Christmas CHRISTMAS was celebrated a little differently ‘back in the day’. As well as a traditional Christmas dinner, we had the very best in entertainment and, for many years, Neville Bell was the bearded one, handing out chockies and lollies in exchange for a kiss, mostly - but not always - from the ladies. The past 10 years may be de-fined as the decade forchange. The change, concern-

ing the loss of single-gender events,(originating in the latter half of theprevious decade) adversely impactedmany bowlers - particularly some ofthe ladies. The general unhappinesswith this change is still felt in manyclubs.The decision in 2009 to unify the oldRoyal Victorian Bowls Association andthe Victorian Ladies Bowls Associationinto one organisation called Bowls Vic-toria represented a great change in theorganisation of bowls in Victoria. (In-cidentally, the RVBA was the firstladies’ bowls association formed in theworld). The main benefits offered at thetime for unification were the making ofa more efficient organisation throughthe elimination of duplication in ad-ministration of bowls in Victoria, costsavings, improved governance and bet-ter marketing through a unified ap-proach to governments and otherparties.While the actual merging of both as-sociations was achieved in a rela-tively smooth fashion, the loss of pastcustoms and practice adversely im-pacted on many bowlers, particularlylady members. In our club, the ladymembers were at the forefront of so-cial activities, including the stagingof bowls tournaments. The regularyearly events were the Ladies’Triples, Fours, Gala Day and the in-traclub Ruby Jenner tournaments,which is a ladies drawn event.Unfor-tunately, in many cases, time has nothas not reduced such impact. TheMen’s section traditionally ran thePresident’s Day tournament. Withunification, the responsibility for thestaging of tournaments was assignedto the Bowls Committee, Commit-tees, and the Ladies’ Days were lost.During the decade, significantchange occurred in the physical na-ture of the club in terms of its ameni-ties. Early in 2008, a formal

PowerPoint presentation was made toa full sitting of the City of Caseycouncillorss for $150,000 to be setaside to extend our clubrooms and,by doing so, put a front on the build-ing. (When the clubrooms were firstconstructed, the building frontagefaced the greens. The back was atreed area that doubled as a car park,and was accessed only from PrincesHighway by a road that terminatednear the entry of the existing car park.There was no road access from NarreWarren North Road. As time passed,the area known as ‘the back of theclub’ changed in a major way. Treeswere lost, the car park was graded,and the shopping centre grew enor-mously. The original back of the

club, once hidden by trees, becameclearly visible and, in the new envi-ronment, looked akin to an aban-doned railway shed). The appropriateamount of funds was duly set asidefor the club-room upgrade.An interesting Minute from the clubcommittee meeting of 8 October 2008,wherein it is stated that ‘because thereare too few ladies to prepare sand-wiches, cheese, biscuits and fruit cakeis now the fare’. There was a commentthat several guest players have com-plained about the new practice.Year 2009 was a busy time. In thatyear, a new top was put on Green B,and tifdwarf was sown in lieu of bentgrass. Also installed that year was aconcrete path between both greens,and new seating was installed. In late2009, the clubrooms were upgraded,with a new entry, office and meetingroom added to the initial building.The car park was sealed at the sametime. In additin to these 2009 im-provements, lighting was installed

over both greens, and this gave theclub the opportunity to extend theutility of its greens. In 2011, Green Awas converted to a synthetic surface,and this gave the club year-roundplaying capability. Also in 2011, aconcrete path was installed aroundthe synthetic green. New sun-shadeswere installed between both greens,and this was followed a couple ofyears later with new shades on theeast side of both greens. Concreteslabs were installed in conjunctionwith the east-side shades.Less expensive assets acquired dur-ing the decade include two top-endlawn mowers, rink scoreboards, andgood quality office equipment (it’shard to imagine we did not have acomputer just 10 years ago, and in-ternet only three years ago). New ta-bles and chairs, two TV screens,modern sound system, a defibrillator,additional refrigerators and an up-market gazebo and associated out-door cooking facilities.In 2009, the club newsletter, KittyWhispers, commenced publication inits current form. Previous newsletterswere brief in content, and spasmodi-cally produced by various anony-mous editors. Introduced by pastmember Gordon Moxey as a leaflet,it evolved into its current form withMicki Horton firstly doing layout,then becoming editor. Arrangementswere made for the printing of thenewsletter to be done at MP LukeDonnellan’s office – an arrangementthat continues to this day. Early in the decade, great excitementwas created on the green. In season2007/8 the ladies’ side in A2 Sectionfinished on top of its section for thefirst time in the history of the club.(In those days there were four teamsto a side). They then marchedthrough a gruelling competition tofinish up in the final of the post-sec-tional competition. They lost the finalto a better side on the day – one thatfielded no less than seven men of a

higher grade. Of significance on theday of the final was that the side wassupported by more than 20 per centof the club membership. It is recalledthat a real sense of ‘family’ existedwithin the club at the time.In the summer season of 2008-9, theclub was proud of itself because thechance it took in sinking a bore tofind water had paid off, and the threatof having to close because of lack ofwater had passed. At the time, Victo-ria was experiencing severe droughtconditions, and water restrictionswere such as to make it virtually im-possible to keep grass greens alive.Records show that the allowable useof reticulated water was the use ofsprinklers between the hours of 6amand 8am on Sundays and Wednes-days, and hand-held hoses betweenthe same hours on Mondays and Fri-days. The club was aware that a nat-ural spring once evident on the clubside of the existing road crossing toWestfield Shopping Centre. In fact,local water carters often filled theirtanks from the spring. Tests organ-ised by the club established that theaquifer still existed, and a modestamount of potable water was proba-bly available.With the appropriate approvals fromthe relevant water authority, a borewas installed at cost to the club of ap-proximately $20,000. The club couldhave obtained a 50 per cent contribu-tion from the City of Casey; howeverit was aware that if it did, it wouldhave to share the available water withboth the tennis and cricket clubs. Theclub considered its options at thetime, with the knowledge that theGovernment was planning to intro-duce Level 4 water restrictions –meaning no reticulated water couldthen be used by bowling and likeclubs. So the options were few – sinka bore or close down.The bore was a success, and potablewater became available. In themonths that followed the installationof the bore, we were able to boast of

having greens the best, or equal to thebest, in the district.Unfortunately, the drought continuedand water tables were reduced to un-recorded levels. The unthinkable hap-pened: the water in the aquiferdwindled and turned sour, and thebore water started to kill the grassgreens. The club had made the bestdecision on the bore with the facts ithad available at the time. Fortunatelythe $20,000 was not totally lost.Later, when seeking a council grantto enhance the club facilities, andhave the car park sealed, Councillorsviewed the club as being ‘enterpris-ing’ and not always dependent onCouncil funds. It made a difference;

however, the difference could not bequantified.On 5 June 2009, a thief(s) entered theclubhouse, including the bar area. Aconsiderable sum of money (esti-mated at $600) and a slab of beerwere taken from the bar. The localpolice visited the site, and were furi-ous with the club because, in theiropinion, club security was poor. Thepolice wanted to know how it waspossible for a thief to have both frontdoor and bar keys and know the se-curity alarm code. They demandedthat action be taken to bring the club-house security up to acceptable stan-dards. As a consequence, the clubinvested in a controlled key system.It also changed the locks to the bar,installed the roller shutter, additional

external lighting and changed the se-curity alarm code.An unusual event occurred at Open-ing Day 2009 in that a total of sixSuper Veteran Badges were pre-sented. Recipients on the day were:Stan Birkett, Keith Blencowe,Arthur Fitt, Ken Harrison, CliffHeath, John Schwennesen andJack Scanlan. Only Stan and Arthurare still involved with the club.

Changes

One of the most significant changesthat have over the past decade is themanner in which the club funds itself.Ten years ago, funds were raisedthrough membership and green fees,bar sales, raffles and social eventssuch as cabaret nights, club dinners,Cup Eve and Christmas parties, tripsto the pokies and Bunnings sausagesizzles. Except for the Bunningsevent, and some income from the barand green fees, the money raisedcame from the pockets of members.Improvements such as the extensionto the clubhouse, lighting of thegreens, installation of a syntheticgreen and, more recently, the erectionof the gazebo have provided the clubwith the opportunity to hire out ourfacilities for barefoot bowling, corpo-rate bowling events, indoor partiesand commercial activities. The resultof the growth of these activities at theclub, together with a growth in spon-sorships, is that a significant portionof income now comes from the pock-ets of people outside the club.Changes in the community have alsobrought about changes in the clubover the past decade. While clubmembership within Australia is cur-rently in decline, participation in thegame of lawn bowls is booming.Playing barefoot bowls has become‘flavour of the month’. It is currentlycommonly referred to as the sociali-sation of bowls. Our club has pro-moted barefoot bowls with successsince obtaining a synthetic green, andwill continue to provide for both the

traditional and barefoot bowlingneeds within the community.The final year of the decade saw theloss of the club’s prized syntheticgreen. Late in December 2016, aburst of very heavy rain caused thegreen to flood and severely damageits sand foundation. It was dulydeemed beyond repair. Fortunately,the event was covered by Council in-surance, and a contract let for the in-stallation of a replacement is inprogress. On this occasion, a needle-point carpet surface is being installed- which is not so susceptible to dam-age from inundation.One of the highlights of the final year ofthe decade was our inclusion by BowlsVictoria as a Lighthouse Club member.We are the 18th club in the state, out ofmore than 520 members, to be recog-nised and honoured in this way.Also in the final year of the decade,the club has been fortunate to securea number of separate grants. Theseinclude:

Grantst a grant to have a number of mem-

bers to complete a coaches’course;

t to purchase size 0 and 00 bowls andtwo junior Jack Attack sets to assistin a primary schools’ development;

t to purchase two bowling arms andtraining aids to assist coaches intheir work;

t to finance the removal of haz-ardous water up-stands and tomodify water reticulation in otherareas of the club;

t to finance the installation of aconcrete path around Green B;

t to finance the installation of sun-blinds on the new gazebo;

t to finance the upgrade of the clubsecurity alarm system;

t to finance the decommissioningof the water bore;

t to finance for the concreting ofthe alfresco area, and installationof an associated storage shed.

Some of these projects have not yetcommenced.The success of the club over the pastdecade, in all of its area of opera-tions, could not have occurred with-out the efforts of its members and thesupport it has received from outsidethe club. Club sponsorship has beengreat over the period, and the clubtruly hopes our sponsors have gotvalue for their support. We have ben-efited in a significant way from ini-tiatives at both Federal and Statelevels of Government, and it is hopedtheir recognition of the value ofsporting clubs in building better com-munities continues in the future.The level of support during the pe-riod received from the City of Caseyhas been outstanding. They havebeen a leader in local government ad-ministration for many years, and it is

recalled it was the first municipalityto employ staff dedicated to the de-velopment of sporting clubs withinits community. The reader wouldhave noted earlier that our first pres-ident, Bob Roff, and his wife, Noelle,were recently interviewed regardingthe formation of the club. After de-tailing the events of the time, and theerection of the clubhouse and greens,Bob said, “Of course, none of thiswould have happened without thewonderful support we got from theCouncil.” So, in stating our appreci-ation for the support received fromthe City of Berwick/City of Casey,such appreciation is given for thetotal history of the club.For editorial convenience (to pre-pare for printing) the cut-off pointfor the end of the third decade is sixweeks in advance of the real end ofthe period. Two meetings of consid-erable importance are to be held soonafter the selected date. One is a plan-ning meeting with a member(s) of theFederal, State and Local Governmentand another with club members con-cerning the way the club is financed.The results of both meetings couldbring about considerable change inthe way the club operates in the fu-ture. The outcome of the above meet-ing(s) and the anticipated results ofthese meetings will be covered in‘The Next Decade ....' of thispublication.

In 2010/11, Division 8 made it to the finals.The 2011/12 pennant season was very

successful, with three sides fielded and allthree finishing in the top four. Division 5 wentthrough to win its semi-final, but lost the final

- and the flag.In the 2012/13 season, our Tuesday

Indoor BowlsAthough nowadays mostly considered the poorrelation of bowls, indoor carpet bowls was a big

mainstay of the club almost since its inception, andprovided us with quite substantial revenue over the

winter months.This started to dwindle once we opened the greensyear round, but for those who play this gentler|

version of bowls, you can’t beat it.Ian Adcock was its biggest fan and, for many years,he ran this area with a rod of iron. He knew therules; he knew the players and their strengths andweaknesses; and he knew how to put it all together.We may not have the numbers of past glory days, butour players get into the pennant finals year afteryear. We usually manage to get into the VIBBA

South Group championships and, while not alwayssuccessful at Sunshine (where the finals are played),we put up a good fight, with the Fours being our

most successful entry.

The Next Decade ...

Ihave been InvIted to write about the future of

narre Warren bowls Club as we celebrate

our 30th anniversary.

It is an honour and privilege to be in the positon

of President of this great club at this time and have

such a capable and dedicated board supporting me

and guiding our club into the future.

the past 15 months have seen many changes

for the better in our club, and we are deter-

mined to maintain this momentum for the fore-

seeable future.

Our vision for the future is ambitious, but very

much achievable, and all board members are

fully committed to the challenging

agenda we have set.

I would invite you to close your

eyes and imagine walking into

the club in three years’ time

when the first thing you would

see is the clubrooms fully

renovated, with new kitchen,

meeting rooms, bar, storage

areas and up-to-date disabled-

accessible toilets. You then walk out

the rear doors under the new awning to

where two new state-of-the art synthetic

greens are located under a full roof which

provides year-round protection from the el-

ements for both greens. turn to the right

and you find our existing barbecue area,

which has now become a modern al-fresco

area with its own roof cover (as part of the

main roof over both greens). this area will

include new storage facilities for much of

the furniture and equipment needed to bowl

with or hold outdoor functions.

When you look around the banks of both greens

you will find all the existing grass has been re-

placed with concrete around the greens, and syn-

thetic grass as a maintenance-free border

between the greens and the boundary

hedges. all the existing outdoor seats will be

replaced with new functional seating in keep-

ing with the modern arena in which they will

be located. the outside will be lit with the

latest Led lighting which can illuminate the

rinks and all the whole area efficiently and

economically.

the whole club precinct and roof structure will

complement the adjoining bunjil Place with its

futuristic design and roofline.

Looking even further ahead we will see the in-

stallation of a third green to handle the

extra capacity needed with all the new

members who will be attracted to

joining this progressive and

proactive club.

the club will become a regular

venue for bowls championships

and playoffs due to its all-weather

features. It will also become a

My vision for the next decade of our club is for

strong membership growth, strong on-green

performances and a state-of-the-art venue for

bowls and all sections of the community to use

and enjoy whilst still maintaining the values

upon which this club has been built over the

past 30 years.
