Job Purpose Supported by Community Service Manager and Service Managers this post will lead on the review and development of all aspects of the delivery of the Together drug and alcohol system across Devon, ensuring that the service’s key elements are integrated, effective and delivered to a high standard. The key purpose of the role is to ensure that the service is designed to offer support and/or a referral pathway for all service users who approach EDP, that is deliverable within the confines of the budget and which can support the delivery of the contract for the medium term (3 – 5 years). Working and consulting with staff across Together the post holder will be required to evaluate current systems of working, identify areas for improvement and implement identified changes. This will enable the service to more efficiently meet CQC and commissioner requirements whilst providing an improved service to those accessing it. The post holder will ensure the development, implementation and evaluation of high quality, effective, innovative and evidence based interventions and programmes and ensure that Together can evidence successful outcomes within a culture of continuous improvement

Main Duties and Responsibilities Service Development and Provision:

- To fully review and improve the service user journey and assessment processes within Together, including how this is captured and recorded in HALO

- To lead on the development, writing (where appropriate) and implementation of recovery based substance misuse programmes and interventions in collaboration with key stakeholders

- To conduct market research to ensure the development of interventions/programmes is in line with best practice

- To support service managers to complete segmentation exercise to more clearly define our offer to various cohorts of individuals that access our services

- To work with commissioners to clearly define service thresholds - To ensure that the delivery of interventions is in line with up to date guidance and evidence, involves

service users and proactively responds to diversity - To support Service Managers to ensure seamless care pathways between all relevant services - To support Service Managers to develop paperwork, processes and protocols for effective service

delivery - To support the community services manager in the review and development of policy and guidelines

to reflect any changes as a result of service improvement - To work with Service Managers and the Community Services Manager to review, update and

achieve objectives set in the annual Service Improvement plan - To work with Service Managers, the Data Lead and Service Users to implement appropriate systems

for the collection and analysis of qualitative and quantitative data to measure effectiveness towards improving outcomes on KPIs

- To create implementation plan for all identified areas for service improvement - To ensure the successful project and change management of the identified areas for improvement - To monitor the implementation against plan and support Service Managers and Team Leaders to

initiate improvements where necessary. - Work collaboratively and proactively with other colleagues and managers within the treatment system,

to ensure that services are fully coordinated and are working collectively towards the achievement of recovery goals, and positive outcomes for each individual client.

- Provide specialist advice, guidance and training to multi-disciplinary teams to support the implementation of service changes.

- Promote involvement of families and carers in the treatment system where appropriate.

- Adhere to the principles, policies and procedures of effective safeguarding for vulnerable adults and children.

- Take a ‘Think Family’ approach, adopt the EDP Safeguarding Toolkit and comply with EDP’s Safeguarding policy and Dorset Safeguarding Children Board’s (DSCB’s) procedures.

- Ensure service compliance within regulations and national good practice guidelines, including; Public Health England, CQC, NICE, BACP, OFSTED; complete assessments of delivery against CQC standards

Performance management:

- Provide professional leadership through: first line support; problem solving; leading by example; developing appropriate expectations, culture and values; embracing and implementing change.

- Provide operational management through consistent systems of supervision, objectives, appraisal, induction, disciplinary and grievance, and absence management, including providing support and supervision.

- Develop the teams through coaching, engagement, communication, motivation, team building and delegation.

- Utilise service data to facilitate business decisions and reporting, locally and organisationally. - Be responsible for individual performance management and delivery of goals and tasks set - Comply with all workforce management systems, including supervision and appraisal. - Actively participate in your own continuous professional development. - Ensure effective recording of service activity, service user information and performance monitoring,

using required data and case management systems and processes. - Contribute to the continuous improvement of the service and interventions delivered - Work with assigned staffing and supplies budget as defined by EDP.

General Duties:

- Maintain an understanding of, and comply with EDP and Together’s protocols and policies - Practice and uphold EDP’s ethos, mission, vision and values in all aspects of the job role - Quality Assurance: To ensure all activities are delivered in a way that supports and maintains

Together's registration with the Care Quality Commission and appropriate agencies - To ensure best practice is shared and knowledge is available to all teams and the wider organisation

for learning and development. - Work in collaboration with a range of stakeholders and organisations to support effective outcomes

for clients, ensuring effective communication and adherence to agreements. Attend multi agency meetings, deliver presentations and training as required.

- Actively participate in the EDP communication processes including, case meetings, working groups, team meetings, individual or group supervision and appraisal.

- Facilitate constructive service user consultation, feedback and involvement in all your work - Travel to other sites for the purposes of meetings and training - Hold a current driving licence, have access to and insurance for a roadworthy vehicle - Undertake such other reasonable duties and responsibilities, across the whole services, and at any

location within reasonable daily travel from your main place of work from your main place of work. - To own and deliver on the aspects of the overall EDP strategy relevant to this role

2. General and Special Knowledge

2.1 An in-depth knowledge and understanding of the harmful effects associated with drug misuse in relation to health, offending, social welfare, housing, employability and personal relationships.

2.2 An in-depth knowledge and understanding of treatments and interventions available to substance users, clinical and non-clinical, including the benefits to individuals.

2.3 An understanding/awareness of current national and local guidelines and protocols on substance misuse, treatment and recovery.

2.4 A knowledge and understanding of policies related to the safeguarding of children and vulnerable adults.

2.5 An understanding of models of recovery, and the role of the community in supporting recovery.

2.6 Knowledge and understanding of the principles of good management practice in relation to the supervision, support, development and performance monitoring of staff.

2.7 Knowledge and understanding of the principles of good management practice in relation to performance management and the delivery of high quality and responsive services.

Our Offer to You - The Benefits of Working at EDP

EDP seeks ways to ensure that we reward and recognise the contribution that our people make to the success of the services we offer. Our current employee reward package includes: Pay - Spot Salary system Each role has a set pay range, consisting of a min, mid and top pay spot. At the time of your offer, account will be taken of any relevant experience you have in determining your starting salary – so if you have sufficient relevant experience you can expect to be offered the mid or even the top spot. Salary levels are reviewed annually with the opportunity for individuals to progress to the next spot based on certain criteria. Holiday As a new starter, you will have 25 days holiday per year, this increases with length of service to a maximum of 30 days per year. You will also benefit from 8 days of paid public or bank holidays in each calendar year. This means your total entitlement starts at 33 days per year, rising to 38 days per year. Employees are able to carry forward up to 5 days holiday into the following year (subject to written approval). Our holiday year commences on 1 April each year. Holiday entitlement is pro rata for part-time hours. Working Hours EDP’s normal full-time working week is a 35 hour week and your hours of work will be stated as part of any job offer paperwork. Hours of work, including start and finish times, will be in line with operational requirements. Details can be discussed at interview including any requirement for weekend working and/or call out. Breaks are unpaid. EDP Pension Plan You will be eligible to join the EDP Pension Plan based on auto enrolment rules and arrangements after completing 3 months service. The scheme is run on a matched contribution basis with a current default/minimum contribution of 4% by employee matched by 4% employer and a maximum employer contribution of 6%. Further details will be available to you on joining. Employee Assistance Programme (EAP) All employees have access on a 24/7 basis to a third party confidential advice and information service, including counselling support. Life Assurance From your first day of employment, you are entitled to life cover at a level of three times your salary. This means that, should you die whilst employed by EDP, your family, or anyone else you nominate, will receive a one-off payment of three times your salary. Sick Pay On successfully completing your six month probationary period, if you are absent from work due to ill health, you will be entitled occupational sick pay in accordance with the Sickness Absence policy.

Eye Care Vouchers For staff that have completed their probation period and spend a lot of time working on a screen we offer a free eye test and a contribution towards glasses if needed. Flexible Working Subject to operational requirements, EDP can consider requests for flexible working which enable you to achieve an appropriate balance between work and all other aspects of your lives. Flexible working can benefit you by offering possible solutions during life changes, such as the need for family or carer support, the possibility of reducing hours prior to retirement or a temporary arrangement during the recovery from an illness. Other Leave – including Emergency, other Unpaid leave, Moving House Leave To enable you to better balance your work and home life, employees can access a variety of time off arrangements on either a paid or unpaid basis. This includes:

- Unpaid time off for a number of personal reasons, such as family emergencies, urgent domestic problems

- Paid leave for Jury service - Unpaid leave is available for reasons including election as an MP or MEP, overseas voluntary

service, or, exceptionally, if you wish to take time off work as a sabbatical or to take a career break.
