The Excellence in Local Governance Award (ExcELL Awards) is a noteworthy initiative of DILG Region VI that recognizes exemplary initiatives and performance of local government units (LGUs) in the region.

Since its launch in 2008, ExcELL Awards has gained national recognition for its positive impact of encouraging LGUs to perform better and come up with programs and projects responsive to the needs of the citizenry.

With that, DILG Secretary Jesse Robredo has raised the cash prize for the Best Performing LGUs to 50,000 pesos.

Moreover, Secretary Robredo moved for the upscaling of ExcELL Awards to the national level.

These accomplishments will not be possible without the concerted efforts of partner NGAs and civil society organizations who have supported the pursuit of this award.

Negros Occidental: 2010 Best Performing Province in Local Governance in Western Visayas

The province of Negros Occidental cognizant of the need to mainstream good governance has been embarking on programs to build the capacity of bureaucracy and creating the appropriate environment for transparency, accountability and participation in the delivery of public goods and services to promote a better quality life. This is the very reason why Negros was once again declared as the Best Performing Province in the 2010 Excell Awards.

Validating its perfect rating in the Administrative Governance, the province of Negros Occidental exemplifies leadership and its community works together in democratic processes and developmental activities of the provincial government that lead to the improvement of quality of life of every Negrense. The one of a kind information program in Negros promotes transparency and participation in all aspects of human development. It has embarked an Information Advocacy Program as a mechanism for transparency and accountability where its constituents are properly informed of its services and public goods they could avail through various communications media. This exudes a democratic government that has to report to its citizens regularly and provide them with accessible channels for feedback. This 2-way communication process observed in Negros takes the government fully responsive to the needs of its constituents. conversely, it allows the people to actively participate in policy determination, thereby winning their understanding, support and acceptance of the government’s undertakings.

To widen people’s participation in its development initiatives, the provincial government has tapped private sector representatives to sit as members in its various local councils as well as to be partners in the implementation of development programs and projects. Its strong linkage with civil societies has garnered funding from international development agencies for programs and projects that its

constituents could benefit from. With the aim to foster an environment that promotes

excellence and professionalism with service above self as foundation and to adhere to its role as a leader and fiscalizer in local governance of cities and municipalities, the province of Negros Occidental adheres to the adoption of HEARTS PLUS integrating the 7-Point Agenda of the late Hon. Gov. Joseph G. Marañon with additional services to respond to the needs of the times.

HEARTS PLUS refers to programs and projects focusing on Health, Environment, Agriculture, Roads and other infrastructure, Tourism, Trade and Investments, Social Services including education, Personnel and human resource development, Livelihood and employment opportunities, Urban planning and rural development and Systems and governance. With sincere implementation of these thrusts, Negros Occidental reaped its success.

Blessed with bountiful resources, complete amenities and equipments, the province of Negros successfully addressed almost all gaps to provide basic services to its constituents. From health to education, to housing and basic utilities, peace security and disaster risk management, the provincial government employs strategies and interventions that cater the needs of the public. This is the province with remarkable best practices in social services which truly help every Negrense and empowered community with access to all opportunities.

In Economic Services, Negros is on its niche to adventure tourism. Just everything is done with flair and flourish of the island of sugar, Negros is prepared to experience a whole new rush. With the flourishing tourism industry in Negros collaborated among LGUs, private sectors and business partners, the provincial government successfully implemented its economic activities on agricultural and fisheries development entrepreneurship, business and industry promotion. With alliances and monitoring schemes, the province of Negros is considered as one of the tourist destinations in the country and a progressive province in the region.

The province has reinvented itself to become a haven of best practices and worthwhile projects that directly address the concerns of communities. It has demonstrated excellent performance in almost all aspects of governance. With that, Negros Occidental has once again proved itself to be the Best Performing Province in the region.

Oton, Iloilo: 2010 Best Performing in Local Governance 1st to 3rd Class Municipality

The progressive town in the southern

part of Iloilo is the pride of the first district

and was cited as the Best Performing 1st to

3rd class Municipality in Western Visayas.

In 2009 ExcELL Awards, the municipality

of Oton garnered the same award and

winning in 2010 makes it already the

second time Best Performing Award of

the LGU. The all out support of the Local

Chief Executive (LCE) in all LGU programs,

projects and activities attributed to

the LGU’s winning the ExcELL Awards.

Among its success highlights include the

intensified agricultural programs which

increased palay production and welfare

projects like the very friendly Eskolar ng

Bayan which caters to indigent children

who work as sweepers in PUJs to continue

their schooling.

Its local initiatives like the “Binhi-

an ng Bayan”, “Modelong Gulayan sa

Bayan” and the school gardening were

complemented by the presence of

several agricultural facilities like the

Farmers Information and Technology

Services (FITS) center, Fishport and

Vermi-composting facility. The Vermi-

composting facility is a component of the

Solid Waste Management Program and

has been producing organic fertilizer for

farmers of Oton and neighboring towns.

With the increasing consciousness on

organic farming, the facility drew a lot of

attention and has been a priority project

of visit by other LGUs on study tours.

The impressive records management

of Oton still makes it as the defending

champion on local legislation. They

have engaged student volunteers to

serve as legislative assistants and staff,

thus, providing additional manpower

resource to the legislative body. A check

and balance is being observed in Oton

when it comes to the implementation

and monitoring of ordinances through

Task Force TILAD, a civil society group

who offers assistance to the legislative

body.

The impressive architectural design and

museum inspired interior of the session

hall is also worth complimenting.

Winning in ExcELL Awards in 2010 makes Anilao a winner for the second time as Best Performing 4th to 6th Class Municipality. The selfless commitment of the local officials and with the dedicated public servants in the different sectors made it possible for the municipality of Anilao to top other municipal contenders from all over the region. The effective delivery of social services coupled with accountable and responsible leadership and governance paved a way for the municipality of Anilao to win the Best Performing LGU for the second time in year 2010. Innovations and interventions translated into effective local laws and legislation materialized to the success of the implementation of its priority programs, projects and activities.

This quiet town in the northern part of the Province of Iloilo is a trailblazer when it comes to health services. It has a functional Local Health Board which enhanced programs on health and nutrition.

Anilao beats problems on high rate of school drop outs by launching a “Libreng

Sakay Para Edukasyon Mo” program in which the LGU provided a free transportation for students in far flung areas. In order to gather financial resources for the acquisition of instructional materials and equipment, Mayor Debuque came up with “Barya Mo” program which is a drive to share a coin and give an Anilaonon child a brighter tomorrow. “Poject Matet” was launched making Anilaonon on Top of Education and Technology. Mobile Learning cab is a project that gives free tutorials to willing students preferably the underserved, depressed and deprived members of the community.

In this town, there is also a harmonious relationship existing between the executive and legislative bodies that is why it was adjudged as best performing LGU. Among its best innovations are the Municipal Information System containing salient information of every Anilaonon essential to development planning and to its programs and projects like the Konsultasyon sa Barangay, Health Fair Week, children’s Day, Barya Mo Karunungan Ko project, the

USWAG BANWA program and Shrimp Paste Processing project.

Anilao Iloilo have a customized software of financial information management system aimed to present to Local chief Executive updated, timely and reliable financial information as an effective tool for decision making. It is designed to provide real time monitoring of financial transaction to ensure transparency and accountability. Mayor Debuque’s “Pagpahayag sang Kahimtangan sang Banwa” is an opportunity where she presents the state of the municipality and its development plans which encouraged community participation in all municipality’s success in the implementation of programs, projects and activities. The LGU has forged strong partnership with civil Society Organizations.

Indeed, despite of the meager resources, Anilao was able to rise above the challenges of economic instability and political differences because of the unity and cooperation exercise by its people.

San Carlos City: 2010 Best Performing City in Local Governance

San carlos city is once again declared as

the Best Performing city in the region due

to its continuing excellence in innovative

approaches to public service. Celebrating life,

leadership and legacy further epitomizes San

Carlos City’s service philosophy and direction

as it continuously commits to implement

programs and projects beyond the confines

of basic public service. Behind the accolades

that the city has been constantly gleaning

come the public servants who have selflessly

dedicated their knowledge and skills in

the attainment of the city’s vision. Strong

partnership between the government and

the private sector brings progress to what

has been envisioned as the agro-industrial

capital of Negros and the new investment

hub in the Visayas.

The city has established an Agricultural

Center and Integrated Demonstration Area

(AcIDA) which aims to develop sustainable

and verified agricultural technologies that are

applicable under San Carlos City conditions.

This is in commitment to support the goal

of making Negros Occidental as an organic

bowl of the country.

It is hoped that the undertakings of San

carlos city will give rise to a new wellness

approach to agricultural products that are

healthy, nutritious,

affordable and

e n v i r o n m e n t a l l y

sustained. This project

is being complemented

by the adoption of

organic fertilizer and

naturally fermented

solutions for high value

commercial crops and

vegetable production.

The city of San

carlos implemented its “Lote Para sa

Mahirap Project” a home lot project for

squatters. This contributed to the promotion

of peace and order and public safety in the

city. With the sincere dedication and public

service epitomized by the police force in

the city and collaborating with squatters,

San Carlos Police Station was awarded

as 2009 Most Friendly Police Station. A

Madrasah Program was introduced in the

city, an Arabic language and Islamic values

education which develop positive outlooks

among its learners. The city Health Board of

San Carlos was as well acclaimed nationally

as the Most Outstanding Local Health Board

for city category.

San Carlos City has pandan handicrafts

for inmates. Inmates

have the opportunity

to earn, help their

families and also

help them in their

needs inside the jail.

city category, it has contributed a lot to the

upliftment of the economic standards of

living of the people. The city was recognized

as model FARMc and a 1st Runner-Up in 2009

ExcELL Awards in Economic Development.

In 2010 ExcELL Awards it already became

champion on the Excellence in Economic

Development.

“Purifying our city” is a major thrust in San

carlos city – a waste water management

program in preserving and protecting its water

resources. The city was as well adjudged as

champion in zero Basura making it Excellent in

Environmental Management.

As part of their stance to improve

administrative governance and revenue

generation, the city has developed Business

Tax Mapping and Inventory of all Business

Establishments which instilled tax consciousness

among San Carloseños. These innovations have

increased the collection of business taxes. The

city government has also embarked on Massive

Real Property Tax campaign and campaign on

Community Tax Certificates.

San carlos city has impressed again the

Excell Regional Selection Committee with its

exceptional record in local governance, thus,

it became qualified in the 2010 Hall of Famer

Excell Award.

This municipality in Southern Iloilo has been a niche in the aspect of social services and environmental management. In year 2010 Excell Awards it has added another award to its accomplishments as winner on the Excellence in Economic Development, 1st to 3rd class municipality.

In its aim to provide its people a stable economic condition, Miag-ao established a satellite project for cooperatives known as Sustainable cacao Extension Service. Its famous weaving industry has continually achieved remarkable success locally and internationally. The LGU also continues to support the expansion of dairy industry necessary for the number of dairy farmers and make dairy farming one of Miag-ao’s tourist attractions.

Miag-ao is not only a bustling 1st class municipality but also a community that has a heart for social services. The municipality has forged a strong partnership

with the Department of Education (DepEd) in implementing education programs for its 119 barangays. Being the center of education in the southern part of I loilo, Miag-ao’s support to education at all levels l ike scholarship to tertiary education and training of teachers has been a noble feat of the local administration. The officials of this municipality believe that every student must be given the opportunity to acquire quality education and learning.

This local government has not only focused on education but has continually improved its medical services through the expansion of 24-hour Emergency Clinic giving more medical assistance to indigent families is a remarkable initiative to provide with available medical services at all t imes.

With that, Miag-ao is sti l l the undefeated champion on the Excellence in Social Services award.

Miag-ao, Iloilo: Where development and social services are guaranteed

Known for its very beautiful plaza, Guimbal Iloilo is more than what meets the eye. It is consistent awardee of the Search for the Most Business Friendly LGU at the national level, a recognition being given by the Philippine chamber of commerce and Industry (PCCI) for their Simplified Business Licensing System (BPLS). The local government utilized local students in data banking formulation and institutionalized its livelihood programs for women and fisher folks to increase their income.

The past years, Guimbal has taken the initiative to sustain its efforts in protecting its local water system. It has organized the Guimbal Watershed council for that very purpose. It has also

taken efforts to initialize pollution control and management and has implemented a uniform right of way and easement of roads at the poblacion area.

It has instigated other worthwhile endeavors such as the establishment of mango nursery in every school in all barangays, development of information education and communication campaign on climate change as hazard mapping was also introduced to all barangays identifying calamity-prone areas for disaster preparedness. Moreover, the PAG-ASA Synoptic station was established for weather related updates which is essential for a coastal LGU like Guimbal.

Guimbal, Iloilo: Most Business Friendly LGU

Iloilo city was recently ranked as one of the four top-performing organizations in Asia Pacific by the Palladium Group Inc., a global leader in helping organizations make better decisions through the adoption of the Balanced Scorecard model of Harvard University.

The city was also awarded as the 2010 Most Livable city. It is the only city whose local enterprise is earning and is not heavily subsidized by the local government. Being highly urbanized, Iloilo city has to balance development and preservation of culture. The city can boast of its steady control of the economy as the regional center for Western Visayas.

Aside from its economic and environmental undertakings, the local government has initiated the Bantay Abuso Project– a multi sectoral approach that provides immediate assistance to women and children who are victims of violence and abuse. The project operates through a barangay women’s desk in 52 barangays of the city.

These worthwhile endeavors have made Iloilo city as this year’s winner on Excellence in Administrative Governance, city category.

Iloilo City: Most Livable City

Pan-ay Capiz: Best mangrove plantation in

Southeast Asia The municipality of Pan-ay capiz is

acclaimed to have the best mangrove plantation in Southeast Asia. This quiet town in the central part of capiz has preserved the century old mangrove plantation, and institutionalized vermin-composting at the barangay level.

A consistent provincial winner in the clean and Green Search, this municipality has cleaning and greening way of life for its people. The efforts of Pan-ay capiz as well as the unwavering political will of Mayor Bermejo to encourage every resident to take good care of their environmental treasures has been recognized in the Excell Awards.

Hence, Pan-ay capiz is the worthy winner of this year ’s Excellence in Environmental Management, 1st to 3rd class municipality category.

The municipality of San Jose de

Buenavista, the capital town of

Antique has been named as the

2010 champion in the Excellence

for Administrative Governance 1st

to 3rd class municipality category.

The locality bested other contenders

including last year ’s winner, Kalibo

of Aklan.

It has an outstanding collection

rate through the effectiveness of the

operation and management of their

Municipal Economic Development

Office (MEEDO) which has been

bolstered by the strict imposition

of their local laws and ordinances

focusing on the promotion of

outstanding collection rate.

San Jose de Buenavista is the

first LGU in the entire country

to adopt the community-Based

Rehabil itation Program which was

developed to respond to the needs

of persons with disabil it ies or with

special needs. These initiatives

triggered other local governments

in the country and some Asian

countries to replicate the strategies

and approaches of the project.

Moreover, being the bustling

capital of Antique province it

has maintained its exemplary

performance in sustaining good

governance and leadership.

The off ice of the Sangguniang Panla lawigan has been provided with a computer with complete and updated copies of resolut ions, ordinances and minutes. A technica l ass istant i s ass igned for every SP Member to effect ively del iver the needed requirements and outputs .

Bacolod City

As the national champion in

the 2009 Local Legislative Awards

(Highly Urbanized city category) of

the Philippine councilors League,

Bacolod city definitely deserves to

be awarded the Excellence in Local

Legislation. The competence and

wisdom of Bacolod city legislators

highly contributed to the LGU’s

success in the past years.

The proper observance of

parliamentary rules and procedures

coupled with exceptional legislative

tracking system, staff complement

and modern computer equipment all

attributed for Bacolod city to sweep

major awards.

This bustling city surely proved that

a harmonious relationship between

the executive and legislative bodies

can bring growth and development.
