CDCP Eligibility Requirements
Background – CDCP Enhanced Funding
• Community College Funding Legislation, SB 361 (Scott/chapter 631, statutes 2006)
• Established in Education Code § 84750.5(d), a uniform rate per FTES for noncredit courses
• “Enhanced” rate per FTES for noncredit courses in Career Development and College Preparation (CDCP) programs
• Funding rates adjusted for cost of living, as provided in subsequent annual budget acts.

– Fundamental framework for defining CDCP noncredit courses and classes that are eligible for the higher rate of funding.

Established that CDCP courses eligible for enhanced funding are those courses and classes which are:
• Noncredit
• Offered in a sequence of courses
• Lead to a certificate of completion, or
• Certificate of competency, and…
Background – CDCP Enhanced Funding
Only those noncredit classes and courses specified in subdivision (b) of 84760.5 are eligible for CDCP enhanced funding, thus limiting noncredit course eligibility to classes and courses in:
• Elementary and Secondary Basic Skills
• Workforce Preparation
• Short-term vocational (with the potential for high employment)
• English as a second language (ESL) and vocational English as a second language (VESL)

“Non-CDCP” Funding

(3) Noncredit instruction shall be funded at a uniform rate of two thousand six hundred twenty-six dollars ($2,626) per FTES, as adjusted for the change in the cost of living provided in subsequent annual budget acts.
“CDCP” Funding
Education Code 84750.5(d)(4)
(4) Funding for instruction in career development and college preparation, as authorized pursuant to Section 84760.5, shall be provided as follows: (A) (i) Beginning in the 2006-07 fiscal year, career development and college preparation FTES may be funded at a rate of three thousand ninety-two dollars ($3,092) per FTES for courses in programs that conform to the requirements of Section 84760.5. This rate shall be adjusted for the change in the cost of living or as otherwise provided in subsequent annual budget acts. (ii) Beginning in the 2015-16 fiscal year, career development and college preparation FTES shall be funded at the same level as the credit rate specified in paragraph (2). This rate shall be adjusted for the change in the cost of living or as otherwise provided in subsequent annual budget acts.

CDCP Certificates Provisions of CCR Title 5
• Certificate of Completion – sequence of CDCP courses in Short-term Vocational, or Workforce Preparation

• Certificate of Competency – sequence of CDCP courses in ESL, or Elementary and Secondary Basic Skills

Certificate of Completion CCR Title 5, §55151(h)
(h) For purposes of this article, the term certificate of completion means a document confirming that a student has completed a noncredit educational program of noncredit courses that prepares him or her to progress in a career path or to undertake degree-applicable or non degree-applicable credit courses. The document must include the name of the certificate and the date awarded, be identified by a Taxonomy of Programs (T.O.P.) Code number and program discipline, identify the goal of the program, and list the courses completed by the student.
Certificate of Competency CCR Title 5, §55151(i)
(i) For purposes of this article, the term certificate of competency means a document confirming that a student enrolled in a noncredit educational program of noncredit courses has demonstrated achievement of a set of competencies that prepares him or her to progress in a career path or to undertake degree-applicable or non degree-applicable credit courses. The document must include the name of the certificate and the date awarded, be identified by a T.O.P. Code number and program discipline, and list the relevant competencies achieved by the student.

Category ENGLISH AS A SECOND LANGUAGE (ESL)
Description
Provide instruction in the English language to adult, non-native English speakers with varied academic, vocational, and personal goals. English as a Second Language provides instruction primarily in, but not limited to, the areas of listening, speaking, reading, and writing, and may integrate other areas such as computer literacy, cultural competency, Secretaries Commission on Achieving Necessary Skills (SCANS) competency, study skills, vocational skills, and life skills. Based upon student goals, noncredit ESL provides pathways to a variety of academic, career-technical, and personal growth opportunities.

Category ELEMENTARY AND SECONDARY BASIC SKILLS
Description
Provide instruction for individuals in elementary- and secondary-level reading, writing, computation, and problem-solving skills in order to assist them in achieving their academic, vocational, and personal goals. Elementary-level is generally recognized to mean that, where appropriate, the coursework addresses the content and proficiencies at levels through the 8th grade. Secondary-level is generally recognized to mean that the coursework addresses the content and proficiencies at levels through the 12th grade and may incorporate a high school diploma. Supplemental instruction is also authorized under this heading.

Category SHORT-TERM VOCATIONAL
Description
A short-term vocational program which the Chancellor, in
consultation with the Employment Development Department, has
determined to have high employment potential. In making this
determination, the Chancellor shall utilize job demand data
provided by the Employment Development Department. If current
job demand data in the relevant field is not available from the
Employment Development Department, the Chancellor and the
Employment Development Department may rely upon other data
submitted by the college.

The curriculum committee shall review noncredit educational programs leading to a certificate using the same standards as applied to credit educational programs leading to a certificate as set forth in section 55070, with respect to academic integrity, consistency with college mission, meeting a demonstrated need and program feasibility.” (bold font inserted)
