A Message from the President
This Council is made up of a wealth of
individuals that have accomplished many
wonderful things and will continue to
always be a source of energy, enthusiasm,
and most of all a group of people who when
they put their minds and energy together
can move mountains! Whether we are just
one person or a group of people working on
a project, we have a huge impact as a
Council!
It seems very popular to come up with initials to set a particular theme, I
have decided on LAUGH! We all have forged our friendships because of our
Love of gardening. We also have an Awareness of how to be a better
consumer and protector of our environment by practicing sustainability
habits in our everyday lives. We certainly have an Understanding of
working together. We have proven this through all our club projects and
also the coming together of our Council Projects. Council membership
provides us with a Great opportunity to develop new friendships we might
never have had a chance to form. It brings a very diverse group of people
together from all different areas with a common goal. Finally, Council
membership shows a great Heart for community endeavors, none as
important as our continuing President’s Project at PACE Academy!
I want to again Thank you for the opportunity to serve as your president
for the next two years. It is indeed an honor and privilege. The next two
years will be a continuation of projects previous started, that is why I chose
the theme of “Staying The Course”

COUNCIL OBJECTIVES Since 1947, the objectives of this Council have been to promote knowledge and love of gardening, to aid in the
protection of native plants and birds, to encourage civic beautification and safety of SC highways, to support
conservation work and to unite the Garden Clubs of the Greater Charleston area.
CONTINUING COUNCIL PROJECTS
ARBOR DAY: Help member clubs plan and participate in celebrating Arbor Day.
FLOWER SHOWS: In October and November of each year, the Council of Garden Clubs of Greater Charleston holds
two standard flower shows at the Exchange Park in Ladson, SC. These Shows are staged back to back during the Coastal
Carolina Fair and are enjoyed by many people. Members from each Garden Club will participate in the shows. Trish Bender,
Chairman; Linda Smith/Scottie Yensen, Co-Chairmen.
HOSPITAL WREATHS, SMALL CHRISTMAS TREES & SMALL STUFFED ANIMALS: Each
November/December Garden Clubs in this Council make/craft and donate at least three Christmas wreaths, small decorated
trees and small stuffed animals for patients at the Veterans Hospital and the Medical University Hospital in the Charleston
area. It gives this Council great joy to participate in this project that began in 1956, by sharing with the hospital patients and
staff. The wreaths, trees and stuffed animals are dropped off in November/December, to Joyce Murphy, a member, which
hosts a drop-in with light refreshments. The items are then picked up by the hospitals. The staff and patients enjoy this
project tremendously. Carolyn King, Chairman.
CAMP WILDWOOD: Council provides two full scholarship to Camp Wildwood each year for Grades 10 – 12 and
encourages each Council Club to do the same. Caroline Farrar, Chairman.
FLOWER SHOW SCHOOLS/LECTURES: The Council has presented a series of Flower Show Schools or
lectures for a number of years. Locations and dates are listed in the calendar of events. Martha LeHane, as chairman, will
monitor the availability of books in keeping with Flower Show Schools, gardening and other National objectives.
GARDEN THERAPY: To encourage individual clubs to adopt a local Garden Therapy Project. Garden Clubs were
provided with free copies of the Garden Therapy Handbook to help them in being successful with this project.
HISTORIC PRESERVATION: In September of 2003, this Council adopted Grove Plantation, circa 1828, as a
major historic preservation project. We have planted live oak trees to replace others that had been lost over time. This
Council has created a circa 1830’s garden using historical plant material. An outdoor classroom has been established for
programs, lectures and enjoying the beauty of the surroundings. We continue to support this project by encouraging our
clubs to donate monies to help in the upkeep of this historic site. Rue Lucas, Chairman.
WORKSHOPS: This Council will continue with workshops on topics to stimulate awareness of Garden Club
Activities and Agenda. Workshops will be held just prior to the September and January General Membership Meeting.
There will be no workshop at the April Awards Meeting.
GENERAL MEMBERSHIP COUNCIL MEETINGS: This Council will encourage better attendance of
garden club members at our Council meetings. In doing so, clubs and members alike will be more aware and have a better
understanding of what’s happening, not only in Council, but also, District, State, South Atlantic Region, and National.
PARK CIRCLE RECREATION DEPARTMENT: This Council will maintain the attractive fireplace mantel
that is located in the entrance hall of our meeting facility. The mantel will be decorated with seasonal arrangements,
greenery, fresh flowers or other seasonal items. Michael Pound, Chairman.

PATTISON ACADEMY FOR COMPREHENSIVE EDUCATION (PACE): Council will continue
maintaining the current outdoor classroom that is wheelchair accessible and provides access to raised growing beds of
flowers, herbs and vegetables. It will also maintain the sensory boxes already built that contain sand, and potted herbs. Ellen

WEBSITE EDUCATION CENTER: The Council will continue working with GCSC to maintain online education
services and information.
NEW COUNCIL PROJECTS
PATTISON ACADEMY FOR COMPREHENSIVE EDUCATION
(PACE): Council’s next big community project is to continue begin the design and building
of a covered outdoor schoolyard garden. This garden will include wheelchair accessible raised
growing beds of flowers, herbs and vegetables for the school. This will serve as a independent
living skills teaching facility for these special needs students. It will also feature the latest in
GREEN energy systems, solar power, water recapture, recycled materials, native plants and
organic/biointensive methods. This project is estimated to take six years to reach completion.

Awards are presented at the April Council meeting. The deadline to apply is April 1. All applications
must be placed in an appropriate book of evidence and mailed to Council Awards Chairman: Carolyn
King, 1332 N. Edgewater Drive, Charleston, SC 29407. Email: [email protected]. Some awards
will be based on club size. State rules will apply.
1. THE DISTINGUISHED GARDEN CLUB AWARD
A Hall of Fame for the Council of Garden Clubs of Greater Charleston.
(A) Two (2) persons may be selected annually for presentation of a service award. They will be
presented with a certificate, silver tray and be recognized at the April meeting.
(B) Eligibility criteria: Garden Club members past or present, who have actively participated in
Council and local garden club work for ten or more years, also include community involvement.
(C) Nominations should be accompanied by a detailed report of the nominee’s qualifications. They
may be hand-written or typed and must be received no later than April 1st. Copies of service award
applications should be kept in a permanent file.
2. CLUB PROGRAM AWARD
To a Garden Club for an original program written by a Garden Club member and presented to a club
for their program. Material must be in a form suitable to be used as a club program. This material
and any visual aids used become the property of the Council of Garden Clubs of Greater Charleston.

GUIDELINES FOR HOSTING COUNCIL MEETINGS
THE HOSTESS CLUB SHOULD BE AT PARK CIRCLE NOT LATER THAN 8:00 AM ON
THE DAY OF THE GENERAL MEETING TO MAKE THE COFFEE AND SET UP THE
FOOD. Three tables will be near the kitchen for the food and coffee. The kitchen is available for our
use, but the hostess club must furnish everything that will be needed including coffee pots, extension
cords, tablecloths, pitchers for juice and water, ice, serving trays, paper products, sugar, sweet ‘n low,
and cream for the coffee. Council has purchased two coffee pots that are located in the storage closet
upstairs in the office.
It is best not to plan food items that need to be heated because the pilot light for the stove has to be
turned on ahead of time by building maintenance. A centerpiece for the refreshment table is always
appreciated.
Remember to leave the kitchen and serving areas clean, as we are the guests of the City of North
Charleston and Park Circle Recreation Department.
If any chairman or club needs a table for display purposes, contact the 2nd
Vice President by the first of
the month so you will be included in the number of extra tables needed. The total number of tables
needed for set-up has to be reported 3 weeks prior to the meeting.

COUNCIL OF GARDEN CLUBS OF GREATER CHARLESTON
BYLAWS Charleston, South Carolina
Article I - Name
The name of this organization shall be the “Council of Garden Clubs of Greater Charleston.”
Article II - Object
The objective of this Council shall be to promote knowledge and love of gardening, to aid in the
protection of native plants and birds, to encourage civic beautification and safety of SC highways, to
support conservation work and to unite the Garden Clubs of the Greater Charleston area.
Article III - Officers
Section A.
The elected officers of this Council shall be President, First Vice President, Second Vice President,
Recording Secretary, and Treasurer. The appointed officers shall be Corresponding Secretary,
Parliamentarian, Historian and Chaplain. The Immediate Former President shall serve as Advisor.
Officers shall be elected at the January meeting in the odd calendar years, and serve a term of two (2)
years. No elected officer, except the Treasurer, may serve in the same capacity for more than one term,
but may be re-elected after a lapse of one term.
Section B.
Officers elected at the January meeting and those appointed by the Incoming President shall be installed
at the close of the annual meeting in April and assume office immediately.
Section C.
No President of a Garden Club may serve as President of Council while in office, but may serve in any
other capacity.
Section D.
In the event the office of President shall become vacant, the First Vice President shall serve the
remainder of the unexpired term.
Article IV - Membership
Section A.
Clubs must be proposed by a member club and endorsed by two (2) additional clubs. Application shall
be made in writing to the Second Vice President of Council and submitted to the Executive Board for
acceptance.
Article V - Elections
Section A. - Nominations
The President shall appoint a Nominating Committee of three (3) members in September of even
numbered years to present a proposed slate of officers to be voted on at the January meeting. The
Nominating Committee shall extend to the Incoming President the privilege of selecting the
Corresponding Secretary, Chaplain, Historian and Parliamentarian. Nominations may be made from the
floor. When two (2) or more names are proposed for one office, voting shall be by ballot, a majority
vote being necessary for election. If there are no nominations from the floor, election shall be by
acclamation.

Article B. - Vacancy
The vacancy of any office other than the President shall be filled by action of the Executive Board.
Section C. - Voting
For purpose of voting at Council Meetings, member clubs of this Council shall be represented by the
President, the Immediate Former President and a Delegate for each twenty-five (25) members up to one
hundred (100) to be appointed by the President of the club. In new clubs with no Past President, two (2)
Delegates may be appointed. In addition, each club is entitled to have one (1) Official Alternate. All
garden club members are welcome to Council meetings.
Article VI – Duties of Officers
Section A.
The President shall preside at all meetings, appoint all Standing Committee Chairmen and shall be ex-
officio member of any and all committees except the nominating committee. This officer shall have the
power to appoint any special committee necessary to carry on the business of Council.
Section B.
The First Vice President shall act in the absence of the President and shall serve as Chairman of the
Bylaws Committee and the Policy and Procedure Committee. This officer shall clear all dates of events
of member clubs in order to avoid conflicting dates and shall serve as Properties Chairman.
Section C.
The Second Vice President shall serve as Membership Chairman and shall be responsible for
hosts/hostesses for the three (3) Council meetings each year, as well as the location of the meetings.
Section D.
The Recording Secretary shall record minutes of all regular and executive board meetings in a
permanent form. A copy of the Treasurer’s current report and all credential records shall be attached to
the minutes. This officer shall provide copies of Council minutes to a committee appointed by the
President to approve within one (1) month after said meeting. With committee approval, copies will be
available at the following Council Meeting.
Section E.
The Corresponding Secretary shall send out notices of meetings and conduct correspondence as
requested by the President.
Section F.
The Treasurer shall have charge of all monies of Council, make a report at each meeting, keep an
accurate record of receipts and disbursements and pay all approved bills. The Audit Committee shall
examine the books within one month of the completed term. This officer shall chair the Finance
Committee.
Section G.
The Parliamentarian shall be familiar with Robert’s Rules of Order. This officer shall attend all official
meetings, assist Member Clubs upon request regarding parliamentary procedure and serve on the
Bylaws Committee.
Section H.
The Historian shall compile and file annually with the President and the Properties Chairman an
accurate history of the accomplishments of the Council of Garden Clubs of Greater Charleston.

Section I.
The Immediate Former President shall serve in an advisory capacity.
Article VII - Finances
Section A.
The fiscal year of this Council shall be from June 1 through May 31.
Section B.
Dues shall be payable to the Treasurer after June 1 and before August 31 each year. The Treasurer shall
inform any member club whose dues are delinquent. Each club shall pay (a) ten (10) dollars
membership per club and (b) one (1) dollar per club member. Clubs joining after December 1 will be
charged one half dues.
Section C.
A budgeted amount shall be provided for use at the discretion of the President.
Section D.
A budgeted amount shall be provided for Memorial Gifts.
Section E.
The President’s name shall appear on the bank-signing card along with the Treasurer.
Section F.
1. The Audit Committee shall consist of three (3) members appointed by the Current President in April
of odd calendar years.
2. In the event of the resignation/vacancy of the Treasurer prior to the end of his/her term, an Audit
Committee, appointed by the President, shall audit the books at that time.
Section G.
Payment of any expenses will be made only upon presentation of proof of purchase.
Section H. All bills incurred during said fiscal year are required to be presented to the Treasurer by May 1
st in order
that the books may be closed for audit and the new budget be completed by May 31st.
Section I.
This Council shall not be responsible for any debts unless previously authorized by the Council or
Executive Board.
Article VIII - Meetings
Section A.
This Council shall meet in September, January and April. The President shall have the power to call any
Special Meeting he/she may deem necessary.
Section B.
The Executive Board shall meet one (1) week prior to Council meetings.
Article IX – Executive Board
The Executive Board shall consist of the Executive Committee and all Committee Chairmen. This
board shall be authorized to conduct business as arises between regular meetings.

Article X – Executive Committee
The Executive Committee shall consist of the President, First Vice President, Second Vice President,
Recording Secretary, Corresponding Secretary, Treasurer, Parliamentarian, Historian, Chaplain and the
Immediate Former President. This committee shall conduct any urgent business, which arises between
regular meetings.
Article XI - State Conventions
Section A.
The President or his/her appointed representative shall represent the Council at Garden Club of South
Carolina, Inc. functions.
Section B.
The Council shall underwrite expenses of the President or her appointed representative.
Article XII - Committees
Section A. – Standing Committees
Standing Committees are on-going committees designated by Council in order to follow the guidelines
of National Garden Clubs, Inc. and The Garden Club of South Carolina, Inc. Standing Committees shall
be Awards, Birds, Conservation, Environmental Education, Flower Show, Flower Show
School/Lectures, Garden Service, Garden Therapy, Horticulture, Legislation, Life Membership (NGC,
Inc., SAR & GCSC, Inc.), National Garden Clubs, Inc. Books/The National Gardener, Programs,
Publicity, Scrapbook, Youth.
Section B. – Special Committees
Special Committees are committees periodically appointed by the President to carry on the business of
Council and achieve project goals.
Article XIII - Duties of Standing and Special Committee Chairmen
Section A. - Chairmen of all Standing and Special Committees
1. Shall function in accordance with their respective State chairmen.
2. Shall conduct the work approved by the President and no work shall be undertaken without this
approval.
3. Shall apply for Council, District, GCSC, Inc., SAR and/or National Garden Clubs, Inc. awards
for their respective committees.
4. Shall immediately upon the expiration of their term of office, deliver to their successor all books,
records, and properties pertaining to the office.
Section B. - Finance Committee
This committee shall be composed of the President, First Vice President, Treasurer, who serves as
Chairman, Immediate Former President and one Member at Large, appointed by the President. This
committee prepares the proposed yearly budget by June 30 and presents it at September meetings for
approval.

Section C. – Bylaws Committee
This committee shall be composed of the First Vice President, who serves as Chairman, the Second Vice
President, the Parliamentarian, two (2) Former Presidents and one Member at Large appointed by the President.
This committee shall review the Bylaws annually.
Section D. – Policy & Procedure Committee
This committee shall be composed of the President, the First Vice President, who serves as Chairman,
the Second Vice President, the Immediate Former President and one (1) Member at Large appointed by
the President. This committee shall review the Policy and Procedure guidelines annually.
Section E. – Advisory Committee
This committee shall be composed of former Council Presidents and will advise the President when
needed.
Article XIV – Dissolution
In the event of the dissolution of The Council of Garden Clubs of Greater Charleston, the residual assets
will be turned over to The Garden Club of South Carolina, Inc., a 501(c)(3) organization, or if the
Garden Club of South Carolina, Inc. has been dissolved, those assets will be turned over to the state of
South Carolina for exclusive public purposes. No part of any income shall inure to the benefit of any
officer or member of this organization.
Article XV - Amendments
Section A.
The Bylaws may be amended at any regular meeting by simple majority of those present providing all
member clubs have been notified in writing one (1) month prior to voting.
Section B.
All meetings shall be conducted according to parliamentary procedure as defined in Robert’s Rules of
Order.

POLICY & PROCEDURE
COUNCIL OF GARDEN CLUBS OF GREATER CHARLESTON
1. Members of the Policy Committee shall be the President, First and Second Vice-Presidents, and the
Immediate Past President and one (1) Member at Large. The First Vice-President shall be Chairman
of the committee.
2. Procedure for adopting and revising policy: Simple majority of those present at any regular meeting
provided any recommended changes have been presented in writing to the Executive Board.
3. It is the responsibility of the First Vice President to purchase from designated funds the Out-going
President’s gift in the amount of $50.00.
4. It is the responsibility of the In-coming President to select and invite an individual to install all in-
coming officers.
5. In the event of the death of a Current President, Former President or a Current Executive
Committee Member, a donation of $25.00 shall be sent to the organization of the family’s choice,
or to an organization chosen at the discretion of the Executive Committee.
6. It shall be the responsibility of the President to appoint all Standing Committee Chairmen and any
Special Committee Chairman she deems necessary to further the objective of this Council and the
goals of National Garden Clubs, Inc. Vice Chairmen are appointed by the Committee Chairman
with the approval of the President.
7. It shall be the responsibility of the Recording Secretary to have copies of the previous Board
Meeting Minutes available for the Executive Committee at the following Council meeting.
8. The financial support of National/State projects shall be the responsibility of the individual member
clubs.
General Responsibilities of Executive Board members
9. Special Committee Chairmen are appointed at the discretion of the Council President. These
Chairmen may serve for the term of the President or may be elected as Chairmen of an “Ad hoc”
Committee.
10. Each Board Member is responsible for maintaining a file of information pertaining to their office or
committee. This file shall be provided to their successor no later than one (1) month after leaving
office. (See Bylaws – Article XIII, Section A – 4)
11. Each Board Member reporting should prepare a written report for every Board/General Meeting of
Council: one (1) copy for the President, one (1) for the Recording Secretary, one (1) for the
Historian, and one (1) for the Chairman’s files. An Officer shall have three (3) minutes to make an
oral report and a Chairman shall have two (2) minutes.

12. When available, Board Members should have copies of related materials for distribution. These
handouts should be placed on the Garden Education Center table for pick up by the membership.
13. Board Members must submit itemized accounts with receipts for expenses incurred relevant to the
work of the office or committee to the Treasurer if they wish to be reimbursed for the expenses.

14. Award applications for Council projects and programs shall be applied for by the respective
Council Officer/Chairman and reported to the Awards Chairman. See Bylaws – Article XIII,
Section A–3)
Duties of Committee Chairman (Standing & Special) (See Bylaws – Article XIII, Section A-2)
15. Awards – shall advise member clubs of all awards available to them and encourage garden clubs to
apply. This Chairman shall appoint an Awards Committee consisting of two (2) Former Council
Presidents to select winners of all Council awards.
16. Birds – shall provide information on birds and how to attract them to our yards, reporting on those
on the “Endangered Species” list. This Chairman shall provide information and the necessary
applications to certify members’ yards as “Backyard Wildlife Habitats.”
17. Blue Star – shall provide information on all Blue Star Memorials and encourage member clubs to
establish new ones as well as work closely with any member club maintaining an established Blue
Star Marker.
18. Board Hospitality – shall be responsible for the Council coffeepot/supplies and have available, at
the expense of Council, light refreshments before the Board Meeting.
19. Camp Wildwood/ Advisor – shall provide Camp Wildwood information and application forms to
membership clubs.
20. Conservation – shall stress the preservation of plant and animal species and report on those on the
“Endangered Species” list, providing member clubs with pertinent information.
21. Council Annual Luncheon – shall contact all members of the Executive Board to supply a covered
dish for this luncheon. Table services and decorations are the responsibility of this committee at
Council’s expense.
22. Credentials – shall record name and club of each person present at Council Board and General
Meetings, and report the total number present. These records shall be filed with the Recording Secretary
at the end of each meeting. (Bylaws Article VI, Sec. D)
23. Environmental Awareness – shall report to the membership concerns about the environment.
24. Flower Show – shall organize annual Council flower show/s.

25. Flower Show School/Lectures – shall organize the Flower Show School/Lectures.
26. Garden Education Center – shall monitor the availability of books for lending at the main library
in keeping with Flower Show Schools, gardening and other National Objectives and shall have a
table available at all Council Meetings for handouts of interest to member clubs.
27. Garden Service - shall act as liaison between hospitals and the Council in setting up the date to
receive and present wreaths made by member clubs.
28. Garden Therapy – shall encourage individual clubs to adopt a Garden Therapy Project.
29. Horticulture – shall make available to the member clubs seasonal horticultural information, and
shall be in charge of all Council plant exchanges.
30. Judges – shall keep a list of all judges, including student judges, for reference by member clubs.
31. Land Trust – shall encourage Member Clubs to continue to lend their financial support toward the
protection and preservation of nature’s sanctuaries.
32. Legislation – shall be responsible for providing Member Clubs information on environmental
legislation.
33. Life Membership (NGC, Inc., SAR & GCSC, Inc.) - shall be responsible for supplying membership
applications to members and encouraging the purchase of life memberships.
34. National Garden Clubs, Inc. Books/The National Gardener – shall make available to member
clubs copies of “Member Services Catalog” and subscription forms for The National Gardener.
Books on the required reading list for the current year’s Flower Show School shall be available for
purchase at the meeting prior to and during the school.
35. Photography – shall photograph all Council events to be used in the Scrapbook and for award
applications.
36. Programs – shall keep a list of speakers and suggested topics for reference by member clubs.
37. Publicity – shall give notices of all Council activities to news media.
38. Scrapbook – shall, at the discretion of the President, keep a scrapbook of pictures, news articles,
etc. related to the activities and programs of Council.
39. Communications – shall be responsible for contacting Club Presidents and Board Members as
directed by the President or his/her appointee.
40. Trees & Arbor Day – shall be responsible for all phases of the Council’s Arbor Day Celebration
and encourage member clubs to have an Arbor Day Celebration.
41. Wildflowers – shall promote planting of wildflowers by individuals and clubs.

42. World Gardening/Natural Disasters – shall be responsible for providing Member Clubs with
information on the far-reaching effects of our World Gardening/Natural Disasters projects and
promote the financial involvement of Member Clubs.
43. Yearbook – shall be responsible for compiling and duplicating information for the Council’s
yearbook at the direction of the President. A copy of this book should be mailed to the District
Director and GCSC, Inc. President by September 1.
44. Youth – shall make available to member clubs information pertaining to Youth Clubs and youth
activities.

TIPS FOR A SUCCESSFUL AWARD APPLICATION 2013-2015
A separate book of evidence is required for each award (unless it is stated that no book of
evidence is required).
When the same project is eligible for more than one award, it is not acceptable to submit
duplicate books of evidence. The text should reference the specific award requirements.
Your club or Council may apply directly for District Awards or for GCSC Awards; books of
evidence that are winners on the GCSC level are forwarded to SAR and NGC competition by the
GCSC Awards Chairman.
Be sure to observe deadlines and requirements for each particular award. Check your GCSC
Handbook for specific protocols.
Many awards, including yearbooks and club reports, are judged according to size, determined by
the number of members for whom GCSC and NGC dues are paid. Be sure to declare the proper
number of paid members to ensure you are applying for the correct award.
“Scrapbooking” books of evidence, cutting photo edges with decorative scissors, and adding
stickers and other decorations are usually considered detracting to a book of evidence. Photos
need not be matted.
Do not add extra, loose materials inserted into the pockets of the folder. All materials must be
securely attached to pages.
NOT needed: table of contents; yearbook pages as documentation; double spacing; numbered
pages.

Handbook for Flower Shows, 2007 edition. For information, contact GCSC Chairman Marsha
