Cedar Village Times is a monthly publication of the Cedar Village at Brick Homeowners Association. Articles of interest should reflect timely and relevant information. The Board has the right and the sole discretion not to print an article which has been submitted that contains political, religious, inflammatory or slanderous content. Submitted articles may be edited to fit apportioned available space.

Summer officially begins on June 21; however, for the Jersey Shore, Memorial Day Weekend “kicks in” the summer season. At Cedar Village, our pool season begins weekends until June 8 when the pool is open daily!

Saturdays throughout the summer, the Brick Farmers’ Market attracts many to Windward Beach. Throughout the month of June on Saturdays, Red Bank has Street Life Performances for our entertainment. And we must not forget Fireworks at Dark in Point Pleasant Beach Thursday nights at Jenkinson’s, weather permitting. Be certain to check the Lakewood Blue Claws’ schedule!

Specific performances will be presented at the Gruin Center at Ocean County College including the New Jersey Symphony Orchestra on June 25 at 8pm. Contact the Gruin Center for a list of presentations and costs of tickets.

If a holiday falls on the week of your regular pick up day, it will be picked up the day after

your scheduled pick up day.

TRASH - Regular garbage pick-up day is Thursday (early am)

RECYCLING - Recycling is collected every other Friday (early am) and subject to change by the TOWNSHIP. You may combine metal, glass, plastic, cardboard and paper in one container. Containers MUST have a lid on them.BULK ITEMS - If you have any bulk items (furniture) call the Township and request for the item to be picked up. Ask about small appliances: Brick Township Public Works# is 732-451-4060

STYROFOAM is NOT recyclable–Please put it into a plastic bag with your garbage so when it is emptied it does not blow everywhere.

It is a good idea to put your address in or on your garbage pail & recycle containers – If they blow away, they can be returned to you (if someone finds it)!

“Garbage & Recycling cans must be regularly kept/stored in the garage” and shall not be placed on any street, sidewalk, parking area or common property except when necessary for collection.

CARDS! CARDS! CARDS!The Cedar Village poker club would like to add players to our group so we can start another players’ table. If you are interested in joining our group, the game is currently 7-card stud and the stakes are affordable. If there is a second table, other options could be discussed and adopted by the second table players. The group meets on Tuesday evenings at 6:00 PM in the clubhouse card room. A Resident Alert call is a message from the community manager to alert the residents of situation concerning the community.

Some residents have asked if the caller ID could show the Resident Alert call coming in from the property name or management company name. A third party service provider provides this service with a standard number that is used for all community resident alert calls. Unfortunately we can’t get a separate or individual site-specific number for Caller ID purposes.

However, the number making the Resident Alert call will always be the same.

Please take note of this phone number: 877-801-0596. This is the phone number that you will receive our Resident Alerts from.

Please add it to your contact list in your phone or address books. You can name the contact as: Resident Alert or Cedar Village Alert or FirstService Resident Alert. This will help you identify a Resident Alert call coming in from a telemarketer call, preventing you from missing the Resident Alert Call.

In addition if you miss the resident alert call, you can call back the number that the resident alert came in on (has to be the phone that got the message) and the most recent resident alert will play back for you. If you answer the call and after listening you want to hear it again, it will automatically repeat or when finished you can press 1 and hear it again.

WORK ORDER REMINDERS:Here’s how you can place a work order:

• Call Customer Service at 800-870-0010 and they will submit a written work order for you.• Please describe the location of the repair needed; for example: facing the house on the left, right, front or rear. No diagrams, or drawings please.

• Go to the resident only “Community Website” provided by FirstService, click on the Submit Work Order tab to email your work order request. Contact the Management Office to input your PIN# into your account.

MAILBOXES: Please, take the time to make sure your mailbox is in GOOD solid condition, make sure it is sturdy and the post is secured in the ground. If your post is rotted, you will need to replace it. There are handymen that are listed in the phone book that I’m sure can perform this service. While we cannot recommend anyone, you may want to take a look on the bulletin Board or check out some of the advertisers in this newsletter for someone who performs these services. Please note: The Association does not endorse any contractor that advertises in the Newsletter or on the bulletin board

AUTOMATIC ASSOCIATION FEE PAYMENTS: If you pay your fees with automatic monthly payments, you must now go online to make changes at www.ClickPay.com/firstservice

• All updates and changes to your bank checking account for payments or to discontinue your ClickPay (formerly Direct Debit) service must be done by you online.

• Go to: www.clickpay.com/FirstService.

• For help with your account or setting up payments online, please contact ClickPay at 1-888-354-0135.

• Credit Card Payments: Go online to ClickPay to make a credit card payment. ClickPay charges a small fee for credit card payments. Go to: www.clickpay.com/firstservice

• To TERMINATE your Automatic Monthly Payments: Go online to: www.clickpay.com/firstservice to stop your automatic monthly payments.

• Remember to terminate your automatic payment when selling your home to stop your monthly payments before you close.

There are several Homeowner Payment options through ClickPay Auto-payments (direct debit) that you can choose. They are as follows:

• Pay recurring charges and scheduled assessments only: This option will only include scheduled recurring charges. -No adjustment is necessary when the fees change.

• Pay Full Amount due: This option will automatically debit the balance on the account.- No adjustment is necessary when the fees change.

• Pay Full Amount due up to a maximum: This option will automatically debit the balance on the account up to a maximum amount (which is set by the resident)-An adjustment may be necessary depending on the maximum amount set.

• Pay a Fixed Amount: This option will automatically debit a fixed dollar amount that has been set by the resident.- An adjustment is necessary to be made by the homeowner when the fees have changed

WHAT TO DO WHEN YOU ARE SELLING YOUR HOME

Please be reminded that if you are selling

(Continued from previous page) your unit, please advise the buyer that their attorney must obtain a RESALE CERTIFICATE at least 30-15 days prior to closing.

ADVISE YOUR BUYER: The buyer should instruct their attorney to go online to the FirstService Resale Department at www.fsresidential.com, and order a Re-Sale Certificate. Click on Order Documents & Certificates, put in the zip code (08724), and complete the form.

The FirstService Resale Division provides the buyer’s attorney with either a CD or downloaded documents containing information regarding the Association fees owed at closing by both buyer and seller. The document also contains the Association’s financial statement, budget, temporary coupons to pay the monthly association fee, instructions to set up automatic monthly payments and the ARC Rules and Association By-Laws. If a Re-Sale certificate is not obtained, the account remains in the sellers name and is charged the monthly association fee.

Seller: Remember to terminate your ClickPay automatic payments BEFORE you close on the sale of your home. Failure to do so may result in the association fee debited from your account after you sell your home. Go to: www.clickpay.com/firstservice. For help with your account or setting up payments online, please contact ClickPay at 1-888-354-0135.

TRANSFER OF A DEED: Any time the name on a Deed is changed; including a transfer of a Deed into someone else’s name, even if it is within your family, is considered a “sale” and requires the new owner fees to be paid to the Association. The Association fees are: $300.00 Working Capital Fund contribution, $350. Reserve Fund contribution and $100 Deferred Maintenance contribution. These fees are non refundable. In addition, a new owner must pay 2 months of Association fees upfront, which is credited to your account is also non refundable.

Checks should be made out to Cedar Village at Brick and attach a copy of the new recorded Deed. Unless ALL this documentation is received, the name on your account cannot be changed and billing will remain the responsibility of the owner we have on record. For transfers and name changes ONLY: mail the new Deed and the checks to: Cedar Village at Brick, Management Office, 85 Cedar Village Boulevard, Brick, NJ 08724.

ASSOCIATION INFORMATION FOR HOMEOWNERSOF CEDAR VILLAGE HOA

Since there are many new owners at Cedar Village, here is some helpful information and reminders about the responsibilities of being a Homeowner in the Association:

STREETS: - The streets are owned by the Township and the Township is responsible to maintain them.

SIDEWALKS: Homeowners are required to maintain their sidewalks, such as power washing, repairing cracks and replacing lifted or deteriorating slabs.

MAILBOXES: Mailboxes are the property of the homeowner and are maintained by the homeowner.

TOWNSHIP GARBAGE & RECYCLING CANS may be obtained from the Township Department of Public Works and must be stored in the garage. Outside storage is not permitted. Call the DPW at 732-451-4060.

UTILITIES: All utilities, cables, and wiring that services your home; such as electricity, phone service, gas, cable, water, and sewer lines that services your home is your responsibility. You should contact the service provider when it comes to installation, or repairs. Your service provider’s phone number is located on the bill they send you. It is helpful to have your account number available when calling. The Association does not maintain these services for you; you must contact your provider in order to have your services repaired or to find out why you may be experiencing problems.

The utility boxes that may be located on your front or side lawns belong to Verizon and/or Comcast. If the box cover is tilted, or the wires are sticking out, call Verizon and Comcast, it is their responsibility to repair and maintain their equipment. Check your utility bills for the phone number to contact these companies. These boxes are not common property and are not and it is not the responsibility of the Association to make these service calls, maintain or repair the Verizon and Comcast boxes. Thank you for your cooperation.

ALTERATIONS AND MODIFICATIONS TO THE OUTSIDE OF YOUR HOME REQUIRES APPROVAL - ARC Requests:Any alterations you wish to make to the outside

of your home must first be approved by the ARC committee and the board of trustees. There are no exceptions. An ARC form can be picked up in the clubhouse lobby. Once it is filled out by the homeowner, it needs to be returned to the management office for approval by the ARC Committee. Please allow up to 4 weeks for approval. Once approval is made the homeowner will be notified in writing. Thank you in advance for your anticipated cooperation

Maintaining Your Property:

IRRIGATION: The Irrigation system is tested before it is turned on at the end of April each year and heads are adjusted and repaired at this time.

The Irrigation system runs throughout the development. Well water is used and the watering is controlled by the Association Wells. The amount of well water that we are allowed to use for irrigations is allocated to the Association by the DEP. We cannot use more water than we are allocated.

If you feel your lawn needs more water than what we have been allocated by the DEP for irrigation purposes, you may water your lawns by hose and are encouraged to do so. The DEP monitors and regulates the amount of well water we are allocated for irrigation and cannot be increased.

If you need to have a sprinkler head moved, the cost for this item is paid for by the Homeowner. Fill out the work order form, drop it off at the Management office and the Irrigation contractor will contact you for an evaluation and an estimate.

You may not engage an outside contractor to make any alterations to the irrigation system on your property or any common property. You may not make alterations yourself. No exceptions.

If a sprinkler head that is on your property is not working properly or not working at all. Please fill out a work order form and put it in the bin on the table in the Clubhouse. We will arrange for a repair with the Irrigation company. If the homeowner has caused the sprinkler head to work improperly, such as planting a

shrub or tree that blocks the head, the cost to relocate the head will be that of the homeowner.

Irrigation Work Orders – are accepted when the system has been turned on for the season. If a sprinkler head is not working properly, please place a work order by calling Customer Service at 800-870-0010 . They will submit a written work order for you. For a sprinkler head to be moved your work order should include a request for an appointment with the contractor for an evaluation and an cost estimate. The cost to move a sprinkler head is at the homeowner’s expense. Doing construction on the exterior lawn area such as power seeding or tree removal – you must request the sprinkler heads to be flagged before you can do any work. As always, thank you for your cooperation

LAWNS: All lawns are mowed by a Commercial Landscaping Contractor. Lawns are mowed on a 7-10 day basis, depending on weather conditions. Edging of the sidewalks and walkways are done periodically. DAMAGES must be REPORTED immediately in the same week as the damage occurred or the landscaper cannot be held responsible. To place a work order for damages please call Customer Service at 800-870-001.

Weed control is done on an as needed basis as depending on the prevailing conditions of the season. A commercial application of fertilizer on common areas and homeowner lots are on a proscribed schedule according to the contract. Lawn services are performed April through November. If you wish to add your own weed control or fertilizer applications in addition to the commercial applications provided by the Association, you are encouraged to do so.

COMMERCIAL LAWN APPLICATIONS: A friendly reminder, The Association provides commercial lawn applications as a courtesy and is not responsible to provide custom work on individual homeowner lots. The Association does not provide additional weed control or fertilizer applications other than the commercial applications applied per season. The homeowner is responsible to maintain your property to keep it in good condition.

The Association provides only one seeding application and aeration service in the fall of each year to private homeowner lots. Re-seeding is not provided by the Association and any addition seeding or aeration is

the responsibility of the homeowner.

All objects on your lawn should be removed that you don’t want damaged, including wires to your air conditioner that may be lying along your house or items placed alongside the driveways or walkways. This includes all decorative items, flower pots and landscape lighting such as solar lights and low voltage lights. The best way to prevent damage is to put a border around your home. Restrictions on width apply. Consult the Association’s ARC Guidelines and file a ARC application before making any changes. Board approval is required before you can proceed with changes to the exterior of your home. Guidelines and Applications are located in the Clubhouse lobby Literature Rack.

As a homeowner, you are responsible for what is on your property and you are responsible to move items that could be damaged where the lawn mowers, weed whackers or snow clearing equipment will or can take place. It is your responsibility to prevent the damage of your personal items on your property.

TREES: Any tree on your homeowner lot is yours to maintain as required by the Association.

MULCH AROUND TREES: Although you own all trees on your property lot, the Association will apply mulch up to 3 tree rings maximum, that are located in the front of your house as a courtesy, so the community has a consistent well kept look, not because they are the Association’s trees. The association does not provide mulch on any other location on your property lot. You are responsible for all your flower beds including weeding, planting and pruning and watering.

COMMON AREAS, WETLANDS AND TREES: All common area wetlands are maintained by the association and governed by the DEP. No one is allowed to remove or plant any trees, shrubs or brush within any common areas/ protected wetlands. Trees that are alive cannot be removed as per the DEP.

Your personal property/belongings are not allowed to be placed in the Common Areas. Nothing should be nailed or screwed into or hung on or from any common area trees including bird feeders. Affixing items to the tree damages the tree and may cause them to die or become diseased, which will result in an added expense to you or the Association.

CDBG Housing Rehabilitation ProgramBrick Township has established a Housing Program

which is designed to assist in improving Township housing. Program funds are used to provide up to $25,000 of rehabilitation assistance to income-eligible, owner-occupants of single-family homes and town homes. Regarding townhouses the Township will only make repairs to interior elements that are not covered by the Homeowners Association. The Program does not serve multi-family dwellings. Assistance is governed by federal regulations and

Township policy. Income guidelines are provided in this article.In general, financial assistance is available for the

renovation or replacement of substandard heating, electrical, and plumbing systems; some structural repairs and modifications; insulation and other improvements designed to reduce operating expenses; alterations to correct code violations; and other repair work necessary for upgrading existing homes to standard condition. The CDBG Housing Rehabilitation program provides assistance to eligible homeowners who:• Meet household income criteria;• Comply with application procedures and provide requested personal and financial information;• Agree to adhere to program rules; AND• Have a need to make home improvements tocorrect serious housing deficiencies.How the Program WorksProspective applicants should call Brick Township

Community Development at (732)262-1030. 1. Identify yourself as a Brick Township resident who would like to be placed on the Housing Rehabilitation Waiting List.2. You will be contacted when your name reaches the top of the waiting list. You must respond within 14 days.3. In order to proceed, you must complete an application, as well as submit personal information that includes, but is not limited to, income and asset verification for each person that currently resides in the home.4. Once eligibility is determined, a home inspector will make arrangements to visit your home and prepare a Scope of Work identifying the necessary repairs.5. Contractors will then come to your home to prepare a written estimate for the repairs.

6. The lowest responsible bidder will be selected to make repairs to your home.7. The homeowner must sign a deferred ten year loan.8. Once a lien and contract are signed by the homeowner, the work will commence.Eligibility ScreeningIn order to determine whether this program is appropriate

for you, ask yourself the following questions:• Do I own my home?• Have I lived there 200 days?• Would I certify that I have not been previously served by the Township or by any other municipal Housing Rehabilitation Program? (It is the policy of the Township to serve homeowners one time except of emergency work.)• Do I meet the income eligibility criteria that are given in this article?• Am I willing to sign a lien equal to the amount of assistance that is provided to improve my home?• Would I be willing to accept the lowest bidding contractor to perform work on my home?• Do I understand that the Housing Rehabilitation Program will only repair structural damage or replace equipment that is necessary for occupancy of my home; i.e.- no cosmetic repairs, no additions, no garages?• If it is determined that there is lead-based paint in my home, would I be willing to relocate while the associated hazards are removed?• Do I understand that there is a waiting list?If you answered yes to all of these questions, then you

APRIL 15, 2019 7:00 PM, CLUBHOUSEI. CALL TO ORDER/SALUTE TO FLAGBoard President, George Fencik, called the meeting to order at 7:00 pm.

ROLL CALL: Present: George Fencik, President and Treasurer; Art Pantaleone, Vice-President; Diane Ewing, Secretary; Tony Racaniello, Member; Kathy Ayres, Community Manager; FirstService Residential. Absent: Pat Maroney, Member

II. PROOF OF NOTICE OF MAILING and QUOROMGF announced the 2019 notice of the Election & Annual Meeting of Cedar Village at Brick’s Homeowners Association was sent via First Class Mail on March 7, 2019. Two hundred and seventeen (217) homeowner notices were mailed.

III. QUORUM: We need 56 Ballots to reach quorum. We have 135 Ballots. We have reached quorum to hold the meeting and election.

IV. Appointment of Inspectors of Election: Appointed were Janice Stevie and Barbara Druiett and they accepted. KA will slice open the envelopes and our attorney will oversee the counting of the ballots.

V. APPROVAL of the Minutes: • Approval: Meeting Minutes of April 16, 2018 Annual Meeting and Election: Motion made by DE, second by AP. Roll Call: TR: Y, DE: Y, AP: Y, GF: Y. Deficit: 2,679. YTD: 8,557Income is in the Operating fund and is used to pay expenses. Note: The expense amount does not include bills we have not received for the month yet, but still have to be paid.

VII. COMMUNITY MANAGERS REPORT: GF for Kathy Ayres• We are looking for volunteers to install new flags and remove the flags when bad storms are forecasted. If anyone is interested, please contact me. • The 2019 Pool Rules will be in the May newsletter.• 7,000 was spent on snow removal.

VIII. BOARD LIAISON REPORTSGROUNDS: Art Pantaleone• We will be applying weed killer and fertilizer this Wednesday and Thursday, weather permitting. We must have heat for the weed killer and fertilizer to work.• Mowing will start the week of April 22nd, weather permitting.• The irrigation system will be tested the week of April 15th. Repairs have been made to the underground wiring on well #3

SOCIAL: Tony Racaniello• Events are on the calendar for 2019• Welcome Breakfast April 27th at 10 am• Music under the Stars is August 3rd.• The next Social club meeting will be April 20th at 10:00 AM• The Pizza Party will be Friday the 26th • The Men’s lunch will be Thursday, April 25th.

CLUBHOUSE: Diane EwingColleen’s last day will be April 28th. The new cleaning company starts on May 21st.

OLD BUSINESS: George Fencik • The Brick Police Chief is asking everyone to be diligent with the security of their homes and to keep doors locked.• There will be a special meeting regarding Rental Restrictions. A mailing will be sent ot all residents. The special meeting will take place on May 22nd. The association attorney will be present to answer questions on rental restrictions. If the amendment passes, the

X. OPEN Q & A SESSION: GF reminded everyone to conduct proper decorum. The assembly should address their questions and/or comments to the Board and not each other. Questions and any general comments should not exceed five (5) minutes so that everyone may have an opportunity to address the Board. Personal homeowner issues, although presented often, are not appropriate for the Monthly Board Meetings. The Homeowner can make an appointment to schedule a private meeting with the Board on the Wednesday prior to the Board Meeting to discuss their issue. Contact Kathy to make an appointment. Q Ken Costello, Orchid La: How does snow removal work?A We have a snow removal contract and the cost is based on the size of the snow storm.Q Charlie Donoghue. Sunflower La: Do we get paid by the Township for plowing the streets?A Yes. We have a Municipal Services Agreement with the town and they reimburse us a percentage of the amount snow removal would have cost them. Comment: Anne Damico, Honeysuckle: There is mold on the sidewalks. I use a company that uses a roller to remove it and they do a good job.GF: could you give is the name of the company?

XII. ELECTION RESULTS: At 7:40 pm the Inspectors of the Election re-joined the meeting and gave the results of the election to Diane Ewing, Secretary. Diane announced the election results. Art Pantaleone 107 votes; Tony Racaniello, 105 votes; Beverly Conti 62 votes. GF congratulated the candidates and thanked Beverly for running. Art and Tony thanked the residents for votes and their re-election to the Board.

XIII. NEXT BOARD MEETING: We will be holding a Special Meeting instead of a Board Meeting on Wednesday, May 22, 2019 at 7:00 pm in the Ballroom.

XIV. MOTION TO ADJOURN: George called for a motion to adjourn. Motion made by unanimous acclimation. Meeting adjourned at 7:50 pm.

A monthly column devoted to a topic or topics of interest for all homeowners. In reviewing this column over past years, May is traditionally “humor-time” with some interesting items that are not associated with our community, but will put a smile on your face. I’ve gathered my e-mail folder containing many interesting items that have been sent to me and found a few that I know everyone will enjoy.

BOARD RESPONSIBILITY OVERVIEWThere are traditional general misconceptions regarding the Boards authority and responsibilities.

As a clarification, the Boardrepresents the common interests of the Association in accordance with the operating documents (Restrictions and Covenants) with authority as provided in the Association By-Laws (Revised January 18, 2010). The Board does not have any legal authority to represent homeowners regarding individual property and/or homes. The Board also does not have the authority to hear and/or mediate any “homeowner versus homeowner” issues. This specific function is provided by the Alternate Dispute Resolution Article XIX of our By-Laws.

The Board is responsible for the “common elements” of the Association, such as the clubhouse, pool, common property, amenities and all respective services provided for the community.

When we speak as “The Board”, it simply means that the members of the Board are in agreement as to the context of a statement or decision rendered. It is important to understand that while an individual Board member many not personally agree regarding a specific

issue, Board members are legally bound to respect and abide by a majority vote of any decision to uphold the Restrictions and Covenants (Operating Documents) and the Association By-Laws.

The Board decision making process is not always an easy or quick one. It is based on the assimilation of facts and research before any reasonable conclusion is rendered. The Board must also take in consideration applicable Restrictions and Covenants (Operating Documents), Association By-Laws, Brick Township Ordinances, and State/Federal ordinances with absolutely no favoritism or incrimination toward anyone. Fairness must apply to all in the community universally.

ETHICS AND CONFIDIENTIALLYWe have all been witness regarding the unethical and questionable practices of Condominiums and Homeowner Association Boards. After reviewing the facts in each case, it is conceivable that without proper “checks and balances” in place and adhered to, these questionable practices do occur. In 2001, the Board announced that a standard of “conduct and ethics” would be implemented that would be applicable immediately and for all future Board members. The

Board directed the Association Attorney to draft an appropriate document.

In 2002, a Code of Ethics and Confidentially Agreement was instituted as the basis for acceptable conduct. Each Board member is required to sign this legal document that clearly defines both ethics and confidentiality. Not adhering to either can be considered as cause for removal from the Board, as directed in the Association By-Laws (4.01-page 6)

BOARD MEMBER “CASTING OF VOTES” PROCEDURE In 2006, the Board instituted a prescribed procedure for casting of and recording votes on any public motion for approval that needs to be documented in the monthly Board minutes. The subject motion is presented with a narrative explanation. The Board president may then ask if there are any comments, questions or further clarification of the motion from the attendees, before the vote is taken. The actual vote is then taken in a “roll call” manner by the community manager. Each Board member then responds with a “yes”-“no”-“abstain.”

One important note: the last person to cast a vote is the president and that is done for a specific reason. In the event of a tie, the president’s vote becomes the “tie breaker.”

In the history of our Association, the “tie breaker” vote has never been implemented.

The Board represents the interests of all homeowners in a fair and legal manner!

UPDATEOur operating documents are very clear and the Board has the authority and responsibility to enforce all regulations with no favoritism to anyone. Please understand that the members of the Board are also homeowners, who also share the same problems and/or situations you may have.

SUMMARYMy goal in presenting this Annual information is to illustrate the operating manner of our Association and the responsibilities of the Board. As a homeowner, you have every right to know and understand what is going on and the decisions that are reached by the Board for our Association. The Board invites you to attend and participate at the monthly public meetings that are usually held the around the third Monday at 7:00PM.

The meeting dates and/or changes are published in this Cedar Village Times every month.

Since 2002, Board meetings are conducted in an “open town hall” format. What this means is although we follow a specific Board Agenda, you are encouraged to participate at the appropriate time by presenting questions and/or provide comments regarding any issue that is presented regarding Association matters. Private property issues may not be presented at the monthly Board meetings and can be heard privately at the monthly Board workshop meetings that are held the Wednesday prior to the Monthly Board meeting. Simply notify the community manager with any issue and schedule an appointment.

One last important piece of information: Board members don’t have the luxury of “shooting from the hip” on any decision. A careful review of all pertinent facts are carefully evaluated and discussed. Some decisions may involve consultation with our Association Attorney to be sure we are in compliance with our Operating Documents, By-Laws, Local, State and Federal Statues. (NOTE: There have been State of New Jersey regulations passed recently that include meetings, voting procedures and pool regulations.) As a Board we have to comply with each change that is implemented. That is why a simple decision cannot be made quickly.

Each member of the Board has only one vote and a simple majority determines the result.

HIGH-TECH ETIQUETTEBy Donna Cardillo, R.N.

Communication technology has made our lives a lot easier —and a lot more complicated at the same time. Although we can now reach virtually anyone in the world with relative ease 24 hours a day, we have also become a society of “communication junkies” who can’t be away from our e-mail or cell phones for even an hour without experiencing withdrawal. There is still, however, a right time, place, and method to use all this new equipment. Along with the technology comes a new set of rules, both written and unwritten, for decent behavior, as well as effective, appropriate communication.

Voice mail — Whether talking into a telephone answering machine, or voice mail system, your message should be brief and concise. Don’t ramble and take up precious time and disc space. Speak slowly and enunciate clearly so the listener can understand what you’re saying. Mention the date, time, and reason you’re calling. Always leave your full name and phone number, even if the other person already has your number. This saves that person the time of looking it up when returning your call. Recite the number slowly and clearly, including the area code. Then repeat it a second time so the other person doesn’t have to keep replaying your message to get the number. Be sure to mention when would be a good time to reach you to minimize telephone tag.

If you’re returning a call from someone you don’t know, state briefly what the call was about (if you know) to jog the other person’s memory. For example, you might say, “This is Carl Harris returning your phone call. You left me a message inquiring about guidelines for continuing education credits.”

Cell phones — While cell phones have become a boon to communication, they are, in many ways, the bane of our society. Of course the cell phone itself isn’t the problem: It’s the people who use them in inappropriate ways and places. One of the major annoyances is cell phone users speaking in a louder-than-normal voice. This is more than distracting and annoying; no one wants to be forced to hear personal and business conversations. Here are some simple rules to follow: Don’t have private or business conversations in public places within close proximity to other people. Turn your cell phone off or

set it to “vibrate” during seminars/classes and while in restaurants, libraries, or places of worship. Don’t take calls during meetings, including interviews.

As a speaker, I often can’t get through even a short presentation without a cell phone going off and playing an inane tune. When it happens, I have to stop speaking because everyone’s attention is drawn to it. And so many people have phones with similar ring tones that often the offender doesn’t even realize it’s her phone ringing. Turn it off, put it on vibrate, or leave it home. If for some reason you truly need to be accessible at all times, get text messaging so you can see whether it’s an emergency or something that can wait. Unless you’re an expectant father or a high-ranking government official, the world will not end if someone leaves you a message rather than speaking with you immediately. You’ve got to set limits.

E-mail — Electronic mail has become so commonplace that many people rely on it heavily for communication. And while e-mail is fast, convenient, and appropriate for certain types of communication, it’s not OK for others. E-mail does not replace many traditional forms of communication. For example, an interview thank-you note should still be sent via snail mail in most cases. You should never resign from a job, discuss a sensitive subject, or respond in an angry way through e-mail. And since you don’t have the benefit of nonverbal communication cues when using e-mail, choose your words carefully before hitting the “send” button.

Some e-mail rules have changed over the years. Remember when it first came out? People used an informal writing style without capital letters, punctuation, or salutations. Today, because it is a dominant form of communication, you should write a work-related e-mail as if you were writing a letter or memo. Originally, the rule was that you don’t copy the sender’s message when responding. However, with all the e-mail correspondence sent today, it’s impossible to recall what you said to whom. I’ve received e-mail responses from people who say simply, “Yes. That’s great,” and I have no idea what they’re responding to. I have to go into my “sent” file and search for my last e-mail to them, if I even saved it. It’s time-consuming and annoying.
