Accelerated Education Resources in English, French and Arabic Accelerated Education Working Group

In 2016, the Accelerated Education Working Group (AEWG) developed 10Principles for Effective Practice for Accelerated Education and anaccompanying Guide to Accelerated Education Principles. The 10Principles aim to clarify the essential components of an effectiveaccelerated education program. Each principle contains evidence­informedbest practices that can be viewed as a series of key actions or indicators tosupport the design, implementation, and evaluation of AcceleratedEducation work.

The ICT Checklist for Education in Crisis and Conflict ECCN and INEE Tech Task Team

On 29 August 2018, the Education in Conflict and Crisis Network (ECCN)and the INEE Technology and Education in Crises Task Team (TECTT),with support from USAID, hosted a webcast to introduce a new tool calledthe Checklist for ICT Interventions to Support Education in Crisis andConflict Settings (ICT in EiCC Checklist). This tool was developed as acollaboration between ECCN members and staff and INEE TECTTmembers to help ensure that ICT interventions supporting educationactivities in communities impacted by crisis and conflict are conflictsensitive.

Human Rights Guiding Principles Right to Education

Online public consultation open from 29 August to 30 September 2018.

This is a public consultation on the draft human rights Guiding Principles on States’ obligations regardingprivate actors in education (hereafter Guiding Principles, working title), availablehere: http://bit.ly/2MAHkrL. This draft is the outcome of various consultations that have taken place in thelast year with hundreds of stakeholders, the feedback of dozens of experts, and a first review bythe Drafting Committee.

Signpost was developed in 2015 to address the pressing need for reliable information amongst migrantsand asylum seekers arriving in Greece and the Balkans. Since its inception, Signpost has expanded toseven countries and served over 700,000 individuals, providing connectivity and user­focusedinformation in Arabic, Farsi, Pashto, Urdu, French, Spanish, and English through an ever­expanding setof channels, including a website, Facebook page, Instagram, blog, and mobile app. Each site providesup­to­date information on legal rights, accommodation, transportation, medical facilities, educationalresources, and more. Education in Emergencies: Exploring Innovation, Opportunities, and Challenges Education Support Program

There has been a global increase in emergencies resulting from war, conflict, and natural disasters thathave had a dramatic effect on children’s social development. Crises often disrupt schooling and threatena child’s future as well as a country’s stability. About a quarter of students who do not attend school livein crises­affected countries, where humanitarian aid is often insufficient to provide long­term educationalopportunities.

This panel discussion will bring together a diverse group of experts in education, including directresponders who work to ensure children receive quality education in emergency situations. They willshare innovative approaches to providing education, opportunities for further investment, and strategiesfor how stakeholders can support education in existing and future crises.

Resource Mobilization Challenge ECW Education Cannot Wait

ECW, the global fund for education in emergencies had issued a call for bold ideas to help address thebillion­dollar finance gap for education in emergencies and protracted crises. Ideas should besubstantive and have the potential to raise at least US$50 million per year continually (or US$100 milliontotal once, if a onetime effort). Sources should allow the provision of grant funding as ECW is committedto providing equal and free education.

The new Peer Coaching Pack for Teachers in Crisis Contexts, developedby the inter­agency Teachers in Crisis Context Collaborative (TiCC),provides an additional layer of support for teachers by preparing them touse supportive communication techniques, adult learning practices,Teacher Learning Circles (TLCs) and Classroom Observations tocontinue their professional development. In this way the new pack buildson the Training for Primary School Teachers in Crisis Contexts by usingcollaborative activities that allow teachers to create a network of supportand to develop communities of practice outside of training workshops.

This event is the first in a series of inter­agency workshops witha focus on evidence for EiE currently being planned by INEEwith the above­mentioned co­conveners, in addition to otherinterested partners.

Over the coming year, these events will bring together public and private donors, policy makers,practitioners, and researchers, with a focus on sharing updates on research and learning agendas,discussing current EiE research themes and gaps in the field, and connecting with and building upon thework of partners to leverage comparative advantages in the field.

HIGH­LEVEL MEETING: Ensuring Refugee Children Receive an Education Action For Refugee Education

In 2016 world leaders agreed to strengthen the internationalresponse to the global refugee crisis and grow support to meetthe needs of refugee and host communities.

This included promising “to ensure all refugee children arereceiving education within a few months of arrival and toprioritise budgetary provision to facilitate this, including supportfor host countries”.

The High­Level Meeting on Action for Refugee Education willbring together refugee hosting states, donor governments,multilateral institutions, the private sector and civil society to agree how to accelerate and improve effortsto deliver these commitments.

NORRAG recently organised two Brown Bag lunches on 11 and 13 July at the Graduate Institute,Geneva “SDG4 Data Week: Understanding the Monitoring of SDG 4: Targets, Actors, Data andResources”, with the support of the Education Network of the Swiss Agency for Development andCooperation (SDC).

The series aims to provide members of the education community in Geneva and beyond with anopportunity to get familiar with the requirements and frameworks for monitoring SDG 4 targets, whetherat the global or local level.

We aim to further disseminate the knowledge and resources shared during the events which wereorganised for stakeholders in Geneva, including staff at international organizations, NGOs, andindividuals engaged in the SDG 4 agenda.

Children are the common basis for all dimensions of sustainable development. No advances insustainable development will occur in coming decades without multiple generations contributing tosocietal improvement. Moreover, beyond sheer survival, children have a right to thrive, develop to theirfull potential, and live in a sustainable world.

This course draws from research in neuroscience, psychology, economics, anthropology and programimplementation and evaluation in order to discuss Early Childhood Development and explore its role inachieving the Sustainable Development Goals.

Accelerated Education Training in Africa ECCN

ECCN members in Africa are invited to participate in a four­day training on accelerated education,November 12–15, 2018, in Kampala, Uganda.

The training, which is hosted by ECCN, the AcceleratedEducation Working Group (AEWG), and USAID, is designed toimprove accelerated education policies and programs with aharmonized approach that follows the AEWG’s 10 Principles ofEffective Practice. Bringing together USAID and UN agencies,along with implementing partners and Ministry of Educationstaff, this event will include hands­on activities as well ascreative learning opportunities.

Spaces are available for ECCN members currently posted in African countries.

To apply, please complete this registration form by September 17, 2018.

A limited number of travel grants for Ministry of Education staff are available; please indicate on the formif such a grant is needed.

Participants will be notified about their application no later than September 28, 2018.

Is the Global Education Sector Heading Toward Fragmentation? by Sophie Edwards, Devex

The global education sector, long neglected according to someexperts, could be set for transformation with the emergence of astring of new funds and financing instruments launching this year.But while the funds have the potential to channel much­neededmoney into learning, some development experts are askingwhether their sudden proliferation risks fragmenting the sector, orduplicating efforts.

The needs are huge: According to UNESCO, 264 millionchildren are out of school, and the United Nations estimates that a further 600 million are in school butlearning little At the same time the share of official development assistance spent on education

learning little. At the same time, the share of official development assistance spent on educationdeclined by about a quarter between 2002 and 2016, from 13 percent down to 10 percent, while ODAspending on health and infrastructure increased, according to the Education Commission’s landmark2015 report. The report estimates that total spending on education will need to go from $1.2 trillion peryear in 2016 to $3 trillion by 2030 across all low­ and middle­income countries in order to improve schoolsystems and meet the Sustainable Development Goals for education.

A New Deal for Refugees by Tina Rosenberg

For many years now, groups that work with refugees have fought to put an end to the refugee camp. It’sfinally starting to happen.

Camps are a reasonable solution to temporary dislocation. Butrefugee crises can go on for decades. Millions of refugees havelived in their country of shelter for more than 30 years. Two­thirdsof humanitarian assistance — intended for emergencies — isspent on crises that are more than eight years old.

Camps are stagnant places. Refugees have access to water andmedical care and are fed and educated, but are largely idle. “Youkeep people for 20 years in camps — don’t expect the nextgeneration to be problem­free,” said Xavier Devictor, who advisesthe World Bank on refugee issues. “Keeping people in those

conditions is not a good idea.” It’s also hard to imagine a better breeding ground for terrorists.

Shaping Congo's Future, One Teacher at a Time by Ephrem Chiruza

The Democratic Republic of the Congo (DRC): Violent conflictand a broken economy have turned teaching into a dangerousprofession. Forty­year­old Kabuo defies the war, however,dedicating her time to educate the children of her war­torncommunity.

Kabuo, who was forced to flee her home when conflict erupted inher village, has returned to teach children affected by the conflict. "Teaching children in a conflict zone isnot easy at all. Instead of focusing during the day, some children prefer to sleep because they stayed upall night, worried about being attacked by bandits."

In the Democratic Republic of the Congo, 7.4 million children between the ages of five and 17 are unableto attend school. Many of them live in rural areas ravaged by armed conflict.

Education During Wartime Norwegian Refugee Council

Not many humanitarian organisations count education as one of their main activities. For the NorwegianRefugee Council (NRC), though, education has always been a main priority.

"We include school and education in our humanitarian work fromday one," says Annelies Ollieuz, NRC's global educationmanager. She admits, however, that this has not always beeneasy.

We are the only aid organisation to have specialised in working togive help and protection to displaced people. In addition, we help

give help and protection to displaced people. In addition, we helppeople living in the areas where displaced people and refugeessettle. By also supporting pre­existing communities, we avoidcreating conflict when they see what we do for the refugees.

Today, we are active in 30 countries, and in total, we employ about 14,000 people. Several thousand ofthese work in educational activities.

Peace Education at Schools: The Only Way Forward by Naeem Ahmed Qazi

School is the only avenue leading to peace but the outdated syllabi, orthodox teaching methodologiesand inappropriate learning environment are too strong in Pakistan leaving minimal chances oftransformation. Our education system primarily focuses on academic learning which is meant to attainhigher grades in examination. Peace education is least important for the policymakers as well asresearchers since few have worked in this domain.

More than ever rising interest of highly educated people in theterrorist organizations and activities is a result of lack of interestshown by our governments, civil society and parents.Devastatingly, use of power remains the answer to violent andnon­violent extremism in the land of pure, even today.

“Peace cannot be kept by force; it can only be achieved byunderstanding” Albert Einstein’s words say it all. This is only dueto the lack of understanding that humankind is always at war.

100 Million Young People are Still Illiterate GEM Report

This International Literacy Day there’s plenty to celebrate – the number of young people aged 15­24 withno literacy skills worldwide has fallen by 27% since 2000, a fact we hope to see reflected in plummetingadult literacy rates over time too. But this still leaves 100 million youth unable to read. How did so manyget left­behind?

Levels of illiteracy are disproportionately high in Sub­SaharanAfrica, affecting one in four young people. This is not only downto poor teaching, low school attendance, poverty or conflict, butalso has a lot to do with a policy shared by most countries in theregion: to teach children to read in official languages – English,French or Portuguese, rather than in the language they speak athome. It was estimated in 2000 that 87% of children were taughtto read in languages they didn’t speak at home. For manychildren, the language of instruction at school is their third orfourth language.

The Missing Link of Refugee Response by Filippo Grandi

As the world's refugee crises continue to deepen and multiply, more displaced children will be at risk ofmissing out on a basic education. That is a travesty not just for out­of­school kids, but also for entirecommunities and countries that will someday need to be rebuilt.

More than half of the world’s refugees are children; yet, amongschool­age refugees, more than half are not getting an education.All told, four million young minds are not receiving the schoolingthat they need to realize their potential. And, worse still, the

number of out­of­school refugee children has increased by500,000 in the last year alone. If current trends continue,hundreds of thousands more refugee children will be added tothe ranks of the educationally deprived.

Clearly, there is an urgent need for more investment in refugee education. As part of the 2030 Agendafor Sustainable Development, United Nations member states pledged to promote “lifelong learningopportunities for all.” And in the 2016 New York Declaration for Refugees and Migrants, governmentspledged to share responsibility for the world’s refugees, and to improve access to education for refugeechildren. These were important commitments. But they will ring hollow until young refugees have thesame opportunities as others to go to school.

Yemen war leaves harsh impact on education Al­Monitor 9 September 2018

After dropping out of school, 13­year­old Mohammad went to work at a repair shop in al­Hasaba districtin the central Yemen city of Sanaa for 12,000 Yemeni riyals ($24) per month. Mohammad, who told Al­Monitor he dreams of becoming a police officer, said his father forced him to drop out of school and worklong hours at the shop, and that he agreed to the job to help provide for his parents and three sisters dueto the family’s tough economic conditions.
