    WHAT IS THE LEVEL OF BUY IN ANDINVOLVEMENT OF MANAGEMENT ANDPOLITICIANS IN THE COE PROCESS?

    The level of councillors is very high, thanks to Gender Links which has been helpful for our

    politicians though educative meeting which influences our councillors to understand theimportance of gender mainstreaming and GBV initiatives and encourage them to take part inthis types of activities.

    How does the institution ensure thatpeople know about any gender and GBV

    initiatives and activities

    The Institution makes use of notice board, in House new letter in whichplans and project are announced in local newspaper, Television andRadio. The Town monthly held community meeting in which they shareany latest development and what happens in the champers. The CEOmakes sure that these information is distributed and access is given.

    In all aspect the Municipality organisepublic meeting were by speakers, likeCouncillors, Governor, Politicians,

    Church leaders and Mayor is invited toaddress the people on gender andGBV matter. Service delivery is not

    compromised in that regard .

    DOES THE COE HAVE A GENDER ANDGBV ACTION PLAN? IS IT BEING

    IMPLEMENTED?

    Yes the institution has gender action plan. It is home to 2008-2011Actions Plans. The Council has now three work-plans. But the latest oneis more challenging as it demands high level engagement with all stakeholders and community members.

    ARE GENDER AND GBV CONCERNS ANDRESPONSIBILITIES FOR BOTH WOMENAND MEN? HOW ARE THEY INVOLVED?

    The Municipality has an Affirmative action Policy in placewere by the gender balance is address. In awarding oftenders in the Municipality, waste Management, sanitationand even water desalinisation plant has been relaxed formore women to participate in constriction of the plant and

    encourage woman to tender for the job. (Purifying water).

    MAINSTREAMING? The Municipality has dedicated human resources,there is two woman and one men Swakopmund

    Municipality who are responsible for Gender

    mainstreaming and GBV initiatives. Financial

    resources has been a big challenge in this financialyears 2011, which will end on 1st April 2011, but for

    next coming budget this will be address for the

    Municipality informed me .

    MONITORING AND EVALUATION

    Weekly Community meeting was introduce to the input and all stakeholder were involve in drafting up the action plan and progress report on contraction was alwaystabled in such meeting to truck down the progress of the plant.

    Environmental impact assessment was doneand presentenced in community meetings.Site meeting and inspection is always doneafter every two weeks and reported incommunity meetings. Financially reports andinvoice are audited monthly and reported backto the donated company to avoid misuses ofthe project money. The community is involvedin any action that the project is taking.

    WHAT RESULTS HAVE BEEN ACHIEVED?

    The desalination plant has been constructed and completed. Thepipeline has been completed and more women have been participationin contraction and tender were awarded to local company which own bywoman.

    The communities now have access toclean and affordable water Fundshave been donated by AREVA

    Uranium Mining Company formaintenance and service of the WaterDistillation plant in future. Community

    has been empowered with skill andeconomically through job creation

    This project is help to empoweringwoman and to give them equal right toestablish and own a company that can be

    These practices are sustainable but in depend on the Geographicallocation of the settlement or town. Replication can be done if resourcesand proper management and leaderships skills are displayed.

    Learning from previous experience, proper structures and well wishers

    must be informed and visited regularly to inform on the prevailingsituation. Involving the authority of the area is of great advantage e.g.councillors, governor, politicians, church leaders, mayor, chief andheadmen/ woman. Positioning the project on the area which is accessible.

    LESSONS LEARNED

    Communication is a strong tool if one wants to success and achieved thegoals the project has earmark for. Because the communication channelbetween community and councillors was very much embraced and thishas make this project very successful.

    Good co-operation between thestakeholder play a big role and dedicationof our leaders help a lot in this process.

    The training was effective that was give towoman to operate heavy machined andwoman show no fear to driver those bigmachine , therefore there is nothing

    impossible if you work hard no matter ofthe gender together we can achieve biggoals.
