Wellington City Council Minutes Meeting held Wednesday, June 7, 2017

at the Wellington City Hall Located at 150 West Main Street, Wellington, Utah

at 7:00 P.M. City Council Present:

Mayor Powell, Councilmember Tatton, Councilmember Sanslow, Councilmember Wells City Council Absent Councilmember Willson, Councilmember Noyes City Staff Present: Glenna Etzel – City Recorder Matt Perea – Fire Chief John Schindler – City Attorney Attendees: Michael Roberts – 670, LLC Siera Trujillo –Sun Advocate Reporter Chantz Richens – ETV10 News Agenda Item 1. Public Comment Period Mayor Powell opened the meeting by inviting any individuals not on the agenda to come before the City Council for the Public Comment Period. No audience members came forward. Agenda Item 2. Pledge of Allegiance, Roll Call, and Approval of Previous City Council Minutes Mayor Powell noted that Councilmember Willson and Councilmember Noyes were absent. Mayor Powell asked everyone present to join her for the Pledge of Allegiance.

Councilmember Sanslow moved to table approve the City Council Minutes of May 17, 2017 as written. Councilmember Tatton seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Agenda Item 3. Public Hearing for the Tentative Budget for Fiscal Year 2018 for All Funds

Councilmember Sanslow moved to enter into a Public Hearing for the tentative budget for Fiscal Year 2018 for all funds at 7:09 PM. Councilmember Tatton seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Mayor Powell invited all interested to parties to come before the City Council to discuss the tentative budget for fiscal year 2018. No interested parties came forward.

Councilmember Sanslow moved to exit the Public Hearing for the tentative budget for Fiscal Year 2018 for all funds at 7:10 PM. Councilmember Tatton seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Michael Roberts of 670, LLC came before the City Council to discuss the process of Annexing into Wellington City. Roberts purchase approximately 32 acres just outside of City Limits. Councilmember Tatton advised Roberts to work with his business partner, Mike McCandless to move forward with annexing into city limits. McCandless noted at a prior meeting that in the past he helped annex properties into other municipalities. Agenda Item 5. 670, LLC – Purchase Agreement for 1B-0292-0000 Michael Roberts of 670, LLC also came before the City Council to discuss the Purchase Agreement for 1B-0292-0000. Mayor Powell agreed to discuss the Purchase Agreement with the City Attorney. Roberts explained his timeline of the project. Agenda Item 6. Resolution 2017-04. A Resolution Setting the Proposed Receipts and Expenditures of Wellington City for Fiscal Year 2018 The City Recorder briefly discussed the proposed receipts and expenditures of Wellington City for Fiscal Year 2018. Councilmembers were provided a copy of the proposed budget in the Council Packet. Councilmember Tatton requested the City Budget for the EWP Price River Project. Councilmembers also discussed the lease between Headstart and Wellington City coming to an end. The City Recorder agreed to adjust the budget to reflect the proposed changes.

Councilmember Tatton moved to table Resolution 2017-04, A Resolution Setting the Proposed Receipts and Expenditures of Wellington City for Fiscal Year 2018. Councilmember Sanslow seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Agenda Item 7. Resolution 2017-05. A Resolution Certifying the Contribution Rates of the Utah Retirement Systems for Fiscal Year 2018. The City Recorder presented the Contribution Rates of the Utah Retirement Systems for Fiscal Year 2018, and noted there is no change in the contributions rates for the funds Wellington City participates in for the upcoming year.

Councilmember Sanslow moved to accept Resolution 2017-05, A Resolution certifying the contributions rates of the Utah Retirement Systems for fiscal year 2018. Councilmember Tatton seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Agenda Item 8. Discussion of Booth Vendor Fees for the Wellington City Annual Pioneer Day Celebration Mayor Powell discussed raising the booth vendor fees for the Wellington City Annual Pioneer Day Celebration. Mayor Powell explained that Wendy Grant advised the City to compare its fees to that of surrounding municipalities. The City Recorder noted that Wellington City charges $30 .00 for a 10x10 space and the booth vendor has the space for approximately four hours.

Councilmember Wells moved to allow Mayor Powell to review the Booth Vendor Fees for the Wellington City Annual Pioneer Day Celebration, and if necessary to increase the fees to a comparable rate of surrounding municipalities. Councilmember Tatton seconded the motion, and the motion passed with Tatton, Sanslow, and Wells in favor.

Agenda Item 9. Discussion of the Fire Department Policy Change regarding Nepotism Wellington City Fire Chief Matt Perea came before the council to discuss updating the Fire Department’s Nepotism Policy. Under the current policy only two immediate family members are allowed to serve as department volunteers. Additionally, spouses or domestic partners are not allowed to volunteer alongside one another. Perea proposed the City Council consider allowing four members of an immediate family serve, as well as spouses or domestic partners. Perea did recommend that only one family member should hold an officer position. Wellington City Attorney John Schindler reminded Perea that the policy was originally implemented to ensure the public safety of volunteers. Schindler proposed specifying what constitute as “immediate family.” Councilmembers discussed concerns over family members being injured or killed while responding to a call. The Fire Chief was asked to email the proposed policy to the Mayor and to provide samples of the policies for surrounding municipalities. Agenda Item 10. City Business

Voucher & Warrants

Councilmember Wells moved to sign vouchers. Councilmember Tatton seconded the motion, and the motion carried with Tatton, Sanslow, and Wells in favor.

Fire Department Reports The Wellington Fire Chief informed councilmembers that the department has begun its annual fire department fund raiser. Additionally, the Fire Chief provided an update on total department members, upcoming grants to replace Wildland Gear and equipment, and going before the Community Impact Board in Salt Lake City to ask for a grant to purchase a new Fire Truck. Council Reports Councilmember Tatton informed councilmembers of the water levels at the Scofield Reservoir. Councilmember Sanslow provided an update of the Pee Wee Baseball season. Sanslow also discussed the excavation work at the Knight Ideal Pond to create a wetland. Councilmember Wells requested that the Public Works Department increase water to the City’s Beautification strip. Wells also complimented Ray Campbell and his efforts to clean up the community. Mayor Powell reminded the Council that following the completion of the Water Tank Restorartion, the City needs to consider moving forward with the necessary Sewer Line Repairs. Councilmembers also discussed the Pioneer Day Celebration.

Councilmember Tatton moved to enter into an executive session to discuss pending or reasonably imminent litigation at 8:29. Councilmember Wells seconded the motion, and the motion carried with Tatton, Sanslow, Wells, and Noyes in favor.

Councilmember Tatton moved to exit the executive session to discuss pending or reasonably imminent litigation at 8:47. Councilmember Wells seconded the motion, and the motion carried with Tatton, Sanslow, Wells, and Noyes in favor.

Agenda Item 12. Adjourn

Councilmember Sanslow made a motion to adjourn. Councilmember Wells seconded the motion, and the motion carried with Tatton, Sanslow, Wells, and Noyes in favor.
