Site Description

When driving through the rolling hills of Jefferson County, one may be surprised

to find a school emerge from amidst sprawling farmland. Jefferson County High School

is a Title I school located in a rural area halfway between Wrens and Louisville, GA.

The school’s physical location was designated fourteen years ago by a large committee of

community members still indignant with the imposition of consolidation. Having

struggled with a rising poverty level for decades, the Jefferson County Board of

Education decided to undertake drastic reform in order to improve the value of public

education offered to local children as well as increase opportunities for economic growth.

To do this, board members and members of various communities decided to consolidate

the county’s two local high schools which were dropping in enrollment rates and proving

to become more expensive and less advantageous. The population of Jefferson County

has fluctuated marginally around an average of 16, 443 people; 54.9% of which is

African American, 40.9% Caucasian, 2% Asian, and 2.9% Hispanic. 22.9% of citizens

live below the poverty level and 58.5% possess a high school diploma. Of this 58.5%,

only 9.1% of citizens have obtained a Bachelor’s degree. Committee members felt

consolidating the two high schools would cut costs as well as open multiple avenues into

new technology, resources, and academic opportunities for students which would result

in an increase in the percentage of degrees obtained by citizens.

Fourteen years later, the consolidation of the two high schools has proven to be an

advantageous move despite the initial resistance. Jefferson County High School has

provided a means for the community to combat rural isolation and allow access to

information/services from more urban areas. As a result, the graduation rate of Jefferson

Page 3: Collection Development Plan

3

County High School has equaled and, at times, surpassed that of the state average despite

economic disadvantages, high poverty levels, and a high population of at-risk students.

Currently, Jefferson County High School houses nine hundred and eleven

students. The school’s population consists of 72% African American students, 26%

Caucasian students, and 2% Hispanic and Asian students. There are four administrators,

three graduation coaches, two counselors, two instructional coaches, sixty four teachers,

and twenty five staff members. Collaboration and cross curricular connections are

emphasized greatly by administration and extensive effort has been exerted to establish a

foundation of teamwork in order to revise and enhance curriculum.

Learner Analysis

The grade levels and content area upon which this collection development plan is

focused is 11th and 12th grade Language Arts courses. There are four eleventh grade

Language Arts classes (two of which are inclusion classes), and four twelfth grade

Language Arts classes (one of which is an inclusion class). The same inclusion teacher

co-teaches with the eleventh and twelfth grade instructors.

All students participated in testing for lexile levels at the beginning of their

junior year of high school. Results from testing denote 116 of these students are reading

on grade level and 20 are reading above grade level while 19 of these students read below

grade level. Accommodations are provided to students with special needs by way of

Cloze Reading Activities, scaffolding for comprehension/analysis tasks, and

auditory/visual support in the form of CDs and DVDs. Thinking Maps are utilized

frequently for each activity and essential/key questions are integrated into activating

activities as well as summarizing activities. Students with special needs are grouped into

various small instruction arrangements that contain a mixture of gifted students, students

not meeting standards, and other students with special needs. Cooperative learning is an

integral part of each teacher’s lessons and students are always permitted to choose the

presentation tool for each performance product they submit.

Although differentiation is provided by each of the grade level teachers in the

form of interest inventories and pre-tests, students who are English language learners are

not consistently provided with additional support. There is also an immediate need for

multi-cultural support as this area has not been fully addressed by the instructors of these

classes. 62% of students in these classes are African American, 35% are Caucasian, 2%

Hispanic and 1% Asian. Among these, there is an almost equal amount of males and

females. 91% of the students in these classes plan to attend college or technical school

after graduation.

Curriculum Review

The following Georgia Performance Standards will be focused upon within the

lesson created and delivered by the classroom instructors.

ELABLRL2 Identifies, analyzes, and applies knowledge of theme in a work of British and/or Commonwealth literature and provides evidence from the work.

a. Applies knowledge of the concept that the theme or meaning of a selection represents a universal view or comment on life or society and provides support from the text for the identified theme.

d. Analyzes and compares texts that express universal themes characteristic of British and/or Commonwealth literature across time and genre (e.g., classism, imperialism) and provides support from the texts for the identified themes.

ELABLRL3Deepens understanding of literary works by relating them to their contemporary context or historical background, as well as to works from other time periods.

a. Relates a literary work to the seminal ideas of the time in which it is set or the time of its composition.

b. Relates a literary work to the characteristics of the literary time period that it represents.

In order to meet standard ELABLRL2, students must identify and analyze a

chosen universal theme that is evident in a work from British literature as well as in texts

of other genres. The universal theme chosen by the instructors of these classes is that of a

cultural hero. Students will be introduced to Joseph Campbell’s Hero Cycle and will

investigate, in depth, each step in the cycle. Next, students will compare evidence of

heroes from British literature to evidence of heroes in other literary genres.

In addition, standard ELABLRL3 will be focused upon in terms of students

deepening their understanding of the universal theme of a hero by relating Campbell’s

Hero Cycle to a prominent figure in contemporary society or from a historical era.

Emphasis will be placed upon students providing evidence of their chosen hero fulfilling

the steps of Campbell’s Hero Cycle as well as analyzing whether or not Campbell’s Hero

Cycle reflects cultural/social expectations of a hero.

Collection Evaluation

Method 1: Dewey Scan

To begin, I identified which areas of our collection would house materials most

relevant to our objectives. The main classes of the Dewey Decimal Classification system

I felt would be the most beneficial are as follows:

Section Evaluated for… Findings

100-Philosophy

Philosophical views/beliefs of human and/or societal ideals. Cultural and/or social insight.

21 useful books published between 2002 and 2007. Lacks variation in cultural views and current philosophies. Asian/Hispanic philosophies lack representation.

200-Religion Prominent religious leaders and/or spiritual views reflecting cultural/social beliefs and values. Mythological tales.

All major mythological tales represented in abbreviated format. Editions are not current and have lots of wear and tear. Hispanic religions under-represented and Asian religion is absent. Resources related to Joseph Campbell and the Hero Cycle absent.

300-Social Sciences

Episodic information and/or relevant statistics/anecdotal information regarding social values and/or cultural foundations.

American and French historical heroes/events well represented though collection is slightly outdated w/most recent publication date of 2003. Asian historical materials absent. Hispanic materials absent.

800-Literature

Selections of literature from various genres and/or time periods reflective of social/cultural values.

Few literary selections relevant to heroic perspective. One very recent work published in 2009. All other useful 39 titles published between 1992-2002. Lack of Asian and Hispanic representation.

900-History Historical facts, figures, and anecdotal information regarding prominent figures and/or events noted by scholars to be heroic.

Wealth of information regarding heroic achievements of American figures in a large range of categories. (i.e. Civil War heroes, Nascar heroes, African American inventors, etc…) Hispanic and Asian historical figures/accomplishments absent.

Page 8: Collection Development Plan

8

Method 2: Catalog Search

Next, I accessed our school library’s catalog and used several search terms to

ascertain which areas of our collection were the strongest in terms of providing support

for the objectives of this lesson. The search terms used included “Joseph Campbell”,

“heroes,” “modern heroes,” “historical heroes,” “Asian heroes,” and “hero cycle” among

others. I found multiple resources in our media department (VT category) which

consisted of several audio and video presentations examining Joseph Campbell’s Hero

Cycle and its relevance to modern society. However, most of these items were cassette

tapes of VHS tapes. These are extremely out of date as the majority of our classrooms

have Activboards with CD and DVD players. Also, the VHS tapes are copyrighted from

1988 and beyond rendering them obsolete in terms of current information on modern

society. Very useful resources for auditory and/or visual learners in the classes, however,

they need to all be updated with current editions. In addition, several other titles from the

800 section were identified as being useful; heroic achievements of Native Americans,

African Americans, Caucasians, and the French were all present. However, there is a

notable lack of Hispanic and Asian resources.

Page 9: Collection Development Plan

9

Method 3: Visual Inspection

In order to avoid overlooking useful materials that may have escaped my previous

efforts, I visually inspected the shelves in each category to acquire additional resources. I

found a large amount of literature in the fiction section which I had not previously

anticipated would house many relevant titles. However, there were over 30 works of

short fiction which presented adventures of heroes that may be used to identify

social/cultural expectations of modern heroes. These works may also potentially be used

to apply the Hero Cycle to other genres of literature. There is a need for more historical

fiction.

Method 4: Multi-Cultural/Special Needs Evaluation

Throughout all of my previous methods of evaluation, I took great care to

simultaneously evaluate our collection from a multi-cultural perspective. African

American, Caucasian, and Native American cultures were well represented. However, I

found there was notable lack of resources for Asian and Hispanic cultures. Multi-cultural

titles of this type are needed. Also, as the visual and auditory resources I identified are

out of date, I need to focus upon obtaining CDs and DVDs published within the last three

to five years. This will aid in scaffolding and differentiation for students who are visual

and auditory learners or have a learning disability. There is also a need for higher lexile

level books to meet the needs of gifted learners who are reading well above grade level.

Page 10: Collection Development Plan

10

Materials Order

Once I identified the strengths and weaknesses of our library’s current collection

in relation to the objectives of the lesson, I used three different vendors to obtain

materials that would support and enhance the curriculum and the needs of all learners.

Multi-cultural items are highlighted and include bilingual items as well as Hispanic and

Asian culture relevant items and were chosen in order to meet the needs of all students in

the identified classes. All items were evaluated in terms of reviews from School Library

Journal and those found on GALILEO Review lists. Items were also chosen to

proportionately meet needs for students below reading level as well as above reading

level. Audio/visual items are included specifically for students with special needs such as

a learning disability as well as to provide differentiation to accommodate students who

learn most effectively through visual and auditory presentations. Items formatted in blue

signify items purchased for students below reading level and/or provide differentiation.

Web Resources

Finally, I have compiled a list of key web resources that will aid students in their

classroom activities as well as their culminating essays and presentations. As classroom

teachers already have access to several reliable and informative websites, I chose a few

sites that enhanced the existing collection and added differentiation in the form of visual

and auditory material. The resources may be found at the following web address:
