CHAPTER-1 Executive Summary
1.1 M/s Prakash Industries Limited is a Public Limited Company having its
Registered Office :- 15 Km Stone, Delhi Road, Hissar-125044 (Haryana),
and Correspondence Address :- (Mining Division) A/9 Shatabdi Nagar,
Behind Songanga Colony, Seepat Road, Bilaspur-495006 (C.G.), Tel.
No.:98930-51093.
1.2 M/s. Prakash Industries Limited (PIL) is one of the fast growing business
Company dealing with mining and steel manufacturing. The PIL has a
Sponge Iron Plant of 8.0 LTPA in village Hathneora, District Janjgir-
Champa, State-Chhattisgarh.
1.3 M/s Prakash Industries Limited was granted an area of 440.75 Hect for
Prospecting License ,vide letter no.F2-152/06/12 (2), Raipur, dated
30.09.2009.for a period of 2 years (07.11.2009 to 06.11.2011) at Eklama
village, Forest Range- Sahaspur-Lohara, Kabirdham Division, Forest
Compt. no.: 207, 208 & 214, Tehsil-Bodla, District-Kabirdham,
Chhattisgarh. M/s Prakash Industries Limited already has applied for
grant of Mining Lease over an area of (274.896Ha) for a period of 30
years on 15/02/2010. The proposed project is category- A (other than
fully mechanized, OTFM) mines.
1.4 The lease area falls in survey of India toposheet No. 64 G/1 in between
Latitude: 210 53' 08.15’’ to 210 54' 20.38’’ North & Longitude: 810 03'
36.57’’ to 810 05' 05.20’’ East.
1.5 The proposed mining lease area is located near village Eklama, District -
Kabirdham, Chhattisgarh. The area under reference is located at a
distance of 15 km from Lohara Town & 40 km from District Headquarter
Kawardha. The nearest railway station is located at Rajnandgaon at a
distance of about 114 km & Durg at a distance of about 119 km
respectively. The area is well connected by a muroom & PMGSY road to
Lohara and Lohara is connected by a metalled road to Kabirdham.

1.6 The entire area is coming under Gandai Reserve Forest & there are no
any other mines / industries within 5 km radius. The lessee has no other
mining lease in the state.
1.7 This is a proposal for Environmental Clearance of a new mine for
production of 2.0 Million TPA of Iron ore, over the mining lease area of
274.896 hectares. During the mining plan period of 5 years total
production will be 7647487tonnes of iron ore. The balance 4932425
tonnes will be mining in conceptual period and it will take 3 years thus
total life of mine will be 8 years.
1.8 The water requirement of the mine has been estimated to the tune of 75
m3/day including 50 m3/day for drinking water. The industrial
requirement 25 m3/day will be made from rainwater/recycled water
collected in the mine sump and fresh water 50 m3/day for drinking water
will be made from tube well located at Eklama village outside the lease
area.
1.9 In census 2011, Kabirdham had population of 822,239 of which male
and female were 411,637 and 410,602 respectively. 89.38 % population
of Kabirdham districts lives in rural areas. Literacy rate in rural areas of
Kabirdham district is 60.02 %. Gender wise, male and female literacy
stood at 73.59 and 46.51 percent respectively.

CHAPTER-2
Introduction of the project/ Background information 2.1 Identification of Project & Project Proponent
Eklama (Kawardha) Iron Ore Mine is a new mining project for mining of
iron ore. M/s Prakash Industries Limited was granted PL over an area of
440.75 Ha for Prospecting ,vide letter no.F2-152/06/12 (2), Raipur,
dated 30.09.2009 for a period of 2 years (07.11.2009 to 06.11.2011) at
Eklama village, Forest Range Sahaspur-Lohara, Kabirdham Division,
Forest Compt. no.: 207, 208 & 214), Tehsil-Bodla, District-Kabirdham,
Chhattisgarh.
Geological & Prospecting Report submitted to Directorate of Geology and
Mining, Raipur vide letter no. PIL/BSP/MINING/Exploration/2010-
11/46, dated 16/4/2010.
After submission of GR, M/s Prakash Industries Limited applied for
grant of Mining Lease over an area of (274.896Ha) for a period of 30
years on 15/02/2010. The State of Govt of C.G recommended our ML
application to the Ministry of mines Govt of India , New Delhi vide their
letter no 5/58/2007-M.IV dt12.12.2007 for prior approval under section
5(1). The Ministry of mines , Govt of India , New Delhi forwarded PIL
application to IBM , Nagpur vide their letter no 5/27/2013- M.IV dt
07.10.13 for their comments. IBM Nagpur has sent their comments to
ministry of mines vide letter no N-11011/51/97-CCOM/2292 dt
25.07.14 for approval under section 5 (1)and preparation of Mining plan.

2.2 Brief Description of nature of the Project
This is a proposal for Environmental Clearance of a new mine for Peak
rated production of 2.0 MTPA of Iron ore over the mining lease area of
274.896 hectares, which is located at village Eklama, District
Kabirdham, Chhattisgarh, within the coordinates latitude 21º 53’ 08.15’’
to 21º 54’20.38’’N and longitude 81º 03’ 36.57’’ to 81º 05’ 05.20.0’’E in
the survey of India Toposheet No. 64-G/1 and will be operated as
category- A Mine (other than fully mechanized, OTFM) on three shift
basis.
The key plan and the drainage map of the area are presented in Fig no-1 and Fig No- 2 respectively.

2.3 Need of the Project and Its Importance to the Country / Region
The factors attributing the need for the project are highlighted as follows: The proposed mining project under reference has got its importance
because it is a source for high grade Iron ore which is the basic raw

material for sponge Iron manufacturing by the company. The operation
of the mines will give employment opportunity to most of the local tribal
both directly/ indirectly .The growth in their income will naturally be
enhanced and improve overall socio-economic scenario of the region. The
project will also improve the health and sanitation conditions of the
people, and will help in providing better education to the local
community. The continuity of the project shall also generate lots of
revenue to the government exchequer.
2.4 Demand Supply Gap
The company intends to develop its captive Iron Ore Deposit at village
Eklama, District Kabirdham, State Chhattisgarh by developing the
deposit of Iron ore in the area, by which the quantity being purchased
from outside will be reduced to the extent of production from the mines.
Further the Mines will be entirely operated as Captive Mine for Sponge
Iron Plant.
2.5 Imports vs. Indigenous production:-
There is sufficient availability of raw material locally.
2.6 Export Possibility
This area has been granted only for captive use thus the proposed
project is not for export.
2.7 Domestic / Export markets.
The production of iron ore will be used is in our own plant.
2.8 Employment Opportunity (Direct and Indirect Due To the Project) 2.8.1 Direct Employment:
During operation of the mines, the project is likely to generate
substantial employment and income of which significant portion is likely
to trickle down to the local people. But many people will be benefited
from indirect employment. This will generate substantial income for the
local people. Hence it can be said that the project is going to have

significant employment and income effects. The total employment
consists of supervisory, skilled, semiskilled and unskilled employees. The
number of persons employed in the mine will be approx. 300 which will
be from nearby areas . Already these people are in their own traditional
and family occupation such as agriculture, forest produce collection and
sundry jobs etc. These people will go back to their respective
profession/employment. 2.8.2 Indirect Employment:
Based on the present day management policy, indirect employment will
be much larger than direct one. In the case of indirect employment also,
the effect is likely to be quite strong and widespread due to its multiplier
effect. Indirect employment may be created in the small–scale industries,
supplying vendors, contractors, consultancies etc. to cater the needs
during operation of the mines.
Overall assessment of the employment and income effects indicates that
the project has strong positive direct as well as indirect impact on
employment and income generation.

CHAPTER – 3 PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects The Company has set up a state of the art technology Integrated steel
plant through the sponge Iron route in the state of Chhattisgarh. The
sponge Iron kilns are based on SL/RN technology of Lurgi, Germany,
which is the only renowned technology in coal based Sponge Iron
Manufacturing .The sponge iron manufactured in the kilns is being used
in house in the steel Melting Shop to produce high quality Billets and
Blooms with modern technology equipments which is then used to
manufacture high value added finished steel products, like Wire Rod
,TMT& Steel structural.
The Company has set up facilities to manufacture Wire Rod, Hb Wire,
TMT bars and Steel Structural which puts forth the concept of forward
integration in the Company to give highest value addition. The existing
capacity of the integrated steel plant is 0.94 MTPA with future plans to
expand it to 2 million MTPA in the coming years. Interlinked and Interdependent Project: The company has installed its own sponge iron plant at Champa in the
state of Chhattisgarh , which is interlinked project with respect to this
mine.
3.2 General Location:

3.2.2 Specific Location and Project Boundary & Project site :-
Eklama (Kawardha) Iron Ore Deposit over an area of 274.896 Hectares is
coming within the Survey of India Topo-sheet No. 64-G/1 and buffer
Zone is covered under 64 C/13 (shown in Fig no- 4). The entire M.L. area
of 274.896 hect. comes under Gandai Reserve Forest in the District
Kabirdham, Chhattisgarh. The existing land details are as follows:-

3.3 Details of alternate sites considered and the basis of selecting the
proposed site The iron ore is available at this site and State Govt. allotted this for our
plant in Chhattisgarh state.
3.4 Size or Magnitude of Operation
The total lease area is 274.896 Ha. in village Eklama, Kabirdham,
Chhattisgarh. The lease period is for 30 years with effect from the date of
execution of Mining Lease. It is proposed to extract 2.0 MTPA (Peak rated
capacity ) of required Iron Ore by end of 5th year. The extraction will
progressively increase from the level of 1MTPA in the 1st year and 2
MTPA will be achieving by end of 5th year.
3.5 Manufacturing Process and Flow Diagram Proposed Method of Development / Working with Design Parameters:
Eklama (Kawardha) Iron Ore Mine has been planned to continue
opencast mechanized/semi mechanized method of mining on three shift
basis with the use of machineries like jack hammer, compressor, pay
loader, excavator, dumpers and tippers. This is a virgin area and shall be
worked for the first time. The ore body exists as outcrop near high ridges
of hills and an average moderate dip of about 300 in the direction SE of
northern ore body and towards N & NE of central ore body which also
happens to be slope of hills.
The method of mining will be adopted as open cast mechanized/semi
mechanized with development of bench from ground level to top. In order
to achieve the production target the various capacity of machineries will
be deployed in this mine. In addition to this screening of waste dumps
will be kept continued for augmentation of production and up to the
existence of such kind of stacks. Where ever any hard formation is
encountered then the blasting procedure will be adopted to excavate the

ore. The company has got its own Sponge Iron plant at Champa, in
Chhattisgarh.
As the requirement of production is 2 MT/annum i.e 66,66.7 T/day for
300 days working in a year, manual mining is out of consideration. In
mechanization, the choice is limited to shovel dumper combination as
dragline or surface miner is not suitable.
A number of benches will be developed to avail the production of usable
iron ore at around 20,00,000 tonne per annum at the end of 5th year.
The height of the benches will be kept at 5m width of bench as 8m. The
individual bench faces will be kept nearly vertical whereas the overall
quarry slope angle is proposed to be kept at around 30o from the
horizontal. Benches from foot wall side will be developed following the
dip of the ore body whereas hanging wall side will be developed by top
slicing method and there will be no OB bench in the hanging wall side.
Trucks / tippers will be loaded by mechanized means i.e. excavators and
will enter into the working benches in one end of the proposed quarry
and go out in the other end.
3.6 Raw Material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and Finished Product The mine is a raw material source for Sponge Iron plant. The processing
of mineral shall be done by the screening plant. All the lump ROM
production would be transported to the Crushers to be installed at mine.
(Pit Head) .Ironore produced ( crushed & screened) from the mines site
shall be used in lessee’s own Sponge Iron plant at Champa,
Chhattisgarh. The waste materials generated shall be transported to the
dumping site by dumpers and tippers. Waste rock will be dispatched to
dumping site by using rear dump truck, which will be loaded by

excavators. 10 MT payload capacity rear dump trucks shall be used for
transportation. Market of Final Products: Quality wise iron ore met in the block is placed under only one category,
because Fe content is generally fluctuating between 60 to 63%, but at
some places it is a high as 64.4%. The production of iron ore will be used
in our own plant. 3.7 Resource Optimization/ Recycling and Reuse Envisaged In the Project:
The present sources of Iron ore, main raw material for manufacture of
sponge iron, are being procured from several sources in India. By
developing the deposit of Iron ore in the area, the quantity being
purchased from outside will be reduced to the extent of production from
the mines. Further the mines will be entirely a Captive mine for sponge
Iron Plant. 3.8 Availability of Water Its Source, Energy/ Power Requirement and Source:

3.8.2 Sources of energy / power and its sources:
Appox 1 MW electricity from CSEB which will be made available from
Sahaspur- Lohara Town. 3.9 Generation and Disposal of Wastes [Waste Water and Solid Wastes] & its management.
The nature of waste consists of thin capping of soil; excavated country
rocks Banded Hematite, Jasper. Year-wise likely generation of soil and
waste and mineralized rejects, during the Mining Plan period is stated in
summery of production schedule. The garland drains around quarry and
dumps shall be constructed. In addition check dams, two stage settling
ponds and afforestation on existing dumps and on vacant land has been
proposed. These measures shall be taken to ensure that the surface
water quality in the project area is within permissible limit in respect of
all the parameters for all four seasons.

3.9.1 Solid Waste Generation and its disposal: The land chosen for dumping of soil, waste is chosen along the western
slope of the hills with thin vegetation on “Footwall” side. At the total area
required for dumping, waste and soil/OB dumps is 4.3,36 Hect. 3.9.2 Solid Waste Management.
Waste removed from the mine shall be transported by truck / or tippers
to the dumping site earmarked. Water shall be sprinkled at a regular
interval for compactness of dump as well as to prevent creation of dust at
the dumping site. The overburden dump management proposed to be
followed which will make the solid waste pollution issue virtually
irrelevant.

CHAPTER – 4 SITE ANALYSIS
4.1 Site Analysis
This chapter gives details regarding type of land; land use, topography
and site connectivity etc. The details are as follows: 4.2 Connectivity of the Site
The proposed mining lease area is located near village Eklama, District -
Kabirdham, Chhattisgarh. The area under reference is located at a

4.4 The Existing Land Use Pattern of Buffer Zone:
In the buffer zone about 60% of the area is covered under Reserve Forest
and is occupied by hilly terrain. The eastern and southern part of the
area of buffer zone is occupied by plain cultivated land and Chhote –
Bade Jhar ka jungle. There are 40 big and small villages in the buffer
zone and one small town Lohara is also located in the buffer zone. There
are numerous small nalas located in the buffer zone flowing towards east
& south. Khara river is located in the southern part of the Buffer zone.

4.6 Soil Classification
Soil samples were collected from five locations based on the type of land
cover of the study area like forest settlement, agricultural land etc.
during the summer season and were analyzed to know the soil structure,
texture, moisture, content, nutrient level and other chemical parameters
of the soil. The soil sampling locations are depicted in Fig. No. 6. The
analysis results of the samples are indicated below. The thickness of the
top soil zone in the areas of proposed activity is very thin, the soil is
mostly red and brownish red in colour and latertic in nature. These
lateritic soils are mostly poor in organic contents and moisture retaining
capacity.

The soil analysis indicates that the pH of the soil is slightly acidic in all
location except S3 i.e Chirbandh agriculture land. The Electrical
conductivity was also found to be low in all locations except S3. The
primary nutrient contents of the soil like nitrogen and phosphorous was
also low indicating low fertility of soil. The Potassium content was very
high. The Organic Matter content and Organic Carbon were high in the
forest locations and low in the agricultural land.
4.7 Climatic Data from Secondary Sources The climate of the area is tropical humid with Hot summer. The
southwest monsoon normally sets in middle of June. The rainy season is
from June to October during which about 88% of the total annual
rainfall occurs. The non-monsoon rainfall constitutes 12% of the total
annual rainfall. The summer is dry. The annual normal rainfall is 1109

CHAPTER – 5 PLANNING BRIEF
5.1 Planning Concept The PIL initially started 4.0 LTPA Sponge Iron plant at village Hathnewra,
District Janjgir-Champa, (Chhattisgarh) which was subsequently
enhanced to 8.0 LTPA plant because of the high demand of the steel in
the country. PIL has further plant to increase the existing plant to 2
Million MT per annum. The associated infrastructure has also been
developed accordingly. The main raw materials for making sponge iron
are coal and iron ore. PIL has got own captive coal mine and to meet the
requirement of the iron ore, Eklama Iron ore mine has been planned &
along with the development of mining such as approach road, mining
township, facility of water management etc.
Thus the huge gap between supply & demand from the Indian markets
mainly due to construction activities throughout the country has
resulted in the growth of steel industry. In view of this and seeing bright
future of steel industry in the country the management has decided to
expand the capacity with expansion of the existing plant.
5.2 Population Projection In 2011, Distt. Kabirdham had population of 822,239 out of which male
and female were 411,637 and 410,602 respectively. In 2001 census,
Kabirdham had a population of 584,552 out of which male were 291,963
and remaining 292,589 were female. Kabirdham District population
constituted 3.22 percent of total Chhattisgarh population. In 2001
census, this figure for Kabirdham District was at 2.81 percent of
Chhattisgarh population.
As per 2011 census, 89.38 % population of Kabirdham districts lives in
rural areas. The total Kabirdham district population living in rural areas

component of the affected villagers within each of the ethnic, caste and
religious groups to explore their social system, cultural behavior and
livelihood pattern. Specifically for the Tribes and weaker section whose
are living in remote area, their social and cultural living is something
different from other communities and they give more value and respect to
their socio - cultural pattern. They are mostly depended on forest and the
state government as well as the mining and industrial houses are also in
process for their overall development. The development process is going
on giving emphasis on infrastructural development, communication,
education and skill development programme.
5.4.1 Physical Demand :-
Water :- Drinking water is available in Eklama village situated at a
distance of about 1km from the lease area. In the initial period, water will
be transported by water tanker to the working spot.
Electricity: The electric line and Telephone facilities are available at
Sahaspur - Lohara Town.
5.5. Amenities / Facilities:-
The mining activity envisages the deployment of local laborers. So, it is
likely that the general economic condition of the local people will
improve. The peripheral development package will also improve their
health and sanitation.

CHAPTER – 6 PROPOSED INFRASTRUCTURE
6.1 Industrial Area (Processing Area):-
M/S Prakash Industries Limited has emphasized on the highest value
addition with complete integration of the processes and has setup
production facilities for quality sponge Iron, Power generation, Steel
Billets / Blooms / Ingots, Ferro Alloys and Steel Structural, Wire Rods
and HB Wire. The integrated Steel plant of the company is located at
Village Hathneora, Dist. Janjgir – Champa in the State of Chhattisgarh.
6.2 Residential Area ( Non Processing Area):-
Residential facility will be provided near to lease area as required during
the mining activity.
6.3 Green Belt:-
The lessee has proposed to plant trees in a planned manner for the next
five years. The plan of plantation to be taken up during the plan period
and the conceptual plan period is furnished below. The plantation will be
carried out inside the mine lease area along the periphery. The total
mining area is 274.896 Ha. in the conceptual period of 5 years which
amounts to a peripheral length of 8445 metres. It is planned to developed
vegetation along the periphery with width of about 7.5 m. The area to be
planted therefore works out to 8445 x 7.5 = 63338 sq.mt. 6.4 Social Infrastructure
Social infrastructure will be developed as per the need in the Villages at
close vicinity of the project with consultation with the gram panchayat.
Social awareness programmes will be organized such as sanitation and
hygiene improvement programme, HIV Prevention Program etc.
Through this project, adult education and female education will be
provided to the illiterate adults and backward females of the villages in
the project surrounding area.

6.6 Drinking Water Management
The water requirement of the mine has been estimated tune of 75
m3/day including 50 m3/day for drinking water. The industrial
requirement 25 m3/day will be made from rainwater/recycled water
collected in the mine sump and fresh water 50 m3/day for drinking water
will be made from tube well located at Eklama village outside the lease
area.

6.7 Sewerage System
There is no beneficiation process planned as such there will be no waste
water discharge outside the ML area.
6.8 Industrial Waste Management
The mine water discharged into the local drainage/tanks will behave as
constant source of recharge and will improve the water levels near to the
mine area. The reduction of surface runoff and increase in infiltration is
the result impact of mining and will enhance ground water recharge to
water system.
6.9 Solid Waste Management
The nature of waste from the Eklama Iron Ore Mine will consists
of thin capping of soil; excavated country rocks Banded Hematite,
Jasper.The type and quantity of overburden, waste to be generated on
the proposed working during the mining period. There is no toxic &
hazardous elements are present in waste material, Hence, no additional
protective measures needed.
6.10 Power Requirement & Its Source
The total power requirement of the project shall be 1MW and shall be
sourced from CSEB.

CHAPTER - 7
REHABILITATION & RESETTLEMENT (R & R) PLAN
7.1 Policy to be adopted (Central / State) in respect of the project affected persons including home oustees, land oustees and landless laborers.
As such in the proposed / applied mining area there is no village
settlement, Agriculture land, Pond & River etc which may be effect by
mining activity.
The company has formulated its rehabilitation and resettlement policy
conforming to R & R policy of Chhattisgarh State Government and
compensation if any will be given according to company’s policy. The
company proposes to take up peripheral development activities in the
peripheral area. Peripheral development activities to be undertaken by the company are as follows:- 1. Repair and Maintenance of tube wells in the periphery.
2. Plantation all along the village roads.

The mining will be started as early possible after getting statutory
approval from Ministry of Mines / concerning department.

Economic Viability
PIL is at present purchasing iron ore from outside sources at very high
cost. The iron ore production from Eklama iron ore mines is directly
usable in the sponge iron kiln after crushing & sizing. The cost of
production, crushing, sizeable will be much lower than the cost at which
iron ore is being procured from outside and as such operation of the
mine will be economically viable.
