Policy and Guidelines on Sanitation
RA 9275 also known as the Philippine Clean Water Actof 2004 requires the DPWH to lead the preparation of theNSSMP as part of the integrated framework for waterquality management.
The Program Operations Manual (POM). The POMwas approved last March 2013.

PD 198 Section 6 - (c) A statement completelytransferring any and all waterworks and/or seweragefacilities managed, operated by or under the control ofsuch city, municipality or province to such district uponthe filing of resolution forming the district. (As amendedby Sec. 2, PD 768; Sec. 1, PD 1479).

CWA IRR 8.6 Role of Water Supply Utilities. In the caseof HUCs, non-HUCs and LGUs where water districts, waterutilities and LGU water works have already been constitutedand operational, the water supply utility provider shall beresponsible for the sewerage facilities and the mainlines pursuant to P.D. No. 198 and other relevant laws.In areas where there are no existing facilities, the LGUs, waterdistricts or water utilities may adopt septage managementprogram or other sanitation alternatives.
CWA IRR 8.7 Areas without concessionaires or waterdistricts. In the case of HUCs, non-HUCs and LGUs wherewater districts and water corporations have not yet beenconstituted and operational, the concerned LGU shallemploy septage management system or othersanitation programs.
Local Implementers’ Role/Mandate
WDs Coordinate with LGUs in developing sewerage/sanitation plans
Prepare project feasibility studies in relation to sewerage and septage projects
Manage and operate wastewater collection, treatment and disposal facilities

WDs Persuade buildings to be connected to the sewer lines located less than 35m
Collect the prescribe rates and charges
Connect sewage lines to sewerage systems

Report progress to the NSSMP Office

Proposed Amendments to NSSMP:
Broaden the scope of the NG cost share/grant to include septage projects;
Expand eligibility to non-HUCs and municipalities; and
Allow Water Districts (WDs) to directly apply for the NG share/grant through the Local Water Utilities Administration (LWUA).
NEDA RECOMMENDATIONS
That LWUA be the administrator of the NG grantfor WD and DPWH be the grant administrator forLGUs.
That set prioritization and selection criteria thatwould give precedence to the 17 HUCs and alsogive premium to major tourism destination area.
That tariff remains affordable for low-incomehouseholds (HHs)
