TEN YEARS AGO onFebruary 15th 2003, two

million people in London – andmillions more around theworld – marched to stop war onIraq. Many of those involvedhad never taken part in ademonstration before. People ofall ages and backgrounds wereunited in their opposition to warand the suffering that it brings.It was the largest protest inhuman history, anunprecedented display of publicoutrage and, although it may nothave stopped the invasion ofIraq, it changed the way peopleviewed politics and politicians. Itbecame clear that the

government had disregarded thefacts and focused on fiction,telling us that Saddam Husseinhad weapons of massdestruction and invasion was theonly option.Today, as the current

government continues with itspolicy of cuts, cuts and morecuts, our welfare, health andeducation services are sufferingand we are repeatedly told thatthere is no alternative. And yetthe government is still planning

to spend £100 billion on areplacement for Trident. Arecent report from the RoyalUnited Services Institute warnsthat spending on a successor toTrident will amount to a third ofthe defence budget in the nextdecade. Senior military figuresare questioning whether a newnuclear weapons system is thebest use of this money. SoDavid Cameron has indicated

that money from the supposedlyprotected aid budget will beused for ‘stabilisation’operations in fragile states – inother words, military spending. Pretending that military

spending is aid is totallyunacceptable. When GeorgeOsborne announces hisbudget on 20th March he willbe looking for ways to buildconfidence in our economyafter losing us our AAA creditrating. Here’s an idea: scrap Trident,

cut defence spending and investmore in education, welfare andpeople. This would create morejobs and make the world a moresecure place. If you agree, pleasesign and return our petition(included with this magazine)and get others to sign too! Itcalls on the government toscrap Trident and cancel itsreplacement. AT THE TOP of ouragenda will be holding the

Trident replacement debate ourgovernment seeks to avoidwith disarmament activists andexperts from around the world. Our meeting in the Palais de

Nations, on the first day of thetwo-week conference, will lookat all aspects of the issue. I willbe joined by Sir Nick HarveyMP, former Defence Ministerand Bill Kidd, Member of theScottish Parliament, togetherwith Dr Rebecca Johnson fromICAN and CND GeneralSecretary, Kate Hudson.The implications of the Lib

Dems’ Trident AlternativesReview, the SNP’s bid toremove the Vanguard sub -marines through the Scottishindependence referendum andthe desire of many to makethe 2015 election a ‘ScrapTrident election’ will bediscussed with our counte -rparts the world over.Unfortunately, the reality is

that the UK government hastaken no public initiative todrive forward disarmamentnegotiations in the past twelvemonths and has made no newoffer to reduce Britain’s

warheads – and there is still nosupport for a Nuclear WeaponsConvention despite over -whelming worldwide support.

Trident replacementcontinues apace, even prior tothe 2016 parliamentarydecision, with new contractssigned with BAE Systems,Babcock and Rolls-Royce inthe past twelve months. Thelatter is for the Rayneswayreactor site, while newbuildings shoot up at AWEAldermaston, although we aretold no decision has yet beenmade on a new warhead.We will ensure that the

government’s terrible record isknown and that it comes undersignificant scrutiny.The progress we have

hoped for towards theconference on a Weapons ofMass Destruction Free Zonein the Middle East, called forby the last NPT ReviewConference, has not yetmaterialised, despite the bestefforts of the Finnishconvenors. Over 50 MPs signed my

Early Day Motion calling onthe UK government to do itsutmost to ensure theconference took place in 2012as planned. But in the end itwas called off, with Israelrefusing to partici pate. Therehave been fears that the recentIsraeli elections may make iteven more difficult toconvene. But as we go topress, I’m told by the ForeignOffice that the Finnishfacilitator of the plannedconference, Jaakko Laajava,will hold more consultationsessions in March with theregion’s representatives, inorder to get the conferenceoff the ground.We must continue to

pressure our government onthis, but let us hope thespotlight of the NPT helpsensure it takes place.

IT HAS BEEN two yearssince Japan was hit by anearthquake and tsunami whichcaused a core meltdown inseveral reactors of theFukushima nuclear powerplant. Radioactive material wasreleased, the full long-termeffects of which is still unclear.Two years on from Fukushima,hundreds of thousands ofvictims in Japan are stillstruggling. 160,000 people wholeft the radioactively contamin -ated zone are still living intemporary accommo dationwaiting for compensa tion thatwill enable them to rebuildtheir lives. Thousands ofpeople have lost their liveli -hoods, as their businesses orworkplace were affected. Weare yet to discover the long-term health and environmentalconsequences of the tragedy.For some countries the

Fukushima disaster has been awake-up call which they haveheeded, embarking on newenergy policies. Germany hasannounced that it will phaseout all nuclear energy by 2022.Switzerland will also be nuclearfree by 2034 and a majority ofItalian citizens voted over -

whelmingly in favour of a phase-out in a referendum. The Polishgovernment announced inFebruary that it had shelvedplans to fund Poland's firstnuclear power plant. The UK government

however, is bucking the trend.Despite pledging in itsCoalition agreement in 2010not to subsidise the nuclearenergy industry, it is currentlyin negotiations with utilitycompany EDF Energy toguarantee the minimum pricethey will receive for electricityfrom the new nuclear powerplants they want to build. But spending on nuclear

energy is an expensive,dangerous diversion from safe

and affordable ways ofmeeting our energy needs.The two new nuclear reactorsunder construction in Franceand Finland are already overbudget with their completiondates being perpetuallypostponed. When advocatesof nuclear power tell us that itis a cheap, low carbon option,they fail to acknowledge thehidden costs such as wastedisposal, insurance,decommissioning andsecurity. In Scotland, we have real

alternatives to nuclear energywhich are bringing genuineeconomic and employmentopportunities. Scotlanddoesn’t want or needdangerous and unnecessarynew nuclear power stations,which come with unresolvedproblems that burden futuregenerations for thousands ofyears. Scotland’s role as anenergy exporter will boost oureconomy in the years anddecades to come.In the meantime, I hope we

will not have to wait for anotheraccident to convince the UKgovernment to stop backingthis moribund technology.

THE UK, as well as the fourother permanent membersof the Security Council, mayhave boycotted the OsloConference but this did nothinder the progress made here.We were in Norway to learnand share information about theeffect a nuclear bomb wouldhave on its victims. The storiestold by survivors of the twonuclear attacks, on Hiroshimaand Nagasaki, were distressing.Government after

government warned that we cannever be ready to respond to anuclear explosion becauseemergency services, hospitalsand charities would be caughtup in the devastation. NewZealand made the point thatthey were overwhelmed by therecent earthquake, despitethinking they were prepared.The conclusion was that youcan’t be ready for a nuclearbomb. Scientists explained indetail what would happen,including the possibility ofsunlight being blocked out andglobal food supplies dwindling.To great applause, Mexico

closed the conference by

Bruce Kent Scrap Trident TourCND Vice-President BruceKent will be travelling aroundthe country over the next fewweeks to highlight why wehave to scrap Trident. Heexplains why here:

‘Despite public opinion beingstrongly against replacing theTrident nuclear weaponssystem, there is no clearlyarticulated political oppositionto replacement, except fromCND and other disarmamentgroups. Many groups andorganisations strongly opposethe cuts but the connectionbetween these and the £100billion to be spent on Tridentis not being made effectivelyenough.

I want to help make theconnection. I want LabourParty ‘top brass’ to realisethat getting rid of Trident canbe a vote winner. I want anti-poverty NGOs to join us inopposing this disgracefulsquandering of public money.

I hope that there will beopportunity on the tour forme to meet local opinionformers, the media, sixthform colleges, churchgatherings and trade unionmeetings. I also hope thatothers will plan their own Noto Trident campaigns. In thiscampaign at least, we can be‘all in this together’’.

Delegates from 132 governments attended a conferencein Oslo in March to discuss the humanitarian impact ofnuclear weapons. Civil society groups were also present,including the International Campaign to Abolish NuclearWeapons (ICAN), of which CND is part. RebeccaSharkey from ICAN UK reports back.

IT’S BEEN a long timecoming, but we are nolonger the minority. Wespeak for the majority:against the immorality of

indiscriminate killing, against thecriminal waste of nationalresources, and against amonstrous vanity project basedon an unworthy sense ofBritain’s ‘status’ in the world.Now it is the hawks and thewarmongers who have tostruggle to justify theirincreasingly antiquated andirrelevant notions of ‘defence’.And to be honest, they’re notmaking a very good job of it.Polls show that ordinary

people have turned againstTrident, and want to see itscrapped. More trade unionshave affiliated to CND, as

working people understand thatmoney spent on Trident ismoney taken away from jobs,education, housing and socialservices. Senior military figuresdescribe it as useless. Previouslypro-nuclear politicians arespeaking out. Former ToryDefence Secretary, MichaelPortillo, describes it as‘completely past its sell-by date’.And now Des Browne, theLabour Defence Secretary whopushed Trident replacementthrough Parliament in 2007,says that Trident is ‘neitherstrategically sound noreconomically viable’. In allparties, attitudes are changing.We are heading towards a

situation where only a fewdinosaurs back Trident and itsreplacement. The problem, as

In 2015, we face a generalelection. There is no doubt thatTrident will be an election issue.A year later the decision is dueon whether or not to replaceTrident. This is an unparalleledopportunity to put an end toTrident and Britain’s possessionof nuclear weapons. But thiswill only happen if we build onthe momentum that we alreadyhave, through the economiccrisis, through changed securityperceptions, through the globalwave against nukes, throughScottish rejection of nukes…there is an enormous list offactors which are in our favour.What must be added is ourdetermination to take thestruggle down the home straightto success. In these next twoyears we must use everyopportunity to build upon our

Ground the dronesEVER SINCE the first drone

attack in Afghanistan justover ten years ago, these‘unmanned aerial vehicles’ – orremote killing machines - havehorrified many observers. Thevery disturbing characteristic ofdrones – chillingly namedPredator and Reaper – is thatthe previously close-up act of anassassination is conductedremotely, by a ‘pilot’ thousandsof miles away. A danger arisesthat those making the decisionsbecome removed from thehuman element of the conflict.War becomes what it shouldnever be – a routine exercise. The fact that drones do not

require an on-board flight crewmakes the operation lessperilous for the attacking force,both in terms of risk to humanlife for the pilot and political riskfor the government at war.Making the decision to kill atarget, begin a war or prolongthe violence is taken a step awayfrom the war zone.The United Nations’ Special

Rapporteur on extrajudicial,summary or arbitraryexecutions has suggested thatusing drone raids for targetedkillings may constitute a warcrime. Those killed have noopportunity to defendthemselves, physically or in theeyes of the law. Innocent people

are caught in the crossfire. The main culprit of drone

attacks at the moment is theUnited States but the UK isdeveloping its own dronesystem without any publicdebate or consultation.Currently, British ‘pilots’ fly

Reaper drones in Afghanistanvia a satellite connection from abase in Nevada. This operationis being moved to RAFWaddington near Lincoln, whichwill become the UK’s newCentre of Drone Opera tions.CND, working together withthe Drone Campaign Network,Stop the War Coalition andWar on Want, is organising amarch (see box) to the base tocall on the UK government toabandon the use of drones asweapons of war. The US and the UK have

launched over 1,500 dronestrikes in Afghanistan. We donot know how many people,including innocent bystandersand children, have been killed inthese attacks. This must stop –please join us to show youropposition to a weapon that ismaking the world a much moredangerous place.

Gul Nawaz was watering his fieldsin remote north west Pakistan,when he heard the explosion ofdrone missiles:

“I rushed to my house when Iheard the blast. When I arrived Isaw my house and my brother’shouse completely destroyed andall at home were dead.” Eleven members of Gul Nawaz’s family were killed,including his wife, two sons and two daughters as wellas his elder brother, his wife, and his four children.

Nuclear Education Trust

BARROW-IN-FURNESS ishome to the shipyard whichbuilds Britain’s nuclearsubmarines. Its economy isdependent on the sector, withBAE Systems the town’s largestemployer. Barrow has beenbuilding submarines for over ahundred years, but nowresidents are considering whatthe future would look likewithout this industry.The NET report outlines

the potential economic impacton Barrow shipyard – andBarrow itself – should anyalternatives to like-for-likeTrident replacement bepursued. This would meanthat the shipyard would notreceive the anticipated orderfor four new subs. There waswidespread agreement at thelaunch that Barrow needsgovernment investment todiversify and develop abroader economic base. It wasalso agreed that this shouldhappen prior to and regardlessof a decision on Tridentreplacement.John Woodcock, the town’s

Labour MP, agreed with theneed to diversify Barrow’seconomy. Other speakers said

much the same. Kevin Rowanof the Trades Union Congress’(TUC) Northern Region, aformer shipyard worker,outlined the problems causedby the loss of jobs where he

worked in the 1990s, when noalternative employment wasavailable for the workers wholost their livelihoods.Steve Fothergill of Sheffield

Hallam University, who hasstudied the regeneration of coalmining communities, arguedthat £100 million would beneeded per 1000 jobs lost toensure the regeneration of thetown, a figure substantiallylower than the £100 billionneeded for replacing Trident.Inevitably, the debate at the

launch moved on from thereport and Barrow with thelocal MP saying that the finaldecision on Trident should be

made in the interests ofnational security. This point wasseized on by former DefenceMinister, Sir Nick Harvey MP.Harvey repeated the point heput to David Cameron in arecent Prime Minister’sQuestion session, that theMinistry of Defence wouldstruggle to fund all its projectsin the 2020s and shouldreconsider the importancethey place on Trident.Former Defence Secretary

Lord Des Browne said replacingTrident was only prolonging alonger-term question of whatthe shipyard would do whenboth the Astute and Tridentreplacement submarines werecompleted.The NET report is a

welcome contribution to animportant debate and the launchbrought together people withdisparate views who were ableto engage in a constructivediscussion. The information itcontains will prove valuable toCND in the coming monthswhen we are making the casefor scrapping Trident.

As the economic crisiscontinues, Defence SecretaryPhilip Hammond has called forthe welfare budget to be cut,rather than defence spending.In response, Business SecretaryVince Cable has said thatTrident should be scrapped.Other senior political figureshave questioned the need forTrident to be replaced,including former LabourDefence Secretary Des Browne.

Hundreds of thousandsof victims of theFukushima disaster are stillbeing denied fair compensa -tion, according to a Green -peace International report. It isestimated that the cost of thedamage will be at least £160billion. However, the operatorsof the plant are only obliged to

month for Christian CNDwho held weekly Advent vigilsat AWE Aldermaston.Throughout the four weeks,the activists were undeterredby the rainy weather, and werejoined by Oxford CND andKingston CND, as well asfriends from Clergy AgainstNuclear Arms, and PaxChristi. I am sure that we willsee lots more of these sorts ofactions at AWE in the monthsand years to come.January was a very big

month for activists in Cumbriawho campaigned hard to stopthe geological disposal facility(aka nuclear waste dump) in theLake District. North CumbriaCND and Cumbria andLancashire Area CND helpedlead the fight against the dumpin the area, as well as speaking atand protesting outside theCumbria county councilmeeting on 30th January. Theyultimately had a positive resultwith the county council sayingno to the nuclear waste dump inthe Lake District! Well done to

everyone in the area whoworked long and hard for thisfantastic result.We are swiftly approaching

the second anniversary of theFukushima disaster in Japan,and tireless campaigners inLondon have gathered everyFriday at the JapaneseEmbassy and at TEPCO(Tokyo Electric PowerCompany) to hold vigils. Theyhave been protesting insolidarity with those people
