BACKGROUND The subject property is located within a commercial/industrial complex in the Anaheim Canyon Specific Plan - Flex Area Zone (SP2015-1 DA7). The proposed “escape room” business is considered a Commercial Indoor Recreation use, which is a use permitted by right, subject to meeting the Anaheim Municipal Code (AMC) parking requirements. Pursuant to AMC Section 18.42.040, Table 42-A, the off-street parking requirement for a Commercial Indoor Recreational use, may be determined through a parking justification letter, as determined by the Planning Services Manager and/or his or her designee. The applicant has submitted a parking justification letter that includes a letter of operation and parking tabulation (Exhibit 1). Plans were also submitted, consisting of a site and floor plan for proposed tenant improvements (Exhibit 2). The proposed “escape room” will operate within an existing 3,655 s.f. tenant space. The tenant space will consist of nine rooms, which will be utilized by only two groups at one time. Each group will have a maximum of five people at a time. The letter of operation also indicates that there will be no overlap between active group participants and inactive groups, meaning those that are waiting their turn. A maximum of two employees will staff the business at one time. Therefore, the proposed “escape room” use would have a parking demand of 12 parking stalls at any given time. The required parking for the commercial/industrial complex tenants, including the 12 required parking stalls for the ”escape room” is 188 parking stalls and the site has a total of 245 parking stalls available, resulting in 57 excess parking spaces. Therefore, the parking justification letter (for the proposed 3,655 s.f. commercial recreation indoor “escape room” use proposed at 2975 E White Star Avenue is hereby approved, subject to the conditions listed below. The issuance of this approval is contingent upon the operation of the proposed use in conformance with the assumptions relating to the operation and intensity of the use, as described in the parking justification letter and materials provided in Exhibit 1 and 2, which formed the basis for this approval. Exceeding, violating, intensifying or otherwise deviating from any of the assumptions as contained in the Exhibit 1 and 2 shall be deemed a violation of the approval, which shall be subject to revocation or modification pursuant to the provisions of Section 18.60.200 (City-Initiated Revocation or Modification of Permits). Amendments to this permit may be considered subject to the procedures set forth in 18.60.190 (Amendment to Permit Approval).
