RESOLUTION NO. 2831 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, PIERCE COUNTY, WASHINGTON, AUTHORIZING THE AWARD OF A CONTRACT WITH TMG SERVICES FOR THE GRAINGER SPRINGS ON-SITE CHLORINATION AND ON-LINE WATER QUALITY ANALYZER UPGRADE WHEREAS, Grainger Springs water source is a critical part of the Bonney Lake water system and reliable operation of the chemical feed system is mandatory to protect public health; and WHEREAS, the Grainger Springs chlorination system has reached the end of its economic life cycle; and WHEREAS, sufficient funds are available in the Water Fund; and NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Bonney Lake, Washington, does hereby authorize the Mayor to sign the attached contract with TMG Services in the amount of $50,272.54, which includes tax. BE IT FURTHER RESOLVED that the City of Bonney Lake Council does hereby authorize 10% for Construction Contingency in the amount of $5,027.25 based on the contract amount for a total of $55,299.79. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BONNEY

LAKE, PIERCE COUNTY, WASHINGTON, AUTHORIZING THE

AWARD OF A CONTRACT WITH TMG SERVICES FOR THE

WHEREAS, Grainger Springs water source is a critical part of the Bonney Lake water

Site Chlorination And On-Line Water Quality Analyzer Upgrade.

Administrative Recommendation: Approve

Background Summary: Grainger Springs water treatment hypochlorite generation equipment is past its

recommended life cycle. The equipment was installed as part of the facility upgrades in 2006. The

economic life cycle of this equipment is 7-10 years. The reliability and cost to maintain this equipment

necessitates its replacement. Staff met with the local representative, TMG Services, to discuss options for

replacement or upgrades. The recommendation is to completely replace the equipment with a newer

version from the same manufacturer. In 2019 the City replaced the same equipment at Victor Falls. City

staff are familiar with the operation and maintenance of this system and recommend that the City

continue moving forward with this equipment as these systems need replacement.This upgraded

equipment is more reliable, easier to maintain, and less expensive when replacing components. This

equipment is critical to the continued operation of the Grainger Springs water source and is required by

Washington State Department of Health Drinking Water Regulations. There is no economical alternative

to replacement of this treatment system. This purchase is being made sole source because of staff's

experience with this particular product, its critical nature, the need to keep equipment consistent

throughout our system and finally, it is the only economical product available. State law does not

establish any specific bid limits or competitive processes that a first class or code city with a population

over 20,000 must follow for sole source purchases such as this. However, City policy does require a

formal solicitation due to the amount of the purchase. Due to the fact that there is no other economical

alternative available, the system selected is the only choice.
