Are the CDLAC bond allocation pools equitable and the most efficient means for meeting California’s housing goals? And, what is the impact of “skilled and trained workforce” if imposed on certain affordable housing projects??? Last but not least, what is this debate about HCD not permitting refinancing and repayment of older HCD loans and reallocating such repaid funds to finance more affordable housing Units??? What are the pros and cons of this debate so long as such projects remain rent restricted and no harm to the tenants or financial feasibility of the projects??
