WhaT is ouTCome-Based eduCaTion (oBe)?Outcome-Based Education has become a powerful and engaging way of reforming the academe. The highlight of OBE is on the product as it tackles the question – what sort of industry practitioners the Philippine tertiary educational system will produce?

In an increasingly complex and competitive industry with changing customer expectations and consumer demands – schools, colleges and universities now see the need to adapt and prepare students to practice what they had learned using OBE. No longer is it simply a popular trend, rather it has become an essential tool in ensuring academic success.

According to William Spady (1994), Outcome-Based Education means clearly focusing and organizing everything in an educational system around what is essential for all students to be able to do successfully at the end of their learning experiences. This means starting with a clear picture of what is important for students to be able to do, then organizing the curriculum, instruction, and assessment to make sure this learning ultimately happens.

He also identified the following as the features of Outcome-Based Education: 1. Active learners2. Continuous assessment3. Critical thinking, reasoning, reflection and action4. Integration knowledge, learning relevant/connected real life situations5. Learner centered and educator/facilitator use group/teamwork6. Learning programs seen as guides that allow educators to be innovative and creative in designing

programs/activities.

On the other hand, Killen (2000), discussed the teaching strategies for OBE. According to her, whatever approach to teaching an instructor uses, it is important to keep the following points in mind:

1. Your main focus should be on learning rather than teaching2. Students cannot learn if they do not think3. Thinking is facilitated and encouraged by the processes that you use to engage students with the content, as

well as by the content itsel.4. Your subject does not exist in isolation – you have to help students make links to other subjects5. You have a responsibility to help students learn how to learn
