In May the Warrenton Farmers Market will return! Every Tuesday, from 3:30 to 6:30 pm local farmers and artisans come together at the pavilion behind City Hall to sell their handmade or homegrown items. Last year was a huge success and we hope to make 2015 bigger and better!

The Warrenton Police Department created a citizen ride along program in 2011 to provide a way for citizens to see first-hand how the Police Department operates. Ride along participants ride with a police officer in the passenger seat of the police vehicle. A typical ride along starts with a brief tour of the police vehicle and a safety briefing. The City requires each participant to sign a liability waiver. However, every effort is made to keep participants safe in potentially dangerous situations. There is no such thing as a ‘normal’ day for a police officer. Our participants have witnessed everything from mundane patrol operations to bank robbery responses.

It is easy, fun and enlightening to participate in the Warrenton Police Department Ride Along Program. The application form is available at the City’s website on the Police Department’s page and can be faxed, mailed or dropped off at City Hall. 2015 Planned Projects

2015 is shaping up to be a busy year for the City of Warrenton! Various projects in many City Departments are in the works to improve the safety, accessibility, appearance, and convenience of our city. Take a look at what we have planned. As always, if you have any com-ments or concerns feel free to give us a call at 636-456-3535.

This year, we will be creating a new Comprehensive Plan for the City. A Comprehensive Plan provides the background and structure for transportation, utilities, economic development, and neighborhood development. The plan also serves as a bridge through time, spanning different City Boards and ad-ministrations. In short, the Comprehensive Plan is a guide for managing change.

The new plan will be a practical and visionary roadmap, ex-pressing Warrenton’s values and vision for the next 20 years. The City has engaged Vireo, a planning firm specializing in com-prehensive planning to lead this effort.

This will be a big process!! We have one year to layout a vision for what we want Warrenton to be in the future and choose what path we take to get there. Your input will establish the goals and policies the City will use to guide future decisions that will make our City an even better place to live, work, and play.

In order to increase transparency, pro-vide pertinent and timely information, and enhance digital communications between the City of Warrenton and its residents, the City is in the process of redesigning our website at www.warrenton-mo.org. Our current website will still be completely functional during this process. We hope to launch the new site by this fall, so be on the lookout for a new, easy to use City of Warrenton web-page.

E-bill & ACH for Utility BillingThis spring, City residents will have more ways to pay their utility bills! Instead of writing checks every month, customers can sign up for our ACH Billing Program and have their utility payments automatically deducted from their bank account and transferred to the City.

The City is also adding an E-bill option for water, sewer, and trash bills. Customers who choose to participate will be sent their utility bill in PDF format via e-mail.

Forms to sign up for both programs will be available on our website and at City Hall.

Athletic Complex ImprovementsThe Warrenton Athletic Complex will see some changes too! We are planning to add a new pavilion, concession stand, and restrooms on the east side of the complex for increased convenience.

City Highlights

What is a City Clerk?

As the warmer months approach, it is important to remember some of the services the police department offers to citizens.

• Vacation checks: As you make plans to head out for that dream vacation this summer, include a call to the Police Department and we will keep an extra watch on your home. We will obtain some basic information from you and in-clude your property on our extra watch list. As you head out in your vehicle, you should also check your tires for proper inflation. We see several instances every summer where a blowout causes a crash, sometimes with devastating results.

• Neighborhood Watch Program: Started in 2014, this program is designed to bring neigh-borhoods together with one common goal: keeping their neighborhoods safe! Imple-mentation of the program is simple. Members of the Police Department will assist you with developing your program and they will provide training to your group. If you are interested in more information about neighborhood watch, please contact the Police Department by phone, ask any officer you see on patrol, or come by City Hall.

• Severe weather: Warmer weather provides the energy to produce severe weather. Stay alert for changes in weather conditions and always check the forecast before heading out. Tornado sirens are designed to warn people who are outside that severe weather is in the vicinity. To make sure you are always informed of severe weather, consider purchasing a weather radio or signing up for Code Red Weather Warning. Code Red is a free service provided by Warren County Emergency Management. This service will call your home phone and/or cell phone and inform you of potentially hazardous weather conditions. You may sign up for free at www.warrencountyema.com.

• Pets left in vehicles: Every year, hundreds of pets die from heat exhaustion because they are left in parked vehicles. The temperature inside your vehicle can rise almost 20º F in just 10 minutes. In 20 minutes, it can rise almost 30º F! The longer you wait, the higher it goes. At 60 minutes, the temperature in your vehicle can be more than 40º F higher than the outside temperature. On a 70º day, that’s 110º F inside your vehicle! Please leave your pets at home when you can — they’ll be safe and happily waiting for you to come home.

Our detectives and police officers are always available to assist you with your special events. We can accommodate most special requests to help make your event a success. We enjoy mingling with visitors at car shows, fairs and festivals while keeping you safe. We can also provide presentations on virtually any law enforcement topic for all kinds of groups. Call or come by City Hall to discuss your ideas.

A City Clerk is the official custodian of records for a city. Melody has been with the City for eight years and was promoted to her current position as City Clerk in June of 2009. She has since received her certification as a Missouri Registered City Clerk. Her duties include at-tending all official City meetings and recording and maintaining the official minutes. Melody ensures that the City’s Code of Ordinances is available for viewing by the public and staff and that it remains current by updating it as each new law is passed. Melody prepares the documents and works with each candidate as they file for elected offices, coordinates all municipal elections with the County election authority, and administers the Oath of Office for newly elected officials and City staff. She also assists both staff and the public by research-ing City records and documents when needed.

Should you request public records from the City per the Missouri Sunshine Law, Melody would assist you with your request. You might also encounter her in dealing with the pur-chase of a lot at the City Cemetery or information from cemetery records.

City Highlights

The Grounds and Maintenance Department is responsible for maintaining both the interior and exterior of all City owned or maintained properties. Brad Busekrus, Grounds and Maintenance Director, has been with the City of Warrenton since 2006. Brad is a Certified Playground Safety Inspector and has received the Missouri Arbor of Excellence Award. Brad has over 27 years of construction experience and has served in the military. He takes a great deal of pride in the City’s beautiful athletic complex and parks.

The primary function of the Grounds & Maintenance Department is the maintenance of 116 acres of parks, 35 acres of cemetery, 7 lift stations, 5 wells, and all City buildings. Their duties include landscaping, mowing, trimming, and trash removal. In addition, the Grounds and Maintenance Department is responsible for preparing the fields for soccer and ball league play and tournaments as well as assisting with set up for special events. Many new construction and remodeling projects reflect the vast abilities of this Department which allows for some projects to be accomplished that otherwise would be too costly.

On the City website, you will find a Grounds & Maintenance Request Form. This form can be used to report any issues that you encounter at a City Park or other City property including trash violations and vandalism. A separate link is provided on the website should you need to report a malfunctioning streetlight.

Audit Findings for Fiscal Year 2014

We are pleased to announce the City of Warrenton had an-other clean audit. All of the City’s financial statements were presented fairly, according to the audit report prepared by the auditing firm Botz, Deal & Company. According to the auditing firm, the accounting records are in great shape and staff does a great job maintaining those records. Below are some graphs summarizing the revenues and expenses for the General and Proprietary Funds.

On Saturday, March 21st the City Of Warrenton in conjunction with the Missouri Department of Conservation will host 2 free Missouri Hunter Safety Education Skills Sessions for ages 11 and up.The classes will be located at the City of Warrenton Grounds & Maintenance Building at 631 West Booneslick. The class will cover basic skills training and firearm safety. There are two classes that must be attended to complete the course. The Classroom Session, can be completed online at www.hunter-ed.com/missouri. The Skills Session will be offered at two separate times: 8:00 am—Noon and 1:00 pm— 5:00pm. Baseball, softball, and soccer leagues for the City of Warrenton are managed by Tournament Sports Management (TSM). TSM also orga-nizes baseball and softball tournaments that are open to the public. Special Olympics is a year-round endeavor to provide individuals with intellectual disabilities with continuing opportunities to develop physical fitness, demonstrate courage, experience joy, and participate in a shar-ing of gifts, skills and friendship. The Warren County law enforcement community embraces Special Olympics as an extraordinary charity. The Law Enforcement Torch Run is held in late May of every year. It is an important part of the awareness campaign for Special Olympics. In partnership with local businesses, local law enforcement raises funds to ensure that Special Olympic athletes can participate in the games at no cost. Please consider donating or attending one of the fundraising events in Warren County this year.

The City of Warrenton has numerous parks to enjoy and pavilions available for rental to celebrate birthdays, graduations, anniversaries, or any other event that calls for a celebration. Pavilion rental forms are available at City Hall or on our website. Park Information and Pavilion Rental Fees are below.

Pavilions are available for rent every day from dawn to dusk. All reservations are made on a first come, first served basis. All reservations must be made at least 48 hours prior to the scheduled date. No reservation can be made without payment in full. Please note, that in addition to the rental fee, there is a $20 refundable deposit required for all pavilion rentals. The deposit for the Downtown Pavilion and Dyer Stage is $50.

Morgan Park Pool Hours & InfoThe Morgan Park Pool, located at 312 South Morgan Road opens on Saturday, May 23rd! The new, extended hours for the season are:

Monday—Thursday 12:00pm—8:00 pm Friday—Sunday: 12:00pm-9:00pm

When the RIII School District resumes classes in the fall, the pool will only be open on Saturdays and Sundays.

• Season passes are good for one season, regardless of the date purchased. There are no prorated season passes.

• A family consists of the 2 adults and 2 children under the age of 21 who are living in the same household.

• A family membership may have a maximum of 7 people. There is an ad-ditional charge for the 5th, 6th, and 7th family member.

• Anyone over the age of 16 must provide proof of residence (City water bill or State issued ID).

• A resident is any individual residing within the City limits of Warrenton.• Each individual who receives a season pool pass will be issued an ID card

with their picture, and must present the card for entrance into the pool.• A 10 Day Pass can be used by the person in possession of the card and will

not be replaced if lost or stolen.• Full season pool passes may not be shared. Any individual caught shar-

ing their pass with another individual may be subject to loss of privileges, including loss of the season pass without reimbursement.

Growing up in Warrenton, I enjoyed the small town atmosphere of living amongst family and friends. These days the population has grown and it is important that we find a way to continue the small town feel we all love, while embracing change.

Being a good neighbor is still very important whether we’ve lived in Warrenton 50 years or 5 months. Everyone has the ability to be a good neighbor by just thinking of others.

Give the following actions a try:

• Check in on an elderly neighbor

• Take pride in your property, don’t leave junk sitting around your yard

• Park your cars in your driveway and not on the grass

• If you notice something suspicious in your neighborhood, call the non-emergency line 456-7088.

If it is an emergency, call 911

• Get involved with local government. Even if you don’t want to hold an elected position there are many boards that could use your help.

• Teach your kids to be respectful and part of the community

• Take a walk around your neighborhood. The more you do, the more things you will notice that you can improve!

• Say thank you the next time you see a police officer or city employee. They care about your neigh-borhood and want Warrenton to be the best place to live for you and your family!

Be a good neighbor. The more we all care about those around us the better our neighborhoods will be!

If you drive around Warrenton’s 2nd Ward, you will see that there are a number of new sidewalk projects completed in the past year. In the Board of Aldermen meetings, I generally point out Ward 2 projects as they come up for approval. That is because I believe that one of my roles as your Alderman is to bring to the table improvements and maintenance projects that will posi-tively impact the 2nd Ward.

The new budget year starts in July 2015 which seems a long way off! But we need to start considering the projects in the Ward that need to be addressed. If you have projects in the ward, or the City for that matter, which you would like to see

included in the 2015 budget please contact me at 314-623-9606 or email me at: gauch@warrenton-mo .org. One of the City improvements this past year came as a result of a Ward 2 resident request. I was contacted by someone who had issues related to the billing of the City water services which resulted in the City now offering alternatives for receiving water bills and making payments. Messages from your Elected Officials...Gary Auch - Ward 2

I would like to start by introducing myself. My name is Eric Schleuter and I was elected to represent Ward 2 on the Board of Aldermen in April of 2014. The purpose of this newsletter is multifaceted. It allows us to introduce ourselves to some of you who may only hear about us in the newspaper or in conversations with friends and family. It also enables us to show some of the positive steps we have taken towards improving Warrenton.

A few positive changes that are important to me include moving forward on improving Hickory Lick Road, which leads to our top notch Athletic Complex. Many can speak of how rough Hickory Lick Road can be when they attend sports or other events at the Athletic Complex. We also have been working on adding more sidewalks throughout the City to ensure safe paths for exercising, traveling to the store, walking to school or just enjoying a walk with a loved one.

In the future, I will be working towards adding more sidewalks that connect to our local parks and working on improving our parks consistent with what you, the public, would like to see added. I also will be working with local businesses and home builders in an effort to keep our town growing in the right direction. As this column goes to press, my service to you as your Ward 3 Alderman draws to a close. I’ll begin by thank-ing all of you who gave me the opportunity to serve on your behalf. I hope we can work together in new ways to make Warrenton a better place to live.

Discussions will soon begin at the board table about how to address the needs of our city pool. Experts tell us our pool is nearing the end of its useful life. In the coming months we’ll be exploring the best strategy to

replace this great summer recreation asset. I believe the pool is a “must” for all the children it welcomes every season. I also accept that voters have declined a tax increase to construct an indoor recreational facility.

Rest assured the pool will be open this summer, but we must begin to plan now to determine how we can replace it in the next 3 to 5 years.

I cannot overstate the value of your input on this issue, as well as your ideas about the services, facili-ties and programs you value or would like to see in our community. As we prepare for a busy summer, I encourage you to become involved as a volunteer in our sports programs or the City-Wide Spring Clean up. I appreciate your suggestions and ideas.
