• Each volunteer will receive an email with the following
information;
• Position
• Date of shift

• Location of check-in
• Responsibilities of shift
• Specific information regarding the position

GENERAL INFORMATION
• Be sure to arrive at least 15 minutes ahead of your scheduled shift
so you have time to check in, pick up your supplies/instructions
and get on your scheduled volunteer bus to travel to your
designated volunteer position along the parade route.
• Barricade Monitors & Santa’s Safety Elves are provided
transportation to the designated locations along the route.
• You will be required to sign in and sign out on the Volunteer
Check In sheet.
• Depending on your volunteer role, you may also be provided with
one or more of the following:
– Personal Protection Gear (Safety Vest)
– Communication Device (2-way radio)
– Emergency Response Plan & Emergency Contact List

TRANSPORTATION & PARKING
• All Parade volunteers may park at the lot at Clearwater & Father
Mercredi.
• All volunteers must check in at the volunteer tent and board their
designated Shuttle Bus. For positions assigned to the staging
area, volunteers will walk to the designated location.
• The Shuttle Bus will return at the end of the parade to pick up
volunteers.
• All Shuttle Buses will have a volunteer host to manage pick-ups
and drop-offs.

ROAD CLOSURES
• Barricades will be placed at all intersections, parking lot entrances
and alley ways to secure the route. Road closure signs will be
placed at each end of the parade route as well as the staging area.
Staging Area: Clearwater Drive (Riedel to Main) 1 – 9 p.m.
• Security will man these barricades.
• The south side (eastbound lanes) of Clearwater is the staging and
de-staging area, it will not re-open to traffic until all floats have
cleared (approximately 9:00 p.m.).
• 2-way single lane traffic will flow on the north side (westbound lanes)
of the road.

ROAD CLOSURES
Parade Route: Riedel Street (Clearwater to Franklin) & Franklin Ave
(Riedel to Main) 5:45 p.m.
• Law enforcement and volunteers will man these barricades.
• As the parade passes, there will be a rolling road opening starting at
Clearwater & Riedel to Clearwater & Main. As the volunteer bus
(following Santa) passes your barricade you will lower the barricade
and board the bus.
Access Route: Main Street (Franklin to Clearwater) 6:30 p.m.
• Volunteers will man these barricades.
• Main is not part of the official parade route, only access to return to
the staging area on Clearwater.

PLEASE DRESS WARMLY!
• You will be standing outside for 2-3 hours!
• It is very important that ALL volunteers dress appropriately
for the weather conditions. This includes (but is not limited to):
• Hat that covers your ears
• Gloves/Mitts
• Scarf/Neck Warmer
• Warm (insulated) Coat
• Snow Pants
• Warm Socks
• Clothing Layers
• Insulated Boots

Recognize the signs and symptoms:
• Frost Nip: Skin of the affected area turns white and may feel numb.
Top layer of skin feels hard and sometimes peels off
• Mild Frost Bite: Redness and swelling accompanied by slight pain
• Severe Frost Bite: Tissue damage without pain or burning/prickling
sensations. Frostbitten skin is highly susceptible to infection and
gangrene (death of soft tissue due to loss of blood supply) may
develop
• Mild Hypothermia:
• Body core 37.2-36.1ºC: Normal shivering may begin.
• Body core 36.1-35ºC: “Feeling cold”, goose bumps, hands feel numb

• Moderate Hypothermia:
• Body core 35-33.9ºC: Shivering, loss of muscle coordination, movements are slow and
labored, stumbling pace
• Body core 33.9-32.2ºC: Unable to use hands, sluggish thinking, stumbles frequently,
signs of depression or withdrawn
• Severe Hypothermia:
• Body core 32.2-30ºC: Shivering stops, exposed skin is blue or puffy, inability to walk,
muscle coordination is poor, confusion, incoherent or irrational behavior
• Body core 30-27.8ºC: Muscle rigidity, semiconscious, stupor, loss of awareness of
others, pulse and respiration rate decrease, possible heart fibrillation
• Preventative Measures:
• Cover exposed skin surfaces
• Dress in layers
• Stay hydrated
If you suspect hypothermia, seek first aid immediately.

COLD WEATHER POLICY
• Per the RMMB policy, events are cancelled if it’s minus 30 or colder
(with or without wind-chill)
• The decision is made by 10 am on the event day.
• Be sure to check your emails before coming to your shift.

EMERGENCY RESPONSE PLAN
• An Emergency Response Plan is created for all municipal events
and will be available at the event.
• Evacuation
• The decision to evacuate will be made by the Event Lead in consultation with the
security advisor and law enforcement. Please reference the evacuation routes available
at the check-in locations.
• Fire
• Call 9-1-1 and report to the closest intersection to relay information back to parade
marshals. The Event Lead and Security Advisor will liaise with first responders to
provide direction.

EMERGENCY RESPONSE PLAN
• Medical Emergency
• In a medical emergency, never exceed your level of training, and always consider your own safety
before entering a hazardous area. Call 9-1-1 and report to the nearest intersection to relay information
back to parade marshals. Emergency vehicles will have access to the parade route.
• Missing child (Code Adam)
• In the event of a missing child, remain calm and follow these procedures:
– Ask for a detailed description of the missing child
– Use the nearest radio (barricade monitors and law enforcement have radios) and have them
announce a “Code Adam” and broadcast the child’s appearance
– Never announce the name of the child
• If the child is not located within 10 minutes, law enforcement will stop the parade, close off roads and
begin a search
• If the child is found with someone other than the parent or guardian, note as much detail as possible
about the person, but do not interfere and jeopardize your own safety
• Code Adam will be cancelled over radio if the child is reunited with the parent/guardian OR the police
have taken over the situation

HEALTH & SAFETY
A Municipal Safety & Wellness Manual and Alberta Occupational
Health & Safety Manual are available upon request.
Safety inspections are completed for all municipal event and program
sites by a municipal representative to ensure the health and safety of
all our employees, volunteers and participants.
First Aid kits are available at event tents, as noted on the pervious map.
If a non-serious medical incident occurs, please contact a staff member
listed on your contact list. If a serious medical emergency occurs
please call 9-1-1 immediately.

• Personal Protective Equipment (PPE) is provided for your safety and
the safety of others. It MUST be worn while you are performing your
volunteer duties
• There will be absolutely no tolerance for drug or alcohol use before or
during your shift
• No smoking while on shift
• The RMWB has a zero tolerance policy for harassment and/or violence,
either by or against you. Remove yourself from the situation and
immediately report the incident to a staff person
