The Council of Catholic School Parents (CCSP) was formed in 1995. It is a private association within the Church and is incorporated in NSW under the Roman Catholic Church Communities’ Lands Act 1942. Its mandate is set out in its Constitution. !The CCSP is the officially recognised body representing the interests of parents with children in Catholic schools in the dioceses of NSW and the Archdiocese of Canberra Goulburn. !In 2012 the Council secretariat comprised a full-time Executive Director and gained a full-time Communications and Development Officer. The day to day work of the Council is supported by a Management Committee comprising volunteer representatives. !MEMBERSHIPThe Diocesan Parent Associations and the Group of Congregational schools are the members of the Council. A diocesan parent association is the membership body for all systemic Catholic schools within a particular diocese. Catholic systemic schools therefore affiliate to the Council through their diocesan association. Where an association

does not exist, the Catholic schools in the diocese are represented by a parent nominated by the Catholic Education Office or Bishop. Congregational schools affiliate directly to the Council. !In 2004, the Council recognised that the interests of Aboriginal and Torres Strait Islander parents and carers needed to be specially recognised by the Council and established the NSW Catholic Schools Aboriginal and Torres Strait Islander Parent Committee. Aboriginal and Torres Strait Islander parents are represented on the CCSP with full voting rights, through the Chair of that Committee. !The diocesan, congregational and Aboriginal and Torres Strait Islander representatives form the State Council of the CCSP which is the representative and decision-making body of the organisation.

Dear Parents and Colleagues, !This year 2012 has been my final one as Chairperson of the Council of Catholic School Parents and what a year it has been! 2012 has been very much a year for looking forward and looking back. In July we commemorated the 50th anniversary of the Goulburn School Strike of 1962. The strike of 1962 was the beginning of the great State Aid Question - the right of our schools and all non-government schools to receive government aid to assist with general running expenses. The Goulburn Strike was a significant catalyst in the subsequent granting of various forms of state aid for non-government schools nationwide. It was a lso the beg inn ing of recogni t ion, un iversa l ly acknowledged today, that all parents and children are entitled to choice and affordability in school education.

This landmark event had an echo in the organised campaign of protest that was waged by the CEC and Bishops through the local CSOs when in September the NSW state government announced cuts of $67million to recurrent grants funding from 2013. The remarkable grassroots action in response to this took the NSW government by surprise and was a major factor in the decision to freeze non-government school grants for four years. This cap is a part of a comparable reduction in expenditure in government schools.

Over the years there have been a number of attempts to form a distinct national Catholic school parents organisation but these have not been successful for a variety of reasons. At the present there is a much stronger sense that a ‘distinct’ and autonomous Catholic school parent voice is needed. The Gonski Review of School Funding and the exclusion of the Catholic parent voice at the Ministerial table brought this into sharp focus. After a meeting co-hosted by the CCSP and the South Australian Federation of Catholic School Communities, it was evident that although all states agreed on the need for a national Catholic voice, the mechanism for attaining this was not something that had the agreement of everyone. Consequently, the CCSP and the Queensland P&F Federation with the support of the Victorian Catholic School Parent Body and the CEO Archdiocese of Canberra/Goulburn have submitted a proposal to the Australian Bishops Conference for the formation of a single, clear Catholic school parent voice that can speak authoritatively and with the support of the Church hierarchy.

During my time as a member of the CCSP there have been many ongoing threads of advocacy that we have pursued, one that has been close to my heart is school bus safety. During this year the CCSP has contributed to the School Bus Safety Rural and Reg iona l Commun i t y Adv i so ry Commit tee Report which has been submitted to the Minister for Transport, Ms Gladys Berejiklian. The report closely examines all issues relating to the safe transportation of school children by bus in

rural and regional areas. The report and its thirty-five recommendations have been unanimously endorsed by all members of the Committee.

2012 has been a time of new beginnings and a time to say goodbye. Sue Bull, our much loved Communications and Development Officer, announced her decision to retire. The CCSP has been nurtured by her skills with people, her gift for finding resources for us to use as parent reps and particularly her generous and caring spirit. We welcome Linda McNeil as Communications and Development Officer and look forward to the contribution she will bring to our work at the Council.

Congratulations to Trevor Kellam, the incoming Chairperson of the CCSP. Trevor has many gifts to bring the Council and I am looking forward to representing the Diocese of Armidale on the CCSP under his leadership.

A very special thank you to our secretariat: Danielle, Sue and Linda are recognised and respected throughout the education sector for the work they do to further parent and community engagement, particularly in our Catholic schools. Danielle and Sue have supported me throughout my four years as Chairperson, I couldn’t have done it without them. Thank you for your affirmation and friendship.

2012 saw the birth of Danielle’s fourth child, Edward Francis. Edward is a blessing on our Council and a reminder of why we are here - for the children - our belief in the future.

Thank you, the members of the State Council, volunteers all, for your hard work and support over the past twelve months. Thank you for the gift of your membership of the CCSP as well as your commitment to Catholic school education.

Funding for Catholic Schools

As a keen observer of, and participant in, Catholic education I was well aware of the ‘Goulburn Strike’ of 1962 when the parents of over 2000 children supported the temporary closure of their Catholic schools and enrolled their children in the local state schools. The action was taken to raise public and political awareness of the plight of their schools and in particular the inequity in state government funding (or lack thereof).

It was with great pleasure then, in July this year, that I was able to attend several celebrations, including a dinner at Trinity College, Goulburn, to mark the fiftieth anniversary of the strike. This was a wonderful occasion to reflect on how far we had come and how well supported our schools are today by government, parents and the broader community.

It was against this backdrop in September 2012, that the NSW Government announced unprecedented funding cuts to Catholic and other non-government schools. In the spirit of Goulburn and within 24 hours of hearing of the proposed cuts the CCSP, along with the Catholic Education Commission, diocesan offices and their parent associations, mounted a grass roots campaign to oppose the cuts. Following this mass action, and much diplomatic work behind the scenes, the government was persuaded to ‘freeze’ the grants over the next four years rather than cut funding in real terms.

This announcement demonstrated that Catholic school communities should never take government funding for granted. It also highlighted the importance of strong relationships within the education sector, between parent associations, system authorities, unions and Principal associations.

At the national level, much of the year was spent immersed in the detail of the Gonksi funding model. At year’s end there was still much uncertainty as to what the model will mean for Catholic schools in the years immediately ahead.

Partnerships

During 2012, CCSP continued to strengthen its partnerships with other groups. A particular focus this year was on partnerships with universities. The CCSP continued its Strengthening Parent and Community Engagement project with ACU, the NSW Parents Council and the Federation of P&Cs and began discussions around new research projects. The CCSP also once again gave guest lectures to undergraduate students.

CCSP also supported an Australian Research Grant project with a consortia of universities called Bridges to Higher Education to support young people from disadvantaged backgrounds access university.

We continued to strengthen our relationship with the NSW Parents Council. We very much value this collaborative relationship as together we represent all parents and carers of students in non-government schools in NSW.

CCSP also further developed its relationship with Catholic school parents associations in the other states and territories in order to pursue closer collaboration

around common issues and in particular to strengthen the national voice for Catholic school parents.

The Secretariat

Sue, our Communications and Development Officer, retired from the CCSP at the end of the year.

Sue made a significant contribution to the CCSP and to genuine parent engagement in Catholic schools more broadly over many years. She enlivened and enriched the work of the CCSP in so many ways. Of particular note though was her strong desire to empower and support others in their roles - particularly our volunteer parent representatives, but also myself.

Sue has many gifts, but she has grace, humility and a deep sense of the ‘other’ in abundance.

Thank you to Catherine and Sue and our brand new Communications and Development Officer, Linda McNeil, who very capably looked after the CCSP while I was on maternity leave from September.

Thank you too to all the members of the CCSP and in particular the Council representatives for their significant contributions throughout 2012. The CCSP Council representatives are an incredibly dedicated group of parents, playing an important role in support of Catholic education and parents and children everywhere. They take valuable time away from their families and often paid work and other commitments to represent parents at the state level. Thank you for the sacrifices you make and the wisdom and collegiality that you bring to our meetings.

This report is a snapshot of the Council’s work throughout 2012. It offers examples of our work in leadership, advocacy, representation and service on behalf of all parents with children in Catholic schools in New South Wales. !Danielle CroninExecutive Director

The booklet is now in its third print-run. The booklet is made available to all Catholic schools. It is often used in enrolment packages, displayed in front offices of schools and provided to prior-to-school services and other community organisations. The committee also worked on an Acknowledgement of Country resource for schools to be published in 2013. The resource will include a poster and Acknowledgement cards. These will also be made available to all schools and other services.!!!!!!!!!

COMMITTEES: SPECIAL NEEDS WORKING GROUP

CCSP Special Needs Working Group The CCSP’s special needs working group met throughout 2012, both electronically and face-to-face. The working group’s annual work plan included the provision of expert advice to the CCSP State Council on effective ways of supporting families with children with special needs. The group examined the feasibility of a survey for parents and a dedicated webpage on the CCSP’s main website. The group also considered the advice of members of the SCSEC Joint Working Group for the Nationally Consistent Collection of Data on School Students with Disability on a regular basis. The Working Group Chair, Mrs Bronwyn Melville also attended the Brain Science in Education Day, presented by Dr Martha Burns, Neuroscientist and Speech Pathologist, from University in the USA. !Working Group Members in 2012 were:• Bronwyn Melville (MN)• Pauline Bliim (BB)• Narelle Burke (A)• Peta Rourke (L)• Kathleen Rangiawha (P)• Anne-Maree Pletkan (P)• Siobhan Farrell (MN)!Significant Announcements: A Schools Disability Advisory Council was announced by the federal government to provide ongoing expert advice to government on how to provide more support and better services for students with disability. Minister for School Education Peter Garrett and Parliamentary Secretary for Disabilities and Carers Senator Jan McLucas made the announcement in Sydney during a forum with 65 stakeholders from the disability and education sectors. The new advisory council will comprise peak representative organisations from the disability sector as well as academic experts.!Other initiatives included:• $200 million for More Support for Students with Disability initiative, with funds to be available to schools in 2013• $220 million Helping Children With Autism initiative• $147 million Better Start for Children with Disability program• The development of a nationally consistent definition of disability, which will give Governments a better understanding of

current and future needs in the education system; and• The examination of better funding support through the Australian Government Review of School Funding, chaired by

David Gonski!SCSEEC Joint Working Group for the Nationally Consistent Collection of Data on school students with Disability:The Joint Working Group is a National Working Group appointed by the State and Territory Ministers as well as representatives from the Independent Schools Council of Australia and the National Catholic Education Commission.-          In 2012 the Joint Working Group met on 13 occasions  - 6 Face to Face meetings in Melbourne or Sydney and 7

teleconference meetings.-          In 2012 the NCEC SWD Network Group also met on 5 occasions – 2 Face to Face meetings and 3

teleconferences.-          In April 2012, the SCSEEC agreed to a trial in 2012 of a revised model for a nationally consistent collection of data

on students with disability and the level of “reasonable adjustment” (according to the Disability Standards for Education 2005) that the students are being provided to help them participate in education on the same basis as other students.

-          The 2012 trial tested the revised model in more than 200 schools across Australia, with the Australian, state and territory governments and the Catholic and independent education sectors working together to implement the trial. The aim of the 2012 Trial of data collection was to test the suitability of the model for the Nationally Consistent Collection of Data on School Students with Disability for national implementation.

-          The 2012 Trial Final Report found that the model was valid, robust and suitable, subject to minor refinement, for national implementation.

-          The findings of the Final Report on the 2012 Trial fully endorsed the phased implementation of the nationally consistent collection of data in all schools in Australia between 2013 and 2015. The first data collection was determined to take place in selected schools in October 2013.

The State Council and Secretariat of the CCSP have responsibility for articulating and monitoring the strategic intent of the organisation. This is the third year of the four year Strategic Plan developed by the Council in late 2009.

BROAD GOALS OF THE COUNCILThe broad goals of the Council are aligned to the Council’s mission statement: to provide leadership, advocacy and support to parents with children in Catholic schools. !Leadership Goals• to assist in the development of strong diocesan parent

bodies • to build/maintain the profile of the CCSP representatives

and strengthen relationships with the Diocesan Bishops • to strengthen relationships with parent leaders and other

parent associations • to maintain strong relationships with the media and

maintain the profile of the CCSP as the peak voice for parents with children in Catholic schools

• to identify opportunities to support parent leaders through activities such as mentoring and succession planning

• to maintain an appropriately resourced organisation • to promote the importance of the diversity of

culture, age, gender and ethnic backgrounds at all levels of parent leadership !

Advocacy Goals• to promote the interests of Catholic

education on the basis of Church teachings (with particular emphasis on parents/carers)

• to provide an effective voice for parents at the state and national level and promote CCSP with relevant government agencies

• to strengthen families and to promote home-school-parish partnerships

• to promote access and inclusive services for children and parent/carers

• to foster understanding of and commitment to emerging issues which are important to the future of Catholic education !

Support Goals• to provide effective methods of

internal and external communication • to align CCSP strategies with those of

its diocesan members • to assist parents to participate more

fully in the Catholic life of their school • to promote strong links between

PRIORITY AREAS 2010-13PRIORITY AREAS 2010-2013 - In addition to the broad goals of the Council, the CCSP has identified six areas where it would place particular emphasis over the period 2010-2013. Five of those, outlined below, were prioritised in 2012.

1.EQUITY

Within 24 hours of the NSW Minister for Education informing the non-government sector of funding cuts, the CCSP launched a widespread and very successful communications campaign to raise parental awareness of the cuts and to educate members of parliament on the impact of funding cuts on the future quality and accessibility of Catholic schools.

Parent communities all over NSW met with and/or wrote to their local MPs. The CCSP corresponded with all sitting members and sent all Liberal/National Party parliamentary members a poster (“What Will You Do?) reminding them that 2012 marked the 50th Anniversary of the Catholic schools’ “Goulburn Strike” and the beginning of the long journey towards state-aid and equitable funding.

The CCSP partnered with the Catholic Education Commission and Dioceses in responding to the cuts by disseminating information on ways families could voice their concerns via petitions and other means.

Members of CCSP’s Secretariat and State Council protested on Macquarie Street with principals and parents from the Parramatta Diocese. The CCSP also engaged with the media over the issue and was quoted by various media outlets.

We also joined an historic coalition of government and non-government principal and parent bodies and the two teacher unions to lobby the Premier and Education Minister directly on behalf of all schools across NSW.

CCSP was also invited to participate in a special CEC funding strategy task force. The work of of this committee is ongoing.

!“GONKSI” REVIEW OF FUNDING (NATIONAL) The Federal Government review of funding for schooling – referred to as ‘The Gonski Review” – continued to be the major focus of the CCSP’S political advocacy work in 2012. Over the course of the review the CCSP made several submissions and met with the review panel.

All local advocacy and communications around the review aligned with the national strategy prepared by the National Catholic Education Commission (NCEC). The CCSP was an active participant in the formulation of aspects of the Catholic sector response through its representation on the NCEC and its strategy group with Danielle Cronin.

The CCSP’s central message was the need for a funding model that delivered funding fairness and certainty for all children irrespective of where they attended school. !! !!

CCSP held its 3rd Annual Master Class for parent and school leaders. Once again the Master Class was over subscribed and a waiting list had to be established. The 2012 Master Class, “Parent and Community Engagement in Learning” was facilitated by Anne Henderson from the Annenberg Institute of School Reform in Washington DC.

The CCSP’s Executive Director, Danielle Cronin, was invited to make two presentations to a National Symposium on Parental Engagement with Learning. The first showcased the new Strengthening Parent and Community Engagement in Learning Toolkit. The second presentation was a reflection on her time overseas as a Churchill Fellow looking at public policies to support engagement in the UK and USA and her sabbatical which took her to Canada and Harvard University. Ms Cronin continued the 2011 partnership with the Department of Education and Early Childhood Development (DEECD Victoria) to deliver Family School Partnership Forums across Victoria. In addition to those conducted in late 2011, she delivered a second series of forums in regional Victoria in 2012 reaching over 600 schools altogether.

Ms Cronin was also invited to be a member of the National Family School Community Partnerships Bureau Research Advisory Group which oversaw the development of a significant research paper by Australian Research Alliance for Children and Youth. In late 2012, the Federal Education Minister Peter Garrett launched the paper (Parental Engagement in Learning and Schooling). Based on lessons from research, the paper presents a powerful and convincing argument for policy and practice that embeds parent engagement in children’s learning as an integral component of the Australia’s education reform agenda. In 2012, the CCSP was asked to lead the development of a second project under the National Partnerships. This project, funded under the National Partnership for Empowering Local Schools, will see the development of a resource to support school advisory boards. Cathie Renfrew from the Broken Bay diocese was seconded in late 2012 to the CCSP to develop the resource in partnership with Broken Bay and Armidale.

The CCSP will maintain the resource alongside the Partners4Learning resource developed as part of the Teacher Quality National Partnership.

NATIONAL PARENT REPRESENTATION The CCSP continued its role on the National Catholic Education Commission’s Parent Committee and its Executive Director, Danielle Cronin, continued in her role as Chair.

In August, CCSP also hosted a national meeting of Catholic state Parent Associations to discuss the topic of “An Autonomous National Catholic School Parent Voice”. There was unanimous agreement on the importance of such a voice, but less agreement on a way forward. The organisations in New South Wales, Queensland, Victoria and the Australian Capital Territory agreed to form a new national Catholic school parent organisation. In November 2012, a submission was sent to the Australian Catholic Bishops for their approval to use the name ‘Catholic’ in its title and to outline a process for progressing the new body. !INFORMATION & RESEARCH The CCSP continued to offer a suite of communications to school communities including ParentNet (The Parent Factor in Literacy - Early Years to High School; It Takes a Village; Connecting Home and School Learning), CCSPNet (New School Partnership Assessment Tool; School Funding Updates; Australian Curriculum Updates); and Connecting U (Top 10 Resources on Partners 4 Learning each Term).

The CCSP’s joint project with ACU and the other state parent associations (NSW Parents Council and the Federation of Parents and Citizens Associations) to develop pre-Service and in-Service teacher professional development modules continued. Literature reviews were completed as were focus groups with parents.

CCSP was also invited to present at numerous events and conferences: Australian Catholic Primary Principals Executive, CEO Sydney Early Childhood Conference, CEC Early Childhood Forum, Lismore Parent Assembly Conference, CEO, Melbourne, Wollongong CEO National Partnerships Forum and the Australian Council of State School Organisations Conference in Darwin.

EQUITY FOR RURAL & REMOTE STUDENTS CCSP Chair, Catherine Ible continued her membership of The School Bus Safety Community Advisory Committee established in 2011 by the New South Wales Minister for Transport, the Hon Gladys Berejiklian MP and the Minister for Roads and Ports, the Hon Duncan Gay MLC. 

The Committee was comprised of representatives from parent organisations across the Government, Catholic and independent schools sectors; the Belt Up for Safety Action Group; an emergency department doctor; BusNSW; the Country Mayors Association; the NRMA; Transport for NSW (TfNSW); and Roads and Maritime Services (RMS). 

The purpose of the Committee was to inquire into and report on issues relating to the safe transportation of children in rural and regional NSW.  Their terms were to:

• assess the status of school bus safety in rural and regional NSW;  • consider the full range of school bus safety measures, with reference to national and    international experience;

and  • recommend the most effective ways to make school bus travel as safe as possible. 

The committee met nine times in 2011 and 2012 with regional public meetings in Coffs Harbour, Albury and Wagga Wagga.  The committee arrived at 35 recommendations which were submitted to the Minister on 21 October. !!!!!

Implementation of NEW Australian Curriculum

in NSW Catholic Schools

Background:ACARA is responsible for the development of the Australian Curriculum from Foundation (Kinder) to Year 12. The development of the Australian Curriculum will occur over three broad timeframes and is guided by two key documents; the Melbourne Declaration on Education Goals for Young Australians and the Shape of the Australian Curriculum.

The curriculum will be delivered to school authorities and to schools in an online environment in time for school authorities, schools and teachers to prepare for implementation.
