March winds are here, and we will be facing the erratic weather of March until Spring arrives, at which time we can join together and welcome the March winds, the blossoms on the trees and the blooming daffodils, tulips, and hyacinths. As Robin Williams once said, ”Spring is nature’s way of saying, ‘Let’s party!’”

One special holiday, St. Patrick’s Day, helps to “kick off” the Spring/Summer seasons at the Shore with various parades. One noted one is 3/3 in Belmar from 12:30- 3:30. In addition, the Gruin Center at OCC is sponsoring numerous shows, including a tribute to Billy Joel in March.

Further activities include the following:3/10 & 3/30: Monmouth University hosts the Metropolitan Opera in HD3/14: Cattus Island County Park, Toms River presents “Bountiful Butterflies” 732-270-69603/24: OCC will have a Spring Craft and Vendor Fair3/24: Monmouth University will host the Bolshoi Ballet: Sleeping Beauty in HD

Regardless of your choices of things to do throughout March, remember Spring is almost here, and before we know it, the pool will be open!!!!HAPPY ST. PATRICK’S DAY!!! WELCOME SPRING!!!!

TRASH SCHEDULEBrick Township

Public Works # is 732-451-4060

If a holiday falls on the week of your regular pick up day, it will be picked up the day after

your scheduled pick up day.

TRASH - Regular garbage pick-up day is Thursday (early am)

RECYCLING - Recycling is collected every other Friday (early am) and subject to change by the TOWNSHIP. You may combine metal, glass, plastic, cardboard and paper in one container. Ask about small appliances: Brick Township Public Works# is 732-451-4060

STYROFOAM is NOT recyclable–Please put it into a plastic bag with your garbage so when it is emptied it does not blow everywhere.

It is a good idea to put your address in or on your garbage pail & recycle containers – If they blow away, they can be returned to you (if someone finds it)!

“Garbage & Recycling cans must be regularly kept/stored in the garage” and shall not be placed on any street, sidewalk, parking area or common property except when necessary for collection.

CARDS! CARDS! CARDS!The Cedar Village poker club would like to add players to our group so we can start another players’ table. If you are interested in joining our group, the game is currently 7-card stud and the stakes are affordable. If there is a second table, other options could be discussed and adopted by the second table players. The group meets on Tuesday evenings at 6:00 PM in the clubhouse card room. For more information, please call Jack O’Rourke at 732-714-2398.

If there are any experienced pinochle players who wish to start a group, call John Crescenzo at 732-903-6562.

A Resident Alert call is a message from the community manager to alert the residents of situation concerning the community.

Some residents have asked if the caller ID could show the Resident Alert call coming in from the property name or management company name. A third party service provider provides this service with a standard number that is used for all community resident alert calls. Unfortunately we can’t get a separate or individual site-specific number for Caller ID purposes.

However, the number making the Resident Alert call will always be the same.

Please take note of this phone number: 877-801-0596. This is the phone number that you will receive our Resident Alerts from.

Please add it to your contact list in your phone or address books. You can name the contact as: Resident Alert or Cedar Village Alert or FirstService Resident Alert. This will help you identify a Resident Alert call coming in from a telemarketer call, preventing you from missing the Resident Alert Call.

In addition if you miss the resident alert call, you can call back the number that the resident alert came in on (has to be the phone that got the message) and the most recent resident alert will play back for you. If you answer the call and after listening you want to hear it again, it will automatically repeat or when finished you can press 1 and hear it again.

SNOW CLEARING – Attention All Residents: Snow clearing services are in place when snow has reached 3 inches or more. Clearing of snow will not begin un-til after the snow has completely stopped falling. If there is a pause between snow storms, clearing may not begin until the storms have stopped.

In the event we have a snowstorm and you need to contact management when the office is not opened or the manager is not in the office, call the FirstSer-vice Customer Service Center at 1-800-870-0010 and a representative will issue a work order for you. If you leave a message at the Clubhouse office when it is closed, your message will not be received until the office is open again and it may be too late to address your concern.

In some circumstances, snowfall can take place over many, many hours. The snow contract specifically states when the snow clearing will begin. The snow contractor will make every effort to have snow cleared in a 24 hour period after the snow storm has con-cluded. The cleanup may take longer in the case of a blizzard or severe snowstorm that produces many inches of snow or drifts. Therefore, depending on the amount of snowfall it may become necessary for

the contractor to work through the night or through the entire day to get the snow cleared.

If we are going to have a snow storm, please re-member that you may not be able to go out when you need to or want to. Change your plans accord-ingly.

Please remember to refill your prescriptions ahead of a snow storm and reschedule any appointments you may have.

If you lose power or your phone/cable television is out, call your utility companies. The association does not control these services. Keep a list of your utility company’s phone numbers on hand.

Snow Clearing Priority List: You can be put on a snow clearing priority list if you currently:

• Need to go out to undergo Chemotherapy, Ra-diation or Dialysis treatment.

• If you have a caregiver that comes to your home.

Please note: If you have a caregiver that comes to your home, it is the responsibility of the homeowner to have clear & safe access for your caregiver for their scheduled shift arrival, not the association.

We thank you in advance for your patience and co-operation during this winter snow season.

Snow Birds, Please be sure to change your address with the office before you leave for your winter des-tinations.

When you return, please let us know to change back your mailing address to your Cedar Village address.

Please call customer service at 800-870-0010 or the office at 732-714-8720 or drop me a note with your winter mailing address. For your convenience, see the form below that you can fill out, cut and drop through the mail slot at the office.

Maintaining Your Property:

IrrIGaTION: The Irrigation system is tested before it is turned on at the end of April each year and heads are adjusted and repaired at this time.

The Irrigation system runs throughout the development. Well water is used and the watering is controlled by the Association Wells. The amount of well water that we are allowed to use for irrigations is allocated to the Association by the DEP. We cannot use more water than we are allocated.

If you feel your lawn needs more water than what we have been allocated by the DEP for irrigation purposes, you may water your lawns by hose and are encouraged to do so. The DEP monitors and regulates the amount of well water we are allocated for irrigation and cannot be increased.

If you need to have a sprinkler head moved, the cost for this item is paid for by the Homeowner. Fill out the work order form, drop it off at the Management office and the Irrigation contractor will contact you for an evaluation and an estimate.

You may not engage an outside contractor to make any alterations to the irrigation system on your property or any common property. You may not make alterations yourself. No exceptions.

If a sprinkler head that is on your property is not working properly or not working at all. Please fill out a work order form and put it in the bin on the table in the Clubhouse. We will arrange for a repair with the Irrigation company. If the homeowner has caused the sprinkler head to work improperly, such as planting a

Irrigation Work Orders – are accepted when the system has been turned on for the season. If a sprinkler head is not working properly, please place a work order by calling Customer Service at 800-870-0010 . They will submit a written work order for you. For a sprinkler head to be moved your work order should include a request for an appointment with the contractor for an evaluation and an cost estimate. The cost to move a sprinkler head is at the homeowner’s expense. Doing construction on the exterior lawn area such as power seeding or tree removal – you must request the sprinkler heads to be flagged before you can do any work. As always, thank you for your cooperation

LaWNS: All lawns are mowed by a Commercial Landscaping Contractor. Lawns are mowed on a 7-10 day basis, depending on weather conditions. Edging of the sidewalks and walkways are done periodically. DAMAGES must be REPORTED immediately in the same week as the damage occurred or the landscaper cannot be held responsible. To place a work order for damages please call Customer Service at 800-870-001.

Weed control is done on an as needed basis as depending on the prevailing conditions of the season. A commercial application of fertilizer on common areas and homeowner lots are on a proscribed schedule according to the contract. Lawn services are performed April through November. If you wish to add your own weed control or fertilizer applications in addition to the commercial applications provided by the Association, you are encouraged to do so.

cOMMErcIaL LaWN aPPLIcaTIONS: A friendly reminder, The Association provides commercial lawn applications as a courtesy and is not responsible to provide custom work on individual homeowner lots. The Association provides only one seeding application and aeration service in the fall of each year to private homeowner lots. Re-seeding is not provided by the Association and any addition seeding or aeration is

All objects on your lawn should be removed that you don’t want damaged, including wires to your air conditioner that may be lying along your house or items placed alongside the driveways or walkways. MULch arOUND TrEES: Although you own all trees on your property lot, the Association will apply mulch up to 3 tree rings maximum, that are located in the front of your house as a courtesy, so the community has a consistent well kept look, not because they are the Association’s trees. IX. OPEN Q & a SESSION:

GF reminded everyone that proper decorum and conduct must be observed by all present. The assembly should address their questions and/or comments to the Board and not each other.

Questions and any general comments should not exceed five (5) minutes so that everyone may have an opportunity to address the Board.

Personal Homeowner issues, although presented often, are not appropriate for the Monthly Board Meetings. The Homeowner can make an appointment to schedule a private meeting with the Board on the Wednesday prior to the Board Meeting to discuss their issue. Contact Kathy to make an appointment.

Q Beverly Conti, 18 Morning Glory: Are we removing the entire Bocce court or just the turf?

a Just the turf. All the vendors said the frame does not need replacement.

Comment: Nick Verde, 32 Morning Glory: We need a gate put in at the Morning glory pond. The pond company knocks over the mesh fence with the rowboat.

a We will look into that.

XI. MOTION TO aDJOUrN: George called for a motion to adjourn. Motion made by unanimous acclimation. Meeting adjourned at 7:30 pm.

FOr YOUr INFOrMaTIONBy George Fencik

A monthly column devoted to topics of interest and/or information for all of our homeowners. This month I want to review a previous article regarding our various Association documents that have been reported every other year since 2005. Important information is addressed that should not be taken for granted. This is our

Association community and my goal has always been to provide everyone - new residents and veterans - with a better understanding of our operating documents and By-Laws.

OVErVIEWSince 1999 –163 (as of 1/31/19) homes have been resold, or approximately 75.1% of all homes in Cedar Village. Some of our newer homeowners may be “first times” living in a “common interest community association.” The information provided is a basic overview commentary on each document regarding their function, usage and authority.

GENEraL aSSOcIaTION DOcUMENTSDeclaration of covenants and restrictions

By-Laws of the associationarchitectural review rules & regulationsclubhouse & Pool rules-annual Budget

DEcLaraTION OF cOVENaNTS aND rESTrIcTIONS (OrDINaNcES)This document is commonly known to as our “operating documents.” This important document outlines all of the “covenants & restrictions” (43 pages) that are specific to the structure of our community as to types of buildings, grounds, restrictions within, etc. This is an approved document that conforms to basic ordinance standards of Brick Township, Ocean County and New Jersey State Regulations.

This document may be amended (Section 6 – Amendments – page 37) at any time after the date hereof by a vote of at least two-thirds (2/3) of all Unit Owners in good standing. That’s 145 “yes” votes. This original document remains in force.

aMENDMENTSSince the inception of Cedar Village in 1998, there have been three (3) homeowner approved amendments to the Covenants and Restrictions.

The first amendment occurred in March 2001, regarding the formation of a designated parking area for RV’s. This was required when the Brick Township Council

passed an ordinance requiring “adult communities” to designate a defined parking area for RV’s that would also include boats (size of boat restricted to spec availability).

The second amendment was in 2004 that simply provided a “clarification” of the wording relating to the storage of trash containers on each homeowners property. The original wording, although legally presented, was always subject to individual interpretation. The new wording “clearly” defined the area for trash containers as “in the garage.”

The third amendment passed in September 2011 replaced the “original rental/lease term” of six (6) months as written by the developer during the “build-out” of new homes. The new qualification for rental/leases were approved for twelve (12) months.

Definition: cOMMON PrOPErTY – PaGE 10, arTIcLE III, Section 4: The Common Property shall be used strictly in accordance with the easements granted hereon. There shall be no obstruction or interference whatever with the rights and privileges of other Owners in the Common Property and nothing shall be planted, altered, constructed or removed from the Common Property by an Owner (other than Declarant or Association).

If an Owner shall violate this section, The Association shall have the right to restore the Common Property to it’s prior condition and such costs shall become a lien upon the Lot of such Owner, which shall become due and payable on demand” (This is the shortened version that clearly states important information).

BY-LaWS OF ThE aSSOcIaTIONThis is a completely separate document that “authorizes” the Board to legally enforce the Covenants and Restrictions in addition to the responsibility of

management of the Association with specific guidelines. There has always been some confusion when referring “loosely” to the “By-Laws” in general comments. When actually referring to Covenants & Restrictions issues.

During the By-Laws revisions process, it was necessary to create an updated document. The first order of business was to remove the developer’s name and various items relating to his needs. In 2001 the Board had majority control of the Association. The By-Laws revisions involved several committees, homeowners meetings and approximately ten (10) years to complete. This new document was printed and bound in booklet format by the printer of this newsletter. The By-Laws were updated, revised and approved by a vote of the homeowners in January 2010.

archITEcTUraL rEVIEW cOMMITTEE (arc) rULES & rEGULaTIONSEvery Homeowner and Condominium Association has an “Architectural Review Committee”, simply referred to as the “ARC”. This document was originally written by members of the original ARC Committee in 1998 and approved in 1999. The ARC Committee has been functioning since 1999 and is responsible for maintaining the architectural and aesthetic image and value of Cedar Village. The document has been revised and updated periodically as needed.

The ARC document explains the necessary guidelines for additions, modifications or change in the existing property or exterior of the home including grounds landscaping within the homeowners property lines.

The ARC Committee functions only as a “recommending body” to the Board of Directors. All approvals and/or disapprovals emanate from the Board after a careful review.

BOTTOM LINE – rEVIEW ThIS DOcUMENT aND FOLLOW ThE DIrEcTIONS aND TIME-LINE rEQUIrED BEFOrE MOVING ahEaD WITh aNY PrOJEcT.

Failure to comply with ARC Rules and Regulations can result in remedial action by the Board.

GENEraL cLUBhOUSE rULES (condensed)1. No guest or visitor is permitted to use the Clubhouse unless accompanied by a resident of the Cedar Village.2. Security Door codes are for the exclusive use of homeowners only! Guests may not use these codes at any time. 3. If any property is lost, damaged or destroyed by a homeowner or their guest, it must be replaced or paid for by the responsible homeowner.4. When leaving the Clubhouse, homeowners are expected to help conserve energy by turning off all lights, television and exercise equipment.

Complete rules and regulations for use of Clubhouse are available at the Management Office.

POOL rULESWe average approximately 90-93 actual pool days in a season. It is important that every homeowner and their guests familiarize themselves with these rules, prior to entering the pool area! Some modifications may be included in any given year, so don’t take anything for granted.

The Pool Rules are reviewed every year by the Board and inserted in this Newsletter in May.Basic Pool Rules are posted directly the adjacent to the lifeguard station. A copy is also available at the lifeguard station.

Additional copies of the Pool Rules are available at the Management Office.

aNNUaL aSSOcIaTION BUDGET The Board has a fiduciary responsibility to operate the Association in a professional manner. An annual budget of projected expenses is required to determine the monthly maintenance fees. We have now experienced 20 years of financial data that is used to develop a base and then work in the variables that may occur in the upcoming budget year.

The methodology used is a computer program designed to analyze each projected expense input for a projected maintenance fee. One of the most important categories in the budget is the funding of the reserves that includes replacement, repair and future use. This portion of the budget is a required amount that is documented in

our Capital Reserve Study. This document is updated every five (5) years. This year (2019), the Board has authorized the development of a new document that is produced by a specialized independent professional engineering company. This organization reviews our entire operation, including buildings, property, financials and the previous Capital Reserve Study. The results will be applied in the development of the 2020 budget.

The Annual Budget is approved at the November Board meeting and mailed to every home for review. At the December meeting, an overall review is presented and questions from the floor are presented.

SUMMarYThe information presented has been condensed for this column. The above documents represent important phases of our entire operation as a Homeowners Association and should be available in every home.

The original Covenants & Restrictions were given to every new homeowner from 1998-2001. It is the responsibility of current homeowners to pass these documents on to the new homeowners when selling their home. We’ve experienced that there are times when homeowners can’t find their copies and First Service Residential provides these documents to all new buyers. Several changes have occurred as reported above and condensed copies are available to all new homeowners.

Residing in a Community Association environment presents conditions that may be new to many. Keep in mind that Cedar Village at Brick is not a “Condominium or Co-Op Association!” Although many of the rules and regulations may be similar, there are distinct differences in the operating style for each. Therefore, it is recommended that you take a few minutes to review each of these documents. If there are questions regarding any of the documents, you may address them with our Property Manager, or present them at any of the monthly Board meetings during the “homeowner questions” section. Board meeting dates are shown on the monthly calendar in this Newsletter.

“The more you know, the better informed you become!” Talk to you next month!

In experiments with mice, scientists from Tel Aviv University (TAU) found that injecting a potent enzyme hours after SCI can put the brakes on a cascade of pathological events responsible for neuronal death, such as inflammation and scarring. The study was published in the Journal of Neurotrauma.

“Primary mechanical damage to spinal-cord tissue kills a certain amount of neuronal cells. But there’s secondary damage due to the release of excess glutamates, which are responsible for additional functional disability,” says Yona Goldshmit, PhD, of TAU’s Sackler Faculty of Medicine and the Australian Regenerative Medicine Institute, Monash University. “The main idea is to reduce the secondary damage as soon as possible—to block the body’s natural reaction to spinal cord trauma. This is the role of the enzyme injection we devised.” For the present study, Goldshmit, TAU colleague Angela Ruban, PhD, and a research team studied the neuroprotective effect of blood glutamate scavengers in mouse models of SCI. After receiving the treatment for five consecutive days, the mice significantly recovered from the injury. The blood glutamate scavengers injection could be administered immediately after an accident without first confirming a diagnosis of SCI.

“Our takeaway is, ‘Don’t wait to diagnose it, treat it,’” Ruban says, “It’s similar to aspirin, which can rescue a cardiac patient from irreversible damage if taken within the first few hours of a heart attack. We suggest administering the injection even in cases of uncertain diagnosis. There’s no side effect to the injection, but it might just mitigate secondary damage and dramatically improve the quality of a person’s life.”

TOP WarNING SIGNS YOU cOULD BE DEhYDraTED (aND WhY IT MaTTErS)

By Donna cardillo, rN, Ma, cSP

Many of us walk around in a state of mild to moderate dehydration because we often don’t consume enough liquids to supply our bodies with the hydration it needs to function at its best. Chronic dehydration stresses our organs and can interfere with bodily functions leading in some cases to illness, irritability, fatigue, difficulty focusing and more. Hot weather and physical activity deplete our body’s water, making drinking water essential in warm climates, especially during summer months, and before, during and after exercise. So unless you’re on a fluid-restricted regimen prescribed by a healthcare professional, you should be drinking up on a regular basis.

Below are some simple signs to look for that could indicate you’re dehydrated:

• You’re thirsty

• Your skin and mouth are dry

• You have a headache

• You’re dizzy or lightheaded

• Your urine is dark yellow

• You feel sluggish and foggy brained

• You’re constipated

• You constantly crave snacks and sugar

• In extreme cases, you might experience confusion, palpitations, fainting, weakness, decreased urination and in severe cases, seizures. These symptoms require immediate medical attention.

• Of course all of the above can be caused by a variety of things, but even mild dehydration can have a more negative effect on your physical and mental well-being then most of us realize. Plus, the older we get, the more prone we are to dehydration with serious consequences.

The Solution? Drink Up

Water is best for hydration, but fruits and veggies with high water content like carrots, broccoli, watermelon, cucumbers, and grapes are a good source, too. Sports drinks, tea, and coffee can also help, but keep in mind that caffeinated beverages can increase the amount you pee in those who aren’t regular drinkers, so you could be losing some of what you consume.

Here are a few benefits of drinking water and staying hydrated:

Your body uses water to maintain its temperature, remove waste and lubricate joints.

Adequate fluid intake can help maintain clear, healthy skin, important for both looking your best and maintaining your body’s protective outer layer.

Good hydration helps the heart pump blood more easily, which avoids stressing the heart and other organs during routine daily activities as well as more strenuous activity.

Regular water consumption aids brain function, which helps you focus and improves concentration. A recent study in The Journal of Nutrition found even mild dehydration leads to inattention. The co-author of the study, Harris Lieberman, Ph.D. stated: “Thirst is not the best measure of hydration, so a decrease in your ability to focus is an early warning signal it’s time to drink up.”

How Much Water is Enough?

A good guide for whether you’re well hydrated is the color and concentration of your urine. If it’s pale yellow like lemonade, you’re probably getting enough. If it’s darker yellow and appears more concentrated, you probably need to drink more. If your urine is clear and colorless, you’re probably drinking too much water and should slow down on the water drinking.

Good hydration on a regular basis will keep you physically and mentally at your best, today and for years to come. And remember to always check with your healthcare provider about proper fluid intake if you have a medical condition before dramatically increasing how much water you drink.
