Ourmissionistoeducateplanningpractitioners.WedrawonourlocationinthePacificNorthwestaswellasourknowledgeofandexperiencewithpracticeinotherregionsofthecountryandtheworld.Ourgraduatesarereflectivepractitionerscommittedtofosteringhealthycommunitiesthatareculturallydiverse,sociallyjust,prosperous,andsustainable.

PROGRAMSTRUCTURE

OVERVIEW

TheMURPprogramprovidespreparationforprofessionalplanningpractice.Graduatesoftheprogramwillacquireskillsandknowledgeneededforgainingemploymentinpublicagencies,nonprofits,andprivatefirmsinvolvedintheurbandevelopmentprocess.ThisprogramisfullyaccreditedbythePlanningAccreditationBoardandisstructuredasfollows:

USP558:PlanningWorkshopisthecapstonecoursefortheMURPprogram.MURPstudentsworkinteamsoffourtosixtoidentifyaplanningthemethatintereststhem,aclientforaplanningprojectthataddressesthetheme,andthentheproductionofaprofessionalplanningproducttomeettheclient’sneeds.ExamplesofpastPlanningWorkshopproductscanbefoundontheTSUSPWebsiteat:

Aplanningprojectmustincorporatetheelementsoftheplanningprocess,particularlydirectinteractionandcontactwithaffectedcitizens.Further,theToulanSchoolexpectsthatPlanningWorkshopprojectswilladdressimportantregionalissuesandwillhelptolesseninequitiesbyutilizingplanningtobetterarticulatetheneedsandaspirationsofallcommunities,particularlythosehistoricallyunder‐representedinpublicpolicydebates.

StudentsWILLNOTbepermittedtotakeUSP558untiltheyhavecompletedallMURPcorecourses(exceptUSP559).ThecoursetakesplaceovertheWinterandSpringtermsofthesecondyearandinvolvesasignificanttimecommitment.Pleaseplanaccordingly.

AllstudentseligibletoenrollinPlanningWorkshopinWinterareurgedtoparticipateinaProjectManagementcourseofferedthepreviousFall.Thiscoursecanbetakenforcredit,but


youdonotneedtoberegisteredtotakethiscourse.Projectmanagementisanessentialskillneededforsuccessinthiscourse.Themorefamiliaryouarewiththeconceptsandpracticesofprojectmanagement,themoresmoothlyyourworkshopprojectwillproceed. INTERNSHIP

EverystudentseekingtheMURPdegreemustcomplete400hoursofinternshippriortoorwithinonetermofgraduating.Youmayobtainthesehoursatoneormoreapprovedplacements.Theinternshiprequirementwascreatedtoincorporatehands‐onexperienceswithpracticeintheMURPprogram.Webelievethatthisisimportantforenablingstudentstogainimportantinsightsintothefield,linktheoryandpracticeearlyintheircareers,buildprofessionalnetworks,establishpractice‐basedcredentialstoofferfutureemployers,andbetterarticulatetheirowncareergoals.USP559:InternshipSeminarwascreatedasameansforsharinginternshipexperiences,promotingengagementinreflectivepractice,andtappingthecombinedknowledgeandreachoftheentiregroupofactiveMURPstudentstohelpallstudentsseekandsecuretheinternshipsthatbestenablethemtodevelopasprofessionals.Internshipscanbepaidorunpaid,butmustincorporatedirectexperiencewithprofessionalplanningpractice,broadlyinterpreted.Inmostcases,workasaGraduateResearchAssistantwillnotbeeligibleformeetingthisrequirement.StudentswithquestionsaboutproposedinternshipplacementsandsatisfyingtheinternshiprequirementshouldcontactAndreeTremoulet,InternshipCoordinator,priortoengagingintheinternship.Tomeettheinternshiprequirement,MURPcandidatesmust:1)Attendandactivelyparticipateinmandatoryseminarmeetings,oneineachofthefirstsixquartersthatyouareintheMURPprogram,whetherformallyregisteredfortheinternshipseminarornot.Theinternshipseminarmeetingschedulewillbedistributedviaemail.

FIELDAREAPROJECT

StudentsmaychoosetopreparearesearchpaperorprojectintheirSpecializationFieldAreathatdemonstratesacapacitytosynthesizeandapplyknowledge.Atleast3andasmanyas6creditsofUSP501Researchmaybetakentopreparethepaperorproject.

MURPstudentsdoingfieldareaprojectsmust:

1. Findachairpersonwhowillacceptresponsibilityforsupervision;

2. RegisterforUSP501Research.Thechairpersonwillassistincompletingaby‐arrangementformforthispurpose.MURPstudentsmayregisterforupto6creditstodoafieldareaproject.Thesecreditscountaselectives.

3. Select,withtheadviceofthechairperson,oneadditionalfacultymembertocompletethecommittee.

Thefinalproductneednotbelimitedtoawrittentext.Avideo,alongwithascriptandnotes,forexample,maybeappropriate.Itshouldbeofpublishablequality,containingaproblemdefinition,analysis,andadiscussionofresultsandofthesignificanceoftheresultsforvariousaudiences.Theprojectisexpectedtoinvolveoriginalresearch,orresultinthedevelopmentofanoriginalidea.

Oncecompletedandapprovedbythefacultycommittee,fourboundcopiesofthefieldareaprojectmustbedeliveredbythestudenttothedepartment.CopiesoffieldareaprojectsbygraduatedstudentsareintheCUPAlibrary;wheretheyareavailableforreview.

MURPPROGRAMDYNAMICS

ADVISING

FACULTYADVISEROnceadmitted,studentsareassignedafacultyadviser.Theroleofthefacultyadviseristohelpthestudentunderstandthefieldofurbanandregionalplanning,thinkthroughvariousconcentrationoptions,andselectcoursesthathelpthestudentgaintheskillsandknowledgetopursuetheirdesiredcareerpath.Incomingstudentsarestronglyurgedtointroducethemselvestotheirassignedadviseranddiscussprogramrequirements,concentrationoptions,andsetoutatentativecourseofstudyatthebeginningoftheirfallterm.Studentsareresponsibleforensuringtheyhaveproperadvising.Youshouldmakeadvisingappointmentsandcontactyouradviserwhenyouhavequestions.Itisrecommendedthatyoumeetwithyouradviseronceaquartertodiscussprogressandtoupdate/reviseyourcourseofstudy.

Asyouproceedthroughtheprogramyoumaywanttochangeadvisers(e.g.,tohaveanadviserinyourspecializationarea).Thisisentirelyacceptable.Twosmallstepsshouldbefollowed:1)askthenewfacultymemberwhethers/heiswillingtobeyouradviserand2)tellyourassignedadviserthatyouarechangingadvisers.

DEGREEPLANNINGFORM

TheDegreePlanningFormisthemostimportantdocumentfortrackingprogresstowardthedegree.Itneedstobefiledinatimelymannerandupdatedaschangesaremade.Itisespeciallycriticalthatyouaddresstransfercredits,coursewaivers,andsubstitutionsearlyandfollowthroughwithupdatingtheDegreePlanningFormincludingdocumentationofanyapprovedchangedtotheprogram.

FillingouttheDegreePlanningFormisatwo‐stepprocess:

TheGO‐17,knownastheRecommendationForTheDegreeform,iscompletedbytheSchoolOffice.Studentsneednothandlethisform.TheGO‐21istheTransferCreditform.Itisonlynecessaryforthesubsetofstudentswhogetsuchcredits.ThisformisfoundonlineundertheOfficeofGraduateStudiesforms.

WAIVERSANDSUBSTITUTIONS

Studentsmayrequesttowaiveoneormorerequiredcourse(s)basedonpreviousacademicworkorprofessionalexperience,ortosubstitutecoursesforthoseontherequiredlist.Thesearetwodifferentprocedures!

Waiversaregivenatthediscretionofthefacultymemberteachingthecourseforwhichthewaiverissought.Youdoneedtoproveyourcaseforthewaiver.Studentsareadvisedtowriteanotetothefacultymemberexplainingtherequestforthewaiver;thewaiverrequestshouldbeaccompaniedbyevidence(i.e.,syllabi,assignments,andgradedoutcomes)forreviewbythefacultymember.Ifawaiverhasbeengranted,thestudentshouldforwardtheapproval(e.g.,approvalemailfromfacultymember)totheOfficeCoordinatorandMURPExecutiveCommitteechair,andsubmitanupdatedDegreePlanningform.

Notethatincaseofanapprovedcoursewaiver,thestudentdoesnotgettoclaimthecreditsassociatedwiththewaivedcourse:theequivalentnumberofcreditsmustbeearnedbytakingothercourses.

Substitutionsallowastudenttouseacourseinplaceofarequiredcourse.Studentswantingtosubstituteacourseshouldmeetwiththeirfacultyadvisertodiscusswhetherasubstitution


isappropriate.Substitutionsmustbeapprovedbythefromthefieldspecializationfacultyasagroup.Studentsmustrequesttothefieldspecializationchair(thefirstnamelistedunderthespecialization)theirjustifiedrequestforsubstitution.ThestudentshouldsubmitdocumentationofthisapprovaltotheOfficeCoordinatorandMURPExecutiveCommitteechair,andanupdatedDegreePlanningFormforthestudent’sfile.CoursesubstitutionsshouldbeclearlyindicatedontheDegreePlanningForm.

TRANSFERCREDITS

Arequesttotransfercreditsisdifferentfromarequesttorecognizeacourseforwaiver.AtransfercreditreflectsacoursethatyoutookpriortoenrollmentintheMURP,butwasNOTutilizedforanotherdegree.

Amaximumof24transfercreditsmayberequestedtobecountedtowardyourMURPdegree.Tobeeligible,transferablecreditsmustbegraduatelevelcoursesinwhichyouearnedagradeof"B"orhigher.Transfercreditswillbegrantedonlyforcoursesthatreadilyfitintoastudent'sprogram.Preliminaryacceptabilityoftransfercreditaspartofastudent'sprogramisdeterminedbythestudent'sadviser,thechairoftheMURPExecutiveCommittee,andtheSchool’sDirector.

IfgraduatecoursestakenwhileanundergraduateatPortlandStateandnotusedinabachelor'sdegree(notedifferencewithwaiver)aretobeconsideredforuseinthegraduateprogram,theReservationofGraduateCreditformGO‐10mustbefiledintheOfficeofGraduateStudiesnolaterthanthetermfollowingadmissiontothegraduateprogram.

CreditstakenatPSUpriortoadmissiontotheprogrammustbeapprovedbytheadviseraspartofthedegree,andbelistedontheDegreePlanningForm.

ADVANCEDSTANDINGCREDITFORPROFESSIONALEXPERIENCE

AMURPstudentmayrequestadvancedstandingforthe1‐creditUSP559InternshipSeminar.Thestudentshouldsupplyevidenceintheformofreports,publications,orotherrelevantmaterialsandindicatethelevelofresponsibilitythestudenthadforthepreparationofthematerialssubmitted.Onlyprofessionalworkcompletedwithinsevenyearsofadmissiontotheprogrammaybeused.Arequestforadvancedstandingcreditwillbereviewedbythestudent'sadviserandthechairoftheMURPExecutiveCommittee,andapprovedbythem.Ifadvancedstandingcreditisapproved,thestudentisconsideredtohavefulfilledtheinternshiprequirement.

Graduateassistantsdividetheirtimebetweentheirstudiesandvariousassignmentssuchasassistingfacultymembersinresearch,orrelatedworkinoneoftheresearchcenters.Inreturn,theyreceiveamonthlystipendandtuitionwaiverfortheirservices.Graduateassistantsmustregisterforandsuccessfullycompleteaminimumof9credithoursperterm.AllGRAswillalsoautomaticallyberegisteredforassistantship‐relatedPracticumorResearchcreditseachterm(IST501A/601AorIST509A/609A.)Thesecreditscannotapplytowardanydegree,donotgeneratetuitioncharges,andcannotcounttowardthe9‐creditenrollmentrequirement.(Butwewantyoutoknowaboutthem,nonetheless.)

Thereisnocentralizedsystemforthesepositions.Timingdependsentirelyupontheprojectandfundingsource.StudentsinterestedinGRApositionsareencouragedtotalkwithfacultydoingworkintheirfieldofinterestandlookforannouncementsone‐maillists.However,MURPstudentsshouldbeawarethatbalancingaGRA,courses,andotherresponsibilitiescan


bedifficult.StudentsshouldnotexpecttoholdaGRAandinternshipatthesametimetheyaretakingafullloadofcourses.

OTHERGRADUATEDEGREES

DUALMASTERDEGREESTheSchooloffersanumberofdualmasterdegreeprograms.WehaveadualdegreewithCivilEngineering(withafocusontransportationplanning)aswellaswiththeSchoolofCommunityHealth(withafocusonhealthpromotion).Thesedegreeprogramshaveseparatedocumentationthatyoushouldobtain.Withverycarefulplanning,studentsmaybeabletocompletebothdegreesinthreeyears.

Butfirst,youneedtoknowaboutthebiggerpicture!ThePSUBulletinincludesthefollowinglanguageondualmaster’sdegrees:

Dualmasterdegrees.NocreditsappliedtowardamasterdegreeatPSU,oncethatdegreeisachieved,maybeappliedtotheearningofanothermasterdegreeatPSU,exceptforthespecialarrangementprovidedforthedualmasterdegreeprogram.Inthecaseofthedualmasterdegreeprogram,agraduatestudentmayworkconcurrentlytowardthecompletionoftherequirementsoftwoPSUmasterdegreesincomplementarydisciplineswhereanoverlapofcourseworkorresearch(notculminatingexperience)occurs.Thedualdegreeprogramisplannedinconsultationwithandapprovedbytheadvisersfromeachprogram.Thecoursestobeacceptedconcurrentlyforthetwodegreesshallbedeterminedbythedepartment(s)involvedbutmaynotexceedone‐thirdoftherequiredquartercreditsforadegree.Ifthetwomaster’sprogramshavedifferenttotalsforcoursecredits,theone‐thirdlimitisdeterminedbythesmallercredittotal.Toensuretimeforadequateplanning,applicationsforadmissiontothedualdegreeprogramaremadeearlyinthegraduatestudies.Admissiontothesecondprograminthedualdegreeprogrammustbeattainednolaterthanthetermpriortotheterminwhichthefinalcourseworkiscompletedforthefirstdegree.AmemoofagreementsignedbybothadvisersandlistingthespecificcourseswhichwillbeusedforbothdegreesmustbeapprovedbytheOfficeofGraduateStudiesbeforegraduationwiththefirstdegree.TheseformsareavailableintheOfficeofGraduateStudies.

OTHERTSUSPGRADUATEDEGREESAllcourseworktakenintheToulanSchoolofUrbanStudiesandPlanningoracceptedforadvancedstandingwhileworkingononeUrbanStudiesdegreewillcounttowardanyotherUrbanStudiesdegreeatadifferentlevelif:(1)thecourseworkmeetsthecurrentcurricularrequirementsoftheseconddegreeappliedfor,and(2)thecourseworkisallowedbythefacultyatthetimeoftheprogramapproval.IfstudentsinaMaster’sprogramwishtoenterthePh.D.program,theymustformallyapplyandgothroughtheadmissionsprocess.


GRADUATECERTIFICATESManyMURPstudentsareinterestedincompletingagraduatecertificateinRealEstateDevelopment,GIS,SustainabilityorUrbanDesigninadditiontotheirMURPdegree.StudentsshouldbeawarethatthiswillrequirecourseworkbeyondthatrequiredbytheMURPdegreeandwilllikelyextendtheirprogrambeyondtwoyears.ThisisparticularlytruefortheGISandUrbanDesigncertificates.Studentsinterestedintransportationshouldspecializeintransportation,ratherthancompletingthegraduatecertificateintransportation.

Studentsinterestedinacertificateshoulddiscusstheoptioncarefullywiththeiradvisertoplantheirprogram.YourfocusshouldbeoncompletingtheMURPdegreerequirementsinatimelymanner.

GRADUATEGOVERNANCE

MURPstudentsplayanimportantroleinthegovernanceoftheToulanSchoolofUrbanStudiesandPlanninginconjunctionwithUniversitypolicies.AllmattersofgraduatestudyaresubjecttoUniversity‐widepoliciesandproceduresestablishedbytheFacultySenateuponrecommendationoftheGraduateCouncil.TheViceProvostforGraduateStudiesisresponsibleforconductingtheaffairsoftheOfficeofGraduateStudiesandforcertifyingtotheRegistrarcandidateswhohavefulfilledtherequirementsfortheMURPdegree.TheToulanSchoolDirectorcoordinatestheprograms,andtheDeanoftheCollegeofUrbanandPublicAffairshasultimateauthorityoveradministration.ThefacultyoftheSchoolisresponsibleforcurriculaandspecialdegreerequirements.

MURPStudentsareinvolvedinschoolgovernancethroughparticipationonthreecommittees.First,studentsserveontheMURPExecutiveCommittee.ThiscommitteehasprimaryresponsibilityfortheMURPdegree,includingformulatingandchangingtheMURPcurriculum.ElectionsforMURPexecutivecommitteemembershipareheldinthespringterm.AdetaileddescriptionoftheresponsibilitiesofMURPExecutiveCommitteemembersiscontainedinAppendixD.ThesecondofficialgovernanceroleforMURPstudentsisastheRepresentativetotheFaculty.Thispersonattendsmonthlyfacultymeetingsandisintendedtoserveasaliaisontothefacultyandtocommunicatefacultyactions/deliberationstotheMURPstudentbody.Finally,studentsarerecruitedtoserveontheMURPAdmissionsCommittee.Thisroleismoreadhocwiththenumberofneededstudentsbeingdeterminedbythevolumeofapplications.Weencouragestudentstovolunteerforthisassignment.RecruitmentofvolunteersisdonethroughannouncementsonthestudentlistserveaswellasthroughPlanningClub.


MISCELLANEOUSREGULATIONSANDPROCEDURES

CONTINUOUSENROLLMENTStudentsmustbecontinuouslyenrolledforatleastthreecreditsperterm(excludingSummer),unlessonanapprovedleaveofabsence,includingthetermsduringwhichtheycompleteafieldpaper.TheSchoolDirectorhasthediscretiontograntexceptions;thesewillbegrantedlargelyforstudentswhohavecompletedallrequirementsexceptafieldpaper.Ifunabletomaintaincontinuousenrollment,youarerequiredtofillouttheLeaveofAbsencerequestformforapprovalbytheSchoolDirector.Leavesmaybegrantedforaperiodofonetothreeterms,andextendedforanadditionalthreeterms.Amaximumofsixtermsofleavemaybegrantedduringthestudent'stenureintheprogram.

GRADESStudentsmustreceiveagradeof“B‐”oraboveinallcorecourses.Astudentreceivingmorethanninecredithoursof"C"gradesafteradmissionwillbedroppedfromtheMURPprogram.AllcoursesforMURPprogramcreditmustbetakenonagradedbasisexceptforUSP558PlanningWorkshopandUSP559PlanningPracticeWorkshop,whicharetakenonaPass/NoPassbasis.

USEOF400/500LEVELCOURSESItisstronglyadvisedthatnomorethan12credithoursofcoursesofferedsimultaneouslyatthe400/500level,suchas456/556,beusedaspartofastudent'sprogram.Thisrecommendationisdesignedtoinsurethatcourseworkislargelyatthegraduatelevelandinclasseswherethemajorityofotherstudentsaregraduatestudents.Ifyouhavequestions,pleasecontactyouradviser.

TIMELIMITSForallMasterdegrees,allworkmustbecompletedwithinsevenyears,andnoworkmorethansevenyearsoldmaybeacceptedtowardsthedegree.ThisruleappliesequallytoterminalMasterdegrees,toMasterdegreestakenenroutetoaPh.D.,andtotransfercreditsappliedtoaMasterdegree.

MURPstudentsmaynotregisterforpracticumcredit(USP509),orgetby‐arrangementcreditforprofessionaldevelopmentcoursesorforparticipationinprofessionalconferences.

GUIDELINESFORINCOMPLETEGRADESAllstudentsseekingagradeof"I"inaUSPcourseshouldfilloutastandardformpreparedbytheSchoolwhichisavailableathttp://www.pdx.edu/sites/www.pdx.edu.ogs/files/incomplete_grade.pdf.Completionoftheforminvolvescraftinganacceptablestatementaboutwhenandhowtheincompletewillberemovedwithintheuniversity'sone‐yearlimit.Theformmustbesignedbytheinstructorandacopyretainedfortheinstructor'srecords.Intheabsenceofsuchasignedform,theinstructorwillassignagradeonthebasisofworkcompleted.Ifthestudentdoesnotremovetheincompletewithinthetimeagreedupon,theinstructorwillalsoassignagradebasedonworkcompletedtothatpoint.

PetitionsforremovalofincompletegradesbeyondtheoneyeardeadlinesetbytheUniversitywillbeapprovedbytheSchoolonlyinthecaseofextenuatingcircumstances.

GRADUATION

AfterthestudenthascompletedthenecessarycourseworkaRecommendationforDegree(GO‐17M)isforwardedtotheOfficeofGraduateStudies.Barringcomplicationssuchasincompletes,libraryfines,etc.,thestudentwillgraduate.ThemostimportantthingtorememberisthatstudentsmustapplyforgraduationintheOfficeofGraduateStudies


duringthefirstweekoftheterminwhichtheyintendtograduate.TheGO‐17Mformwillbefiledbythedepartmentoncetheapplicationforgraduationissubmittedbythestudent.Aftergraduation,youwillbeofficiallynotifiedandreceiveyourdiploma.

STUDENTRESPONSIBILITY

StudentsareresponsibleforknowingallregulationsandproceduresrequiredbytheUniversityandtheappropriateMaster’sprogram.Innocasewillaregulationbewaivedoranexceptiongrantedbecauseofignoranceoftheregulationortheassertionthatastudentwasnotinformedbytheadviserorotherauthority.StudentsshouldbefamiliarwithinformationpublishedinthePSUBulletin,includingthesectionslistingrequirementsforthedegree.ProgramshaveadditionaldegreerequirementsbeyondthoselistedintheBulletin.TheUniversityreservestherighttorequirethewithdrawalofstudentswhofailtoaccepttheirresponsibilities,asevidencedbyconductorscholasticachievement.

ACADEMICHONESTYANDINTEGRITY

Graduatestudentshaveaprimaryanduniquerelationshipandresponsibilitytothefacultyoftheiracademicprograms,uponwhoserecommendationsmasters’degreesareawarded.Amajorfeatureoftheirresponsibilityisadherencetotheprinciplesofacademichonestyandintegrity.TheUniversityassumesthatstudentsarehonest,thatallcourseworkandexaminationsrepresenttheirownwork,andthatalldocumentssupportingtheiradmissionandgraduationareaccurateandcomplete.AcademichonestyisarequirementforallgraduateactivitiesandanyviolationisgroundsfordisciplinarysanctionsasprovidedbytheUniversityStudentConductCode.Violationsofthispolicyinclude,butarenotlimitedto:

a. Cheatinginexaminationsandcourseassignments:thewillfuluseorprovisiontoothersofunauthorizedmaterialinwrittenororalexaminationsorincourseassignments.

b. Plagiarism:theappropriationoflanguage,ideas,andproductsofanotherauthororartistandrepresentationofthemasone'sownoriginalwork;failuretoprovideproperidentifi‐cationofsourcedata;useofpurchasedorborrowedpapersingraduatecourseswithoutcompleteidentificationofthesource.

c. Sellingorofferingtosellcourseassignmentmaterials:knowing,orundercircumstanceswhenareasonablepersonhasreasontoknow,thatallorasubstantialpartofthematerialisintendedtobesubmittedbyanotherpersoninfulfillmentofacourserequirement.

d. Academicfraud:furnishingfalseorincompleteinformationtotheUniversitywiththeintenttodeceive;forging,altering,ormisusinguniversitydocumentsoracademicformswhichserveasthebasisforadmission,coursestudy,orgraduation;misrepresentingaperson'sidentitytoaninstructororotherUniversityofficial.


AllegationsofviolatinganypartofthispolicythatcannotberesolvedwithintheSchoolshallbesubmittedtotheViceProvostforGraduateStudies.IftheViceProvostconcludestherearegroundstobelievetheallegationsarewellfounded,themattershallbereferredtotheGraduateCouncil.

FollowingproceduresestablishedbytheGraduateCouncil,theallegationsandastudent’sresponseshallbeconsidered.ThedecisionsoftheGraduateCouncilarefinal.Ifaviolationisestablished,thefollowingacademicactionsmaybetaken:

1.Denialorrescindingofcreditforthecourseinwhichtheviolationoccurred.

2.Academicprobationforonecalendaryear,duringwhichthestudentcannotapplyforadvancementtocandidacy,receiveorcontinuetoholdagraduateassistantship,orregisterformorethanninegraduatecreditsingradedcourses.

3.Academicdisqualificationforonetothreecalendaryears,duringwhichthestudentcannotregisterforanygraduatecoursesatPSUandcannotapplyanyPSUcourseworkcompletedduringthedisqualificationtoanygraduatedegreeorcertificateprogram.Thestudent'sadmissiontoanygraduatedegreeorcertificateprogramwillbecanceled.Thestudentmustpetitionforre‐admissionafterthecompletionoftheperiodofdisqualification.

4.Denialorrescindingoftheawardofthegraduatedegree.

AfterfinalactionbytheGraduateCouncilallmaterialsrelatedtotheviolationareforwardedtotheOfficeofStudentAffairstodetermineifviolationsoftheCodeofStudentConducthaveoccurred.

SomeMasterofUrbanandRegionalPlanning(MURP)studentselecttocompleteaFieldAreaProject(FAP)duringtheirtenureintheprogram.AFAPcanbeanenrichingexperiencethroughdeepinvestigationintoaspecificplanningtopic.ThedescriptionbelowistohelpMURPstudentsunderstandtheobjectivesoftheFAPandtoorganizetheprocessforitstimelycompletion.

AFAPisanopportunityforaMURPstudenttoinvestigateaspecificplanningtopicinpartnershipwithfacultyreaders.TheFAPshouldmeetatminimumthefollowingobjectives:

Addressastudent‐identifiedplanningissuerelatedtoanareaofscholarlyinterest; Demonstratethestudent'sabilitytoposearesearchablequestion,todesignanapproachto

investigatingthequestion,tocarryoutthatresearch,andtocommunicatetheirfindingsinawellwritten,highqualityessay;and

AFAPisnotathesisordissertation.Itisnotexpectedtobevoluminous.Itisnotexpectedtobeexhaustiveinitscoverage,research,orresults.AFAPisacceptablewhenitmeetsorexceedsthestandardsforaprofessionalwork.AFAPisexceptionalwhen: thetopiciscontemporaryandimportant; theresearchquestionisclearandunambiguous; theapproachtoaddressingitisrelevantandelegant;and thepresentationcommunicatesthefindings,ideas,andintentoftheauthorinaclearand

concisemanner.

AFAPisanindividualandoriginalpieceofwork,butitbenefitstremendouslyfrominteractionwithreaders,otherstudentsandfaculty,practitioners,andcommunitymembers.CompletedFAPsareavailableforreviewintheCUPAlibrary,andwiththehelpofthefaculty,studentsmayconsideridentifyingexamplesofexceptionalFAPs.

TheFAPcanbecompletedinthetwoyearsoftheMURPprogramifthestudentbeginstoplanearlyandsustainstheirinterestthroughouttheprogram.BelowisanoutlineforcompletingtheFAP.ThisscheduleisprovidedonlyasasuggestionforcompletingtheFAP–somestudentsmayworkwiththeirfacultyreaderstodevelopother,moreappropriatetimelines.

Afewthingstonote:

Facultyaregenerallynotoncontractduringsummermonthsandmaynotbeavailabletomeet.Studentsshouldworkwithfacultyadviserstoarrangeameetingschedulethatacknowledgessummerinvolvementbyfacultyadvisers.

USP 533 is a prerequisite for USP 535. They should be taken in sequence the same year.

You must have completed all of your core courses before enrolling in USP 558 in Winter term. The only core

course that can be taken simultaneously with 558 is 559, the internship credit. You only enroll in 559 once, this
