Agency - an administrative unit of government

Citizen engagement - the engagement of citizens within a community; interactions with the government that provide feedback regarding topical issues and concerns

Constituents - people who live in a given jurisdiction; includes citizens, suppliers, partners, government employees, and businesses

Cross-agency collaboration - a shared approach by a group of discrete agencies in which each individual organization agrees to utilize common resources, modify existing procedures, adopt new ones, or address gaps in services to enhance collective performance

e-government - refers to the federal government’s use of information technologies to exchange information and services with citizens, businesses, and other arms of government

e-government initiatives - the ways in which governments are attempting to solve cultural, business, and technical issues through electronic cross-agency collaboration

Government portal - a government directory where citizens can easily and rapidly access information to services

Government to Business (G2B) Services - provides government assistance to businesses in a variety of areas; including tax support, contract management, laws and regulations, trade guidelines, financial assistance, and workplace issues

Government to Citizen (G2C) Services - provides information and need-based welfare services to citizens in a variety of areas, including retirement, income-based social insurance, financial aid, tax relief, free or low-cost educational and healthcare programs, employment resources, housing benefits, child support, grants, etc.

Government to Government (G2G) Services - provides internal support to expedite government processes, coordinate government agency strategies, and automate and integrate cross-organizational processes; focuses on key areas such as optimizing IT resources, enhancing information and services sharing, improving the speed and quality of collaboration, and ensuring continued operations in times of crisis

Interagency collaboration - consistent and coherent collaboration where WAN and MAN architectures employ a number of technologies designed to interoperate together; helps scale the network to where it might be in the future

Intra-agency collaboration - consistent and coherent systems, resources, information, and processes designed for independent operation within each department of an organization

Regulatory agencies - government agencies with the assignment to enforce regulations passed by legislative process; regulates business activities

Shared services - consolidating common government services to enhance operational efficiency, and sharing those high-level services across agencies (e.g., HR, payroll, budgeting, etc.)

“Siloed” government - a government agency that operates its systems, resources, and processes independently from other agencies and departments

Administrative sector - responsible for the day-to-day internal operations of an agency and its constituent posts; services include the areas of Human Resources, Budget and Finance, and Information Technology

European Commission’s eGovernment Action Plan - an initiative within Europe that aims to improve service delivery to citizens by focusing on universal access to a wide range of technologies, efficiency, e-procurement implementation, and democratic decision making

Ministries of Finance/Monetary

Federal Information Security Management Act - an act designed to bolster computer and network security with the U.S. federal government and affiliated parties by mandating yearly audits.

Financial Services Action Plan (FSAP) - the legislative framework that seeks to establish a single market for wholesale and retail transactions in financial instruments within the European Union

Markets in Financial Instruments Directive (MiFID) - an integral component of the European Union’s Financial Services Action Plan (FSAP), the MiFID includes specific requirements concerning investment advice, the provision of services across borders, and establishment of branches in other European states; firms will have to publish much more information than before, which will require new communication infrastructures, as well as business processes to complement them

Monetary agencies/ministries of finance - government entities that manage the collection of income tax from citizens and industry and ensure industry regulatory compliance; make payments to citizens to top up low wages; and regulate a country’s money supply and influence economic performance by affecting constituents’ willingness to spend on goods and services

Public Safety

Federal Emergency Management Agency (FEMA) - U.S. federal agency responsible for identifying and mitigating natural and man-made disasters; a division of the U.S. Department of Homeland Security

First responder - level of certification designed for people first on the scene, such as police officers, firefighters, and industrial health professionals

Joint operations - a defense term that describes the operational result of interagency collaboration within a single country’s military, in which information and resources are shared across the branches of service to achieve a common goal

Judiciary agencies - the agencies of government that enforce laws and protect the rights guaranteed by the government; within the court system

Land Mobile Radio (LMR) - privately maintained and operated mobile radio systems; keeps field workers connected to a main dispatch point such as a CAD, company headquarters, and to other mobiles

Mobile command post - a moving command post or one that is capable of moving readily

Multichannel Contact Center - a central contact center within an agency using more than one user-selectable operating frequency

Public safety - the prevention and protection of the general population from all manners of injury, damage, or harm, such as a natural disaster; consists of traditional organizations known as Emergency Services: police, fire and rescue, and ambulance

Public safety networking - improves the coordination of public safety wireless communications; supports the technical standards for public safety wireless and wired communication systems

Virtual command post - a system that enables division commanders in the armed forces to discuss and collaborate when processing information; sharing ideas, and attending virtual meetings without assembling at one place

Social Services

Federal Enterprise Architecture (FEA) - a business-driven foundation that facilitates government wide improvements in critical areas; for example, budget allocation, cross-agency collaboration, online government, health architectures, grants, and geospatial systems

Public works - facilities constructed by or for government and quasi-governmental agencies; typically includes water, sewage, roads, etc.

Social services - represents a consolidation of all government functions that directly interact with citizens and businesses; services provided by the government that help improve people’s standard of living; examples are public hospitals and clinics, roads, clean water supply, education, garbage collection, electricity, and telecommunications

Cisco Capital® finance program - offers customers the ability to acquire new technologies or refresh existing equipment through flexible, easy-to-use programs; several programs and finance plans are offered to suit clients’ situations or needs

Cisco Customer Advocacy - an area of focus within Cisco that is dedicated to delivering quality service and support to customers and achieving high levels of customer satisfaction

E-Business Compliant Network (ECN) - a free service from Cisco created to support business strategy and infrastructure planning; the result is network compliant with the applications of today and future applications

Lease to Ownership Plan (LTOP) - an installment purchase plan; uses capital funds; purchase title passes upon final payment

Lease with Option to Own (LWOO) - an operating lease with option to own; lease payments with fixed purchase option buyout or fair market value

General

Back-office functions - functions of an organization that are dedicated to running the company itself (e.g., IT services such as phone and computer management, human resources services such as recruiting and benefits administration, and accounting services such as payroll and expense reimbursement)

Call-center system - an agency phone center that handles such services as help desk, customer support, lead generation, emergency response, telephone answering service, and inbound response

Dedicated assets - resources that are designated for a particular use or function within an organization

Fixed assets - tangible, relatively long-lived resources; assets that are used to produce revenue and are not intended for sale

Front-office functions - functions of an organization that are customer-facing and require awareness of customers’ needs and tools to help serve them; examples include sales, marketing, and customer service

Future-proof - the act of trying to anticipate future developments; taking action to invest now in such a way that minimizes obsolescence

Globalization - the development of extensive worldwide patterns of economic relationships between nations; a set of processes leading to the integration of economic, cultural, political, and social systems across geographical boundaries

Mobile data terminals - moving data terminals or ones that are capable of moving readily

Mobile employee - an employee within an organization that conducts business in various locations outside of the company headquarters; accessing the network from remote locations

Pre-populated - a form or program already completed prior to service or administering

Private sector - those entities that are not controlled by the state or government

Resource allocation - a plan for using available resources, especially in the near term, to achieve goals for the future

Resource integration - the method in which resources are strategically combined with other assets

Segmentation - the process of dividing customers into groups, each with common demographic attributes

Subject matter expert (SME) - reference who provides the final authority on what something means or how it is to be performed

Supply chain - the flow of resources into and out of the enterprise’s collective operations; a chain or progression beginning with raw material and ending with the sale of the finished product or service

Transparency - a sense of open communication that results from greater accessibility and interactive communications systems, which helps instill confidence in an organization’s constituents

Automatic quality of service (AutoQoS) - ensures consistent QoS setting across products and proper treatment of delay-sensitive traffic, and provides required bandwidth guarantees

Automation - emphasizes technology to improve operational efficiencies by enabling easier provisioning, faster troubleshooting, and recovery and self defense of the network and the resources hosted on the network

Back-end processes - processes that are not directly accessed by users; typically, back-end processes execute tasks independently of the front-end or user interface; for example, when a user requests data from a database, that request triggers a chain of events or processes at the back-end, to either refresh data or prompt subsequent activity

Bandwidth - in telecommunications, the width of a communications channel; the capacity to move information

Biometrics - refers to authentication techniques that rely on measurable physical characteristics that can be automatically checked: fingerprints, retinal patterns, handwriting, etc.

Cable - transmission using a medium of copper wire or optical fiber wrapped in a protective cover

Collaboration application - applications that integrate with network capabilities to maximize information exchange and engagement between team members, even when they cannot be in the same room at the same time

Convergence - the point of converging; a meeting place; in a converged network environment, a voice and video network that operates over the same network infrastructure as the data network and vice versa

Core network - the switching part of a network; provides call control, performs mobility and high-level security functions, and includes a radio access network, terminals, and applications

Data-center consolidation - centralizes and standardizes data-center components to lower costs, as well as improve efficiency and uptime

Data-center continuity - the absence of interruption within a data center and its applications

Data-center redundancy - the capability of a data center and its applications to keep functioning normally in the event of a component failure, by having backup components that perform duplicate functions

Demilitarized zone (DMZ) - a part of the network that is neither part of the internal network nor directly part of the Internet; a network sitting between two networks

Device-level resilience - capability for the device to protect itself, and devices connected to it, from security attacks, hacking, and failure

Digital Subscriber Line (DSL) - a technology for bringing high-bandwidth information to homes and small businesses over regular telephone lines; a DSL line can carry both data and voice signals; when the data part of the line is continuously connected

Disk storage - a group of data storage mechanisms for computers; data is transferred to planar surfaces or disks for temporary or permanent storage

End-to-end systems - support all aspects of a company’s processes from access to storage through a comprehensive, architectural approach

Enterprise mobility - a wireless classification where users of a business or enterprise can access data while in motion; leverages the power of wireless technologies and unleashes a new framework for how organizations operate their businesses

Global Positioning System (GPS) - a system of satellites and receiving devices used to compute positions on the Earth; GPS is used in navigation, and its precision supports cadastral surveying

IP network - the world’s single-most popular network protocol and part of the TCP/IP protocol suite; data travels over an IP-based network in the form of packets, with each packet containing unique addressing to identify the sender and receiver

IP Security (IPSec) - a security protocol that provides authentication and encryption over the Internet

IP telephony - transmission of voice over a packet-switched IP network, which is part of the TCP/IP protocol suite; an umbrella term for all real-time voice applications over IP

IPTV (Internet Protocol Television) - a system where a digital television service is delivered to subscribing consumers using the Internet Protocol over a broadband connection

IP VPN (Internet Protocol Virtual Private Network) - a private network that makes use of tunneling (via IPSec) to provide secure communications through a public Internet

IP video - an encoding mechanism used to transmit motion video over an IP network

Legacy infrastructure - a computer, system, or software that was created for a specific purpose, but is now outdated

Load balancing - the distribution of processing and communications activity evenly across a computer network so that no single device is overwhelmed

Metropolitan-Area Network (MAN) - a high-speed network designed to link together sites in a metropolitan area

Middleware - software that “glues together” two or more types of application programs; a communications layer that allows applications to interact across hardware and network environments

Modular network deployment - a flexible network environment designed for easy expansion and migration; based on the most comprehensive set of tightly integrated hardware, software, and network services that enables businesses to tailor solutions to meet their unique requirements

Multiprotocol Label Switching Virtual Private Networks (MPLS VPN) - a network that allows virtualization of a single network, providing the capability to carry traffic from different entities/customers while ensuring traffic privacy

Multi-VRF - used when a customer wants to divide a router into multiple independent address spaces and routing tables

Network Admission Control (NAC) - a Cisco sponsored industry initiative that uses the network infrastructure to enforce security policy compliance on all devices seeking to access network computing resources, thereby limiting damage from viruses and worms

Network architecture - the organized plan or depiction of communications equipment, protocols, and transmission links that constitute a network, and the methods by which they are arranged

Network automation - provides the capability to move beyond the packet level to read application-to-application messages within the network and to make intelligent decisions to support the messages based on business policies

Network availability - the probability a network can perform its functions; uptime

Network capacity - the maximum amount of capacity within a network; the amount of information that can be contained

Network identity - an identity that is recognized throughout a network, such as the Internet or an enterprise LAN; important to enterprises managing which individuals have access to what resources, which can include applications, information, or equipment

Network-level resilience - capabilities of the network to recover around a device, link, or protocol failure while still maintaining the availability of the network to its constituents

Network section - the network components that provide a virtual connection between two circuit sections; may be either an access network section or a transit network section

Network virtualization - creates a private, secure, and independent network over a shared physical infrastructure that is transparent to the end user; increases utilization, efficiency, and flexibility of the network and applications

Operations and Maintenance (O&M) - the procedures and activities that operate and maintain a site

Personal Digital Assistant (PDA) - a handheld device that combines computing, telephone/fax, and networking features; functions as a cell phone, Internet device, handheld computer

Point-to-point - a direct link between two objects in a network; a connection established between two specific locations

Private branch exchange (PBX) - a private telephone switch system used by organizations to handle multiple telephone lines

Public Switched Telephone Network (PSTN) - refers to the international telephone system based on copper wires carrying analog voice data

Quality of service (QoS) - protects against network security threats when used in applications such as Control Plane Policing; predominantly supported in high-performance, hardware-based implementations

Radio Frequency Identification (RFID) - a method of identification in which a reader communicates with a tag, which holds digital information in a microchip; unlike barcodes, which must be scanned to be read, RFID tags can be read when they are within proximity of a transmitted radio signal

Records Management System (RMS) - the system and organizational function of managing records to meet operational business needs and accountability requirements

Reference architecture - a reference model that is mapped onto software and hardware elements that implements the functionality defined in a reference model

Remote access - the ability to log onto a network from a distant location and participate in the enterprise as if connected to the LAN

Remote-access VPN - a secure, remote-access solution that connects mobile workers, telecommuters, and partners using virtual connections that securely traverse the public Internet

Rich-media conferencing - includes voice conferencing, Web conferencing, and video conferencing; Cisco MeetingPlace® integrates voice, Web, video, and IM capabilities

Scalability - the capability and flexibility of an application to meet growth requirements of an organization; the capability to increase or decrease size or capability in cost-effective increments with minimal impact on the unit cost of business and the procurement of additional service

Site-to-site VPN - an alternative WAN infrastructure used to connect branch offices, home offices, or business partners’ sites to all or portions of a company’s network

Situational awareness - the use of technology to sense and convey information about an environment within which the user is operating

Storage Area Networking (SAN) infrastructure - a networking system that manages and serves large-scale, distributed data storage capabilities

Systems-level resilience - includes mechanisms to lower the mean time to repair due to switch processor, line card, and software component failures; increases end-to-end network uptime for applications

Time-division multiplexing (TDM) - a type of multiplexing that combines data streams by assigning each stream a different time slot in a set; repeatedly transmits a fixed sequence of time slots over a single transmission channel

Transparent recovery - a computer operation to recover lost data that does not require user intervention

Web collaboration - provides an organization with the capability to use the Internet for a common view of information (usually sharing applications or application data)

Web conferencing - enables two or more logged-in users to set up a typed, real-time, online conversation across the World Wide Web; used to hold group meetings or live presentations over the Internet
