The Breede Valley Municipalities invites Service Providers for the following tender: BV 465: SUPPLY AND DELIVERY OF GREY AND RED INTERLOCKING PAVERS FOR THE PERIOD ENDING 30 JUNE 2016

Interested Service Providers can collect bid documents from the Supply Chain Management Offices, Stofberg House, and 23 Baring Street, Worcester. Documents may be collected from Monday, 19 October 2015 during office hours Mondays to Fridays 08h00 – 13h00 and 13h30 - 15h00. A non-refundable fee of R 228-00 (Two Hundred and Twenty Eight Rand) for each set of documents, payable by bank guaranteed cheque made out in favour of Breede Valley Municipality, is required on collection of the bid documents. Cash deposits will also be accepted.

Tender offers, in properly sealed envelopes and clearly marked on the outside with the corresponding bid number and description, must timeously be placed in the tender box at Breede Valley Municipality, Supply Chain Management Unit, Stofberg House, 23 Baring Street, Worcester, by not later than 11h00 on Friday, 30 October 2015.Telephonic, telegraphic, telex, facsimile, electronic or e-mailed, bids will not be accepted. If the bid is late, it will not be accepted for consideration.

The Employer does not bind itself to accept the lowest or any tender and reserves the right to accept any tender or any part thereof, which may result in the acceptance of more than one tender, which ever the case may be. The Employer shall apply the Municipal Supply Chain Management Policy as adopted in terms of Section 111 of the Municipal Financial Management Act, 2003 (Act No 56 of 2003) and relevant regulations. All eligible bids received shall be evaluated in terms of the Employer’s Supply Chain Management Policy and the Preferential Procurement Framework Act. The 80/20 preference point system shall be applicable. No bids will be considered from persons in the service of the state.

PART B: CONTRACT SPECIFICATIONS

SCOPE

The Contract entails the supply and delivery of Grey and Red Interlocking Paving blocks to BREEDE VALLEY MUNICIPALITY for use in the construction and upgrading of roads/ road sections with the Breede Valley Municipal Area.

The tender further entails the supply and delivery of Grey and Red Interlocking Paving blocks. The Breede Valley Municipality intends to procure a minimum of 264 000 grey concrete paving block as per detailed specifications supplied. The municipality reserves the right to amend the quantities at its discretion in order to meet the budget limitations.

DETAILED TECHNICAL SPECIFICATIONS OF THE CONTRACTi. the interlocking paving block must be 200 X 100 X 80mm and must be grey in colour/ or red in colourii. strength of the concrete paving blocks at 21 days must be at least 25 MPa, which is in accordance to

SANS 1058 concrete paving blocksiii. See example on annexure A

Additional Requirements/Conditions Bidders must submit proof or prove the comprehensive strength of the concrete paving blocks by

submitting tests from a reputable institution to the municipality with tests, certifying the comprehensive strength of the concrete paving blocks.

Bidders must specify the manufacturer (origin of the product) when submitting the tender. The successful service provider must submit a sample of ten (10) concrete pavers, which shall be

subjected to testing before the municipality will place a bulk order. A minimum of 264 000 concrete paving blocks are required, in which a minimum order quantity of

10 000 concrete paving blocks shall be procured per order. The tender shall run over the period from date of award until 30 June 2016, thus the prices must remain

fixed and firm for the duration of the tender. Bidders only to cast a rate/price for the supply and delivery of red interlocking paving blocks, which shall

be regarded as optional, should the municipal budget allow the procurement of such optional items. Thus, the rate/price for the supply and delivery of red interlocking paving blocks shall be excluded from the evaluation process.

Bidders must cast their rates/prices for the supply and delivery of grey and red interlocking paving blocks, inclusive of transport and off-loading costs.

Failure to comply with the minimum tender specification shall result in automatic disqualification.

DELIVERIES

The concrete paving blocks must be delivered to the designated construction site or Fairbain Stores, Fairbain Street within Worcester Municipal Area, depending on the requirement of the municipality.

The Bidder shall indicate in the tender document his/her delivery periods / -time frames to which he shall adhere after the placement of official order. The delivery period after placement of an order clearly in terms of lead time, rate of dispatch and completion of contract. However, deliveries will be strictly within 2-3 weeks after the date of order.

In addition, the delivery and offloading of the required items will be the responsibility of the successful bidder. The successful bidder must use a suitable delivery vehicle for this purpose and must use suitable trained staff to ensure safe offloading. The municipality reserves the right to cancel an official order and return all goods, at no cost to the municipality, if the successful bidder does not comply with this requirement.

QUALITYUnless explicit request therefore stated elsewhere in this document, the Bidder, when supplying goods (grey and red interlocking paving blocks) that are required to comply with the standard specification, and if ordered to do so, shall furnish the SANS manufacturing certificate, which certifies that the goods delivered is in accordance with the specifications and that the goods do so comply.

PREAMBLE TO THE SECTION OF QUANTITIES

1. The special conditions of contract (if any) and the specifications (including the project specification) are to be read in conjunction with the Schedule of Quantities.

2. The Bidder is at liberty to insert a rate of his own choosing for each item in the Schedule. His attention is drawn to the fact that the Bidder has the right, under various circumstances, to payment for item / material / plant / machines / services provided and that the Engineer is obliged to base his assessment of the rates to be paid for such item / material / plant / machines / services on the rates inserted in the Schedule by the Bidder.

3. The “quantity” required as called for in the Schedule of Quantities under the various categories is the estimated total (annual) requirement per item / machine / service. Payments will be based on the values computed for actual expenditure item per each individual request.

4. The prices and rates to be inserted in the Schedule of Quantities are to be the full inclusive prices to the Breede Valley Municipality for the provision of item / material / plant / machine / service described under the various categories, value added tax excluded. Such prices shall cover all costs and expenses that may be required in and for the provision of the item / material / plant / machine / service described, and shall cover the cost of all general risks, liabilities and obligations set forth or implied in the documents on which the tender is based.

5. A price or rate is to be entered against each item in the Schedule of Quantities, whether the quantities are stated or not. An item against which the bidder has no offer shall be indicated as “NO” (no offer) in the Rate Column.

6. The items as called for in the Schedule of Quantities are for products / services most frequently required by the municipality. These items MUST be priced (unless the “NO” option is followed). The bidder may, however, include along with his bid a comprehensive price Section of all of the products / services he can provide. Prices for the relevant items in his price Schedule must correspond with the prices of items as called for in the Schedule of Quantities. In case of discrepancies, the price provided on the Schedule of Quantities will apply.

7. The Bidder must price each item in the Schedule of Quantities in BLACK INK.

8. All rates shall exclude value added tax (VAT).
