    INTRODUCTION OF SMEDA

    The Small and Medium Enterprise Development Authority (SMEDA) was established with the objective to provide fresh impetus to the economy through the launch of an aggressive SME development strategy.

    Since its inception in October 1998, SMEDA had adopted a sectoral SME development approach. A few priority sectors were selected on the criterion of SME presence. In depth research was conducted and comprehensive development plans were formulated after identification of impediments and retardants. The all-encompassing sectoral development strategy involved overhauling of the regulatory environment by taking into consideration other important aspects including finance, marketing, technology and human resource development.

    After successfully qualifying in the first phase of sector development SMEDA reorganised its operations in January 2001 with the task of SME development at a broader scale and enhanced outreachreach in terms of SMEDAs areas of operation. Currently, SMEDA along with sectoral focus offers a range of services to SMEs including over the counter support systems, exclusive business development facilities, training and development and information dissemination through a wide range of publications. SMEDAs activities can now be classified into the three following broad areas:

    1. Creating a Conducive Environment; includes collaboration with policy makers to devise facilitating mechanisms for SMEs by removing regulatory impediments across numerous policy areas

    2. Cluster/Sector Development; comprises formulation and implementation of projects for SME clusters/sectors in collaboration with industry/trade associations and chambers

    3. Enhancing Access to Business Development Services; development and provision of services to meet the business management, strategic and operational requirements of SMEs

    SMEDA has so far successfully formulated strategies for sectors, including fruits and vegetables, marble and granite, gems and jewellery, marine fisheries, leather and footwear, textiles, surgical instruments, transport and dairy. Whereas the task of SME development at a broader scale still requires more coverage and enhanced reach in terms of SMEDAs areas of operation.

    Along with the sectoral focus a broad spectrum of services are now being offered to the SMEs by SMEDA, which are driven by factors like enhanced interaction amongst the stakeholders, need based sectoral research, over the counter support systems, exclusive business development facilities, training and development for SMEs and information dissemination through wide range of publications.

    ROLE OF POLICY & PLANNING DEPARTMENT

    The Policy & Planning department of SMEDA is the hub of policy and regulatory research that feeds national, provincial and local government institutions, SME associations,

    industrial clusters and individual entrepreneurs with the ultimate objective of creating a conducive business environment. It has a mandate to identify and where suitable initiate strategic projects. The Policy & Planning of SMEDA plays a key role in providing an overall policy direction to SMEDA, under which SMEDA provides support to SMEs. The P& P provides guidance based on field realities pertaining to SMEs in Pakistan and other parts of the world. Information resource center of SMEDA is an integral part of Policy & Planning department while development of Regulatory Procedures is a part of an overall information dissemination function of the department. In order to facilitate SMEs at the micro level Policy & Planning department has developed user-friendly systems which provide them detail description of the Laws and Regulations including the process and steps required for compliance.

    CHAMBER OF COMMERCE AND INDUSTRY

    Chambers are committed to make effective contributions to the nation's economic development through the promotion of trade and industry in the various sectors of our economy. Chamber of Commerce & Industry acts as a two way channel of communication between business and community. It plays an important role in policy formulation by maintaining a constant interaction with the relevant authorities. The Chamber of Commerce and Industry provides wide array of services to its members.

    Industrialists in almost all the major cities and Industrial clusters have established a network of Chamber of Commerce and Industry.

    The chamber is generally composed of an Executive Committee, which is headed by a President, Senior Vice President and Vice President as office bearers. The Executive Committee members are elected through annual elections for a 3-years term to work for the betterment of the business community on honorary basis. The day to day administration and working is looked after by a full time employed Executive Head known as the " Secretary", who is assisted by fully qualified staff.

    OBJECTIVES OF CHAMBER

    The chambers of commerce and industries have the following objectives:

    1) To promote, aid, develop, stimulate and protect the economic interest of Pakistan and those engaged in industry, agriculture, commerce, trade, banking and insurance, in particular.

    2) To consider all areas connected with trade, industries, agriculture, manufacture and commerce and to initiate and support necessary action connected with them.

    3) To consider, support or oppose legislative or other government measures affecting the economic interest of businessmen and industrialists

    4) To settle conflicts between members of the Chamber. 5) To collect and circulate statistics and other information relating to the commercial, industrial, agricultural and financial interest of the businessmen and industrialists.

    6) To adjust disputes arising out of commercial transactions between parties willing and agreeing to abide by the judgment and decision of the Chamber.

    7) To form a code of practice to simplify and facilitate transactions of business and to frame bylaws; rules and regulations for the officers of the Chamber so as to carry out various objectives of the Chamber.

    8) To communicate with the Chambers of Commerce & Industry or public bodies within or outside Pakistan and to promote measures for the protection of trade, commerce and manufacturers and the labourers engaged in that area and to remove mutual hardships.

    9) To subscribe or become a member of, and co-operate with the Federation of Pakistan Chambers of Commerce & Industry, and communicate with any Chamber and Association of trade and industry

    REGISTRATION PROCEDURE

    PURPOSE OF MEMBERSHIP: Any firm or company willing to enter into the international market is required to have import/export registration certificate issued by Export Promotion Bureau and for issuance of above certificates they are required to become a member of Chamber of Commerce & Industry.

    QUALIFICATION FOR MEMBERSHIP: A business concern whether proprietorship, partnership or a company, is eligible for the membership of Chamber in any division provided it has its head office, registered office, branch office or manufacturing plant in the jurisdiction of that particular Division and it is engaged in export, import or any other trade or manufacturing and pays income tax. If a company has different branches that fall under other chambers jurisdiction, then it can easily get its membership.

    CLASSES OF MEMBERSHIP:The chamber is composed of members of varied kind depending on their requirements. In general, various chambers have similar membership fee which is charged annually from the members ranging between Rs. 250 to Rs. 2,000. The membership classes and the fee charged in the Lahore Chamber of Commerce are as following:

    1. Chamber Class: In this class large industrial and business organizations having minimum paid up capital or reserves of Rs. 5 million can have the membership. Their annual subscription fee is Rs. 1,500/-, R&D fee is Rs. 1,000/and Welfare Fund is Rs. 500/-. Presently, they are also charging Rs. 1000/- for Presidents Earthquake Relief Fund.

    2. Associate Class: In this class small and medium size enterprises having paid-up capital less then the limit for chamber class can get the membership. Their annual subscription fee is Rs.500/- , R&D fee Rs.300/-and Welfare Fund is Rs. 200/-. Presently, they are also charging Rs. 500/- for Presidents Earthquake Relief Fund.

    3. Trade Group: This class is open to small groups of specific trade or industry for which no separate association on all Pakistan basis has been set-up. The Annual Subscription fee is Rs. 1,500/-.

    4. Town Association: A Town Association of Trade and Industry which have been licensed under the Trade Organizations Ordinance 1961 may apply for the membership. The annual subscription fee of is Rs. 1500/-

    Note: Members of Trade Groups and Town Associations may get membership as a delegate member required by making payment of annual subscription of Rs. 100/- each

    DOCUMENTS FOR MEMBERSHIP: The generic requirements of all Chambers of Commerce & Industry are listed below, however, certain additional documents may be required depending on the specific Chambers of Commerce and Industrys requirements. The application forms ( the sample application form are attached in the annexure II) are available at the Chamber offices and the form costs around Rs. 50/-. The sub-committee of the chamber first scrutinizes application for the membership and then the Executive committee approves it. After approval, the certificates are issued to the applicant within a weeks time. In case of urgent certificate issuance the urgent membership certificates are also issued but the chamber charges urgent fee for the issuance of certificate and this procedure takes at the most one day. The documents required to be attached with the application of the membership are given below:

    For Individuals/ Sole Proprietors/ Unregistered Firms:1. Photocopy of the Identity Card of the Owner2. National Tax Registration Certificate in the name of the firm3. Bank certification in the name of the firm4. Application for membership to be typed on the firms letterhead and addressed to the

    secretary of the chamber5. 4 photographs of the owner dully signed by the applicant on the face of it, which are to

    be pasted on the application form.

    For Partnerships:1. Photocopies of I.D. cards of the partners2. National Tax registration Certificate in the name of the firm3. Application for membership to be typed on the letterhead of the firm and addressed to

    the secretary4. Partnership Deed5. Bank certificate in the name of the firm6. Copy of Partnership Registration Certificate7. 4 photographs of the authorized partner dully signed by the applicant on the face of it,

    which are to be pasted on the application form.

    For Companies:1. Bank Certificate in the name of Company2. National Tax Registration Certificate in the name of the Company3. Photocopies of I.D. cards of directors4. Application for membership issuance is to be typed on the on Company letterhead and

    addressed to Secretary of the chamber5. A copy of Memorandum & Articles of Association in case of Limited company dully

    signed by director6. Copy of Resolution of Directors regarding the nomination of the membership holder of

    the Chamber of Commerce and Industry17. 4 photographs of the authorized director dully signed by the applicant on the face of it,

    which are to be pasted on the application form.

    1 In case of partnership/ sole proprietorship only the partners/ proprietors are the membership holders.

    8. Attested copy of form 29.

    All the documents are to be attested by the existing members of the concerned Chamber of Commerce and Industry.

    MEMBERSHIP SERVICES

    The Chamber's basic function is to protect and promote the interest of trade commerce and industry in Pakistan and internationally. The chamber works hard to promote the private companies so that they can contribute towards the socio-economic development of the country.

    In general, the Chamber is authorized to provide the following services to its members in general:

    Issuing Measurement Certificates Issuing Certificates of Origin for the export cargoes Recommendation letters for Visas and Passports The Foreign Exchange is issued on Chamber's recommendations Promotion of exportables through organized Trade fairs at the National and

    International level Organizing Seminars, Training courses, Conferences on various subjects to promote

    the cause of private entrepreneurship Providing invaluable feedback to the ministries and governmental functionaries about

    trade and industrial level issues Discussion on mutual interest with number of foreign trade delegations, dignitaries

    and diplomats visiting the Chamber Publishing Trade Directories, Statistical Data and other publications for the benefit of

    the business community Maintenance of Membership Record so as to provide up to date information and

    corporate record of member organizations to be used as authentic and certified reference wherever required.

    Issuance of Membership Cards which serves as a source of introduction of members to various agencies. The card is given due recognition by agencies world-over.

    Compilation of classified directory and Members List which shows Commodity-wise classified directory of members. This directory is circulated worldwide which brings business to members of the Chamber.

    Issuance of Status and Reference Reports as they are required by certain Foreign Embassies. Such reports are given due consideration and help in promotion of business of members.

    Attestation of Commercial Documents such as invoices, packing lists and agency agreements, which are recognized worldwide.

    The chambers all over Pakistan are working towards making the environment more friendly for the traders involved in import and export. Chambers are planning to achieve more efficiency in reaching their objectives by working on following areas:

    Effective communication of views of its members to the government so that correct policies are formulated and boost the growth of the trade and industry.

    Acting as a bridge between the business community and the government to redress their problems by fostering a spirit of mutual partnership.

    Carrying out research and provide timely information, data and guidelines to members on government policies relating to taxation, trade and investment

    Helping in promoting investment, exports and growth in commerce and industry. Organizing seminars and arranging an environment conducive for participation in

    trade fairs and exhibitions , foreign business tours and provide professional interaction with delegates visiting the chamber.

    Make efforts for creating a cooperative atmosphere in the chamber and impart training to its employees to increase their potential and motivation.
