This path is left in a disgusting state by some dog owners, a potential hazard to me but worse to children who use this path as they walk to school. I know the village handyman and the football and cricket club managers face similar risks in and around the recreation ground. Please pick up after your dog. Summer is officially here, the tomatoes have now been planted outside and the lawn needs cutting twice a week. Soon it will be our summer festival with Rock in the Rec being held on July 2nd. Firstly, I must congratulate Meryl Liddell who is replacing me as Chair. Meryl hasserved as a Councillor for many years so is well equipped to lead the ParishCouncil. There is a lot of additional work involved in being Chair but I know she hasan excellent team beside her.

Thank you to my fellow Councillors who have supported me as Chair over the lastfour years and for electing me as Vice Chair for the coming year. It will be anhonour to assist Meryl and represent the Council further.

One of the great re-occurring themes within the newsletter is the matter of dog-fouling and inconsiderate owners who do not pick up the mess. I regularly strimthe footpath from the Red Lion up towards Manor Park and Towngate. This path isleft in a disgusting state by some dog owners, a potential hazard to me but worseto children who use this path as they walk to school. I know the village handymanand the football and cricket club managers face similar risks in and around therecreation ground. Please pick up after your dog.

Craft Club

Craft Club meets every Wednesdaymorning at the Huskar Rooms locatedbehind the Co-op in Silkstone. Eachweek members learn how to make adifferent craft item, varying fromChristmas wreaths, paper crafts,jewellery making and cooking. We are afriendly group who as well as doing ourcrafts, share our knowledge and enjoya cuppa and a natter. Fire service offers free smoke alarm test reminder service

The fire service says a new servicewhich gives residents weekly ormonthly online reminders to test theirsmoke alarms, is a vital tool to ensureresidents stay safe in the home.

Figures released by South Yorkshire Fire& Rescue show that the majority ofpeople have smoke alarms in theirhomes, but often they are not kept inworking order.

Firefighters have been to dozens ofhouse fires (88) in the last three yearswhere the alarm battery was eithermissing or flat, putting the safety of theresidents at risk.

Only smoke alarms fitted with workingbatteries give you the vital extraminutes needed to escape a fire in yourhome, so fire chiefs hope hundreds ofpeople will sign-up to the new service.

Head of community safety TrevorBernard, said: “It’s testament to thesuccess of our safety drives over the lastdecade that most homes are now fittedwith smoke alarms. But smoke alarmsonly save lives if they are working. Weknow how easy it is to forget to testyour batteries, but by signing up to thisfree service we promise to give you aregular, gentle reminder which may justsave your life.”

Silkstone Recreation Ground Drainage works

A mammoth grant of £63,820 has beenawarded to Silkstone Parish Councilfrom Sport England to pay for muchneeded drainage works on the cricketoutfield and parts of the football fieldat Silkstone Recreation Ground. Thanksare due to Tony Clegg from the cricketclub who completed the bulk of thepaperwork for this grant application.The work will take place during the firstthree weeks of September for thecricket field (Please note there will beno public access to the cricket fieldarea of the recreation ground for thesethree weeks) with the football fieldwork planned for next year at the endof the football season.

What is the Ward Alliance Fund?

The Penistone East & West WardAlliance has funding available to groupsthat wish to help tackle any of thepriority issues.

How much is Available?

There is no limit to how much you canbid for, but there is only £10,000 peryear allocated to this fund. In addition,you are expected to invest hours intothe project equivalent to how muchmoney you request (volunteer hoursare £11.09 per person involved, perhour).

Hogwatch News

Hogwatch – the local survey ofhedgehogs – is continuing in 2016 andlocal residents are encouraged to signup as Hogwatchers and reportsightings on-line.

Silkstone proved to be a hot spot forhedgehogs in 2016 with over 100sightings. However, many of thesewould have been the same animals sothis year we have asked three localHogwatchers to mark hedgehogs theycan capture. Other Hogwatchers in thevillage are asked to record Silkstonesightings on a newly created Silkstonesighting form where the markingpattern and colour of the observedhedgehog can be recorded.

By such marking, we hope to get abetter idea of the overall population inSilkstone.

In contrast, the population in SilkstoneCommon appear to be sparser. Evenideal habitats appear not to havehedgehogs present.

We would still like to recruitHogwatchers throughout the parish.

We are still using survey tunnels thatare set up for hedgehogs (and othermammals!) to leave footprints as theygo in to feed on bait.

VOLUNTEER INTERNAL AUDITOR

Silkstone Parish Council’s volunteer internal auditor hasstepped down after serving the Parish Council for 8 years inthis role – a huge thanks to her for her support of theParish Council during this time. She completed her lastaudit for the 15/16 year end in April

The Parish Council’s internal audit must be completed byan independent competent person.

The role will involve meeting with the Clerk and aCouncillor twice a year for a few hours to go through theParish Council’s policies, procedures and accountingprocesses to ensure that they are compliant with theirstanding orders and financial regulations.

Taking your dog out for a walk today?Silkstone parish is a great place to owna dog. The recreation grounds, openland and public footpaths through theparish make it a perfect area forwalking your dog or dogs, especiallynow the summer weather has started.

Can I ask you to spare a thought forthose who aren’t so lucky to have afour legged friend to take for a walkand have to take their walks alone?When your dog fouls on the footpathor on either of the playing fields, andyou don’t pick it up to either put in adog bin or take it home with you, youare spoiling the area for everyone else.

I know I seem to have made light of avery serious subject, I haven’t. Dogfaeces can seriously affect children’shealth. Also since 1999, BarnsleyCouncil made an order to designate thewhole borough under The Dogs(Fouling of Land) Act 1996 stating “It isan offence for a person in charge of adog not to clean up immediately aftertheir dog fouls any designated land.Designated land includes any landwhich is open to the air and to whichthe public have access”.

Dog fouling has always been a problemacross the parish and seems to begetting increasingly worse.

At the most recent parish councilmeeting it was reported that, so muchdog faeces had been found on thecricket square at Silkstone playing field,it took over half an hour at thebeginning of the training session toclear the pitch before it was safe forthe youngsters to begin their practice.This is totally unacceptable! Just thinkhow upsetting it is, if someone passingthe front of your home allows their dogto stop do its ‘business‘ and thenleaves it there for you to clearup.........not nice!!

Another issue that seems to begrowing in popularity is the ‘hanginggift‘. This is where dog walkers go tothe trouble of picking up the faeces leftby their pets, put it in a bag and thenfor some unknown reason seem tothink that it’s ok to hang the bag on thenearest fence, hedge, tree or wall asthough it is some sort to trophy?Please, please, please if you have goneto the trouble of clearing it up, eitherput it in one of the dog bins around theparish or take it home with you andthrow it into your own bin.

In conclusion, next time you are takingyour ‘best friend’ out for a walk andthey ‘do their business’, please pick itup, bag it up and take it home withyou. Thank you.

Old Silkstone Band

Old Silkstone Band qualify for theNational Brass BandChampionships of Great Britainfor second year running

After claiming second place at theYorkshire Regional Brass BandChampionships in Bradford back inMarch, the band has qualified to play atthe National Brass Band Championshipsof Great Britain for the second yearrunning, a first in the band’s longhistory. The band’s Solo Baritone playerToni Durrant was also presented withthe Best Soloist Award. The fantasticresult also secures the band’spromotion to the first section in 2017.

All in the April Evening

The band had a super concertcelebrating St.George’s Day inSilkstone’s beautiful church.

The special concert was held to say aheartfelt thank you to the wonderfulpeople in the Silkstone Parish for theircontinued support and generosity withall proceeds going to the church andtheir chosen charity BIADS (BarnsleyIndependent Alzheimer's And DementiaSupport). The band performed a variedand entertaining programme of musicwith everything from Brassed Off toDisney, with plenty of traditional brassband marches and classics along theway. We were thrilled to hear theconcert raised over £500 for goodcauses in our local community.

Our busy brass banding yearahead!

The band have a packed and variedcalendar of musical events ahead, sofar this year we’ve already performedat a 50th birthday party, two weddingsand a BeerKeller party!

Once again we’ll be making the tripacross the border to Saddleworth totake part in the Whit Friday Brass BandMarch contest. Last year the bandmanaged to beat the famous BlackDyke Mills Band at one village, let’s seeif we can do it again!

Do residents want more influence over planning decisions in the Parish?A Neighbourhood Plan can give theParish legal authority over someplanning issues, but the Parish Councilneeds your ideas and support to goforward.

BMBC will soon issue a new Local Plan,setting out rules for development inthis area – covering housing, greenbelt, infrastructure and other issues.

Under the new Localism Act, a ParishCouncil can add to the Local Plan –meaning that residents will have tochance to set out binding rules onwhat type of development can beallowed.

A Neighbourhood Plan is a reallyimportant opportunity for the peopleof this Parish to protect and enhancethe distinctive identity, ambiance andheritage of the two villages - in a waythat the Parish Council fears can’t beachieved through the Local Plan as itstands.

You might have heard in the newsabout St Ives voting to ban sales ofnew second homes. Whilst no-one’ssuggesting doing quite the same thinghere, the residents of St Ives used aNeighbourhood Plan to achieve thisoutcome.

We do already have an excellentVillage Design Statement (available onthe Parish Council website) which setsout the wishes of the residentsconcerning planning issues, and this isa ‘material consideration’ in planningterms. The Neighbourhood Plan goesa big step further – it gains statutoryforce.

What’s the downside?

The process is demanding – it will takeup to 2 years and ends in areferendum. There are somesignificant costs (grants are currentlyavailable for up to £9000), and thereneeds to be extensive publicconsultation.

To go ahead we will need thecommitment of individuals within thecommunity, including people willing tobecome part of a Steering Group.

The Heritage Group and Silkstone Church remember the first day of the Battle of the Somme

The Heritage group based at Silkstonechurch, are marking the centenary ofthe first day of the battle of theSomme. It will take place on theweekend of 1st to 3rd July. Many of theBarnsley Pals who trained at NewhallCamp died that day.

Following a service of remembrance atthe war memorial the church will beopen to visitors all weekend. The groupare mounting a display in the churchabout the Barnsley Pals and their partin the battle of the Somme. They arealso including a display about how thewar affected Silkstone in 1916 and lifeon the home front.

Silkstone remembers the SommeFriday 1st July 11am - service ofremembrance conducted by Rev.Maureen Browell at the war memorialin Silkstone. Following the service, thechurch will be open until 5pm

Saturday 2nd July 10am - 4pm thechurch will be open to visitors

Sunday 3rd July 12pm - 5pm the churchwill be open to visitors.

The group look forward to seeing youthere to remember this momentousoccasion.

Silkstone Parish Council's role

Silkstone Parish Council is the first tier of local governmentrepresenting the villages of Silkstone and SilkstoneCommon. The Parish Council has nine elected members anda part time Parish Clerk & Responsible Finance Officer.

The Parish Council administer the Twinning Committee andSilkstone Playing Fields Management Committee.

The total precept (Parish element of the Council tax) for theParish for 2015/2016 was £65,365 with a council taxsupport grant of £4,635 giving a total income to the Parishfrom Barnsley MBC of £70,000.

The Parish Council have a number of assets in the Parishwhich they manage including:

� Silkstone Sports Pavilion and Recreation Groundincluding a Multi Use Games area and car park.

� Allotment site� Woodland areas and open spaces at Conroyd Wood,

Cone Lane, Silkstone, Orchard Wood and Meadow,Silkstone Common, The Chestnuts in Silkstone and JaysWood on Hall Royd Lane, Silkstone Common

� War Memorial and congregation area� The landscaped area at The Roses, Silkstone Common� 20 benches and a number of small areas of land &

planters adjacent to the highway.

The Parish Council also support local organisations such as:Silkstone Parish in Bloom, Silkstone Luncheon Club andSilkstone Common Youth Orchestra. Applications for grantsare accepted at anytime of the year.

A newsletter is distributed four times per year to everyhome in Silkstone Common and Silkstone.

The Huskar Community Rooms opened in October 15. Thisis owned by the Parish Council but managed by anindependent committee.

Groups

I must personally thank Graham Wells for his endeavourspromoting CARE and assisting with other council projects.Silkstone in Bloom and CARE have again been instrumental inkeeping the Parish neat and tidy this year. CARE has aCommunity Equipment resource where tools and gardeningequipment are available for use on Parish projects. Both CAREand Silkstone in Bloom are in need of volunteers so pleaseconsider offering a little of your time to keep the parish tidy.

The managers and coaches of Silkstone United football andcricket teams must be thanked for the great work they do inpromoting sport to the youth within the Parish. They both doa great job and our cricket club in particular is thriving at themoment. Managers are needed to set up and run juniorfootball teams on what is one of the best pitches in theBarnsley Borough.

Yvonne Dinsdale must be thanked for her help in running theTwinning Committee. Silkstone Parish is twinned with StFlorént de Bois and we have exchange visits every two years.If you’re interested in the French way of life please give me acall.

Meetings

Councillor attendance at Parish meetings has been 91% thisyear, excellent for a Parish Council of our size. Being aParish Councillor does not just mean attending one meetinga month. Most of your councillors attend meetings at leastonce a fortnight on your behalf. Thank you again for yourtime and effort.

Parish Council

The Parish Council has raised the precept this year byapproximately £ 3.07 per chargeable household per year.The extra money will go towards increasing the services theParish Council supplies throughout the Parish and tocompensate for the reduction in services from the localauthority and to replenish reserves in-line with nationalguidelines.

The Parish Newsletter continues to go from strength tostrength, and is a good source of Parish information. All thenewsletters are available on the Parish websitewww.silkstoneparishcouncil.gov.uk . Meryl Liddell, our editor,always wants articles for inclusion so please contact her withany newsworthy items.

The Parish Council now has a Facebook page. Updatedinformation is posted here regularly, please become a“friend”.

The Parish Council owns numerous pieces of woodlandthroughout the Parish. It has increased its WoodlandManagement budget to allow for the additional work that isrequired within our woods.

Parish Projects

The development of the community centre is now completeand the new Huskar Rooms have many varied activities forall ages. The rooms are run by a team of volunteers and theycan be booked for private events. The booking number is07444 195930.

The Parish Council has succeeded in its long term aim toacquire Hall Royd Lane Wood from BMBC now named JaysWood. The official opening was on April 19��. CARE has beeninstrumental in creating an opening and a footpath into thewoods so we all can enjoy them. Thank you to all concerned.

Working with Silkstone Cricket and Football clubs, the ParishCouncil has secured a £68,000 grant from Sport England toenable a drainage scheme to commence on the cricket andfootball fields.

Another grant received from Tesco will enable a picnic areaand outdoor gym to be provided by the Huskar Rooms.

Silkstone Parish Council Accounts 2015-2016Parish

The Parish Council support both the Churches in the Parishwhere they can by providing grants for one off items and inconsidering grants to Church groups.

Grants are also awarded to other groups within Silkstoneand Silkstone Common.

Our Parish continues to have a low level of crime comparedto other parts of the Borough. However, because of areduction in Police resources, we should be more vigilantthan ever, why not consider joining or forming aNeighbourhood Watch Group. Use the new 101 phonenumber for reporting non urgent crime.

Dog fouling continues to be an issue within the Parish. Aminority of dog owners continue to allow their dogs to messand not clear up. This is both inconsiderate and dangerouswhen allowed on the playing areas of both our recreationgrounds.

Coming Year

In July, Rock in the Rec will once again go ahead. Afterconsultation with the Parish Council, Police and BMBC theearlier finishing time of last year has been approved againand there will be greater management around the site. Thisis a great event for the Parish and should be supported.

Conclusion

Your Parish Council continues to strive to make our parish adesirable place to live. Please help all our communitygroups where you can.

Facebook is a great way tocommunicate, to get local news outthere, to let people know something ishappening quickly. The Parish Council’sFacebook pages currently have 220friends and 60 likes, thank youeveryone for taking such an interest.Facebook has two faces, one can bequite ugly, the other beautiful.

I have recently seen both these faces inone day. I was looking at the page as Ido most days to check if there are anymessages asking for help andinformation or if someone has postedsomething that could be shared to awider audience for better exposure. Itcould be promoting something like anOld Silkstone Band concert to a specialchurch service, there are all sorts ofsnippets of news there.

This particular day when I checkedthere were a number of posts, thatwere totally inappropriate for aFacebook page that is open to all andsadly I had to remove them. I left thepage wondering if there was a need forthe Parish Council to impose posting

restrictions which really would spoilone of the very reasons the Facebookpage is there for residents in the parishto interact with each other.

Later in the day my husband found aset of keys whilst walking the dog.Again I went onto Facebook and postedthat the keys had been found andasked the owner to private messagethe page with details of the keys andwe would get them back to the owner.Within minutes the post had beenshared a number of times and withinhalf an hour the keys had beenclaimed.. What a great result!

So in conclusion on that one day I sawboth faces of Facebook, the good andthe bad. Can I please remind you thatif you are going to post something youwould not say in front of yourgrandparents or children then pleasedon’t post it!

The Parish Council reserves the right toremove a post it deems to beinappropriate and will do in the futureif needed....let’s hope it isn’t

As part of the £63,820 grant from SportEngland a supporting gabion wall willbe constructed on the beck banking inMay/June; the cricket outfield will havea new drainage scheme to becompleted during the first 3 weeks ofSeptember and part of the football fieldwill also be drained during April 2017.

With the £10,000 grant from the Tescobags of help scheme a trim trail playarea, picnic benches and footpath willbe installed next to the HuskarCommunity rooms. This will add to theexisting sports and social activities inthis area which is central to the Parish.

Sharing Skills Group Silkstone Common

A few dates for your diaries, the firstbeing our Woollen Wood project whichwe mentioned in the last ParishNewsletter. The decorating of OrchardWood in Moorend Lane is to commence(weather permitting) on Friday 1st ofJuly to bring a splash of colour to thecentre of our village with knittedflowers, birds, animals, fruit etc. It isanticipated that everything should be inplace, for your enjoyment throughoutthe summer weeks, by the end of thatweekend.

Our next project is to take place on theweekend commencing Friday eveningthe 23rd of September. This will be ourexhibition and sale of craft work to beheld in the Methodist Church on BenBank Road. This event, is to coincidewith our annual Harvest Festivalweekend, so we are hoping to produceanother very colourful display; it is alsoto include an art exhibition by localartists and we are hoping for somestories or pictures from local children.There will be entertainment, tombolastall, raffle etc. and refreshmentsavailable each day. Opening times willbe confirmed later, for the Fridayevening, Saturday morning andafternoon, and Sunday afternoon.
