On Thursday, November 4, 2010, the Central Pennsylvania Regional Business & Industry Expo presented by 611 MRI/CT will be showcasing businesses from throughout the region at the Bryce Jordan Center on the campus of The Pennsylvania State University.
This event will provide an opportunity for the members of each of the 15 partnering Chambers of Commerce to promote their products and services to businesses and consumers during this regional event.
This year represents the second year for the Regional Expo, which will feature nine workshops throughout the day in addition to exhibitors on both the floor and concourse areas of the BJC. The Expo, which will run from 1:30-6:30 p.m., will be kicked-off with a luncheon featuring John P. Surma, Chairman and Chief Executive Officer of United State Steel Corporation, as the keynote speaker. The luncheon will be held in the South Annex Gym of the BJC from 11:45 a.m. – 1:30 p.m. The cost to attend the luncheon is $25.00 per person and pre-registration is required.

President’s LetterIt is clear from both the color of the leaves and the temperature outside that the change of season is at hand. Also, by now I think most of you are aware that your Chamber is actively engaged in the process to identify a new executive to lead our organization. At the same time, as electors in local, state and national elections, we are all keenly aware of the many potential changes in the political landscape. Finally, and most importantly to all of you, we are hopeful that the change in both our local and national economy is at hand.
It certainly seems that change is the theme. Let me include some information about several of these changes:
The CBICC Board of Directors, working through an executive search subcommittee, is well along in the process to select a new executive leader for both the Chamber and the Centre County IDC. After an extensive national solicitation, a broad pool of talented and experienced candidates has been identified for consideration. Our top candidates all bring significant Chamber and economic development experience, and all display a demonstrated ability to effectively collaborate with regional stakeholders to bring results and achievement to their area. We are excitedly looking forward to bringing this new leadership on-board to continue our common mission and to grow the organization. Individual interviews are now scheduled by mid November, and the goal is to name a new President/CEO before year end.
On the election front, I urge you all to exercise your unique right to vote on November 2. This election year, particularly with the impending change in the Pennsylvania governor’s office, our representatives in Harrisburg and Washington are more critical than ever. With all of the issues challenging us in the business environment today, having our voices heard in this election cycle is of paramount importance.
Finally, the business climate that you and I see every day does seem to be changing. We have added a number of new small companies to the business incubator in the last several months, and for some time before that we had little activity. Many of our members are indicating a gradual (but measurable) improvement in their sales activities. The stock markets are up. The holiday sales season is near and promises for increased activity seem justified. Obviously, these are changes are for the better.
One final topic; I would like to remind you all of our next big event. The 2010 Central Pennsylvania Regional Business and Industry Expo is scheduled for Thursday, November 4, 2010. The Expo is a great place to showcase your business, learn about other opportunities and meet other business people from around the region.
So, the change of seasons is a certainty. Other changes here at the Chamber, in Centre County, Harrisburg and beyond are happening as well. Let’s all look forward to and embrace this change. (See you at the Regional Expo!)

CATA General Manager Receives Transit Industry’s Highest Honor
The Centre Area Transportation Authority (CATA) is pleased to announce that, at an awards ceremony in San Antonio last week, Hugh Mose, the Authority’s General Manager, was named this year’s recipient of the prestigious American Public Transportation Association (APTA) Outstanding Public Transportation Manager Award.
Harrison’s Wine Grill Awarded 2010 Restaurant Neighbor Award by the National Restaurant Association
Harrison’s Wine Grill has received the 2010 Restaurant Neighbor Pennsylvania Honorable Mention Award by the National Restaurant Association. This is in recognition of a Harrison’s fundraiser held in October 2009 to benefit the Friends of Schlow Library at a time when the final Pennsylvania budget cut aid to the Schlow Centre Region Library by more than 20 percent. The National Restaurant Association and American Express salute restaurateurs who go above and beyond in giving back to their communities through the Restaurant Neighbor Award and Harrison’s has received that recognition.

A Brand New Day: The YMCA Unveils New Brand Strategy to Further Community Impact
For the first time in 43 years, YMCA of the USA has unveiled a new brand strategy to increase understanding of the impact that YMCAs make in communities across the country. The YMCA has the unique capacity to address many of the challenges facing the nation today. Through its new brand strategy and framework, the nonprofit will extend its reach into communities to nurture the potential of youth and teens, improve the nation’s health and well-being and provide opportunities to support neighbors.
The new brand strategy – the result of more than two years of analysis and research – was introduced in August. The YMCA unveiled a new, more forward-looking logo that reflects the vibrancy and diversity of the organization, and a framework that focuses resources on three core areas: youth development, healthy living and social responsibility. In another major change, the nonprofit will be called “the Y” to align with how people most commonly refer to the organization.
The YMCA of Centre County will fully transition to the new brand by the end of 2011.

The CBICC Ambassador Club challenged the CBICC Board of Direc-tors to see who could bring in the most new members before the end of the year. The Board readily accepted the challenge during their August Board of Directors meeting.
The Challenge was officially kicked-off on September 1, with the Ambassadors turning out in force to demonstrate their determination to win! As you can see from the photos, the Board certainly has their work cut out for them.
The winners of this challenge will be treated to an Italian Feast at the Corl Barn in Mingoville; the losers will be responsible for serving and clean-up duties.
Our desire to bring in new members is in recognition of the fact that the membership is the core strength of the CBICC. The Board and Ambassadors believe in the mission of the CBICC and want to share what we have to offer with as much of the business community as possible. A strong membership equals a strong CBICC, so we wish both teams the best!

Government Affairs UpdateGOVERNMENT AFFAIRS DIVISION OPERATIONS
Heritage 1 Committee Developer Permit Extensions and RenewalsThe Heritage 1 Committee hosted an October 6th breakfast meeting on PA’s new ACT 46 which extends approved state and municipal permits to 2013. Approximately 50 Heritage 1 members and municipal officials were in attendance. The event was co-sponsored by Penn Terra Engineering and Babst, Calland, Clements & Zomnir, P.C. The discussion also addressed storm water permit renewal requirements for existing residential developments which took effect in June 2010. Streamlining PennDOT and DEP PermitsThe PA Economic Development Association (PEDA) invited Heritage 1 to participate on a Permitting and Regulatory Reform (PARR) Committee. PEDA intends, with the creation of the committee, to increase PA’s competitiveness for the job generating projects by reducing costly delays in developing building projects. DER and PennDOT permitting are the two main focusing areas. The PARR Committee meets the 2nd Thursday of each month.
COG Code Agency Customer SurveyHeritage 1 prepared an electronic survey to poll Committee members and other members of the real estate community on the Code Agency’s past performance. The COG Executive Director agreed that the survey should be implemented and requested that the results of the polling be shared with the Code Agency. Members of the real estate community who have had previous dealings with the Code Agency and have not received the survey may contact Alisha at [email protected] to complete the survey.
Streamlining County SALDO PermitsHeritage 1 continues to discuss the streamlining of subdivision and land development approvals with County Planners. It was agreed that some delays in state permit reviews (required for County approvals) are due to subjective technical reviewers.The Centre County Planning Director offered to arrange a meeting with the PennDOT District 2 Engineer to discuss how highway occupancy permits might be expedited.
Centre County Affordable Housing Coalition SummitAs Chair of the County Workforce Housing Committee, Heritage 1 staff assisted with finalizing the topics to be addressed at the October 28 annual housing summit. This year’s summit will include discussions on Centre County’s demographics, shared housing, boarding homes, housing cooperatives, and an update on the Centre County Housing and Land Trust Market Study. University Park Airport (UPA): Flight Service Enhancement As follow-up to a prior Chamber CEO Group meeting at the University Park Airport, the UPA Director and representatives from the Airport Authority and it’s air service development consultant again met with the CEO group (on August 31) to discuss strategies for possible new air service to Chicago, Charlotte, or Atlanta. Members of the Chamber’s Board of Directors and Infrastructure Taskforce were also
in attendance. UPA offered to invite a CBICC representative to meet with Delta Airlines in Atlanta on October 13 to discuss resuming State College/Atlanta flight service.
PA Legislators Forum: Election ChallengersA political forum with the Centre County candidates for the PA General Assembly was hosted on September 29 at a Business Before Hours. Challengers Jon Eich, Joyce Haas, and Daryl Shafer were the guest speakers. Chamber board member OJ Johnston served as moderator.
Nittany Entrepreneurs: A Student Chamber SocietyOn October 7, Nittany Entrepreneurs launched its first meeting with students and CBICC members. Approximately 40 individuals were in attendance. CLICK HERE to learn more about this Chamber Foundation initiative.
Marcellus Shale GasAt its October meeting, the Chamber’s CEO Group heard from the Centre County Planning and Community Development Office on the County’s activities regarding Marcellus Shale Natural Gas. The County Planning Director and Assistant Director, along with the County Natural Gas Task Force Chair, provided ideas regarding economic development and working with other groups involved with Marcellus drilling. PA League of Cities and Municipalities On September 16, Chamber staff participated in a daylong work session with the League’s Core Committees in Crises Task Force. Approximately 15 PA municipalities are in, or on the verge of filing Act 47 bankruptcy. The Task Force, which includes the Mayors of Allentown, Reading, Harrisburg, Scranton, LockHaven, and State College, would like legislators to reduce state mandates, provide greater flexibility to adopt new revenue sources, and provide relief from funding pensions required by Act 111. CLICK HERE for Third Class Cities White paper outline for details on the dilemma that many PA municipalities are facing.
Act 111 provides police and firefighters with the right to bargain collectively with their municipal employers through a labor union, The League seeks reform of the current arbitration process.
PA Transportation Funding Still PendingThe likelihood of the General Assembly passing a comprehensive transportation funding bill this session is becoming more remote. The earliest a bill (Special Session H.B. 8) currently under consideration in the House Appropriations Committee could be voted on by the full House after the November 2 election. While the House does plan to return following the election, leaders in the Senate have indicated that the Senate will not convene a sine die session.
The PA Chamber continues to work with other stakeholder groups and lawmakers to reach agreement on an effective and adequate transportation funding plan, which was necessitated by the federal government’s rejection of I-80 tolling. The Chamber’s engagement in this issue will continue into the new session and with the new administration.

Small Business Jobs Act retroactively doubles the 2010 expensing amount to $500,000 of equipment purchases and applies to 2011 as well.
New Tax Break for Certain Real Estate ImprovementsEffective immediately and retroactive to all of 2010 as well as 2011, and, for the first time ever, the first $250,000 of real property improvements to leased property, restaurant property and improvements to retail-business property can be applied against taxable income in the year the cost is incurred. (Typically, these costs are recouped using long depreciation periods.)
Expiring Tax CutsThe decision on expiring Bush-era tax breaks will most likely occur after the November elections. There seems to be consensus that many of the tax breaks will be extended. The disagreement in Congress is on the tax breaks for upper-incomers: should they be extended or expire. Also included in this debate is what to do about the estate tax which is scheduled to significantly increase in 2011.
Plain Writing Act The House passed a bill on to the White House that would require the federal government to write documents, such as tax returns, federal college aid applications, and Veterans Administration forms in simple easy-to-understand language. The bill’s final version passed the House by a vote of 341-82. The bill previously received unanimous consent in the Senate. (H.R.946)

Government Affairs Update Lawmakers Urged to Reject Support for PLA’sThe PA Chamber is asking House lawmakers to vote “no” on a resolution (H.R. 761) that would encourage the use of project labor agreements (PLA’s) in all public works projects.
A PLA is a comprehensive, pre-hire agreement on a public works project that is signed by a contractor and unions, agreed to by subcontractors, and recognizes the union as the sole representative of workers on a specific public project.
In a memo to House lawmakers, the PA Chamber noted that PLA’s discourage contractors from bidding on projects due to their stringent requirements, particularly the mandated use of union workers and the use of union halls regardless of affiliation with organized labor. As a result of fewer bids, there is less competition in the process, which ultimately leads to higher construction costs.

Increase in Business Equipment Write-offs for 2010 & 2011Business asset purchases normally must be depreciated over a period of time. However, the tax code allows a business to elect to expense the purchases which yields an immediate tax deduction and large tax savings. In 2010, the ceiling on immediate write-off was $250,000. The
Applebee’s celebrated their grand re-opening on Thursday, October 7. The State College location has recently been remodeled and is looking forward to having you stop in and see the changes.
AmeriServ Bank celebrated the opening of their newest State College location along North Atherton Street on Monday, October 4. Glenn Wilson, Cindy Russell, and Ted McDowell cut the ribbon during the celebration.

CBICC Membership Luncheon Celebrates Ribbon-Cutting at Benner Commerce Park
On Tuesday, September 21, 2010 over 135 Chamber Members and invited guests joined the CBICC/CCIDC in the official ribbon-cutting ceremony at Benner Commerce Park. Phases I and II are now “shovel-ready” with water, sewer and electric and telecommunications infrastructure in place. In addition to its first tenant, Cleveland Brothers, there are now 9 lots ranging in size from 5 to 15 acres available for sale. Located in the heart of Central Pennsylvania, along the I-99 Corridor between Bellefonte and State College, the mixed-use business park is designed to accommodate a variety of compatible businesses within a corporate campus setting. Amenities in the 82+ acre park include fiber-optic access, 3,600 feet of sidewalks, 500 trees, extensive landscaping, underground utilities and established green space with walking trails.
Speakers included Jim Eckert, representing Senator Jake Corman, Ann Stacey, Stacey and Associates, LLC/Vice Chair of the CCIDC Board of Directors, Rod Beard, Beard Law Company/Chairman of the CBICC Board of Directors and David Wise, interim President/CEO of the CBICC/CCIDC and CFO of both organizations. The speakers provided a history of the acquisition and development of the park recognizing many of the partners involved in the project who were in attendance and John Coleman, the former CEO/President of CBICC/CCIDC, who was instrumental in the advancement of the project.

Centre County Industrial Development AuthorityIn July 2003 Centre County’s Board of Commissioners voted unanimously to create the Centre County Industrial Development Authority (CCIDA) and appointed the original seven-member board of directors. The Authority was formed to assist local businesses secure financing for projects under applicable rules and regulations in an effort to recruit and retain businesses of all types for the county.
The Authority provides a conduit for businesses to apply for tax-exempt and taxable financing and participate in programs such as the Commonwealth’s Redevelopment Assistance Capital Program (RACP), Infrastructure & Facilities Improvement Program (IFIP) and Recovery Zone Facility Bond Program (RZFB). Guidelines and information about state programs may be found at www.newPA.com.
Since its inception, the CCIDA has approved projects totaling nearly $80,000,000 which have created numerous employment opportunities in the county while improving the quality of life. Those projects include:

2007: Centre Life Link - $1,100,000 – Tax Exempt Bond Financing
2007: Downtown Improvement District Fraser Centre - $3,000,000 (RACP)

2010 Ambassador Club MembersThe Ambassador Club of the CBICC is the “Goodwill Arm” of the Chamber, and its mission is to welcome and mentor new Chamber members, help in the retention of current members, and provide exceptional service for our members.
