Local Rules And Conditions Of Competition For All 2017 CWAC Championships California Women’s Amateur Championships are governed by the Rules of Golf effective January 1, 2016 and the 2016-2017 Decisions on the Rules of Golf and, where applicable, the following Local Rules and Conditions, along with additional Local Rules as may be supplied. Complete text of Rules and Appendix I may be found in the current edition of the Rules of Golf.

Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match play—Loss of Hole Stroke play—Two Strokes

Local Rules Score Card—Any Local Rules listed on the golf course scorecard or posted at the host club are unofficial and have no status in CWAC competition. Out of Bounds—Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1. Water and Lateral Water Hazard Stakes and Lines—When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair—Defined by white lines and/or stakes. French drains are deemed to be ground under repair (Rule 25-1). White-Lined Areas Tying into Artificially-Surfaced Roads and Paths—White-lined areas tying into artificially surfaced roads and paths are part of the obstruction. Aeration Holes—Through the green, a ball that comes to rest in or on an aeration hole may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green. On the putting green, a ball that comes to rest in or on an aeration hole may be placed at the nearest spot not nearer the hole that avoids that situation. Wood Chips and Mulch—Wood chips and mulch are loose impediments, unless otherwise noted in the Notice to Players.

Seams of Cut Turf (Sod Seams)—Through the green, seams of cut turf (not the turf itself) are deemed to be ground under repair. However, interference by a seam with the player's stance is deemed not to be, of itself, interference under Rule 25-1. If the ball lies in or touches the seam or the seam interferes with the area of intended swing, relief is available under Rule 25-1. All seams within the cut turf area are considered the same seam. Embedded Ball Through the Green—Local Rule as prescribed in Appendix I is in effect. Distance-Measuring Devices—A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect her play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3. Accidental Movement of a Ball on a Putting Green— When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, her opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 8-2, 18-3 and 20-1. Note: If it is determined that a player’s ball or ball-marker on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location.

Conditions of CompetitionList of Conforming Driver Heads—Any driver the player carries must have a club-head, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the USGA. List of Conforming Golf Balls The ball the player plays must be named on the current List of Conforming Balls issued by the USGA. Pace of Play—See separate 2017 CWAC Pace of Play Policy. Close of Competition— A competition is deemed to have closed when the result has been officially announced or in stroke play qualifying followed by match play when the player has teed off in her first match (Rule 34-1b). The result of a match is considered to have been “officially announced” when the Committee has approved the result as posted on the public scoreboard. Disqualification— When a player breaches a Rule where the penalty is disqualification, she must leave the course immediately. Cellular Phones—Players should ensure that any electronic device taken onto the course does not distract other players. For further guidelines see Decisions 14-3/16 and 14-3/18. Time of Starting— Tee Times: The atomic clock at the tee where the player begins her stipulated round is the official time of starting (Decision 6-3a/2.5). Players will not be paged in advance of their starting time and should arrive at their assigned tee 10 minutes prior to their starting time. Shotgun Start: Players should be ready to play at their assigned hole at the designated start time. Discontinuance of Play—A discontinuance of play by the Committee will be signaled as follows: - Non-dangerous condition: Three consecutive air horn notes, repeated (Rule 6-8b).

- Dangerous condition: One prolonged air horn note, repeated. Players shall discontinue play immediately and not resume play until the Committee orders a resumption of play. All practice areas are closed during suspension for a dangerous condition until the Committee declares them open. NOTE: A player has the right to stop play because of the threat of lightning, even if play has not been suspended by the Committee. - Resumption of play: Two consecutive air horn notes, repeated. Serious Breach of Etiquette—Disruptive or inappropriate behavior contrary to the good conduct of the championship in the determination of the Committee will not be tolerated. Further disciplinary action may be imposed, including suspension from future events. PENALTY: DISQUALIFICATION (Rule 33-7). Dress Code—PLAYERS and CADDIES must be properly attired both on the golf course and on the premises of the club. Blue jeans, designer jeans, T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be of appropriate length (no jean shorts). This dress code will be used at all CWAC Championships in conjunction with any additional dress code restrictions of the particular golf course involved. A player/ caddie violating this dress code will not be permitted to start the competition. A violation during the stipulated round must be rectified without undue delay or the player/ caddie will not be permitted to continue. Footwear Shoes with traditionally designed spikes (regardless of composition), or spikes made with metal (regardless of design) are prohibited.

SHOTGUN PACE OF PLAY 2017

Pace of Play Policy: Rule 6-7 states, in part: “The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by The Committee,” and thereafter prescribes penalties for slow play. In order to prevent any such penalty, we suggest that you review carefully the following guidelines. Maximum Allowable Time: Maximum allowable time is maximum the time deemed by the Committee for a group to complete its stipulated round. The time to finish each hole is provided on the score card below each hole. Definition of “Out of Position”: Shotgun Format – No group is considered the “first” group and all groups must go by the following definition of “Out of Position”: A group is out of position when it:

Completes the play of a hole later than the maximum allowable time given and: o Reaches the tee of a par 3 hole and the preceding group has cleared the next tee o Fails to clear the tee of a par 4 hole before the preceding group clears the putting green o Arrives at the teeing ground of a par 5 hole when the preceding group is on the putting green

EXCEPTION: If a group starts the round in a position considered “out of position” (i.e., a single group on a par 4 or 5 hole will start with the green clear in front of them) they are considered in position so long as their original position is maintained until the first instance they reach the preceding group. Group Out of Position: If a group is over their time and out of position, they will be monitored. However, a group will not be notified when they are being timed. A player(s) may inquire as to whether they are being monitored, in which case the rover or, if applicable, the referee, will advise them of their status, but only if they are asked. Timing: A group may be monitored or timed for compliance with the pace of play guideline if it is “out of position.” When a group is “out of position” a player in the group is expected to play a stroke within 40 seconds. The timing of a player’s stroke will begin when she has had a reasonable opportunity to reach her ball, it is her turn to play and she can play without interference or distraction. Except on the putting green, if a player has reached her ball, it is her turn to play and there are no distractions, timing will begin after she has had reasonable time to select her club. Time spent walking backward or forward for determining yardages will count as part of the time taken for the next stroke. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to lift, clean and replace her ball, repair her ball mark and other ball marks on her line of putt and remove loose impediments on her line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. Pace of Play Penalties: The following are the penalties, in sequence, for any players in a group out of position who takes more than 40 seconds to play a stroke when it is her turn to play: Stroke Play: One bad timing of more than 40 seconds – Warning A second bad timing – 1 stroke penalty A third bad timing – Additional 2 stroke penalty A fourth bad timing – Disqualification NOTE: If the group in question regains its proper position, any previous timing of more than 40 seconds will be carried over for the remainder of that round, but not to any subsequent rounds. Rulings or Other Incidents: If a ruling or some other legitimate delay occurs which causes the group in question to lose its position, that group is expected to regain its position within a reasonable time (2-3 holes).

Quail Lodge & Golf Club, Carmel, California May 22-23, 2017

Notice to Player

The CWAC 2017 Standard Local Rules and Conditions of Competition (CWAC “Hard Card”) and this Notice to Players will govern play.

Tee Markers: Play will be from the CWAC markers wherever they are placed.

Score Card: The Quail Lodge & Golf Club scorecard and yardage book are unofficial and have no status in the competition.

Ties: In the event of a tie for Overall Champion, there will be a hole-by-hole playoff to determine the winner. Announcements about the playoff will be made upon completion of the second round at the public scoreboard. Ties for any other place will be determined by USGA method of matching scorecards from the second round.

Caddies: Prohibited

Automotive Transportation: Players may ride. All spectator carts must stay on the cart paths.

Shotgun Start: One long blow on an air horn will signal the start of play for each round. Players must be at their assigned hole ready to play when the horn blows.

Out of Bounds: Defined by inside points at ground level of white stakes, white lines, perimeter fences, inside edges of curbs with OB markers on them or course-side edge of all other roadways throughout the course. With the exception of the road which crosses the 14th hole, a ball which crosses a public road and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course (Decision 27/20). For hole #7, any ball going beyond the inside edge of the final two stakes along the path to the 8

th tee is out of bounds.

Protection of Young Trees: Protection of young trees is identified by stakes. If such a tree or tree well interferes with a player’s stance or the area of his intended swing, the ball must be lifted, without penalty, and dropped in accordance with Rule 24-2b (Immovable Obstruction). The ball may be cleaned when so lifted.

Loose Impediments: The decorative wood chips throughout the course are loose impediments.

Dropping Zones: For a ball which enters the water hazard to the right to of the 5th green, as an additional option under Rule 26-1 (Water Hazards), the player may, with one penalty of one-stroke, use the dropping zone situated short of the green. For any ball beyond the cart path behind the 14

th green, as an additional option under Rule 28 (Ball Unplayable), the player may, with one penalty stroke, use the dropping zone to the back

right of the green.

Water Hazards: The lateral water hazard to the right of the fairway on Hole #6 extends to infinity. In the play of Hole #11, the hazard in the front portion of the back 12th tee is deemed to be a lateral hazard.
