PHA PurchasesNew Chassis

The Port of Houston Authorityrecently sought bids for the purchase of20 intra-terminal chassis [or BarboursCut Container Terminal. The purchaseis nccessitated by the dramatic increasein containerized cargo moving throughthe tL’l mined.

The terminal currently has a fleet of40 chassis that are used fi~r mtra-termi-nal moves and are rented to stevedoresfor shuttling containers between vesselsand grounded stacks.

Additionally, Port of Houston Tariff14 was amended recently to allow fi~rrenting the chassis to steamship linesthat use the terminal.

The 20 new chassis arc expected tocost about $360,000. ~1

Repair CompanyLeases Berths

The Port of Houston Authorityrecently negotiated a facility use agree-ment with a ship repair operation for sixberths located in the Turning Basin Ter-minal.

Houston Ship Repair Inc. requested aone-year agreement, with four one-yearoptions, to use the docks as lay berths forU.S. military vessels. The vessels areexpected to arrive at Houston over thenext several months.

Four of the berths are located on theterminal’s south side and two on thenorth side in front of the old t toustonPublic Grain Elevator, which is closed.

AAPA Sets Legislative PrioritiesNavigation projects and improved

intermodal access for freight were amongthe legislative priorities discussed at therecent annual convention of the Ameri-can Association of Port Authorities.

AAPA held its 85th annual conven-tion in Vancouver, British Columbia, inSeptember.

During the convention, AAPA’s Leg-islative Policy Council, which sets policyfor the association’s U.S. members, dis-cussed top priorities for the monthsahead. The council voiced strong sup-port for Congressional action this yearon the Water Resources DevelopmentAct of 1996. A couple of weeks after theconfi:rence, Congress approved the legis-lation.

The Water Resources DevelopmentAct includes authorization of federalwater resources and navigation projectsat the nation’s ports. Among these proj-ects is a plan to widen and deepen the

Houston Ship Channel, whose dimen-sions have remained unchanged for 30years. The Port of Houston Authorityplans to seek congressional approval offunding for the project next year.

The new legislation also provides forpolicy changes that will allow the U.S.Army Corps of Engineers to undertakeits water resources missions more effi-ciently. Such provisions authorize equi-table federal cost-sharing of dredgedmaterial disposal facilities, provide forprompt removal of obstructions to navi-gation and limit the local cost-share dur-ing the feasibility stage of a project’sdevelopment.

The Legislative Policy Committeealso declared the Intermodal Surface andTransportation Efficiency Act a top pri-ority and urged reauthorization of the1991 legislation. However, AAPA sug-gested that changes be made to the lawthat would provide freight a more equi-

table opportunity to compete for funds.A recent General Accounting Officestudy found that only $104 million, orless than one percent of ISTEA funds,was spent on intermodal freight duringthe first four years of the statute.

Only 10 states have used ISTEAtim& for projects to facilitate intermodalfreight, according to the GAO. Texas isone of those states, having approved twoprojects to improve rail access to thePort of Houston Authority’s BarboursCut Container Terminal.

During the annual convention’sopening ceremonies, U.S. Transporta-tion Secretary Federico Pena discussedISTEA reauthorization.

"Marine and intermodal freightmobility projects have not been fundedconsistently and have often taken aback seat to passenger transportationinvestments," Pena said. "As a result, at

Transportation Ministers Carlos-RuizSacristan from Mexico and DavidAnderson from Canada also spoke dur-ing the opening ceremonies. Sacristandescribed changes to the Mexican portsystem, such as privatization and decen-tralization. Anderson talked aboutCanada’s new National Marine Policy,which he said will increase efficiency,cut costs and give communities morecontrol over their ports.

World TradeGets Permit

World Trade Distribution Inc. ofHouston has received word that it willbe granted a permit fi~r handling andstoring hazardous chemicals under thecity of Houston’s tough new fire code.

The city recently notified World Tradethat it will receive a Group H (Haz-ardous) - Division 3/7 Occupancy Permit.

The company’s facility at 5900 Clin-ton Drive was purchased exclusively forhandling and short-term storage of haz-ardous chemicals, specifically flammableand combustible liquids and corrosives.

The company upgraded the ClintonDrive filcility so it would exceed currentcity fire safety requirements, said Jeff Joa-chim, president of the company. Houstontoughened its fire code last year. Four pri-mary features were incorporated in theupgrade plans to exceed safety require-ments: a foam-water combination highdensity sprinkler system; fire, heat andsmoke detection systems; ventilation sys-tems; and spill control containment.

Port AuthorityAwards Contract

The Port of Houston Authority re-cently awarded a contract to a consult-ing firln to assess the authority’s revenuepotential and performance.

KPMG Peat Marwick LLP will per-form the audit at a cost of approximately$260,000.

The firm will help the Port Authorityidentify ways to maximize its revenues,potential sources of additional revenuesand achieve the best possible return onits investments. The consultant willcompare PHA’s perfi~rmance to that ofother Port Authorities and will recom-mend ways to increase revenues andservice levels, trim costs and increase theshare of capital improvements fundingby the Port Authority.

Many U.S. ports arc looking at alter-native ways to generate revenues be-cause public sources of funding, such astaxes and bond issues, are dwindling.

Kopcke AcquiresKansas Packing

Kopcke International (USA) Inc. hasacquired the business of Kansas PackingCo. in Houston and New Orleans. Thecombined businesses will operate asKopcke-Kansas Supply services, provid-ing chandlery services for the maritimeindustry and export sales.

Kansas Packing has many branches inthe United States and has a long historyas both a raarine supply company and anexporter.

"Kansas Packing and Kopcke werecompetitors in the ship supply business,but we each had a different clientele,"said Curtis Cronkhite, president ofKopcke International. "This consolida-tion will increase the service strength ofboth companies."

Plans call for the new company toadd 30,000 square feet of additionalspace, plus expanded freezer and coolercapacity, to Kopcke’s Harvey WilsonDrive location in Houston. Then,Kopcke-Kansas will move Kansas Pack-ing’s Houston facilities to the HarveyWilson Drive facility.

Other plans call for the addition of anextended computer system, wide andlocal area network facilities, construc-

tion of a World Wide Web site on theInternet and other services.
