. The average daily number of officers and prisoners in the gaol in 18'i4 was 451, the average for the previous ten years bemg 388. 1'he'll~mber of eas~s of siekne,s was 2,132, being less than dUl'ing the preceding year by 77 per cent. on the inmates, and greater by 10 ,pCI' cent. than the ave"age of the ten pl'evious rears, The mortality was greater than usual, being 1'1 per cent. greater than' 1873, and 4 per cent. greater than the average for the ten pl'evious years.

All the serious sickness and all the mortality was owing to causes independent of the gaol, many cases of chronic and some of incurable disease having been sent to the gaol in the ahsence of room in the puhlic hospitals, benevolent asylnms, &c, These persons were mostly of the ct'iminal class, but several of them had committ<ld no crime, lind were sent to gaol to preserve them fr.om d~sti~ution. The disease of ~ellsles was impo~ted into the gaol in n~ost, if not in all of the cases, but by prompt and clt!'efullsolat~on.1t was preve~te.d spreadml[5 to r,he other mm1\te~ of the, esta?h"hment. 'rhe abuse?f alcoholili liquors was, as usual, the prlnclpal source of dIsease', one m every ,five cases of SIckness resulting from drunkenness dti'cctly; and many others as u~~~~=~~~ ,

CLASS I.-ZnloTlO DISEASES.

Order I.-Miasmatic Diseases. . These diseases were less numerous than during the preceding year;' measles were more numerous and s~vere, two deaths m ·very sickly children resulting from the disease, Cynanche, influenza, and whooping.cough were less prevalent. Diseases of the Q?wels were abo~t as numerous as 'in the preceding year, but less fatal, the' case {If dysentery occurring in a man who was suff"rmg from the disea~e when he came into gaol, and, who succumbed after an illness of 24 days. The death from'diarrhrea occurred in a half-starved child of three months old.

Order 2,-Enthetic Diseases. These diseases were slightly less numerous than in the previous year, and in most cases easily 'amen~b.le to treatment,.

Venereal disease is manifestlJ' less prevalent in this colony than in Europe.

Ot'der S.-Dietic Diseases. Three hundred and eighty-fou,· cases of diseas~ directly caused' by drink is a sad comment on our morality. These.people

are hrought irito the gaol;treated with all the 'care lind appliances of modern science,their worthless lives saved, and themselves, after a few days comfortahle 80journ in t.he ,gaol hospital, dischlll'ged only ~o repeat, their offeuce, In several cases of; persons remanded for medical inquiry, suffering [I'om delirium tremens, I have certified to their lives being endangered by constant dl'inking, and the mllgistmtes have sentenced them toa longer term of imprisonment, of~en :-vith great benefit,~o the.persons so sentenced; but when merely sent to gaol for drullkenness for a few days they al'c not brought before the benches again,and they go £t'ee; if they were sentenced to hard labor till the results of theit: toil paid the cost orthe care taken abou~. them, it. would tend to check drunkeuness materially, " ., ,'. l

. Order 4.-Parasitic 'Diseases.

The diseases of this order were less numerous than usual, qnly a half of what OCCUlTed during the previo~s year, itch being the principal. ' "

CLASS II,-CONSTlTU'l'lOXAL DISEASES,

Order I.-Diathetic Diseases:

. ~hese diseases were by no means numerous, but the mortality in proportion was considerable. A case of cancer in the neck i)l a'poor fellow 57 years old, who was sent to the gaol for!,o crime, but

l merely to pl:ovide for him; he lingered ,66 days

before his death. 'I'he ease of cancrum oris occurred in a child nearly 2 'years old, after 29 days' illness'.

Order 2.-Tubercular Diseases, . Ther~ were three cases of phthisis in this ordei'; onc in a woman of 67, years ended fatally. the other two, in young men,

were recovering under treatment. . CLASS III.-LoOAL DISEASES.

, Order I.-Diseases of tlte Nervous ,System, ' .. 'These diseases were very numerous, very serious, and attended with unumal mortality: The case of dementia occurred

in II man 75 years old, lind ended fatally after 25 dnys in hospital. The four fatal cases of apoplexy were as follows:-qne, a man 6i, years old, was llnde!' trC<1tmcnt for dian'ham for 12 day~, whet~ it suddenly terminated in serous apoplexy, the liver and lungs being also diseaRed; the second in a man aged, 40. who was admitted with comatose symptoms, from whieh he died the next day, the skull being fractnred, lind" large clot of blood 011 the hrain; ,the third in'a llIall aged 42, who was a(lmitted with a wound On t.he head, and died the same day with blood effused in the brain, but no fmoture of the bones j the fourth in a man who was admitted at half-past twelve o'clock, nnd died in an hour and half afterwards, the cavities of the ,brain being filled with fluid. Of the three fatal cases of congestion of the brain. one occurred in the celehrated !Haher, the claimant to the Buckley estates, he was"parnlysed all the time he was in gaol-83 days-and dicd ILf~er a short illness, the bl'ain being diseased; the second occurred in a man aged 48, who WaS admitted H days previously as an imbecile lunatic; the third occurred in a lUall aged '53, who was admitted with 'hrain symptoms, and died in 3 days, Everyone of the above seven eases werc the result directly or indirectly of drink.

Order 3.-Diseases of tlte R~spiTator,l/ System. Lung diseases were somewhat less nUJ'ncl'OUS than usual, hut atten'dod \vith more mortality, One case of fatal disease of

the lungs was admitted on the 30th May, and died in two days from pneumonia; the other was first attacked by rheumatism for five days, and afterwards by pneumonia, which killed him; he was found to be also afflicted with extensive softening of the brain, whieh doubtless had some'share in producing the ffttal issue. '

Order 4,-Disea.~es of the Digestive Organs. T~ese were, as usual, very numerous, but of little, importance, and mostly caused by food or drink.

Order 5.-Diseases of the Urina1'Y Organs. These were not lIumerous, the death from urremia'l'esulting from diseased kidneys.

. Order 7.-lJiseases of tlte Locomotive System. , The principal of these diseases was arthritis, acute inflammation of the joints, mostly in gouty' and' rheumatic 'subjects j

they were very amenable to the treatment adopted, only occupying an avera!!,? of eleven.days for their cure, ", .. , '

Order $,-Diseases of the Integl!m~n'tar,l/ System. These diseases were as numerous as usual, occupying a considerable dme in their cure, but possessing no 'features of

interest. The dry atmosphere of the colony, and the large amount of animal food consumed, tends, in my opinion, greatly to cause these diseases, ;

CLASS IV,-DEVELOPMENTAL DISEASES,

Order S.-Diseases of Old People. One fatal case of debility Occurred in a man 78 years old.

Order 4.-lJiseases of Nutrition, .... ~ ... One C,lse of marasmus in a child four months old, who was wnsted to a shadow on admission, terminated fatally in ',7' days.

REMARKS. DUling the last year there was not one case of inTe'ctioue illness among the prisoners in the Stockade. Outside the walls

cases of scarlatina; diphtheria, a.nd measles were numerous. Owing to strict clea.nlines and proper observance of sanitary laws, the prisoners have completely escaped those visitations.

There were two cases of insanity scnt to Yarra Bend Asylum. No cases of attempted suicide. Accidcpts were all slight .. ClIseK of illness were not so numerGUS aff usual, but many of those ca~es were of C:Ktreme severity. There were two deaths:-Otle man WIiS found dead in his cell from redema of the lungs, the other death 'was from

pulmonary consumption.

Immediately.out.side the walls of' the reformatory, searlatinll, diphtheria .of' the ·mosi. virulent kind. causing many deaths i measles, hundreds of cases, have all been in existence during 1874. Inside the walls, strict cleanliness has been the law of the place-cleanliness hoth of I he person, .of the dormitories, of the beds and bed clothes. 'fhe sewerage is good; the air is pure and f,'ce from pollution; the water and food are wholesome. As a direct conse­quence of this state of things, the health of the boys has been everything that could be wisheu for or expected. 'l'he contrast with the outside is most stl'iking. Outside, fiLth is prevalent, polluting the air, and, as a direct consequent thereof, cases of illness have been numerous, severe, fatal. Cleanliness and f1lth, hcalth and disease, have never been placed in more striking or closer contrast.

The average daily number of officers and prisoners on board the Sacramento in 1874 is nearly the sallie as ill 1873, viz., 125. The number of cases of sickness i~, however, less, viz., 283.

The same similarity in the character of the sickness still exists.

There has been one death. On July 27th the man showed slight symptoms of cerebral congestion; on 29th, whilst stooping, he fell forward, and almost immediatelY died. A pOtit mortem 8howed the cause of death to have been rupture of the occipital artery, doubtless accelerated by a general softening of the brain, which was found to exist.

}i'our deaths occurred in the school during 1874. One from accidental drowning while bathing; another from tabes mesenterica; a third from tubercular meningitis; and oue from choking while taking food; in this last case there was a.!110 advanced disease of oue or two of the dorsal vertebl'!e.

The cases of conjunctivitis occurred chiefly towards the eud of the year.

A large number of scalp cases, mostly ringworm, were treated extel'Dal to the hospital and skin disease ward. These are Dot included in the above returns.

A considerable increase on last year's sickness is shown in my retmn for 1874. During the first half of the year there was, if anything. rather less than the usual aVHage; Imt ahout . .July, on the breaking up of the Melbourne Barrack School, the children, both sick and well, were sent here. 'fhe amount of sickness has been about the same as during the preceding year. There were twenty-three eases of catarrhal ophthalmia, as compared to only one in 1873. This disease occurred chiefly amongst the boys Bont here from another school; its extension was prevented by the usual precautions being adopted. There were fifteen cases of scarlatina, all of which recovered perfectly.

There were four deaths. One from 'peritonitis, of a half·cast girl who came from the District Hospital with ulceration of the bowels, consequent upon a long attack of typhoid fever.

One, an infant, from infantile gastric fever, who, on admission from another school, was in an extremely emaciated condition, and suffering from dysenteric diarrhcea.

Two from phthisis; one or whom, a girl, was attacked with pleum·pneumonia eight months before her death, and being of a highly strumous diathesis, tubercular disease of thc lungs, with large vomiclll, supervened.

The other case was that of II Chinese half-caste girl, who, on admission, was suffering from tuberculal' disease of both lungs, with vomicro, and was extremely emaciated; she died one month after admission,

. , The case of erysipelas that died was caused by opening an abscess of the hand at a time when that complaint was rife in this district. ' •

. Three out of the four c~ses of parturition songht the shelter of the gaol through the police court during that anxious period. I think the benches should be instructed not to dispose of these cases in this mauner when there is a local hospital where they can be relieved.
