Introduction

Greenbuildinginvolvesimprovingdesignandconstructionpracticessothatbuildingslastlonger,costlesstooperate,andprovidehealthy,comfortablesheltertooccupants.Greenbuildingpracticesalsoprotectnaturalresourcesandenhancethebuiltenvironmentsothatpeople,communities,andecosystemscanthriveandprosper.Thisholisticapproachtobuildingemphasizesqualityconstruction,energyefficiency,resourceconservation,healthyindoorairquality,andlivableneighbor-hoods.

Homeownersenjoylowerutilitybills,greatercomfort,andahealthierlivingspace.Buildingprofessionalsenhancethequal-ityofthehomestheydesignandbuild,whileincreasingthevalueoftheircompanies’brand.Greenbuildingapproachesnotonlyimproveenergyefficiencycommunity-wide—aproveneconomicdevelopmentdriver—butalsopromoteinnovative,livableneighborhoods,whichcansignificantlyimproveresidents’qualityoflife.Byincreasingbuildingenergyefficiency,greenbuildingstrategiesprovidealocalresponsetogrowingconcernsaboutglobalclimatechange.Coal-burningpowerplantsgeneratemostoftheelectricityusedinBoulder.Reducingtheamountofelectricityrequiredtoprovideenergyservices(heat,light,applianceloads,etc.)decreasesBoulder’scontributiontotheemissionsthatcauseclimatechange.

Supportingresourceefficiencybysourcingproductslocallydecreasesfossilfuelusebyreducingthedistancematerialstraveltothebuildingsite.Encouragingdeconstructionandthereuseofsalvagedbuildingmaterialsavoidstransportingmaterialsaswellastheembodiedenergycontainedinnewmaterials.(Embodiedenergyincludesalltheenergyrequiredtomanufacture,transport,anddisposeofamaterialorproduct.)

Green Points ProgramThecityofBoulderhasbeenapioneeringreenbuildingsince1980,whentheEnergyOptionsPointsprogram,theprede-cessorofthecity’scurrentGreenPointsprogramwasfirstimplemented.Sincethen,greenbuildinghasgainedmomen-tumthroughoutBoulderCountyandaroundtheworld.ThepurposeoftheGreenPointsprogramistorequirebuildersandhomeownerstoadoptgreenbuildingpracticeslocally.Inaddition,theprogramhasbecomeamodelforothercommunitiesinterestedinenhancingqualityoflifeandreducingtheenvironmentalimpactsofthelocalbuildingstock.

The2008versionoftheGreenPointsprogramhighlightsthemanywaysgreenbuildingbenefitsbuildingprofessionals,ho-meowners,andthecommunity.InthecityofBoulder,greenbuildingpracticesprovidearesponsetochallengingissueslikeaddressingenergyandclimatechange,protectingnaturalresources,promotinggoodindoorairquality,preservinghistoricbuildingsandneighborhoods,andeducatingmembersofthecommunityaboutsustainableconstruction.

Housing Trends

Greenbuildingoffersasolutiontotheneedforhousingthatimprovesthecomfortandqualityoflocalbuildingswhilemini-mizingtheirenvironmentalimpacts.Byconstructingdurable,healthybuildingsthatconsumelessenergy,water,andotherresources,today’sgreenbuildersarehelpingtosafeguardthewell-beingandprosperityofourcommunitytodayandfordecadestocome.

Tobetterunderstandtheimpactthattheconstruction,operation,andmaintenanceofbuildingshasonglobalandlocalresources,considerthatbuildingsareresponsiblefornearlyhalf(48percent)ofthegreenhousegasemissionsbelievedtocauseclimatechange.1Because76percentofallpowerplant-generatedelectricityisusedtooperatebuildings,2designingandconstructingbuildingsthatreducetheamountofelectricityusedisbeneficial.

Unlessgreenbuildingbecomescommonpractice,theenvironmentalimpactsfrombuildingswillcontinuetoincrease.Thesimplestwaytobuildgreenistobuildsmaller,butnationally,theaveragesizeofanewhomehasgrownfrom1,645squarefeetin1975toabout2,434squarefeetin2005,accordingtotheNationalAssociationofHomeBuilders.3Thattrendisshowingnosignofslowing.

adoptinggreenbuildingpracticesisaneffectivestrategyforreducingenergyuseandmitigatingclimatechange.Greenbuildingsnotonlycostlesstooperateandmaintain,butalsoareeasierontheenvironment—bothlocallyandglobally.

Greenbuildingscanbenefittheenvironmentbothbyusingenergymoreefficientlyandgeneratingenergyon-site.Forex-ample,on-siteelectricitygenerationfromphotovoltaicpanelssupplementstheelectricalgridwithlittleornocarbondioxidecontributiontotheatmosphere.

Differentsourcesofenergyareresponsibleforvaryingamountsofcarbondioxideemissions.Forexample,inareaslikeBoul-derwhereelectricityisgeneratedmainlybycoal-firedpowerplants,in-homeelectricityuseaccountsforfourtimesmorecarbondioxideemissionsthannaturalgasperunitofenergydelivered.

In2006,inresponsetoconcernsaboutglobalclimatechange,Boulder’sgovernmentleadersacceptedtheClimateActionPlan(CAP),whichprovidesaroadmapforreducingthecity’sgreenhousegasemissionstomeettheKyotoProtocol.Citygovernment,businesses,andresidentsaretakingvoluntaryactiontoreducegreenhousegases.TheprogramsoutlinedintheCAPprovideeducationalinitiativesandincentivesforenergyconservationandefficiency,renewableenergy,andtrans-portationalternatives.GreenbuildingisanimportantcomponentofBoulder’sClimateActionPlan.

Natural Resources

Greenbuildingnotonlysavesenergy,butalsohelpsreducethevolumeofrawmaterialsrequiredforbuildingcomponents,includingfoundations,walls,pipes,andpanels.IntheUnitedStateseveryyear,residentialconstruction,demolition,andremodelprojectsaccountfor58milliontonsoflandfillwaste,contributingtothedeteriorationofourlandandwaterresources.4ThroughtheGreenPointsprogram,thecityofBoulderisrequiringtheefficientuseofmaterialsanddiversionofdemolitionmaterialsfromthelandfill.

In2006,Boulder’sCityCouncilacceptedtheWasteReductionMasterPlan(WRMP),designedtoguidethecommunitytowardzerowaste.Basedoncurrentfinancialresources,thecityisworkingtoensurethatthereuseandrecyclinginfrastructureforconstructionwasteisviableandfeasible.

Manybuildingmaterialshavesignificantreuseandrecyclingvalue,yetoftenthematerialsaresimplyhauledtothelandfill.TheWRMPsupportsprogramslikeGreenPointsthatensuredeconstructioninsteadofdemolitionandincreasetheamountofconstructionwasterecyclingonsite.

WoodTheGreenPointsprogramalsopromotessmallerhomesandmoreefficientbuildingtech-niquesthatsavewood.Also,whenwoodisused,theprogramencouragesthepurchaseofForestStewardshipCouncil(FSC)-certifiedlumbertopromoteandsupportsustainableforestrymanagementpracticesthroughaninternationallyrecognizedcertificationprocess.

Indoor Air Quality

TheU.S.EnvironmentalProtectionAgency(EPA)estimatesthatAmericansspendmorethan90percentoftheirtimein-doors.Dust,lead,asbestos,combustiongases,volatileorganiccompounds(formaldehyde,forexample),andmoldareallcommonindoorpollutantsthatcanaffectoccupants’healthinpotentiallyharmfulways.AccordingtoEPAstudies,levelsofairpollutioninsidebuildingsareoftentwotofivetimeshigherthanoutdoorlevels.Poorindoorairqualityisassociatedwithahostofhealthproblems,includingeyeirritation,headaches,allergies,andrespiratoryproblemssuchasasthma.

Indoorpollutantsareofteninvisibleandcanbedifficulttomeasure,andthemosteffectivestrategyforensuringgoodindoorairqualityisnottointroducepollutantsinthefirstplace.TheGreenPointsprogramencourageshomeownersandbuildingprofessionalstochooseproductsthatdonotcontainand/oremittoxicchemicals.

Historic Preservation

Theobjectiveofthecity’shistoricpreservationprogramistopreservecommunitycharacterandhistoricneighborhoods.Typically,historicpreservationprojectsinvolvingindividuallylandmarkedpropertiesorthoselocatedindesignatedhistoricdistrictswillcomplementthegreenbuildingobjectiveofconservingbuildingresourcesandreducingenvironmentalimpacts.Ourcommongoalistoprovideasmanyenergy-andresource-efficientsolutionsaspossiblewithoutsacrificingtheintegrityofwhatitmeanstobuildgreenorappropriatelypreserveimportanthistoricresources.

In1974,theCityCounciladoptedOrdinance#4000,whichincludesproceduresforthedesignationofLandmarksandHistoricDistrictsinthecityofBoulder.Thepurposeoftheordinanceisthepreservationofthecity’scultural,historic,andarchitecturalheritage.Pleasekeepinmindthatbeforeyoudevelopplansforabuildingalteration,youmustdeterminewhetherthehouseisdesignatedanindividuallandmarkorlocatedinahistoricdistrict.Ifthepropertyisdesignatedashistoric,exteriorworktothepropertyrequiresapplicationforaLandmarkAl-terationCertificateinadditiontorequiringcompliancewiththeGreenPointsprogram.

TheGreenPointsprogramencouragescost-effectiveandsustainableresidentialbuildingmethods,conservationoffossilfuels,waterandothernaturalresources,recyclingofconstructionmaterials,reductionofsolidwaste,andimprovementofindoorairquality.Italsooffersarchitects,builders,andhomeownersgreatideasforimprovinghomebuildingprojects,whileallowingthemtheflexibilitytotailortheirselectionstospecificdesignsorbuyerpreferences.

Legislative Intent and Purpose (10-7.5-1)ThepurposeoftheGreenPointsprogramistoprotectthepublichealth,safety,andwelfarebyregulatingresidentialcon-structionwiththeintenttoconserveenergy,water,andothernaturalresources,whilepreservingthehealthofourenviron-mentthroughoptionalandmandatoryrequirementsrelatedtodesign,construction,operations,recycling,anddeconstruc-tion.Thischapterhasthefollowingcomponents:

Criteriaforratingtheenvironmentalperformanceofresidentialconstructionpracticesandguidelinesfordocumenta-tionthatdemonstrateconformancewiththecriteria.

Informationoncost-effectiveandsustainableresidentialbuildingmethodsthatcanencourageconservationoffossilfuels,water,andothernaturalresources,reductionofgreenhousegasemissions,recyclingofconstructionmaterials,reductionofsolidwaste,andimprovementsofindoorairquality.

SpecificrequirementsforcomplyingwiththeGreenPointsprogramandinformationabouthowtheprograminter-faceswithandexceedsthe2006InternationalEnergyConservationCodeadoptedinChapter10-7,“EnergyConser-vationandInsulationCode,”B.R.C.1981.

Mandatorygreenbuildingrequirementstoensurethatconstructionwasteanddeconstructionmaterialsarerecycled,reused,orotherwisedivertedfromlandfills,andminimumrequirementstoensurethatdwellingsareconstructedinanefficientmanner.

Provisionsintendedtoprovideforjointadministrationwiththeprocessingofbuildingpermitsforremodeling,addingto,andconstructingdwellingunits.

Scope and Administration (10-7.5-2)

(a) Scope

Theprovisionsofthischapterapplytothefollowing:

Residentialnewconstruction,demolition,remodelingandadditions,includingwithoutlimitationsingle-unitdwell-ings,multi–unitdwellings,anddwellingswithinmixed-usedevelopments.

Anytwoormorebuildingpermitsforthesamestructurethatareappliedforinany12-monthperiodshallbeconsid-eredasoneapplicationforthepurposeofcalculatinggreenpoints.

Therequirementsofthischaptershallapplytoconstructionactivitiesofalltypesofdwellingsunlessthecontext clearlyindicatesotherwise.

TherequirementsofthischapterareinadditiontoanddonotreplacetherequirementswithintheBoulderRevised Codeincluding,withoutlimitation,allofthelifesafetycodes,thehistoricpreservationordinance,thelandusecode, andthecityofBoulderDesignandConstructionStandards.

(b) Administration

TheGreenPointsprogramshallbeadministeredandinterpretedinaccordancewithChapter1,“Administration,”Chapter2,“Definitions,”oftheInternationalBuildingCode(IBC)andtheInternationalResidentialCode(IRC)asadoptedwithamend-mentsbySections10-5-2,“AdoptionofInternationalBuildingCodewithModifications,”and10-5.5-2,“AdoptionofInter-nationalResidentialCodewithModifications,”B.R.C.1981.

(c) Inspection and Compliance

Nopersonshallfailtocomplywiththerequirementsofthischapter.NopersonshallconstructinviolationofaGreenPointsapproval.AllapprovalsandinspectionsofGreenPointsapplicationsandrequirementsshallbedoneinconjunctionwitharesidentialbuildingpermitapplicationandfieldinspections.Anapplicationshallbemadeonaformthatisapprovedbythecitymanager.Theapplicantshalldemonstratecompliancewithalloftheprovisionsofthischapterpriortotheissuanceofacertificateofoccupancybythecitymanager.

(d) Exceptions

AnystructurethatincludesdwellingsthatarepursuingaU.S.GreenBuildingCouncil’sLEED™(LeadershipinEnergyandEnvironmentalDesign)SilverCertificationorcomparablegreenbuildingratingcertificationorhigherwillbeexemptfromtheGreenPointsrequirements.NopersonthatappliesforthisexceptionshallfailtocompletetheLEED™certificationprocessandmustreceivesuchcertificationwithinsixmonthsofthefinalinspectiononthebuildingpermit.Thecitymanagermaygrantanextensiontothistimeperiodifarequestismadebytheapplicantandtheapplicantdemonstratesagoodcauseastowhyadditionaltimeisneededtocompletethecertification.

Mandatory Green Building Requirements (10-7.5-3)MandatorygreenbuildingrequirementsarelistedinTable1fornewdwellingunits,aswellasremodelsandadditionstoex-istingdwellingunits.EachtypeofprojectwillhavemandatorygreenbuildingrequirementsandGreenPointsrequirementsassociatedwiththetypeandsizeofproject.

ApplicantsfornewconstructionmustshowenergyefficiencycompliancethroughtheHomeEnergyRatingSystem(HERS).Table1AliststheHERSindexrequirementfordifferentsizesofprojects.HERSindexresultsthatarelowerthantheminimumrequiredindexcanbeappliedtotheGreenPointsrequirementsspecifiedinTable2.

Anapplicantforabuildingpermitforanadditiontoadwellingoraremodelofadwellingshallberequiredtoobtainanenergyaudit.Theapplicantshallprovideproofofthecompletionoftheenergyauditwithabuildingpermitapplication;asampleHomeEnergyAuditCertificatecanbefoundinAttachmentB.Theenergyauditofthehouseshallquantifytheannualenergyperformanceofthebuildingaccordingtogenerallyacceptedstandardsforenergyauditsapprovedbythecityman-ager.AnenergyauditoranoptionalHERSratingreportwillindicatehowefficientlythebuildingisoperatingandwhereinef-ficienciesareoccurring.Astandardhomeenergyauditincludesanenergybillanalysisanddiagnostictestingonthehouse,whichincludesablowerdoortest,checkingforbuildingenvelopeleaks,aninsulationassessment,heating,cooling,andhotwaterassessment,andappliances.Oncetheauditiscompleted,areportisdeliveredtothehomeownerlistingenergysavingopportunities.TheauditorwillprovidetherequiredHomeEnergyAuditCertificatetothehomeowner,alongwiththeauditreport.

Application:ThehomeownermustprovidetheHomeEnergyAudit(HEA)Certificate,ormoredetailedHERSratingreportwiththebuildingpermitapplication.

Verification:TheHEACertificateissubmittedwiththebuildingpermitdocuments.Citystaffwillverifycompliancewiththisrequirementduringplanreview.

(d) Lighting Efficiency

Priortofinalinspectionforanadditiontoadwellingoraremodelofadwelling,theapplicantshallinstallenergyefficientlamps(lightbulbs)withaluminousefficacyof40lumensperwattorabove,suchascompactfluorescents,inatleast50per-centoftheexistinghome’slightfixtures.

(e) Direct Vent Furnace

Whenthescopeoftheworkofanadditiontoadwellingoraremodelofadwellingrequiresreplacementofafurnace,thefurnaceshallbereplacedwithadirectventunitthathasaminimum90percentAFUE(AnnualFuelUtilizationEfficiency).

Verification:FinalInspection

(f) Construction Waste Recycling

Anapplicantforabuildingpermitforanewdwellingoranadditiontoadwellingshalldemonstratethataminimumof50percentofconstructionwasteisrecycled.

Application:SubmitaDeconstructionPlanandConstructionWasteRecyclingForm(AttachmentC)withtheGreenPoints/buildingpermitapplications.

Verification:AcompletedConstructionWasteRecyclingTrackingSpreadsheet(AttachmentD)mustbeprovidedatfinalin-spection,whichshowsthattheminimumrecyclingrequirementshavebeenmet.

(g) Demolition Management

Anapplicantproposingtodemolishmorethan50percentofexteriorwallsshalldemonstratethroughadeconstructionplanthatatleast65percentofmaterialbyweightfromthedeconstructionoftheexistingstructure,includingconcreteandasphalt,willbedivertedfromthelandfill.

City of Boulder Deconstruction Plan and Construction Waste

Recycling Form

READ PROGRAM GUIDELINES FOR SPECIFIC REQUIREMENTS (Mandatory and/or point options for Green Points entire demolition, new residential construction, and

remodels and addition projects greater than 500 sq. ft. )

PURPOSE: City of Boulder and Boulder County have robust waste diversion goals, working toward establishing a Zero Waste Community. The goal is to recover building materials first for reuse, second for recycling and then landfilling - only when no other alternative exists. STEPS TO COMPLY: For DECONSTRUCTION MANAGEMENT REQUIREMENTS – MUST BE DONE BEFORE DEMO PERMIT SUBMITTAL 1. Contact one of the two non-profit organizations (identified below) for a deconstruction evaluation preformed by a

Deconstruction Professional (DP) identifying a material inventory of what and how much of the building’s materials, equipment and interior finishes can be donated for a tax deduction.

2. Complete and attach a copy of this form and a material inventory of the materials to be donated, and ensure the submitted form is signed-off by the DP.

3. Once this form and the material inventory are completed and sign-off on estimating 65% or more of the waste will be diverted, a deconstruction/demolition permit can be applied for. This form and an inventory need to be submitted with the deconstruction/demolition permit and/or building permit documents.

4. A completed Deconstruction Material Report or Construction Waste Recycling Tracking Spreadsheet (that include Hauler receipts, weight tickets and facility sign-offs or invoices are required as verification of the material diverted) must be submitted to Planning & Development Services (P&DS) to verify compliance or placed in the building permit sleeve before final inspection.

For NEW CONSTRUCTION WASTE RECYCLING REQUIREMENTS 1. Estimate what materials will be reused and/or recycled from you building site. Recycling ALL clean wood, cardboard and

metal will count for 50% waste diversion. Points can be chosen for recycling above the required amount. Review Green Points Program Guidelines Booklet for additional point options.

2. Project quantities of waste generation can be calculated by sq. ft. It is estimated that 4 lbs. (per sq. ft.) of waste is generated by new home construction.

3. A Construction Waste Recycling Tracking Spreadsheet (that include Hauler receipts, weight tickets and facility sign-offs or invoices are required as verification of the material diverted) must be placed in building permit sleeve before final inspection.
