Second Impact Syndrome (SIS)
• Rapid swelling of the brain caused by a second impact
sustained a first concussion which has not healed
• This condition is largely fatal and the catastrophic result of
returning to play before a complete return to play protocol
has been followed
Position on Concussion • FEI stresses the importance of recognising concussions and consulting the
appropriate medical treatment if concussion has occurred, promotes the use
and availability of the concussion recognition tool (CRT)
• Provides guidelines for diagnosis and management at FEI events organiser
guidelines for on site medical personnel, a quiet area for athlete evaluation,
a mechanism for communication of athlete eligibility to compete
• Onsite medical officers should meet the following requirements: be familiar
with the latest international concussion in Sport guidelines, SCAT, ability to
perform a neurological exam, completion of CDC Heads Up for Concussion
online module
• Athletes are prohibited from competing if the Event Medical Officer finds any
of the CRT measures are positive

• 1.4 million over 2 years for focussing on concussion education,
prevention, diagnosis, management, and development of Return to Play
protocols for athletes and students
• Federal/Provincial working group for Concussion in Sport created in 2015

• Currently planning a multi sport event to discuss and plan for
harmonisation and development of sport specific protocols on a national
scale which EC will participate in

Specific Concussion Policies
“Concussion in sport is a public health problem and a major concern for those
involved in high risk sports,” says Dr. Pierre Frémont, Chair of the CCC and
Associate Professor, Faculty of Medicine, Université Laval. “We know that
when appropriate concussion management protocols are in place, the number
of actual properly identified concussions increases five-fold. This occurs
because coaches, parents, players and health care providers are properly
educated on recognizing symptoms and knowing what to do. Without such a
protocol, many concussions are going unnoticed and untreated and therefore,
participants are at risk of longer term negative consequences.”
