse Mediter-ranean city.

The defining features of Larnaca city include the bustling promenade of Foinikoudes which is lined with mature palm trees and flanked by the beach, eateries and entertainment and its joining sea walkway of Piale Pasha, which passes by quaint old neighbourhoods and fresh fish taverns. The parallel shopping centre with its traditional archi-tecture puts everything at your fingertips, whilst the famous Salt Lake that fills with flocks of vibrant pink flamingos in the winter months attracts visitors for its natural beauty and ecological significance.

Larnaca, is now the third largest city in Cyprus.

In late 2009, Larnaca replaced its existing airport terminal with a brand new one, allowing for an annual capacity of 7.5 million passengers, underlining the city’s importance as both the major gateway to Cyprus and as a wider regional hub.

CYPRUS CLIMATE

CLIMATE

Cyprus enjoys an intense Mediterranean climate, with long dry summers from mid–May to mid–October, and mild winters from December to February. These are separated by short autumn and spring seasons.

Summer is a season of high temperatures with cloudless skies, but the sea breeze creates a pleasant atmosphe in the coastal areas. Isolated thunder showers are possible mainly over the mountains during early afternoons.

Winters are mild with snow on the Troodos Mountains (usually starting before Christmas). It is possible to ski in Cyprus, as the Troodos mountains are famous for their heavy snow fall. The skiing season usually starts in January and runs until the warmer weather sets in and the snow melts away.

The island enjoys abundant sunshine, and even in December and January, there is an average of six hours of bright sunshine per day, whilst over the six ‘summer’ months, there is an average of 11.5 hours of bright sunshine per day.

TEMPERATURES AND WEATHER CONDITIONS

Daily temperatures during the hottest months of July and August range between 30° C on the central plain, and 24° C on the Troodos Mountains. The average maximum temperatures for these two months range between 38° C and 27° C. In January, the coolest month, the average daily temperature is 10° C on the central plain, and 3° C on the higher parts of the Troodos Mountains.

SEA TEMPERATURES

The temperature in the open sea hovers above 22° C from June to November, climbing to 27° C in August. Even during the three coolest months of January to March, average sea temperatures are an acceptable 16° or 17° C. Near the coast, the temperature of water three or four metres deep is similar to that of the open sea, ranging from 15° to 17°C in February and from 23° to 28° C in August. There are no significant daily change in sea water temperatures, except in very shallow waters less than one metre deep.

ALEXANDER BARRACKS INTRODUCTION

DHEKELIA

Alexander Barracks is located in the Eastern Sovereign Base area on the eastern coast of Cyprus. The Camp is home to one of the two Resident Infantry Battalions in Cyprus. This is where we will be based for the duration of our time in Cyprus. The camp is located right on the coast with access to its own private beach. This beach is always open to soldiers and families.

The camp has excellent facilities including a new floodlit 3G sports pitch and the Battalion’s own water sports centre as well as all the other facilities expected of an Army camp in the UK. Whilst based in Alexander Barracks the Battalion and families also have access to all the facilities of the wider Dhekelia Station including an excellent Gym, Pool, sports pitches, golf course, welfare facilities and much more.

SLA accommodation is in right on the coast facing directly out on to the beach with views out over the Mediterranean.

WATER SPORTS CENTRE

Whilst based in Alexander Barracks the Vikings and families will have access to our own private beach. This is home to the Dhekelia water sports centre which is open throughout the summer months in Cyprus. The water sports centre will be manned by a permanent team of trained and qualified Viking soldiers and NCOs who will run and supervise the activities.

At the beach there is a beach club house with its own bar, televisions with sports channels, and pool table. On the beach there are sun loungers and umbrellas, volleyball courts, and a swimming area supervised by qualified lifeguards so that you can enjoy the warm Mediterranean in safety.

The water sports centre, located next door to the clubhouse, will provide all the kit and equipment required for a huge number of water sports. The centre has two speed boats to run these activities as well as a dedicated safety boat which is on the water to help out if it is needed whilst activities are going on.

All the sports and activities provided by the water sports centre are free of charge to Vikings and families. You might just need to book in advance though as it is always incredibly popular!

Dhekelia Village is a local development of shops in the Dhekelia station, it is located at the north of camp. There are adequate car parking facilities in the area. The development offers a number of small businesses and shops. These currently include:

� Barbers and Tattoo studio

Dhekelia village is also home to the Dhekelia Forces Store. This is a small UK style supermarket. The store stocks many familiar brands and has its own Duty Free area. The store is slightly more expensive than its UK equivalents but is a convenient one stop shop from any of the housing estates ideal for convenience shopping. It is open six days a week from 0800 – 1530 Monday to Friday and from 0900 to 1500 on Saturdays.

The Amenities Centre is also located at Dhekelia Village. The Amenities Centre includes the Station Wel-fare Office, The HCSO, Army Families Federation, the HIVE and the Post Office. The Post office provides UK bank card cash withdrawals up to £1000 a month with a daily limit of £250 and operates normal parcel and letter posting as would be the case in the UK. Dhekelia Village is also home to the Youth Club which provides an area for 8 – 18 year olds to mix and socialise. The Youth Club has great facilities for all ages including a cafeteria, pool table, sports area, computer suite and disco room. It is open most nights for various age groups and holiday programmes are run by the youth worker during school holidays.

DHEKELIA EARLY YEARS

EDUCATION

Dhekelia Early Years are a professional, popular and essential part of the community on Dhekelia Garrison base offering provision for children aged 0-3 years old in a purpose-built setting.

They are an Early Years Setting which is registered through SSAFA and follows the same curriculum guidance set in the UK called the EYFS (Early Years Foundation Stage). With a highly experienced, dedicated and motivated team of professionals, Dhekelia Early Years offers your children a safe, nurturing and stimulating learning environment where they can investigate and explore with a variety of media and materials.

Dhekelia Early Years comprises of two spacious rooms and a large outdoor area. Each room is planned for individually with age appropriate activities covering all aspects of learning from, physical play, construction, arts & crafts, maths and literacy to small world, imaginative play and cooking.

The Lemon Tree Room is for children aged from birth until 2 years. This room has a capacity to have 15 children with a ratio of three children to each member of staff and leads on to a covered outside area.

The Apple Tree Room is for Children aged from 2-3 years. This is the last room the children enter before starting Foundation Stage 1 at the primary school. This room can hold a maximum of 24 and runs on a ratio of 4 children to each member of staff.

SETTLING IN

Dhekelia Early Years aims to work in partnership with parents/carers to settle the child into the group environment and ensure they feel safe, secure and comfortable with staff and their surroundings. They aim to consider the individual needs of children and families and give confidence to parents. Information will be provided to parents through a variety of media, including the parent’s notice board, email, face to face communication, newsletters, learning journals and daily diary sheets. Following admission, children and parents/carers will be invited to visit for a ‘settling in’ session; the number of visits will depend on the individual child. In addition, a Key Person will be allocated to each child and the family on starting at Dhekelia early years.

SPECIAL EDUCATION NEEDS

Dhekelia Early Years recognises there is a wide range of special needs in children and families throughout the community and strive to meet those needs.

SAFEGUARDING CHILDREN

Dhekelia Early Years aim to create a safe and happy environment for all children within their care. All members of staff and volunteers complete a DBS (Disclosure & Barring Service) Enhanced Disclosure before they are able start work independently with the children. They also require two references from previous employers to reinforce this area of child protection. Staff members are expected to have completed Safeguarding training level 1 when starting and level 2 within their first term.

FEES

Military families are entitled to 15 hours free child care a week. Beyond this the cost is £5.20 per hour and is calculated monthly. Sodexo and other UK Childcare vouchers are accepted.

DHEKELIA PRIMARY SCHOOL

Dhekelia Primary school caters for children from 4-11 years old. The school strives to make the most of the unique opportunities that living in Cyprus offers and their rich curriculum reflects this. The work and ethos of the school is underpinned by their six core values which are: Respect, Self-respect, Resilience, Empathy, Integrity and Collaboration. These are reflected in the school motto, ‘developing personal skills for learning and life’.

KING RICHARD SCHOOL

King Richard School is an 11-18 state secondary school serving the community in British Forces Cyprus (BFC). The School has excellent facilities and overlooks the Mediterranean.

The school consistently performs highly. Their GCSE results, levels of progress from KS2 to KS4, and Progress 8 scores are consistently significantly above the national average and usually within the top 5% of all schools nationally. This progress is also evident at KS 5.

King Richard School has been rated by Ofsted/HMI as ‘Outstanding’ in its last two inspections in 2013 and 2017. This is due to the dedication of their UK trained teachers and locally employed support team, personalised approach, excellent facilities and class sizes which are very low by UK standards. As a school they are open facing and use links and affiliations of UK organisations to ensure their practices enable them to be leaders in a number of educational fields.

ADULT EDUCATION

55 Army Education Centre (AEC) Group is part of the Joint Educational and Training Services of British Forces Cyprus. Their role is to sustain British Forces Cyprus and Sovereign Base Area personnel and dependants by providing professional, specialist advice and support in the areas of education, training, personal development and resettlement, and to ensure the efficient and effective delivery of these services.

55 AEC Group provide a Community Learning Programme (CLP) which offers a number of courses. Courses can include:

� Languages (predominantly Greek and Turkish)

� L2 & L3 Health and Safety courses (Inc. First Aid)

� Recreational courses such as sewing and art

� Academic courses such as GCSE’s

Courses can run during the day, in the evenings and occasionally at the weekend. All CLP courses are free to military personnel and dependants are only expected to pay a small fee. Any exam or material costs still stand for all students. The 55 AEC Group brochure is produced each term and has the course details inside and is available in the AEC, online and at the HIVEs.

Being based in Cyprus offers unparallel opportunities for Sports and Adventurous Training. The Dhekelia Station has an excellent gym and sports facilities to match. In addition to this the opportunities for AT are brilliant. The incredibly varied geography of the Island and warm sea temperatures makes almost any AT possible including skiing, scuba diving and sky diving all within a short distance from camp.

SPORTS

Sports is much more a part of Battalion life in Cyprus than it is in the UK. The reliable weather, close-knit Battalion community and steady routine allows for plenty of training time and beyond inter-company competitions there is plenty of opportunity to compete against the other units based around Cyprus.

In terms of facilities the station has an outstanding gym, rugby pitch, football pitch, rock climbing wall and its own golf course. Within Alexander Barracks the Battalion has its own, brand new, flood lit 3G pitches.

Much like sports, AT is a fact of life in Cyprus. In addition to the Battalion’s own water sports centre the opportunities to conduct AT are limitless. The Troodos Mountains allow skiing on the island in winter and the dependable good weather means activities like skydiving can be planned with confidence. Rock climbing, mountain biking, scuba diving, hill walking, sailing and kayaking can all be facilitated on the island.

CYPRUS BEACHES

Embraced by the sapphire waters of the Mediterranean Sea, Cyprus is surrounded by coast, and as one of the main coastal regions, Larnaca is home to miles of sand, sea and a host of associated leisure and sporting facilities that further enhance its beautiful coastline. Many of the region’s beaches are holders of various quality awards, including the prestigious EU Blue Flag that recognises the highest standards in cleanliness, water quality, safety and services, whilst there are also disabled facilities available at the main beaches. Beaches in Cyprus benefit from a water tempera-ture that remains pleasantly warm for longer in comparison to other places in the Mediterranean Sea, with temperatures of 24°C recorded, even as late as October.

With such a beautiful and diverse coastline, all that is left for you to do is select a beach and enjoy it.

TURTLE CONSERVATION

In the Mediterranean, conservation programmes on Sea Turtles started at the end of the 1970’s and have greatly expanded and improved since then.

Cyprus is one of the EU’s major nesting areas with approximately 900 Caretta (Loggerhead Turtle) nests per year. Cyprus is the only area within the EU where Green Turtles breed.

In Cyprus, the main threat to the turtles is being caught in fishing gear, but there are also several other threats such as light and noise pollution in the nesting beach areas. Predators, mainly foxes, also pose a threat as well as increased boat traffic during tourist season in the turtles foraging areas.

Both the ESBA and WSBA have Turtlewatch programmes to support the conservation of Sea Turtles. The nesting beaches are walked daily and once a nest is discovered it is recorded and ‘caged’ to protect it. It is common to see turtle conservation activity on Cyprus beaches.

LOCAL BEACHES - LARNACA

Finikoudes Beach

Larnaca’s most famous promenade of Foinikoudes Beach is a 600-metre long stretch that combines coast, entertainment and culture along its palm-tree lined length. The sands are fine and the seawaters are calm and shallow, flanked by the marina with its pier and fishing harbour on the one end, and a second pier and the Medieval Fort at the other. Facilities on the beach include toilets, showers, changing rooms, sun beds, umbrellas, dustbins, recycling bins and beach bar, whilst the strip is also lined with cafes, bars, restaurants, kiosks, hotels and entertainment establishments, as well as benches and abundant greenery.

The town’s main shopping centre runs parallel. Lifeguards with lifesaving equipment and first aid services are stationed at the beach from June to October. The beach also offers disabled access, including a special wheelchair at the lifeguard tower to help disabled persons enter the sea with assistance from the lifeguards.

Various forms of marine life are sometimes visible in the deeper waters, including sea bass, sea bream, parrot fish, grey mullet, crabs and octopus, whilst these can be better seen by taking a cruise or fishing trip from the pier. Diving expeditions are also available from the pier. The beach is home to various water sports, and hosts major sporting tournaments on its sands, as well as concerts on its Seafront Stage and two main squares. As such, it attracts all crowds, and is particularly popular with families both in the day and evening. Access is easy by foot, bike, bus or car, with several municipal and private car parks servicing the general area, and there are many entry points with paths and paving leading to the beach and the establishments lining it.

Kastella Beach Larnaca - Blue Flag

Located by Larnaca’s Psarolimano Fishing Shelter, the award-winning Kastella Beach is a 600-metre long strip with fine sands, calm, clear, shallow seawaters, and touches of greenery. There are several services and facilities at the beach, including toilets, showers, changing rooms, sun beds, luxury double loungers, umbrellas, beach bar and dustbins. Lifeguards with lifesaving equipment and first aid services are stationed at the beach from June to October.

The area of the beach is also surrounded by many traditional fish taverns, restaurants, bars, ice-cream parlours and kiosks, and attracts both families and younger crowds. Access to the beach is easy and safe by foot, bike, bus or car, with a bus stop a few metres along the road and a cycle path running parallel. There are car-parking facilities opposite the beach at the municipal car park, and also at the neighbouring fishing shelter. The beach also offers disabled access.

Mckenzie Beach - Blue Flag

Located near to the site of Larnaca’s old airport, the highly popular Mckenzie Beach is a 1 km long strip with fine sands of varying shades of brown and beige, calm, clear and shallow seawaters, and abundant greenery. Facilities on the beach include toilets, showers, changing rooms, sun beds, umbrellas, dustbins and a host of cafes, bars, restaurants and clubs that line the strip, including some of the island’s top nightspots. Lifeguards with lifesaving equipment and first aid services are stationed at the beach from June to October.

Due to the beach’s location, it is ideal for plane spotting, whilst there is also a wide array of water sports on offer along the strip, children’s playground, and outdoor exercise equipment. The main visitor attractions of Larnaca Salt Lake and the Hala Sultan Tekke mosque are nearby. The beach attracts both families and younger crowds during the day, whilst at night it is a premium destination for clubbing. Access to the beach is easy and safe by foot, bike, bus or car, with a large municipal car park servicing the beach, and many entry points with paths and paving leading to the beach and the establishments lining it. The beach also offers disabled access.

Dhekelia Beach

Dhekelia Beach has the longest stretch of sand in Larnaca appearing to never stop. It is also the backdrop for many of Larnacas four and five-star hotels and resorts. The beach is broken in to hotel and public areas and most hotels will let you use their facilities for a modest fee. Parking is easily available. The beach is lined by an extensive selection of restaurants

Alaminos Beach

Alaminos beach lies along the Larnaca-Kiti stretch of coast. Virtually hidden from plain sight it is a veritable ‘Secret Paradise’, in fact, this is indeed what it is called. You need to take a track off the road to get there. A great beach for swimming, it has only become accessible in the last few years. There is easy parking for the beach and good facilities including sunbed and umbrella hire and a Kiosk which offers reasonably priced food and drinks.

Faros Beach, Pervolia-Larnaca - Blue Flag

The famous Faros (Lighthouse) Beach of the Larnaca village of Pervolia is a 500-metre strip of fine sand, calm, shallow seawaters and ample trees and greenery. It is located just south of Pervolia at Cape Kiti.

Pyla - Cyprus Tourist Office (CTO) Beach

Pyla offers a complete day out for all the family, thanks to a host of facilities and the amenities of the surrounding area. Set amidst an expanse of greenery, the sands are fine grey, and the clean waters are calm and shallow, making the beach popular with all, including families with small children. Facilities include toilets, showers, changing rooms, sun beds, umbrellas, a children’s playground, beach volleyball and beach tennis courts, beach bars and water sports.

Beach tennis tournaments are held on the sands, and beachgoers can watch the regular summer events and sometimes participate in them. There are also a variety of restaurants, bars, cafes, kiosks, convenience stores and accommodation along Dhekelia Road. Lifeguards with lifesaving equipment and first aid services are stationed at the beach from June to October. Access is easy by foot, bike, bus or car, with car-parking facilities. The beach also offers disabled access.

Yanathes Beach - Blue Flag

Yanathes Beach in the Larnaca sub-district of Voroklini is a 300-metre long strip of fine sands, clear seawaters, and local plants and greenery. It was given the status of eco-beach in 2014. Facilities on the beach include toilets, showers, changing rooms, sun beds, umbrellas, dustbins, recycling bins and environmentally friendly signage. Lifeguards with lifesaving equipment and first aid services are sta-tioned at the beach from June to October.

There are also various water sports available along the coast, as well as food and drink options, making it a good choice for families and younger crowds. Access to the beach is easy by foot, bike, bus or car, with car parking facilities, as well as facilities for parking bikes. The beach also offers disabled access.

Cessac Beach (Dhekelia Bay)

Cessac Beach is next to the British Base of Dhekelia where the coast road ends. It is a public beach with a narrow stretch of grey sand. Several snack bars and a restaurant serve the public in this little bay area.

Grocery shopping in Cyprus can be more costly than the UK and may involve visiting a few different shops to get the best deals and product ranges. With most fresh produce being seasonal, you may have to adapt your shopping habits. Fruits and vegetables are often sold loose, bagged up (you can use your own reusable bags) and weighed at the staff-manned weighing stations. Packaging is written in Greek although there are many items with English translations written on them too. Most supermarkets sell familiar brands, with many stocking UK supermarket own-brands. PRIVATE CAR SHIPPING MOD INDULGENCE CAR SHIPPING HIRE OR BUY

Private Shipping will guarantee that your car arrives on time in Cyprus, typical cost of a 4-door saloon is £530 this does not include terminal, agent fees and customs clearance totalling 400 euros.

MOD indulgence car shipping is free but will take the lowest priority over MOD cargo. Although the MOD will not charge for shipping there are Cypriot charges made by the unloaders at the port ranging from 375 to 430 euros depending on weight of the vehicle. this does not include terminal, agent fees and customs clearance totalling 400 euros.

Hire: Daily rates range from 16 euros a day for a small 4 door up to 49 euros a day for a large 5 seat 4 door. Monthly winter hire ranges from 245 euros to 365 euros and summer hire from 485 euros to 685 euros.

Buying: Forecourt prices in Cyprus are expensive and range from 900 euros for a small Second hand car to 13’000 euros for a second hand car.

The ability to drive can make life considerably easier as the local amenities and shopping outlets can be some distance from the SFA.

There are three options open to those that drive:

DRIVING IN CYPRUS

Post 1st January 2021 – There will be some changes that everyone must be aware off, updates will follow but the main areas to be aware of are:

DRIVING AND INSURANCE

The Republic of Cyprus will continue to recognise the UK driving licences of Service personnel, entitled civilians (such as UKBCs and Authorised Service Organisations) and their dependants posted to BFC after the transition period ends. You will not need any form of additional licence to drive in Cyprus.

Visiting families and friends may need an International Driving Permit to ensure they are covered to drive vehicles in Cyprus. These cost £5.50 from any Post Office, and last for 12 months.

IMPORTING VEHICLES TO CYPRUS

It will still be possible for an entitled person (military personnel, civilian component) to import a vehicle free of tax and duties for their personal use.

EXPORTING VEHICLES FROM CYPRUS

Currently it is possible to return a vehicle to the UK at the end of the vehicle owner’s tour VAT free. The conditions are that the vehicle must have been registered for use in Cyprus with the Republic of Cyprus Road Tax Department (for a minimum 28 days). Ownership should continue for further 6 months after arrival in the UK.

Vehicles leaving Cyprus for the UK after 31 December 2020 may be subject to import duty and VAT in the UK unless the vehicle qualifies for either Transfer of Residence Relief or Returned Goods Relief.

To apply for Transfer of Residence relief, the vehicle must be registered and used in Cyprus for a minimum 6 months and owned in the UK for a further 12 months.

For Returned Goods Relief, the exporter must have originally imported the vehicle from the UK no later than 6 years from the date the vehicle returns to the UK. The vehicle must have been VAT paid in the UK.

If you meet the above criteria you may be granted Transfer of Residence or Returned Goods Relief and not have to pay tax and duties in the UK.

The following timeline is drawn up using one company that the welfare team has been in contact with and will recommend, the more people that use this service the lower the cost will be. To that end we cannot give out exact costing at this time and note individuals that go through different companies may experience a different timeline, process and cost.

As of 1 Jan 21, the UK will no longer be part of the EU. It hasn’t been decided yet on what country list the UK will be placed in. The process outlined below may be subject to change.

If you wish to ensure that your dog or cat can travel to Cyprus from the UK, there is a list of the steps that may be required at the link below (or speak to your vet). The steps include microchipping, rabies vaccinations, blood testing, and an animal health certificate from your vet no more than 10 days before you travel. It is worth noting that your pet must be at least 12 weeks old before it can be vaccinated, and the whole process will take at least four months.

There will be no change to the current requirements for pets entering the UK from the Republic of Cyprus and the rest of the EU, so you will be able to take your pet home with a pet passport. GENERAL

FINANCES

The financial implications of any move can be the source of many worries. This chapter seeks to help you understand the specific allowances that you may be entitled to whilst serving in Cyprus and during the move. It is not intended to be a definitive list covering all allowances and is not to be quoted as the authority. If you are uncertain of your entitlement or the claim procedure, you must consult your Pers Admin staff in the first instance. The authority is Joint Service Publication (JSP) 752, Tri-Service Regulations for Pay and Allowances, available from your Pers Admin staff or on the Defence Intranet. It is important to understand that no two households or service persons will have the exact same entitlements, no matter how similar their situations may seem. Allowances are based upon individual personal circumstances.

For ease of understanding, this section is broken down into three parts; The Move, The Sustainment (whilst in Cyprus) and General Allowances and Advice.

THE MOVE

Disturbance Expense (DE)

� The aim of DE is to contribute towards the necessary additional costs that may arise when the

Army requires their personnel to make a qualifying move to or from a resident at work address on

permanent assignment. Claims for DE may be submitted 45 days prior to the expected move date.

Service personnel are to claim using the JPA on-line self-service system. DE rates are as follows:

FINANCES

Insurance

� All service personnel are strongly encouraged to insure their personal belongings and military kit

against loss, damage or theft. This is even more important whilst it is in transit to Cyprus or whilst

in storage. Those with existing kit and content insurance policies are advised to seek assurance

that their kit is insured whilst in transit and especially whilst in transit over water. Marine cargo

insurance policies are available which cover air freight, road freight, inland waterways as well as

short sea and deep-sea methods of transportation. These can be taken out as one off standalone

policies for the unit move. Those occupying SFA should also consider taking out ‘licence to occupy’

insurance, to cover against any damages whilst in their SFA in Cyprus.

THE SUSTAINMENT

Local Overseas Allowances (LOA) Cyprus

� The aim LOA is to contribute towards the necessary additional local cost of day-to-day living, when

service personnel are required to serve overseas. LOA recognises the amount by which average

essential expenditure on day-to-day living in a particular overseas location differs from that in

the UK, and where appropriate taking into account the differences in the local lifestyle. LOA

entitlements will be paid monthly in arrears through the Service person’s salary.

� LOA is not payable during periods of relocation leave taken overseas either before the

commencement of the overseas assignment or after its completion. LOA rates are as follows:

FINANCES

� The residual rate of LOA is paid to service personnel temporarily absent from their normal LOA

area, other than when the absence is due to leave or where rest and recuperation has been

granted (where applicable), and is paid in recognition of continuing financial commitments

in the permanent LOA area. For unaccompanied personnel the residual rate of LOA is 81% of

the unaccompanied full rate of LOA payable and the full rate of LOA ceases to be paid. For

accompanied personnel, the residual rate is 100% of the appropriate accompanied full rate when

either the service person or spouse/civil partner is temporarily absent from their normal LOA area.

When both the service person and their spouse/civil partner are temporarily absent from their

normal LOA area, the absence deduction is applied to the appropriate accompanied full rate of LOA.

Get You Home (Overseas) (GYH(O))

� The aim of GYH(O) is to reduce the separation of eligible personnel from close family, friends

and UK lifestyle that results from a permanent overseas assignment. This is achieved by assisting

towards the costs of return journeys to the UK or, in the case of non-British passport holders, to the

country of domicile. Eligible service personnel and each eligible member of their immediate family

travelling with them are entitled to 1 return journey per assignment year. Entitlement commences

from the 1st day the service person reports for duty.

What you are entitled to claim once each year

� Civil Air Flight. Service personnel will be reimbursed the actual costs for the civil air fares for a

standard economy return flight to the UK, up to the published MOD Flight Allowance (£344) for

the country in which the Service person is assigned, multiplied by the number of eligible immediate

family members travelling.Or

� GYH(O) Duty Flight. Personnel who choose to travel on the Cyprus Air Trooper Service (CATS)

may book their GYH(O) flight from Joint Booking Centre webpage (Application Type GYH Duty)

providing a self-service JPA GYH(O) Journey Number. JBC will not charge individuals for GYH(O)

CATS flights therefore, service personnel can only claim via JPA iExpenses for travel to/from Akrotiri

and terminal travel to/from leave address. You may choose to vary your travel using CATS one way

and Civ Air the other, in this case, a claim may be made up to the MOD Flight Allowance (£344).

� Split Journeys. There may be occasions when the service person is unable to accompany eligible

family members to the UK for family or service reasons. In such circumstances, GYH(O) entitlement

may be split over 2 journeys provided the travel is to the same qualifying leave address.

� Non-British passport holders may use their GYH(O) entitlement to contribute towards the cost of a

standard economy return flight to their country of domicile. Remember you cannot utilise GYH(O) in

the same 12 months period as DOMCOL.

� Carry Forward of GYH(O) entitlement. In normal circumstances there will be no scope for the carry

forward of GYH(O) from one assignment year to the next. Where it is considered that there are

exceptional circumstances (eg consecutive operational deployments) a case should be submitted by

the affected service person to their unit CO for his/her personal authorisation.

Overseas Motor Mileage Allowance ((O)MMA) & Motor Mileage Allowance (MMA)

� As part of the GYH(O) Allowance, (O)MMA may be claimed to the nearest international airport in

Cyprus (where a flight to the UK exists). UK MMA may be claimed from/to the UK arrival airport

to the qualifying leave address. Where travel is made by rail, hire vehicle, bus coach or taxi or a

combination of any of these forms of transport speak to your HR Staff to help calculate the refund

amount. The rates are as follows:

MMA UK (JSP 752 Chapter 1 Section 6)

MMA UK 0.25p/mile(O)MMA €0.40/mile

Council Tax

� Council Tax will cease. Circa £11.00/month for SLA and £130/month for SFA

Passports

� Passports are publicly funded and may be claimed back on JPA. Receipts must be kept for audit

purposes. Passport claims should be no more that £75.50/adult and £59/child under the age of 16.

London Pay

� Those eligible and currently in receipt of London pay will cease at the rate of £4.28/day

Continuity of Education Allowance (CEA)

� The aim of CEA is to assist the service person to achieve continuity of education for their children

that would otherwise be denied in the state-maintained school system due to their frequent

assignments and mobility. The key principle of CEA is family mobility. This means that service person

who are in receipt of CEA are to serve married accompanied for their entire assignment at their

duty station, occupying a residence at work address. Those in receipt of CEA are to contact the FSA

prior to departing the UK to ensure that eligibility certificates are in place to reflect the change in

location on arrival in Cyprus. Failure to do so may result in the allowance being withdrawn.

School Children’s Visits Allowance (SCV)

� The aim of SCVs is to give financial assistance towards reuniting children of MOD personnel with

their parents at their assignment station during key school holidays. Eligible children under the

age of 18 are entitled to 6 return visits, or 12 single journeys at public expense per academic year.

Children who remain in full time education after the age of 18 are entitled to 3 return visits, or 6

single journeys at public expense per academic year. SVC entitlement ceases on completion of the

academic year in which the child’s 18th birthday falls or on completion of full-time education. Any

exemptions above and beyond this must be individually authorised by Defence Business Service

(DBS) Pay and Allowances Casework and Complaints Cell (PACCC). 

� Guides and forms related to the booking of flights are found on the Joint Booking Cell (JBC)

Webpage. All applications from BFC personnel are to be submitted using the processes detailed on

the JBC page. Authorisers must ensure that valid justification is given for the option requested. All

applications are to be submitted a minimum of 3 months prior to the proposed travel date. This will

ensure sufficient time to process to the application and inform the applicant of the outcome. Should

any leg of a civilian air journey involve travel through a military airhead, then the JBC ebooking

form is to be completed and submitted with the application.

� Where commercial air transport is available, children are to travel via commercial air for SCVs.

Military Air Transport (Mil AT)should only be used when there is no commercial air option

available. Where Mil AT is used, there is no entitlement to overnight hotel accommodation as duty

accommodation can be obtained at Gateway House, RAF Brize Norton. The Service parent are also

to make contribution of 100 miles per single SCV journey (i.e. a total of 200 miles per return visit).

The appropriate parental contribution to be charged (e.g. Single or return) will be determined by the

unit HR admin staff at the time the SCV request is submitted and will be automatically deducted

from the service person’s salary for each arranged SCV.

GENERAL ALLOWANCES AND ADVICE.

Longer Separation Allowance (LSA)

� The aim of LSA is to support and improve retention by compensating those personnel experiencing

separation over and above that compensated for by the X-Factor element within basic pay. As a

general principle, it is paid at increasing amounts in order to target those who experience the most

separation throughout their service. Payment of the allowance recognises the disadvantages of

separation caused when return to the duty station at weekends/stand-down is precluded by either

the nature or location of the duty. It also provides some support for those who are voluntarily

separated from their immediate family. LSA entitlements will be paid monthly in arrears through the

service person’s salary. The quantity of days a service person has been separated can be found on

the service person statement of earnings (pay slip). LSA rates are as follows:

Banking

� Service personnel may wish to open a Cypriot bank account to pay for local bills whilst on the

island such as internet, phone bills, car insurance…etc. Once a Cypriot bank account has been

opened, the service person must inform their Pers Admin staff in order to update JPA. Once JPA

action has been completed, the service person may split their salary into their UK and Cypriot bank

accounts however they choose.

� On 31 January 2020, the UK left the European Union (EU) and entered a ‘transition period’ which

ends on 31 December 2020. Whether UK banks can service customers living in an EU/European

Economic Area (EEA) country after this date is a matter of local law and regulation and may be

impacted by how firms are set up, and what steps they have taken to continue to service customers.

� From 31 December 2020 some UK-based building societies and banks may choose to no longer

provide financial services to customers living in certain EU/EEA countries. Your bank or finance

provider will contact you if they need to make any changes to your product, the way they provide it,

or withdraw services altogether.

� Like other UK Government employees working and living overseas, members of the Armed Forces

are classed as Crown Servants. Barclays, Lloyds Banking Group and Nationwide have confirmed

that they will exempt customers who are UK Crown Servants from announced closures.

If you have any concerns about whether you might be affected, you should speak to your provider.
