Seven Mountains Wine Cellars became the first winery in history to receive two Governor’s Cups in a single year. The coveted Governor’s Cup is the highest honor awarded to winemakers at the event. Owners Scott and Mary Ann Bubb won the awards for their 2009 Vidal Ice Wine in the grape category, and the 2009 Cranberry in the fruit category; both wines also received double gold medals. The wines were competing in a pool of 244 bottles from 37 wineries across the state. The Bubbs also took home seven additional medals: 1 gold, 3 silver, and 3 bronze. After only 16 months of experience in the commercial arena, the SMWC family is ecstatic to have received such an honor. The winery is located near Potters Mills on Decker Valley Road just one mile off of US Route 322 between Lewistown and State College. Congratulations to Seven Mountains Wine Cellars

A local winery and member of the CBICC recently made history at the Pennsylvania Farm Show on January 8, 2011. County Region Mount Nittany and Centre Medical and Surgical Associates, PC, (CMSA) announced that they are moving forward with a formal business relationship in the interest of establishing a locally based, integrated healthcare delivery system in the Centre County region. With the common goal of advancing healthcare services, both parties expect that the relationship will create an even stronger foundation for expanding services, attracting more physicians to the area, and improving patient access to primary and specialty care.

As we begin a new year, I’d like to take the opportunity to share with you some of the highlights of 2010 – a year that certainly presented a number of challenges but ended on a very positive note for the CBICC.

The Board of Directors is continuing to actively search for a new CEO/President to lead our organization, but in the meantime, David Wise is providing excellent leadership in the position of President/CEO, and the entire staff continues to focus on providing the excellent programming and services our members have come to expect.

The financial highlights for 2010 included a balanced operating budget, steady revenue in the areas of membership dues and events, and an increase in the total assets of the CBICC.

The Government Affairs Division had a particularly busy year, participating on a local, state, and national level in support of advocacy on topics such as affordable workforce housing and airport service enhancement. In addition, the Division focused on working with the business community, county, and state officials to address issues such as Centre Region building codes, the streamlining of state permitting processes, and project labor agreements.

With all the economic challenges we have been facing over the past couple years, the Chamber Operations Division was pleased to help promote and celebrate our members’ business success by participating in 17 ribbon cutting or groundbreaking ceremonies in 2010.

Membership remains very strong. Our membership retention rate was above the national average for chambers of our size, and we are pleased to have welcomed 110 new members in 2010, which represents a 28% increase over the number of new members in 2009.

President’s LetterNew Year’s greetings to all CBICC members and friends. By now, I hope you have learned to write 2011 on your checks (for those of us still writing paper checks!). There is some interesting discussion out on the internet as to whether 2011 is actually the start of the second decade, or whether we are a year into the “teens”. I think I will go with 2011 being the first year in a fresh decade. Taking just a final moment to look back over the last decade, what changes we have all seen.

Here in Centre County, we have all been a part of an amazing and steady growth in the business and residential areas. We have an Interstate highway now in the form of I-99, a baseball stadium, Innovation Park and many more! We also have an impressive list of new businesses in the County. New retail businesses, new services, and significantly, new- technology based businesses many of whom are operating within areas of technology that didn’t even exist at the start of the decade.

Some of us have been around long enough to recall a school reading assignment by Alvin Toffler entitled “Future Shock”. Toffler’s premise, first published in 1970 was that society was moving into unavoidable overload due “to too much change in too short a period of time”. We are all now moving into (arguably) the fifth decade since that pronouncement, and I think we are safe in concluding that the collapse he predicted is not imminent. Having said that, the opportunities for business expansions throughout the coming decade seem to be limitless. The changes in the coming years where we live, where we work, how we work, and especially how we communicate I expect will be as profound as Toffler suggested, (except without the collapse of modern society).

A look at Page 4 of this ChamberNet shows a truly amazing cross section of businesses in Centre County. One half of the page shows the details of new members (and in most cases brand new businesses) joining the CBICC and the community within the last ten years ,while the other half of the page celebrates some real “legacy” business members with anniversaries from fifteen years to sixty five years! What a wonderful blend of new and old, a great continuity, and a perfect place to live and work.

Let’s look forward to the coming years; there is going to be change, a lot of change, in what may seem like a very short period. I expect, however, that it won’t be “too much, too fast”. Hopefully, for all of our members and friends, it will be just right.

No review would be complete without the mention of CBICC events. In 2010, we presented 84 events, which saw a total of 6,685 attendees. The Chamber “U”niversity program was expanded to include a 6-part series of developing supervisory skills, and the Central PA Regional Business & Industry Expo saw an increase in the number of Chamber Partners.

The highlight for the Economic Development Division was the completion of the largest project ever undertaking by the CCIDC – Benner Commerce Park. In September, 2010, we hosted a luncheon at the Park to celebrate its grand opening.

As we move into 2011, we know that we will be experiencing change in the area of the CBICC’s leadership. However, what won’t change is the dedication of the staff to continue to move the CBICC forward, to ensure that our members receive the most out of their membership investment, and to maintain our core strengths and values for the benefit of our members and our community.

Membership Services Update & InformationMember Services Update At the beginning of 2010, the Chamber Operations Division decided to focus our efforts on developing stronger relationships with our members and improving the CBICC’s visibility in our community. Our membership is, after all, the strength of the CBICC, and we felt it was important that we take advantage of every opportunity to interact with members and help them feel engaged in the Chamber.

One way that we were able to do this was to promote our help with ribbon cutting and groundbreaking ceremonies. In the past, we really didn’t promote this activity to our members and as a result did only a few each year. In 2010, we actively promoted the fact that we would help members celebrate their success by participating in and promot-ing ribbon cutting and groundbreaking ceremonies. As a result, we were able to participate in 17 of these ceremonies throughout the year and are looking forward to even more in 2011. We have enjoyed being able to share in our members’ accomplishments, visit their businesses, and help promote these events to the entire membership. I’m very pleased to say that 2010 was an excellent year in the area of new members. We were pleased to welcome 110 new members in 2010 – a 28% increase over the number of new members in 2009! This was made possible by the efforts of many people, most nota-bly the Ambassadors and Board Members who participated in our Ambassador/Board Membership Challenge. The results are in and the winners are……the Ambassadors! Colleen Small of the UPS Store Across from Wegmans won the MVP award by recruiting 3 new members herself – congratulations, Colleen!

We have a very strong calendar of events for 2011. Connie Corl, Events & Publications Coordinator, has put together the 2011 sched-ule of Business After Hours, Luncheons, and Business Before Hours – click HERE for a copy of that schedule. Our calendar of Business After Hours for 2012 is already about 50% filled, so if you’re interested in being a host, please contact Connie Corl to have your name placed on the list.

The CBICC Awards Gala will be held on Thursday, March 3, at The Penn Stater. We received a large number of nominations for the vari-

ous awards, and this year we will be doing the voting electronically. The Awards Gala is always a very enjoyable evening, so we hope to see you there.

Although the popular CBICC Member Spotlight is not until April 28, planning is already well underway. Registration forms will be available shortly, and you will be notified via e-mail as to when the registration period will begin. Each year, this program grows in popularity and attendance, so if you’re planning to exhibit, please be sure to register early. If you’re not planning on being an exhibi-tor, mark your calendar and plan on attending so you can become more aware of the many products and services offered by your fellow CBICC members.

Business After Hours – Help us Go GreenOur Business After Hours (BAH) program is our most popular networking program, and we hope you will try to attend as many as possible in 2011.

In the past, we have offered attendees the opportunity to be invoiced for Business After Hours; however, we have found that we are print-ing many invoices each month for just $5.00 or $10.00. To help us cut down on the number of invoices we must prepare and mail each month, we would like to encourage you to either pre-pay using a credit card or pay at the door when you attend a BAH.

When you register on-line, you can provide your credit card informa-tion using our secure server. If you fax in your registration, please indicate that you would like to pay by credit card and we will contact you for your information. You can pay by cash, check or credit card at the door.

Of course, if you really want to make it easy, you can sign up for the Business After Hours VIP pass. This allows you to pay once for the entire year (and get a 30% savings) and then attend as many BAH programs as you would like, without having to register or worry about individual payments. Membership Services Update & Information2010 Membership Survey ResultsReceiving the best return on your membership investment is important to you and to the CBICC. In order to help us better understand what you are looking for or expecting from your membership in the CBICC, we recently developed an electronic survey which was e-mailed to all CBICC members in early December.

Thank you to all who took the time to respond to the survey. As we continue to develop programming and benefits, we will be using the results of this survey to ensure that we are doing what we can to best meet your expectations.

Here is an overview of the survey results:

Q: Do you see membership in the CBICC as an important part of your ongoing business success?

A: Over 80% responded positively.

Q: What is your overall impression of the CBICC?A: 86% responded that their overall impression was either excellent or good.

Q: Which of the following do you think should be the MAIN purpose of the CBICC?

A: The majority of the responders indicated that the main purpose should be to “promote the County and its businesses.” Following closely behind were “offer resources and opportunities to help businesses” and “create strong local/regional economy.”

Q: What are your primary reasons for belonging to the CBICC?A: The top two reasons members join the CBICC are networking (coming in very strong as the #1 reason), and visibility for members’ businesses. Tied at #3 were source of business leads/referrals and access to other members. Closely following those were educational/training opportunities, business credibility, and civic duty/community support.

Q: Is the CBICC meeting your expectations?A: 80% responded that the CBICC was either exceeding or meeting expectations. 16% responded that the CBICC is meeting some expectations, and 4% indicated that the CBICC was not meeting expectations.

Q: Are you taking advantage of any of the following ChamberDeal$ programs?

A: The ChamberDeal$ programs most actively used at this time are office supplies, health insurance, and workers compensation.

Q: How do you most often find out about CBICC events:A: Event e-mails are clearly the way most members find out about events (76%), while 24% indicated they learn about them in InstaNews.

Q: What CBICC events have you attended or participated in since joining the CBICC?

A: The most popular events appear to be Business After Hours and Membership Luncheons, followed closely by the Expo, Business Before Hours and the Member Spotlight. Only 7% indicated that they had not attended any events.

Q: How do you find information about other CBICC members?A: The business directory on the CBICC website came in as the #1 way members get information on other members; however, the printed Membership Directory came in a close second.

Q: What features of our website do you currently use?A: The top three features of our website are Calendar of Events, Business/Membership Directory, and Event Registration. Member News followed at #4 and Invoice Payment came in at #5.

Q: How influential do you feel the CBICC is in Centre County?A: 58% indicated that the CBICC is somewhat influential, while 32% indicated that the CBICC is extremely influential.

Q: Have you posted any Member-2-Member savings coupons on the CBICC website?

A: Unfortunately, only 8% indicated that they had posted coupons; 18% indicated that they weren’t aware of the program.

The survey also allowed a number of opportunities for members to respond in more detail to various questions or to simply provide any suggestions on what they would like to see us add, change, improve upon, etc. Many good ideas were presented and will certainly be given careful consideration as we move forward in 2011.

Government Affairs UpdateGOVERNMENT AFFAIRS DIVISION OPERATIONS

Heritage 1 Committee Renewing Professional CertificationsPracticing professional engineers, land surveyors and geologists must earn 24 Professional Development Hours (PDH) when license renewals occur on September 30, 2011. Heritage 1 and PSU Continuing Education are considering a collaboration to co-host courses during the year. Chamber members should contact Alisha at [email protected] if interested in participating.

Streamlining State PermitsThe PA Economic Development Association’s (PEDA’s) Permitting and Regulatory Reform (PARR) Committee, with input from Heritage 1, sent a letter to Governor-Elect Tom Corbett regarding the need to reform state permitting (mainly DEP and PennDOT) for building projects that foster economic development. A PEDA lobbyist was appointed to the new administration’s transition team.

Affordable Housing SurveysThe Centre County Housing and Land Trust hired a consultant to help gage the need for affordable housing types in the County. Heritage 1 assisted with distributing surveys to large employers and their employees. Employers are encouraged to CLICK HERE to participate in the survey. The employee survey may be accessed HERE. The deadline for completion of both surveys is January 31.

Centre County Affordable Housing Coalition CommitteesHeritage 1 staff has been reappointed to serve as the 2011 Chair of both the County Coalition’s Affordable Workforce Housing and Nominating Committees. Service on the College Township Zoning Hearing Board will also continue in 2011.

New Chair of Advisory BoardJohn Sepp of Penn Terra Engineering will serve as the 2011 Chair of the Heritage 1 Advisory Board. The Committee thanks Chris Magent of Alexander Building Construction Co. for his past years of serving as Chair. Chris will remain on the Advisory Board in 2011.

Code Agency EvaluationThe Centre Regional COG Code Agency Evaluation study has been completed and is being reviewed by the COG municipalities. Municipal comments will be forwarded to the Ad Hoc Committee. Heritage 1 is represented on the Committee.

Government Affairs Committee

University Park Airport Service EnhancementAn ad hoc committee has been formed to explore possible new air service at the University Park Airport (UPA). Individuals from the CBICC Infrastructure Taskforce and the general membership will work with UPA representatives on renewing a study conducted by the University in 1986. Local Chambers that partnered with the CBICC in the Regional Expo will be asked to participate in the new study.

Legislator Updates The Government Affairs Committee is hosting a Centre County legislators’ luncheon on January 21. Members of the Chamber’s Board of Directors are invited to the luncheon. Following the luncheon, the Committee will meet to establish draft 2011 legislative priorities for Chamber Board Approval.

Nittany EntrepreneursThe Nittany Entrepreneurs Committee presented its Chamber Foundation initiative to the CEO Group on January 4. On January 12, the Committee Chair and the Associate Director of PSU’s Career Services presented sample documents to the Chamber’s Executive Committee. The suggested documents confirm, formalize, and advance the Nittany Entrepreneurs’ mission. CLICK HERE for more on Nittany Entrepreneurs.

CBICC CEO GroupThe Government Affairs Division is assisting with promoting 2011 CEO Group membership and programs. Thus far, CEO Group programs planned for 2011 include leadership updates from Geisinger Health Systems, Penn State University, CATA, PennDOT, and Mount Nittany Medical Center. Local Chambers Advocating Clean EnergyThe CBICC has been asked to join a support network of local chambers to promote economic development via clean energy innovation. Chambers for Innovation and Clean Energy (CICE) was launched by the San Francisco Chamber of Commerce, and thus far, includes about a dozen local chambers throughout the United States.

Legislative AppointmentsGovernor Tom Corbett recently announced more than 400 members to his transition team. The transition team is made up of 17 different committees, each that will examine a specific area of state government.

CBICC members are fortunate to have 3 members of the PA General Assembly serving in 2011 leadership positions. Republicans Senator Jake Corman will continue as to serve as Chair of Senate Appropriations Committee and Representative Kerry Benninghoff will serve as the new House Chair of the Finance Committee. Representative Mike Hanna is the new House Democratic party Whip.

Hopes for 2011In one of its recent newsletters, the Pennsylvania Business Council offered some “humble suggestions” for Pennsylvania public officials who may still be “shopping” for New Year’s resolutions. They are worth sharing with our Chamber members.

• I will remember that I work for the people of PA.• I will not vote to appropriate more than the state can afford.• I will not seek to create more government programs. I will work to make existing programs more effective and efficient.• I will not support unfunded mandates on local governments or school districts.• I will ensure that our young people are educated and trained for family-sustaining jobs in the modern economy.• I will work to make tax rates competitive and to ensure that PA’s tax policy does not stifle a willingness to invest, hire, build, or purchase.• I will seek to end frivolous lawsuits and provide an even, fair and predictable judicial playing field.• I will not neglect infrastructure maintenance.• I will not increase the cost of doing business in PA by burdening employers with paperwork and red tape.• I will protect the quality of life and great heritage of PA: our liberties, our scenic beauty, our natural resources, our cultural richness, and our safe communities.

As part of its strategic plan, Mount Nittany developed Mount Nittany Physician Group to serve Centre County and the surrounding communities. The group is physician-led and, prior to the addition of physicians from CMSA, employed physicians in primary and specialty care, including reconstructive and cosmetic surgery, pain management, wound care and urology.

On Thursday, October 21, 2010 Elmcroft of State College announced the Grand Opening of Heartland Village, a community dedicated to caring for those with Alzheimer’s Disease and other memory disorders.

Pure Urban Spa located at Creekside Shopping Plaza, 1760 S. Atherton St. has recently opened and celebrated their grand opening with a ribbon cutting on Thursday, November 18, 2010.

Economic Development Update

2010 in ReviewIn 2010 there were nearly 500 jobs created or retained in Centre County by companies that benefitted from programs offered through the Centre County Industrial Development Authority (CCIDA) and Centre County Industrial Development Corporation (CCIDC). An overview of some of the projects includes:

• The CCIDA approved $44 million in bond financing for five separate projects with a total cost of over $171 million.

• CCIDC obtained an $895,000 loan through the Pennsylvania Industrial Development Authority (PIDA) for a multi-tenant facility with a total project cost of over $3 million. The CCIDC Revolving Loan Fund approved $942,500 in low interest financing for ten local companies. Throughout the year, the CCIDC provided assistance to twelve existing Centre County companies and six companies new to the county with a variety of needs including: financing, site searches, feedstock supply searches, grants, and machinery and equipment loans.

• The completion of Benner Commerce Park provides nine shovel-ready lots which are now available for sale. In addition, two lots were sold in Penn Eagle Industrial Park.

• In 2010 four companies graduated from the CCIDC Business Incubator Program and remain in Centre County. These companies have thirty full time employees. Four new companies were welcomed into the Incubator Program.

• Eight companies located in Centre County’s Keystone Innovation Zone (KIZ) received $663,742 in qualified tax credits.

CPI ExpansionThe Central Pennsylvania Institute of Science & Technology (CPI) is in the process of expanding their facility to establish a 35,000 sq. ft. transportation training center to serve the needs of central Pennsylvania employers and residents seeking occupations in the transportation and heavy construction sector.

Workforce development and economic growth is dependent on trained and qualified workers, it is projected that the transportation and heavy construction sector will grow nearly 30% in the State College Metropolitan Statistical Area over the next five years.

Course offerings at the Transportation Center will include: • Automotive Technology• Collision Repair• Heavy Equipment Operations• Diesel Repair Technology• Commercial driving• Bus Driver Training• Emergency Vehicle Operation

Local and State investment in the project will be approximately $10 million, including a $3 million Redevelopment Assistance Capital Project Grant through the Centre County Industrial Development Authority. Funds will be used to upgrade, expand, and modernize heavy construction and transportation related programs within the transportation cluster and purchase modern, high tech “industry standard” trainers and equipment to enhance student learning and better meet the needs of employers.
