IV. SITE PLAN REVIEW CHECKLIST

V. CONSTRUCTION PLAN SET INFORMATION

The Construction Plan Set shall include the following Cover Sheet

a. Provide the project name. b. Indicate the Assessor Parcel Number(s) of the subject property(ies). c. Provide the existing/approximate address of the project. Include a Vicinity Map d. Identify the Engineer, Property Owner(s), and Contact/Project Representative (if different

than Owner/Engineer); include their names and contact information (addresses, phone numbers, and emails).

e. Include a Sheet Index. Account for all sheets in the plan set. Erosion Control Plan

a. Identify sources of erosion and how erosion will be mitigated. Demonstrate best management practices (BMP’s) will be implemented.

Site Plan a. Show property lines (with bearings and distances). If the project boundary is different from

the property line, show and clearly distinguish the project boundary. b. Show and label all existing and proposed streets. Indicate the street names and the rights of

way widths. Clarify if the roads are public or private. c. Show street centerlines. Label centerline lengths and curve radii (i.e. line and curve data). d. Display the location, width, and description of all existing and proposed easements. Indicate

if the existing easements shall be vacated, remain, or be replaced. Distinguish the proposed easements from the existing easements.

e. Show required setback lines and dimension the proposed setback distances. Dimension the distances between buildings and from the buildings to the property lines. Demonstrate the buildings meet setback requirements.

f. Show all buildings within 30 feet of the project boundary. g. Show all existing walls, fences, trash enclosures, utility vaults, mechanical equipment,

accessory buildings, paved areas, tanks, and other site features. Show and clearly differentiate all proposed counterparts.

h. Show any significant natural features such as rock outcroppings and water courses.

i. Show and dimension all existing and proposed buildings and structures. Indicate existing features to be removed. If a significant number of features are to be removed, staff may request a Demolition Plan that’s separate from the Site Plan.

j. Show proposed landscaping. Indicate the quantity, location, variety, and container size of the vegetation. Staff may request a separate Landscape Plan.

COMMERCIAL PROJECTS ONLY k. Commercial projects require Landscape Plans separate from the Site Plan. l. Show and dimension pedestrian routes. Identify ADA routes. Specify loading areas and

access to service areas. m. Show proposed and existing parking. Indicate driveway and drive aisle widths. Identify one-

way and two-way drive aisles. Dimension parking spaces and indicate ADA accessible spaces.

n. Show all existing driveway access points on both sides of the public road near each proposed access point. Show distances between driveways. Reference City of St. George Access Management Policy for distances.

o. Show proposed lighting fixtures in parking areas, adjacent to walkways, and on buildings. Indicate the type of lighting fixture. Staff may request a Photometric Plan that’s separate from the Site Plan.

p. Provide a Site Data Box 1. Specify the current zoning. Provide the proposed zoning if zoning is meant to change. 2. Indicate the general plan. 3. Specify the total area of the site. Include all area that’s within the project boundary. 4. Distinguish the impervious area and pervious area of the site. The sum of the areas shall

equal the total area. Provide the percentages of the impervious area and pervious area. 5. Provide the percentage of the proposed landscape area. Show the calculations for the

proposed landscape area percentage. For sites with 30 or more parking spaces 5% of the parking lot shall contain interior landscaping in addition to the 15’ wide average parking strip.

6. Specify the building footprint area and the amount of open space. The sum of these areas shall equal the total area.

7. If a building has two or more stories indicate the total building area. 8. Identify the building use(s). If portions of a building have different uses show these areas

on the plans and list the areas according to their use in sq.ft. The sum of the building use areas shall equal the total building area.

9. Indicate the required number of parking spaces. Show parking calculations and specify the parking ratios used. Parking ratios shall match building use.

10. Indicate the required building setbacks. 11. List the heights of all buildings. 12. Indicate the occupancy type of all buildings. 13. Clarify if a building is meant to be sprinkled or non-sprinkled. 14. For multifamily residential projects include the unit type, number of bedrooms, square

footage per unit, and the unit mix. Utility Plan

a. Show all existing and proposed public improvements: water, sanitary sewer, catch basins, curbs, gutters, sidewalks, streetlights, signals, power lines, and utility poles, etc.

b. Show existing fire hydrants within 300’ of the project site. Show and label all proposed fire hydrants.

c. Reference the Joint Utility Committee (JUC) Checklist. The JUC is part of the Site/Subdivision Plan Review.

Grading and Drainage Plan a. Show existing contour lines and proposed contour lines. Demonstrate the proposed grading

shall complement the existing grade. b. Estimate cut and fill volumes for the proposed grading. c. Identify drainage sources and discharge locations. Detail the drainage system. Provide

drainage details. Staff may request a Drainage Plan that’s separate from the Grading Plan. COMMERCIAL PROJECTS ONLY d. Demonstrate ADA routes meet ADA standard.

Details e. Provide Details of the proposed improvements.

VI. COMMENTS

1. Additional information and/or special studies may be required for the Site/Subdivision Plan Review. Additional information and/or special studies City staff may request include, but are not limited to, geologic hazards study, traffic study, erosion hazard assessment, etc.

2. The applicant has the ability and intention to utilize said SITE PLAN REVIEW within twelve (12) months from date of final approval; and the applicant understands this SITE PLAN REVIEW application, if granted, becomes null and void and of no effect if unused within twelve (12) months from the date of filing the application.

3. A SITE PLAN REVIEW approval does not eliminate the necessity of obtaining a building permit. A building permit is required for construction of all buildings in the project.

4. Are there any deed restrictions affecting the use of the property(ies) involved? Give the expiration date of these restrictions.

5. Required site improvements such as pavement for parking areas, curb and gutter, privacy walls, landscaping, storm drain facilities, and all other improvements required under City Ordinance shall be completed prior to the issuance of a certificate of occupancy or approval for permanent electric power service. In the event such improvements cannot be completed prior to receiving permanent power or a certificate due to weather conditions or other unusual circumstances, a financial guarantee in the form of a cashier’s check, bond, escrow, or other financial guarantee acceptable to the City attorney shall be provided to the City guaranteeing that such improvements will be fully completed within ninety (90) days of the issuance of permanent power and/or a certificate of occupancy.
